The City Development Strategy (CDS) is
a new tool introduced in the World Bank's
Strategy for Urban Development and
Governance. It engages principal
stakeholders and donors in the following:
formulation and implementation of a
comprehensive development strategy for
a city; prioritizing investments and
building consensus; and participation in
actions undertaken to implement this
consensus strategy
To empower local communities through
enhanced participation in barangay
governance and involvement in the
design, implementation, and management
of development activities that reduce
poverty.
To strengthen the local government units'
(LGUs') financial management and
auditing skills, particularly in poorer LGUs
where financial management is weak.
To assist participating LGUs in upgrading
their basic infrastructure, services, and
facilities and in strengthening their
capacities for municipal governance,
investment planning, revenue generation,
project development and implementation.
To upscale the Cities Development
Strategy (CDS) in the Philippines,
focusing primarily on urban poverty
reduction and in institutionalizing the CDS
approach in the urban policy framework.
