To build and improve the capacities of a
human resource development (HRD) core
team composed of HRD specialists, HRD
advocates and change agents. This
assistance includes the installation of
human resource systems, such as
planning for people management, a
recruitment system, an empowering
system, development performance, and
career management.
To foster local economic growth and job
creation in Mindanao by working with city
governments to improve business
processes and procedures related to
business registration and licensing (with
special attention to micro, small and
medium enterprises).
The process documentation examined the
i) number of steps from start to finish; ii)
number of minutes, hours or days
devoted for each step; iii) number of
forms, clearances and signatories
required for each step; iv) frequency of a
particular document going back for
signature of a particular person; v)
absence or presence of information, flow
charts, referral systems and schedule of
fees disseminated to public; vi)
accessibility of required forms; vii)
transparency in the computation of fees
for payments; and, viii) positions of
personnel involved in the renewal
process.
