AUSTRALIAN AID (AUSAID) Key Area Project Focal Person Program/Proje cts Human resource development Capacity building Capacity building Social services INVENTORY OF PROGRAMS, PROJECTS, AND INITIATIVES ON LOCAL AND REGIONAL DEVELOPMENT IN THE PHILIPPINES Philippines- Australia Human Resource Development Facility (PAHRDF) Local Governance Development Program Philippines- Australia Community Assistance Program (PACAP) Area-Focused Provinces Description/ Objective Implementing Agency Provides HRD support to selected LGUs, government agencies and nongovernment organizations (NGOs). PAHRDF brings a new approach to structured HRD interventions (such as post post graduate and customized training and development) by focusing on specific needs of key institutions that are engaged in planned change for improved service delivery. The PAHRDF is the result of the merging of the Philippines- Australia Short Term Training Facility (PASTTF) and the Australian Development Scholarship (ADS) in the Philippines To improve delivery of basic services by local government units to enhance local development by strengthening and the effectiveness of LGU governance structures and systems Provides support for community-based development initiatives by nongovernment organizations, people’s organizations and local government units aimed at raising the living standards of poor and marginalized Filipinos, Beginning 2005, PACAP’s new phased will be employing new approaches and strategies that will enable the facility to further respond to Philippine development priorities, In line with its Country Program Strategy for 2004-2008, AusAID will concentrate efforts to alleviate poverty in five Covered LGUs Date of Implement ation Regions VII (Bohol), VIII (N Samar), X, Caraga Regions VI (MIDC) and VII (Bohol) Regions VII (Bohol), VIII (N Samar), X, Caraga Nationwide for NGOs Bohol, Misamis Occidental, Lanao del Sur, Northern Samar, and Agusan del Status Budget (Mil) This document is an updated version of the inventory of programs and projects found in the “Feasibility Study to Establish a Local Governance Development Program (LGDP) in the Philippines (prepared for AusAID by the Feasibility Study Mission,September 2005).” This includes recently completed and ongoing projects. Key Area Project Focal Person Program/Proje cts People’s participation, livelihood Philippines- Australia Local Sustainability (PALS) Program II Health Malaria Control and Prevention Project Description/ Objective Implementing Agency Philippine provinces, namely Aside from on-going projects, further assistance will be provided in three main areas: (a) enhancing planning and service delivery capabilities, (b) easing constraints to rural production and marketing, and (c) developing human capital This aims to strengthen participatory planning and local management of local resources for the promotion of sustainable community livelihoods. Communities and LGUs (selected municipalities) within the province may propose activities coherent with the program objectives through the Program Development Facility Following the completion of earlier phases, a Community Trust Fund (CTF) was established to maintain availability of resources needed for core equipment and supplies.
