In practice, compensation and environmental mitigation measures for largeinfrastructure projects have been ina<strong>de</strong>quate and poorly implemented. Unfortunately, the EnvironmentalImpact Studies for the Changuinola and Bonyic dams give no indication that the resources<strong>de</strong>dicated to minimizing social and ecosystem losses will come anywhere close to our monetary estimatesof these damages. However, between the company’s profits of $87 million, and government taxrevenues of around $93 million, there would be a substantial pool of funds with which to implementcompensation and mitigation.Finally, it is important to bear in mind that any project of this scale brings unavoidable impacts onpeople and the environment. It’s up to Panama’s citizens to <strong>de</strong>ci<strong>de</strong> whether the benefits of new energysupplies for domestic consumption and export are worth those inevitable losses.
