LA SOLIDARIDAD ECONÓMICA YPROFESIONAL2.1 El Año Internacional <strong>de</strong> <strong>la</strong>s MatemáticasLas matemáticas son c<strong>la</strong>ves para el <strong>de</strong>sarrollosocial y económico <strong>de</strong> los pueblos, y así fuereconocido en <strong>la</strong> Dec<strong>la</strong>ración <strong>de</strong> 1992 <strong>de</strong>l año 2000como Año Internacional <strong>de</strong> <strong>la</strong>s Matemáticas (WMY 7en sus sig<strong>la</strong>s inglesas).Recordando el mítico Congreso Internacional <strong>de</strong>Matemáticos <strong>de</strong> París en 1900, en el que David Hilbertenunció sus famosos 23 problemas, IMU propuso queun siglo <strong>de</strong>spués los matemáticos <strong>de</strong> todo el mundopusiéramos en marcha activida<strong>de</strong>s a lo <strong>la</strong>rgo <strong>de</strong> todo e<strong>la</strong>ño en cumplimiento <strong>de</strong> <strong>la</strong> <strong>de</strong>c<strong>la</strong>ración que seña<strong>la</strong>batres gran<strong>de</strong>s objetivos:I<strong>de</strong>ntificar los gran<strong>de</strong>s <strong>de</strong>safíos matemáticos <strong>de</strong>lsiglo XXI.Proc<strong>la</strong>mar a <strong>la</strong>s Matemáticas como c<strong>la</strong>ves parael <strong>de</strong>sarrollo.Mejorar <strong>la</strong> imagen <strong>de</strong> <strong>la</strong>s Matemáticas mediantedivulgación <strong>de</strong> calidad.La UNESCO se unió también a esta Dec<strong>la</strong>ración <strong>de</strong>IMU. En efecto, en su reunión plenaria <strong>de</strong>l 11 <strong>de</strong>noviembre <strong>de</strong> 1997, <strong>la</strong> Conferencia General <strong>de</strong> <strong>la</strong>UNESCO siguió <strong>la</strong>s recomendaciones <strong>de</strong> <strong>la</strong> ComisiónIII y aprobó <strong>la</strong> resolución 29 C/DR126 en re<strong>la</strong>ción conel World Mathematical Year 2000, <strong>de</strong>stinando 20.000dó<strong>la</strong>res para este evento.Los siguientes 15 países cofinanciaron <strong>la</strong> resolución:Bélgica, Benin, Brasil, Colombia, Costa <strong>de</strong>Marfil, Dinamarca, Francia, Ir<strong>la</strong>nda, Luxemburgo,Filipinas, Ho<strong>la</strong>nda, Fe<strong>de</strong>ración Rusa, España,Tai<strong>la</strong>ndia y Uzbekistán.Y esta es <strong>la</strong> Resolución aprobada por <strong>la</strong> UNESCO:La Conferencia GeneralConsi<strong>de</strong>rando <strong>la</strong> importancia central <strong>de</strong> <strong>la</strong>smatemáticas y sus aplicaciones en el mundo actual enre<strong>la</strong>ción con <strong>la</strong> ciencia, <strong>la</strong> tecnología, <strong>la</strong>s comunicaciones,<strong>la</strong> economía y muchos otros campos,Conscientes que <strong>la</strong>s matemáticas tienen raíces profundasen muchas culturas y que los pensadores mássobresalientes <strong>de</strong> todos los tiempos han contribuidosignificativamente a su <strong>de</strong>sarrollo y a numerosos otroscampos,Conscientes que el lenguaje y los valores <strong>de</strong> <strong>la</strong>smatemáticas son universales, haciéndo<strong>la</strong>s así idóneaspara <strong>la</strong> cooperación internacional,Seña<strong>la</strong>ndo el papel c<strong>la</strong>ve <strong>de</strong> <strong>la</strong> educación matemática,en particu<strong>la</strong>r en los niveles <strong>de</strong> primaria y secundaria,para <strong>la</strong> comprensión <strong>de</strong> los conceptos básicos elementalesy el <strong>de</strong>sarrollo <strong>de</strong>l pensamiento racional,Da <strong>la</strong> bienvenida a <strong>la</strong> iniciativa <strong>de</strong> <strong>la</strong> IMU para<strong>de</strong>c<strong>la</strong>rar el año 2000 como Año Internacional <strong>de</strong> <strong>la</strong>sMatemáticas y a <strong>la</strong>s activida<strong>de</strong>s para promociar <strong>la</strong>smatemáticas en todos los niveles y en todo el mundo,Deci<strong>de</strong> apoyar <strong>la</strong> iniciativa <strong>de</strong>l Año Internacional <strong>de</strong><strong>la</strong>s Matemáticas 2000,Pi<strong>de</strong> al Director General co<strong>la</strong>borar con <strong>la</strong> comunidadmatemática internacional en <strong>la</strong> p<strong>la</strong>nificación <strong>de</strong>l WMY2000 y contribuir durante 1998-1999 con $ 20.000 <strong>de</strong>lPresupuesto para <strong>la</strong>s activida<strong>de</strong>s preparatorias.Las matemáticas son en efecto un instrumentoindispensable para el <strong>de</strong>sarrollo, en sus dos importantísimasvertientes:Una buena educación matemática es imprescindiblepara formar ciudadanos que comprendanel mundo y puedan afrontar con juicio los fundamentalismosreligiosos y <strong>la</strong>s creencias seudocientíficas.Las matemáticas son <strong>la</strong> herramienta necesariapara el <strong>de</strong>sarrollo <strong>de</strong> cualquier otra ciencia o <strong>de</strong>cualquier tecnología.7 World Mathematical Year.
