a que éstas se lleven a cabo dentro del marco de la ley. Consideraron desafortunado que se asignen las tareas de resguardar la seguridad pública a corporaciones como el Ejército, la Marina y la Policía Federal, ya que al no estar plenamente capacitadas para desempeñarlas, han cometido violaciones a los derechos humanos. Sugirieron, además, que es necesaria una revisión a fondo de tales medidas de seguridad para apegarlas al marco jurídico y aplicar una serie de disposiciones que no sólo sean reactivas sino también preventivas e integrales; es decir, un mecanismo que vaya de la mano con políticas sociales, económicas, salariales y laborales, pues todo ello tiene una incidencia importante en el tema de la seguridad. Frente a este contexto las consejeras y los consejeros de la cdhdf resaltan que su deber fue, es y seguirá siendo plantear a la sociedad y a las autoridades propuestas inspiradas en los más altos estándares democráticos en materia de derechos humanos. Su compromiso es hacer una labor crítica, libre, razonada e informada de monitoreo de las políticas públicas y de la actuación de las instituciones; y su trabajo siempre será en favor del pensamiento libre y crítico, la libertad de expresión y la exigencia de rendición de cuentas por parte del Estado sobre sus obligaciones de promoción, respeto, protección y garantía de los derechos humanos, y sus deberes de prevención, investigación, sanción y reparación por las violaciones a ellos. 12
