CoBAT Article 2: « The development of the Region, including its spatial<br />

planning, seeks to meet in a sustainable manner the social, economic,<br />

heritage and environmental needs of the community through the sound<br />

management of tthe quality of life, a sparing use of land and resources, by<br />

preserving and developing the cultural, natural and landscape heritage and<br />

by improving the energy performance of buildings ».<br />

objectIve<br />

Town planning has the strategic objective of making a proactive contribution<br />

to the quality of life in the city through the use of its planning tools, not least<br />

in assessing projects in a manner which takes account of every aspect of<br />

the city.<br />

This objective is written into the Government’s general policy declaration<br />

and is based on the - significant - second Article of the Brussels Planning<br />

Code, the CoBAT.<br />

The Planning objective can be broken down into five principal tasks:<br />

Permits: To issue the official responsible’s assent for planning permits<br />

and certificates and plot division permits which fall within the remit of the<br />

municipalities; to issue decisions (approval or rejection) on applications<br />

for exemptions and, where appropriate, to suspend the decision of the<br />

municipal executive.<br />

To examine and issue planning permits and certificates and plot division<br />

permits which fall within the remit of the official responsible (regional<br />

permits) and the official responsible’s referrals ......................... page 18<br />

Environmental impact: To examine environmental impact studies and<br />

reports relating to applications for planning permits/certifications or<br />

permits for the division of plots, and environmental impact reports<br />

Infringement: To deal with planning infringements relating to actions<br />

and works carried out without permits or which fail to comply with the<br />
