Gerhard Stoltenberg, soixante-trois ans, a remis, mardi 31 mars à Bonn, sa démission au chancelier Kohl (nos <strong>de</strong>rnières éditions du 1., avril). Il sera remplacé à la tête <strong>de</strong> la Hardthöhe par un fidèle <strong>de</strong> M. Kohl, M. Volker Rühe, qui était jusqu'à présent secrétaire général du Parti chré. tien-démocrate (COU). BONN <strong>de</strong> notre correspondant A moins d'une semaine <strong>de</strong>s élections régionales dans son ancien fief du Schleswig-Holstein, où il est toujours prési<strong>de</strong>nt d'honneur <strong>de</strong> l'U nion chrétienne-démocrate (COU), <strong>et</strong> dans le Ba<strong>de</strong>-Wurtemberg, l'affaire Stoltenberg tombait au plus mal pour son parti. Il fallait limiter les dégâts. La démission du ministre <strong>de</strong> la défense soulage son secrétaire parlementaire, M. Ottfried Hennig, qui est tête <strong>de</strong> liste <strong>de</strong> la COU dans le Schleswis- Holstein face au ministre-présI<strong>de</strong>nt, M. Björn Engholm, le chef <strong>de</strong> file <strong>de</strong>s sociaux-démocrates (SPD). M. Stoltenberg avait tenté une ultime manœuvre pour se tirer d'affaire, en sacrifiant le directeur <strong>de</strong>s services d'armement <strong>de</strong> son ministère, M. Wolfgang Ruppert. En vain, car c<strong>et</strong>te manœuvre a donné le sentiment que le ministre cherchait à fuir ses responsabilités. Sa position était d'autant plus fragile que l'affaire <strong>de</strong>s livraisons <strong>de</strong> chars à la Turquie n'était pas la première du genre. Il y a quelques mois, il avait déjà été pris en défaut à la suite <strong>de</strong> la découverte dans le port <strong>de</strong> Hambourg d'une cargaison <strong>de</strong> matériel militaire provenant <strong>de</strong>s stocks <strong>de</strong> l'armée <strong>de</strong> l'ancienne Allemagne <strong>de</strong> l'Est <strong>et</strong> <strong>de</strong>stinée à Israi!1. Officiellement livré par les services <strong>de</strong> renseignement allemands (BND), le chargement avait été présenté aux douanes sous l'étiqu<strong>et</strong>te « matériel agricole ». A ('époque, M. Stoltenberg avait refusé d'endosser la responsabilité <strong>de</strong> l'affaire. Les chars Leopard I avaient été fournis à la Turquie en dépit d'une décision <strong>de</strong> la commission <strong>de</strong>s finances du Bun<strong>de</strong>stag <strong>de</strong> geler l'ai<strong>de</strong>, pour dénoncer le bombar<strong>de</strong>ment par l'aviation turque, en 1991, d'objectifs kur<strong>de</strong>s situés en territoire irakien. Mais il aura fallu attendre la décision du gouvernement, la semaine <strong>de</strong>rnière à Bonn, <strong>de</strong> suspendre totalement l'ai<strong>de</strong> militaire à Ankara (pour protester contre ('intervention <strong>de</strong>s forces armées turques contre la rébellion kur<strong>de</strong> dans le Sud-Est anatolien) pour se souvenir du premier avis <strong>de</strong> la commission <strong>de</strong>s finances ... Le porte-r.arole du gouvernement fédéra, M. Di<strong>et</strong>er Yolgel, avait reconnu, vendredi 27 mars, que c<strong>et</strong>te fameuse décision <strong>de</strong> 1991 n'avait pas été transmise par le ministère concerné à la société Krauss Maffei, en charge <strong>de</strong> la livraison. Manque d'imagination Les partis d'opposition avaient réclamé, pour jeudi, la convocation d'une session extraordinaire du Bun<strong>de</strong>stag pour examiner l'affaire. Le chancelier Kohl, qui n'a pas pour habitu<strong>de</strong> pourtant <strong>de</strong> sacrifier ses ministres, surtout sous la pression, a été obli~é c<strong>et</strong>te fois <strong>de</strong> réagir vite. La posItion <strong>de</strong> M. Stoltenberg s'était déjà notoirement dégradée ces <strong>de</strong>rniers temps au sein <strong>de</strong> la COU. On lui reprochait principalement d'être incapable <strong>de</strong> tenir en main son ministère. Certains proches du chancelier ('accusaient aussi <strong>de</strong> freiner les discussions sur la définition d'une politique <strong>de</strong> sécurité européenne <strong>et</strong> <strong>de</strong> montrer peu d'empressement pour la mise en place <strong>de</strong> ('6I11bryon d'armée commune décidée. par Bonn <strong>et</strong> <strong>Paris</strong>. C<strong>et</strong> homme du Nord, au flegme accentué, figurait dans les premières années du gouvernement Kohl comme un dauphin potentiel si le chancelier, qui avait connu une pério<strong>de</strong> difficile, avait dû j<strong>et</strong>er l'éponge. Ministre-prési<strong>de</strong>nt du Schleswig-Holstein jusqu'à la chute <strong>de</strong> Helmut Schmidt en octobre 1982, il occupait dans le nouveau gouvernement conservateur le portefeuille clé <strong>de</strong>s finances. C'est à lui qu'il était notamment revenu <strong>de</strong> m<strong>et</strong>tre en place la politique <strong>de</strong> réduction <strong>de</strong>s impôts réclamée par les milieux d'affaires. Au faîte <strong>de</strong> sa carrière, il avait été probablement un peu « surestimé ». Homme <strong>de</strong> rigueur, il n'a jamais représenté un véritable danger pour le chancelier Kohl, qu'il a surtout gêné par son manque d'imagination <strong>et</strong> dont il ne partageait pas la ferveur européenne. Les malversations électorales puis le suici<strong>de</strong> <strong>de</strong> son successeur à la tête du gouvernement <strong>de</strong> Schleswig-Holstein, M. Uwe Barschei. avaient sérieusement ébranlé son prestige politique. En avril 1989, c'est déjà un homme sur le déclin qui cédait son portefeuille <strong>de</strong>s finances au nouveau prési<strong>de</strong>nt du Parti social-chrétien (CSU) <strong>de</strong> Bavière, M. Theo Waigel, à la veille <strong>de</strong>s gran<strong>de</strong>s négociations sur la réunification alleman<strong>de</strong> <strong>et</strong> l'Union monétaire européenne. "We are counting the seconds and the hours before a major Iraqi militaryoffensive,' says Kahaddir Swari, the regional comman<strong>de</strong>r for the Kurdistan Democratic Party, one of two main rebel groups. The 4 million Kurds ill northern Iraq live in a'security zone s<strong>et</strong> up by the United States-led coalition after an abortive Kurdish uprising following the Gulf war. The security zone, which roughly corresponds to the 36th parallel, was created to encourage about 1.5 million Kurds who had fled to Turkey and Iran to r<strong>et</strong>urn home. Un<strong>de</strong>r the cease-fue, the Iraqis agreed not to targ<strong>et</strong> Kurdish civilians, even those in towns outsi<strong>de</strong> the safe haven s<strong>et</strong> up by the coalition, such Ask! Kalak. UN Security Council Resolution 688 calls on Iraq to "end the repression of its civilian population." But Kurdish officials fear Iraqi forces are again on the march, after a winter a\llin.8 which they remained in their positions along a 120- mile front. In November, Iraqi forces also shelled and advanced on rebel positions. "The Iraqis appear to have started this creeping advance they began in November and then put on hold during the heavy winter snows," says US Col. Richard Naab, who heads the coalition's military mission in the north. ~Most of us do not expect an all-out attack."
