Instituts <strong>de</strong> Recherche, universités et ONG se<br />

mobilisent pour les enfants handicapés<br />

Un séminaire sur les enfants handicapés a eu lieu le 31 mai<br />

à l’IFRA. Organisé par l’IFRA, <strong>Kenya</strong>tta University et l’ONG<br />

KUCD (<strong>Kenya</strong> Umbrella for Children with Disabilities), ce<br />

séminaire a rassemblé chercheurs et acteurs <strong>de</strong> terrain <strong>au</strong>tour<br />

<strong>de</strong>s questions du statut légal <strong>de</strong>s enfants handicapés et <strong>de</strong> leur<br />

intégration dans la société kenyane.<br />

KUCD agit dans les zones rurales en faisant <strong>de</strong> la sensibilisation<br />

<strong>au</strong>près <strong>de</strong>s familles et contribue à l’accès à l’école <strong>de</strong>s enfants<br />

handicapés. Lors du séminaire, les communications et débats<br />

ont souligné un manque <strong>de</strong> connaissance du nombre d’enfants<br />

handicapés, <strong>de</strong> leur situation et <strong>de</strong> leur pathologie <strong>au</strong> <strong>Kenya</strong>.<br />

Les trois institutions, relayées par Handicap International,<br />

ont <strong>au</strong>ssi lancé l’idée d’une enquête <strong>de</strong> terrain quantitative<br />

qui donnerait un indice plus précis sur le nombre d’enfants<br />

handicapés et leur condition. Cette enquête permettrait<br />

d’améliorer les connaissances utiles <strong>au</strong>x associations et <strong>au</strong><br />

gouvernement pour une planification optimale <strong>de</strong> leurs actions<br />

<strong>de</strong> solidarité.<br />

Suite à cette réunion, l’IFRA va publier un numéro spécial <strong>de</strong>s<br />

Cahiers <strong>de</strong> l’Afrique <strong>de</strong> l’Est, portant sur la définition légale du<br />

handicap, les croyances traditionnelles sur le handicap et les<br />

actions d’ONG et d’institutions, notamment à travers le sport.<br />

Ce séminaire s’inscrit dans un programme <strong>de</strong> recherche sur les<br />

« enfants vulnérables » qui tiendra un colloque international à<br />

Kampala du 19 <strong>au</strong> 21 novembre 2012 et dans un projet <strong>au</strong> sujet<br />

<strong>de</strong>s enfants vulnérables dans la sous–région, à l’initiative <strong>de</strong>s<br />

<strong>Ambassa<strong>de</strong></strong>s <strong>de</strong> <strong>France</strong>.<br />

Research institutes, universities<br />

and NGOs mobilized for disabled<br />

children<br />

IFRA, <strong>Kenya</strong>tta University and the <strong>Kenya</strong> Umbrella for<br />

Children with Disabilities NGO (KUCD) held a seminar<br />

on the 31 May 2012 gathering researchers and NGO<br />

representatives to discuss the legal status of children with<br />

disabilities and their integration into the <strong>Kenya</strong>n society.<br />

KUCD has taken the initiative to raise awareness with<br />

their families and has contributed towards improving their<br />

access to school. During the seminar, presentations and<br />

<strong>de</strong>bates highlighted a lack of knowledge of the number<br />

of children with disabilities, their situation and their<br />

pathologies in <strong>Kenya</strong>. <strong>Kenya</strong>tta University, IFRA and KUCD<br />

relayed by Handicap International, also l<strong>au</strong>nched the i<strong>de</strong>a<br />

of a quantitative survey that would give a more articulate<br />

image of the population and situation of children with<br />

disabilities aimed at contributing towards the improvement<br />

of knowledge that could help NGOs and the government to<br />

better plan their actions.<br />

Following this meeting, IFRA plans to publish a special<br />

edition of the Cahiers d’Afrique <strong>de</strong> l’Est, putting together<br />

articles about the legal <strong>de</strong>finition of disabilities, the<br />

traditional beliefs on physical handicaps and NGO actions<br />

notably through sport. The seminar is part of a research<br />

programme on “vulnerable children” that will be featured<br />

during an international conference in Kampala on 19 to<br />

21 November 2012. It is also part of a regional project on<br />

“vulnerable children” at the initiative of French Embassies.<br />

Des stages en <strong>France</strong> pour les meilleurs<br />

étudiants kenyans<br />

La cérémonie annuelle <strong>de</strong> remise <strong>de</strong>s prix <strong>au</strong>x meilleurs<br />

étudiants francophones du <strong>Kenya</strong> a eu lieu le 26 mai, en<br />

présence <strong>de</strong> l’<strong>Ambassa<strong>de</strong></strong>ur <strong>de</strong> <strong>France</strong>, Etienne <strong>de</strong> Poncins, <strong>de</strong><br />

Charles Mugendi, Senior Quality Assurance and Standards Officer,<br />

représentant le Ministère <strong>de</strong> l’Education, et<br />

<strong>de</strong> Peter Owino, prési<strong>de</strong>nt <strong>de</strong> la <strong>Kenya</strong>n<br />

Association of Teachers of French.<br />

Les allocutions ont permis d’exprimer la<br />

satisfaction sur l’excellent partenariat entre<br />

la <strong>France</strong> et le <strong>Kenya</strong> et d’insister sur la forte<br />

valeur ajoutée offerte par le français dans les<br />

professions du tourisme et <strong>de</strong> l’hôtellerie, <strong>de</strong>s<br />

affaires, dans les organismes internation<strong>au</strong>x<br />

et dans l’enseignement.<br />

Les <strong>de</strong>ux gagnants du concours Allons en<br />

<strong>France</strong>, proposé par le Ministère <strong>de</strong>s Affaires<br />

étrangères et qui portait cette année sur le<br />

thème <strong>de</strong>s droits <strong>de</strong> l’homme <strong>au</strong> XXIè siècle,<br />

effectueront un stage linguistique et culturel<br />

avec d’<strong>au</strong>tres l<strong>au</strong>réats francophones venant<br />

<strong>de</strong> 80 pays différents.<br />

Les <strong>de</strong>ux premiers élèves en français, sur un total <strong>de</strong> 2561 candidats<br />

<strong>au</strong> KCSE, rejoindront le Centre international linguistique et sportif <strong>de</strong><br />

Troissy en Champagne. Ils seront accompagnés du meilleur acteur<br />

et <strong>de</strong> la meilleure actrice <strong>au</strong> Festival <strong>de</strong> théâtre kenyan, sélectionnés<br />

parmi les 10000 élèves qui ont présenté <strong>de</strong>s pièces en français lors<br />

<strong>de</strong> cet événement, ainsi que du gagnant <strong>au</strong> concours d’éloquence <strong>au</strong><br />

Festival <strong>de</strong> musique.<br />

Ces prix récompensent les efforts <strong>de</strong>s élèves, <strong>de</strong>s enseignants, <strong>de</strong>s<br />

institutions kenyanes, et les l<strong>au</strong>réats seront, pour quelques jours, les<br />

ambassa<strong>de</strong>urs du <strong>Kenya</strong> en <strong>France</strong>.<br />

The best of the best going to<br />

<strong>France</strong><br />

The annual Prize Giving ceremony held to award stu<strong>de</strong>nts<br />

who have excelled in the French language took place on<br />

26 May this year. The ceremony was presi<strong>de</strong>d over by the<br />

Ambassador of <strong>France</strong>, H.E. Etienne <strong>de</strong> Poncins, alongsi<strong>de</strong> Charles<br />

Mugendi, <strong>Kenya</strong>’s Education Ministry’s Senior Quality Assurance<br />

and Standards Officer and Peter Owino,<br />

Chairperson of the <strong>Kenya</strong> Association of<br />

Teachers of French.<br />

All of them mentioned the excellent<br />

cooperation between <strong>France</strong> and <strong>Kenya</strong>, and<br />

pointed out that the French language was<br />

a great value addition to professions within<br />

industries such as tourism and hospitality,<br />

business, international organization and<br />

education.<br />

The two winners of the Allons en <strong>France</strong><br />

competition, organized by the French Ministry<br />

of Foreign Affairs on the theme “Human Rights<br />

in the 21st century” will be travelling to <strong>France</strong><br />

for a linguistic and cultural stay. They will link<br />

up with youth from 80 different nationalities,<br />

all of them speaking French.<br />

The best girl and best boy, having topped among the 2561 candidates<br />

in French at the <strong>Kenya</strong> Certificate of Secondary Education will join<br />

the International Language and Sports Centre in Troissy, <strong>France</strong>.<br />

They will be accompanied by the best actor and the best actress<br />

at the <strong>Kenya</strong> National Drama Festival, both selected out of 10,000<br />

stu<strong>de</strong>nts who presented French plays. Completing the team is the<br />

winner of Public Speaking in the French category of the National<br />

Music Festival.<br />

The ceremony aims to reward learners and teachers of French, as<br />

well as institutions offering French, and the l<strong>au</strong>reates will be <strong>Kenya</strong>’s<br />

French speaking ambassadors for some days!<br />
