AN APPEAL FOR VOLUNTEER TRANSLATORS<br />

English-French – French-English<br />

We often need – sometimes at short <strong>no</strong>tice – extra help in translating articles for the <strong>Bulletin</strong> or other<br />

texts (reports, <strong>no</strong>tes, etc) from English to French and French to English.<br />

Are there any members of <strong>AAFI</strong>-<strong>AFICS</strong> with writing skills and excellent k<strong>no</strong>wledge of both languages<br />

that would accept, from time to time, to assist in promoting the communication that is essential for the<br />

Association? Computer – email – literacy is a necessity.<br />

UNITED NATIONS<br />

NEWS FROM THE ORGANIZATIONS<br />

The Secretary-General has appointed the Head of the UN Development Programme, Mr. Mark<br />

Malloch Brown as his Chief of Staff as from 19 January 2005. He replaces Iqbal Riza who has retired.<br />

Mr. Malloch Brown will assist the Secretary-General and the Deputy Secretary-General Louise<br />

Fréchette in leading a major initiative to improve the performance and conduct an overhaul of the<br />

management of the organization.<br />

Mr. Malloch Brown is of British nationality. He is 51 years old and is k<strong>no</strong>wn to be an outspoken person.<br />

A former journalist at the English weekly “The Eco<strong>no</strong>mist”, he has served as the Administrator of the<br />

UN Development Programme since 1999. He has mentioned that an organization like the UN must<br />

adapt itself to providing daily information about its activities and its an<strong>no</strong>uncements must be “rapid and<br />

vigorous”. (UN News Centre, Le Monde).<br />

Two senior posts in the UN’s higher management are also becoming vacant with the imminent<br />

departures of Catherine Bertini, Under-Secretary-General for Administration and Management, and<br />

Jean-Pierre Halbwachs, Controller of the United Nations. The filling of these posts is of a certain<br />

importance to the UN Joint Staff Pension Fund. The Under-Secretary-General is responsible for the<br />

Fund’s investments and the Controller is a senior representative of the Secretary-General of the UN<br />

on the Pension Board.<br />

Mr. Rubens Ricupero retired on 14 September 2004, after having served as Secretary-General of<br />

UNCTAD for nine years.<br />

Mr. Jomo Kwame Sundaram of Malaysia has been appointed Assistant Secretary-General on<br />

Eco<strong>no</strong>mic Development. (WFUNA Newsletters).<br />

Universal Postal Union<br />

Mr. Edouard Dayan, a veteran French postal official, took over from the UPU’s outgoing Director-<br />

General Thomas E. Leavey, of the United States, at a ceremony at the 190-member UPU<br />

Headquarters in Berne on 18 January 2005. Mr. Dayan declared his vision of an efficient, in<strong>no</strong>vative,<br />

united and open organization, ready to use the tools of the new age (UN News Centre).<br />
