La conférence a été organisée par la French-American Foundation en conjonction avec le Centre Français des Fondations afind’eclaircir l’impact des fondements philosophiques propres à chaque pays, lacomplexité grandissante des deux systèmes, l’émergence de nouveaux acteurs et lamise en pratique d’outils fiscaux et le rôle crucial du financement privé.La conférence s’est interrogée de manière approfondie sur les approches françaises etaméricaines envers le financement et la gestion non commerciaux des activités culturelleset envers le rôle des divers acteurs impliqués: l’Etat, les autorités locales, les entreprises,les fondations, les associations et les individus. Pendant les deux journées de débat, laconférence a attiré plus de 400 personnes qui représentaient un large éventail d’hommespolitiques, d’administrateurs et de représentants d’institutions culturelles et de fondationsfrançaises et américaines. La haute qualité du public a été complétée par le haut calibredes trente-cinq panélistes. C’est à dessein que la Fondation a choisi de conduire cetteétude comparative des politiques de financement culturel au moment où la France contemplaitune réforme fiscale relative à ce domaine et a donc invité des personnes clés dansle développement de cette législation.De manière générale, la conférence a été saluée pour son succès par tous ses participantspour la profondeur des présentations révélatrices du niveau de recherche analytiqueconduite en amont. Les intervenants et les participants ont réellement aiméleur expérience parisienne non seulement pour la conférence elle-même, mais aussipour l’opportunité offerte par la conférence pour un forum de débat.COURANTS 2004 STUDY TOUR: ARTS EDUCATIONThe topic of the 2004 Courants program was arts education as a means for providing access to culture for diverse audiences;for children, students, adults, seniors, as well as culturally diverse groups and "underserved' or "at-risk" communities.FAF ANNUAL REPORT 2003-200422The French study tour to the United States took place in February beginning in Washington, DC, to showcase accomplishmentsin arts education at the national and federal levels by such institutions as the National Endowment for the Arts, theDepartment of Education, the Smithsonian Institution, the National Gallery of Art and the Kennedy Center. The delegationthen traveled to New York, a first class example of what can be done to promote arts education at the city level. New Yorkhas been very active in establishing cooperation between the Department of Cultural Affairs and the Board of Education todraft city-wide curricula in the arts. There were also several important site visits, including the Guggenheim Museum, theLower East Side Tenement Museum and Lincoln Center. San Francisco was the group’s final destination, as the city offerssome of the most innovative arts education programs implemented in recent years. This was an opportunity to examine localprograms and the work of non-profit arts organizations in linking artists and schools. The French were enthusiastic abouttheir visit to the United States and returned to France with an array of ideas for new transatlantic projects to put into place.In May, American delegates traveled to Paris and to Lille where they were hosted by the Ministry of Culture’s InternationalAffairs Department and the Maison des Cultures du Monde. In Paris, the delegation met with the Education and the CultureMinistries and learned about cornerstone policies implemented for arts education at the national level. They also witnessedpractical examples, such as a dance performance of high school students at the Palais de Chaillot and workshops held at theCentre Georges Pompidou. They spent time at the Louvre and the Opéra National de Paris where they saw how sculpture andsinging workshops are conducted, and how these institutions try to address social needs.
