The statements are then sent to the United NationsDistribution Section for Folding and Inserting. Then, they are sent to the UN Postal Office forTransmission. I know this process full well, having been in charge of it from 2001 to 2003. It isalmost impossible for the notifications to reach the beneficiaries before the payment.28
