Am 21. Oktober fand in der ungarischen
Hauptstadt Budapest, in der die Vorbereitungen
für die Feierlichkeiten (und Demonstrationen)
anlässlich des 50. Jahrestages der ungarischen
Revolution schon deutlich zu bemerken
waren, der 32. Kongress der USPE
statt. Trotz dieser großen Belastung, die unseren
ungarischen Kollegen bevorstand, hatten
sie alles unternommen, um den Kongress in einem
würdigen Rahmen im Budapester Polizeipräsidium
stattfinden zu lassen. Nach einer
eindrucksvollen Eröffnungszeremonie begrüßte
der ungarische Polizeipräsident Dr. Lásló
Bene die Delegierten und wünschte dem
Kongress einen guten Verlauf.
Die Berichte des Präsidenten, des Generalsekretärs,
des Generalschatzmeisters und der
Kassenprüfer über die Arbeit der vergangenen
zwei Jahre nach dem Kongress in Warschau
wurden von den Delegierten mit großer
Zustimmung zur Kenntnis genommen.
Weil der bisherige Amtsinhaber Ioannis Karapanagos
aus Griechenland wegen seiner
Pensionierung nicht mehr als Vizepräsident
kandidieren durfte, musste ein neuer Vizepräsident
gewählt werden.
Als einziger Kandidat hatte sich der bisherige
Beisitzer im Exekutivekomitee, Lusien Velchev
aus Bulgarien, beworben, den die Delegierten
mit überwältigender Mehrheit in dieses
Amt wählten. Auch der Verfasser (Dietmar
Schönhoff) wurde mit gleicher Mehrheit erneut
für vier Jahre in das Amt des Generalsekretärs
gewählt.
Als Beisitzer in das Exekutivekomitee wurden
Kees ten Cate aus den Niederlanden und
Prof. Dr. Yuri Podlipniak aus Russland wieder
gewählt. Als neue Mitglieder wählten die Delegierten
Dr. Josef Haupt aus der Tschechischen
Republik und Panagiotis Iakovakis
aus Griechenland. Für die Technische Kommission
war ein Mitglied zu wählen. Das bisherige

The 32 nd USPE Congress took place in the
Hungarian capital of Budapest on October
21 st , where the preparations for the ceremonies
(and demonstrations) of the 50 th anniversary
of the Hungarian Revolution became
clearly apparent.
In spite of this great stress, which was imminent
for our Hungarian colleagues, they did
everything, in order to let the congress take
place in a worthy style in the Budapest police
headquarters. After an impressive opening
ceremony, Dr. Lásló Bene, chief of the Hungarian
police, welcomed the delegates and
wished a good course to the congress.
The reports of the president, the secretary
general, the general treasurer and the auditors
concerning the work of the past two
years after the congress in Warsaw met the
general approval of the delegates.
As the outgoing incumbent, Ioannis Karapanagos
from Greece could no longer stand
for election for vice-president because of his
retirement, a new vice-president had to be
elected. The only candidate to run was the present
member of the executive committee,
Lusien Velchev from Bulgaria. The election victory
went to him with an outstanding majority.
Also the author (Dietmar Schönhoff) was
re-elected with the same majority for the next
four years in the position of Secretary General.
Re-elected, as assessors into the executive
committee, there were Kees ten Cate from
the Netherlands and Professor Dr. Yuri Podlipniak
from Russia. As new members the delegates
elected Dr. Josef Haupt from Czech republic
and Panagiotis Iakovakis from Greece.
One member had to be elected for the job in
technical commission. The present member
Marius Cata Chitiga from Romania as well as
January Wagenaar from the Netherlands and
Jörg Hirschberger from Austria had run for
election. Marius Cata Chitiga was re-elected
with a large majority. As cash examiners Ed
Riewald from the Netherlands and Leif Anderson
from Sweden were confirmed in their
offices.
The discussion and the passing of resolutions
understandably took a large period of
time regarding the available requests. At first,
after the detailed justification by the general
treasurer, Gérald Hagenlocher from Switzerland,
the request of the executive committee
to increase the annual contribution for the
membership in the USPE from so far 665 Euro
to 1.000 Euro, starting from 1 st January 2007,
was unanimously approved.
Le 21 octobre 2005 a eu lieu a Budapest, la capitale
de Hongrie, le 32 e congrès de l’USPE. Les
préparations pour les cérémonies (et les démonstrations)
à l’occasion du 50 e anniversaire
de la révolution hongroise se sont déjà clairement
mises en évidence.
Malgré ce grand stress qui devrait se présenter
à nos collègues de la police hongroise,
ils avaient tout entrepris, pour faire dérouler le
congrès dans un cadre somptueux à la Direction
Générale de la Police à Budapest. Après
une cérémonie d’ouverture impressionnante
le président de police hongroise, le Dr Lásló
Bene, a salué les délégués et a souhaité un bon
déroulement au congrès.
Les rapports du Président, du Secrétaire général,
du Trésorier Général et des vérificateurs
de caisse sur le travail des deux dernières années
qui ont suivi le congrès de Varsovie, ont
été largement approuvé par les délégués.
Étant donné que l’actuel vice-président en
place, Ioannis Karapanagos de la Grèce, ne
pouvait plus être candidat à cause de sa mise
à la retraite, un nouveau vice-président devait
être élu. Un seul candidat, l’actuel assesseur du
comité exécutif, le bulgare Lusien Velchev
avait postulé, et les délégués l’ont élu avec une
grande majorité. L’auteur de cet article (Dietmar
Schönhoff) a également été réélu pour la
durée de quatre ans dans sa fonction de Secrétaire
Général.
En tant qu’assesseurs dans le comité exécutif,
Kees ten Cate des Pays-Bas et le Prof. Dr
Youri Podlipniak de Russie ont été confirmés
