strategice <strong>de</strong> urmat, referitor la<br />
această preţioasă resursă naturală.<br />

Câteva consi<strong>de</strong>raţii <strong>de</strong> început:<br />
S In Germania 95% din apa<br />
potabilă asigurată populaţiei<br />
<strong>de</strong> sistemele centralizate are<br />
ca sursă apa subterană;<br />
S In Serbia procentul similar<br />
este <strong>de</strong> 75%;<br />

In România, fără a avea date exacte, se<br />
pare că procentul este <strong>de</strong> maxim 40%.<br />
Poate este momentul să ne gândim la aceste<br />
exemple.<br />
In aceste analize, privind perspectiva <strong>de</strong> extin<strong>de</strong>re<br />
a apei subterane, ca principală sursă<br />
<strong>de</strong> alimentare cu apă potabilă a populaţiei,<br />
limitând utilizarea ei în agricultură sau industrie,<br />
trebuie să avem în ve<strong>de</strong>re:<br />
s o relativă constanţă a <strong>de</strong>bitelor ce<br />
pot fi extrase, atât din punct <strong>de</strong> ve<strong>de</strong>re<br />
cantitativ, cât şi din punct <strong>de</strong> ve<strong>de</strong>re calitativ;<br />
s condiţiile naturale, mai ales în<br />
cazul celor <strong>de</strong> mare adâncime, oferă o<br />
protecţie a acestei surse la diferite acţiuni<br />
poluante <strong>de</strong> moment sau pe termen lung;<br />
s potabilizarea acestor ape este, în<br />
cele mai multe cazuri, mult mai simplă<br />
şi chiar posibil ca o astfel <strong>de</strong> apă să fie<br />
consumată direct.<br />
Un alt element <strong>de</strong> care trebuie să se ţină<br />
seama îl constituie amploarea resursei <strong>de</strong><br />
apă subterană. Resursa teoretică, conform<br />
datelor statistice ale instituţiilor abilitate este<br />
<strong>de</strong> 9,6 miliar<strong>de</strong> mc (reprezentând 7,13 % din<br />
totalul resurselor <strong>de</strong> apă ale României).<br />
Dintre acestea 4,7 miliar<strong>de</strong> mc sunt <strong>de</strong> mică<br />
adâncime şi 4,9 miliar<strong>de</strong> mc <strong>de</strong> mare adâncime.<br />
Resursele utilizabile din punct <strong>de</strong><br />
ve<strong>de</strong>re tehnic sunt <strong>de</strong> 5,4 miliar<strong>de</strong> mc. In<br />
aceste condiţii apa subterană poate fi o<br />
alternativă pentru <strong>de</strong>z<strong>vol</strong>tarea multor sisteme<br />
centralizate <strong>de</strong> alimentare cu apă potabilă.<br />
In acest sens, în prezent există condiţii favorabile<br />
unei astfel <strong>de</strong> <strong>de</strong>z<strong>vol</strong>tări. România<br />
beneficiază <strong>de</strong> o susţinere financiară<br />
consistentă, în cadrul POS-Mediu, pentru<br />
lucrările <strong>de</strong> infrastructură a apei. Numeroase<br />
programe aprobate sau în <strong>de</strong>rulare, altele în<br />
curs <strong>de</strong> promovare în diferite faze, pot avea<br />
în ve<strong>de</strong>re utilizarea sursei <strong>de</strong> apă subterană.<br />
Pe <strong>de</strong> altă parte, gospodăriile din mediul<br />
rural, nu au acces la o apă potabilă<br />
monitorizată din punct <strong>de</strong> ve<strong>de</strong>re calitativ<br />
şi posibil a nu corespun<strong>de</strong> cerinţelor <strong>de</strong> calitate<br />
pentru apa potabilă. Coroborând cele<br />
două elemente este necesar să fie avute în<br />
ve<strong>de</strong>re posibila <strong>de</strong>z<strong>vol</strong>tare a sistemelor centralizate<br />
pe baza utilizării şi a sursei subterane<br />
<strong>de</strong> apă, în special în mediul rural.<br />
Promovarea acestei direcţii este favorizată<br />
<strong>de</strong> existenţa unei legislaţii puternice<br />
promovată în România în ultimii 20 <strong>de</strong> ani,<br />
care tratează toate aspectele ce fac trimitere<br />
la resursele <strong>de</strong> apă, în general şi la apa<br />
subterană, în special. Astfel în prezent sunt<br />
aplicabile numeroase reglementări, după<br />
cum urmează:<br />
s Legi – 25;<br />
s Ordonanţe <strong>de</strong> Urgenţă – 11;<br />
s Ordonanţe – 3;<br />
s Hotărâri <strong>de</strong> Guvern – 44;<br />
s Ordine <strong>de</strong> Ministru – 52;<br />
s Reglementări comune – 23.<br />
In total 162 <strong>de</strong> reglementări, ce au ca izvor<br />
două Directive ale Comunităţii Europene:<br />
- Directiva 2000/60/EC – Directive privind<br />
Apa;<br />
- Directiva 2006/118/EC – Protecţia apei<br />
subterane contra poluării şi <strong>de</strong>teriorării.<br />
Reglementările menţionate abor<strong>de</strong>ază aspecte<br />
privind:<br />
s politica şi strategia sectorului apei;<br />
s elementele instituţionale şi <strong>de</strong> management;<br />
s proiectare şi construcţia instalaţiilor,<br />
echipamentelor, etc.;<br />
s utilizarea şi exploatarea sistemelor <strong>de</strong><br />
alimentare cu apă;<br />

s aspectele <strong>de</strong> calitate a sursei şi apei<br />
livrate consumatorilor;<br />
s aspecte economic-financiare.<br />
De o <strong>de</strong>osebită importanţă în reuşita strategiei<br />
<strong>de</strong> reconsi<strong>de</strong>rare a sursei <strong>de</strong> apă subterane<br />
şi <strong>de</strong> orientarea acesteia cu precă<strong>de</strong>re pentru<br />
alimentarea cu apă a populaţiei o constituie<br />
acţiunea <strong>de</strong> refacere a bazei <strong>de</strong> date privind:<br />
s corpurile <strong>de</strong> apă subterană existente pe<br />
teritoriul României, cu toate caracteristicile<br />
hidrogelogice;<br />
s forajele existente, în funcţiune sau în<br />
conservare, cu întreaga lor e<strong>vol</strong>uţie şi cu<br />
înscrierea tuturor caracteristicilor specifice<br />
unor astfel <strong>de</strong> instalaţii.<br />
Numai în măsura în care vom avea o astfel<br />
<strong>de</strong> situaşie, adusă la zi pentru toate corpurile<br />
<strong>de</strong> apă subterană, vom şti ce avem, vom şti<br />
ce putem utiliza şi vom şti cum să gestionăm.<br />
Precizăm că o astfel <strong>de</strong> acţiune a <strong>de</strong>marat la<br />
RAJA Constanţa. Sub coordonarea cunoscutului<br />
specialist în ape subterane, dr.ing. Nicolae<br />
Pitu, în prezent Consilier principal la<br />
RAJA Constanţa, se reface baza <strong>de</strong> date a<br />
forajelor şi corpurilor <strong>de</strong> apă din zona Dobrogei<br />
şi hidrosistemele învecinate.<br />
Recomandăm preluarea iniţiativei şi <strong>de</strong> către<br />
ceilalţi operatori regionali <strong>de</strong> apă.<br />
Asociaţia Română a Apei prin CTS – ARA<br />
va promova acţiunea prin mijloace specifice.<br />
In măsura în care acţiunea va atrage interesul<br />
celorlalţi operatori regionali din ţară, vor<br />
fi organizate instruiri pentru formarea <strong>de</strong><br />
personal specializat pentru realizarea <strong>de</strong><br />
baze <strong>de</strong> date, coroborarea bazelor <strong>de</strong> date<br />
pentru ape subterane la nivel naţional între<br />
toate instituţiile ce au astfel <strong>de</strong> evi<strong>de</strong>nţe.<br />

ABSTRACT<br />
For the production of drinking water, various raw water sources are used: ground water or surface water. Ground<br />
water is usually safe, but insufficiently available. Drinking water companies use for this reason surface water from<br />
lakes or rivers. This is the case for the drinking water company Apavital in Iaşi, which uses not only ground water<br />
but also surface water from the rivers Prut and Moldova. Upstream pollution threatens the quality of the drinking<br />
water and has effects at the treatment processes. The pollution of surface water is the result of human activities:<br />
communal and industrial discharges, mining activities and agricultural use of fertilizers and pestici<strong>de</strong>s, apart from<br />
unexpected inci<strong>de</strong>nts/acci<strong>de</strong>nts.<br />
On this background, in the framework of the Partners for Water Program, APAVITAL Iasi and Dunea from the<br />
Netherlands are financed by Dutch Ministry of Economic Affairs, through its executing agency AgentschapNL, to<br />
<strong>de</strong>velop in partnership an early warning system for the intake of surface water from the Prut and Moldova Rivers.<br />
The duration of the project is two years: January <strong>2011</strong> – December 2012<br />
The expected result of the project is to avoid the inflow of polluted surface water into the inlet infrastructure and<br />
treatment plant, which might negatively impact public health and trust in drinking water, specifically: assessment<br />
of actual water quality (<strong>de</strong>velopments) in the River Prut and Moldova, including threatening human activities;<br />
engineered and implemented early warning water quality monitoring systems in the Prut and Moldova Rivers;<br />
<strong>de</strong>termined alarm levels in case of pollution based on water treatment efficiency and <strong>de</strong>sired water quality at the<br />
tap; an implemented integrated software platform, connecting all applied sensors, that generates alarms;<br />
<strong>de</strong>veloped and implemented action plans and procedures in case of alarms; trained staff to operate the monitoring<br />
system; disseminated knowledge in Romania; increased and more intensive co-operation between Apavital and the<br />
different Apele Romane directorates and cross-bor<strong>de</strong>r co-operation with Moldavian water companies.<br />

efectul staţiilor <strong>de</strong> tratare a apei şi influenţele posibile ale<br />
reţelelor <strong>de</strong> distribuţie) trebuie să fie bine înţeles.<br />
Acest lucru <strong>de</strong>vine din ce în ce mai important în<br />
contextul în care infrastructura din întreaga lume e<br />
din ce in ce mai îmbătrânită, şi cu atât mai mult în<br />
cazul în care este luată în consi<strong>de</strong>rare construirea<br />
<strong>de</strong> noi şi costisitoare instalaţii <strong>de</strong> potabilizare. O<br />
apă potabilă poate fi produsă doar dacă apele brute<br />
<strong>de</strong> la sursă (<strong>de</strong> suprafaţă) sunt nepoluate. Calitatea<br />
apei din reţea <strong>de</strong>pin<strong>de</strong> în mod cert <strong>de</strong> performanţele<br />
tehnologiilor <strong>de</strong> tratare a apei şi, în mod similar,<br />
performanţele proceselor <strong>de</strong> tratare sunt <strong>de</strong>pen<strong>de</strong>nte<br />
<strong>de</strong> calitatea apei la sursă. Evaluarea calităţii apei la<br />
sursă este esenţială pentru exploatarea instalaţiilor<br />
<strong>de</strong> tratare a apei, în două scopuri: pentru a evalua<br />
dacă un sistem <strong>de</strong> tratare existent este capabil să furnizeze<br />
apă potabilă <strong>de</strong> buna calitate, şi pentru a concepe acele<br />
tehnologii <strong>de</strong> tratare care să poată face faţă la variaţiile<br />
parametrilor şi la evenimente generatoare <strong>de</strong> valori <strong>de</strong><br />
vârf, în ceea ce priveşte contaminarea apei la sursă.<br />
În România, monitorizarea calităţii apei se bazează<br />
foarte mult pe prelevări <strong>de</strong> probe la faţa locului, urmate<br />
<strong>de</strong> măsurători analitice instrumentale în ve<strong>de</strong>rea<br />
<strong>de</strong>terminării concentraţiilor <strong>de</strong> poluanţi. In ciuda<br />
unor avantaje, această procedură are o limitare consi<strong>de</strong>rabilă<br />
în ceea ce priveşte: a) rezoluţiile temporale<br />
şi spaţiale care pot fi realizate la un cost rezonabil, şi b)<br />
obţinerea <strong>de</strong> informaţii privind bio-disponibilitatea. Problema<br />
majoră, în ceea ce priveşte protecţia sănătăţii<br />
publice, este faptul că (in cea mai mare parte), monitorizarea<br />
calităţii apei potabile este reactivă, în<br />
sensul că orice eveniment sau avarie în sistem poate<br />
dura mai multe ore, înainte <strong>de</strong> a fi <strong>de</strong>tectat prin monitorizare<br />
şi măsurare a parametrilor <strong>de</strong> rutină.<br />
Acest lucru este legat <strong>de</strong> strategia <strong>de</strong> monitorizare,<br />
care este, în mod tradiţional, axată pe apa care se<br />
introduce şi/sau care iese din staţiile <strong>de</strong> tratare şi<br />
sistemele <strong>de</strong> distribuţie. În timp ce parametrii<br />
măsuraţi in mod tradiţional s-au dovedit a fi utili şi<br />
încă mai au un rol important, adoptarea şi utilizarea<br />
<strong>de</strong> instrumente mo<strong>de</strong>rne si ieftine <strong>de</strong> monitorizare<br />
se poate adăuga programelor <strong>de</strong> monitorizare care<br />

being consi<strong>de</strong>red.<br />
Safe water can only be produced if source (surface)<br />
waters are pollutant-free. The water quality in<br />
the network is for sure heavily <strong>de</strong>pen<strong>de</strong>nt on the<br />
performance of the water treatment steps. Similarly,<br />
the performances of treatment processes are <strong>de</strong>pen<strong>de</strong>nt<br />
on water quality at the source. Assessment<br />
of the quality of source water is essential in operating<br />
drinking water treatment plants: to evaluate if an<br />
existing treatment system is able to provi<strong>de</strong> safe drinking<br />
water and to target the treatment to cope with variations<br />
and peak events in the contamination of source water.<br />
In Romania, water quality monitoring relies<br />
heavily on spot sampling followed by instrumental<br />
analytical measurements to <strong>de</strong>termine pollutant<br />
concentrations. Despite a number of advantages,<br />
this procedure has consi<strong>de</strong>rable limitation in term<br />
of: a) temporal and spatial resolution that may be<br />
achieved at reasonable cost, and b) the information on<br />
bioavailability that may be obtained. The major problem,<br />
in terms of public health protection, is that (for<br />
the most part) monitoring the safety of drinking<br />
water is reactive, in the sense that any event or<br />
breakdown in the system can occur many hours, before<br />
it is <strong>de</strong>tected by monitoring for any of the routinely<br />
measured parameters. This is related to the<br />
monitoring strategy, which is traditionally focused<br />
on water as it enter and/or leaves the treatment<br />
plants and on the distribution system. While traditionally<br />
measured parameters have proved useful<br />

part of monitoring programs may complement<br />
monitoring already in place by providing additional<br />
information with the aim to obtain a more representative<br />
picture of the quality of a water body.<br />
Un<strong>de</strong>r the partners for Water program, ApAVitAL<br />
iasi and Dunea the netherlands are financed<br />
by Dutch Ministry of Economic Affairs through its<br />
executing agency AgentschapnL to <strong>de</strong>velop in partnership<br />
an early warning system for the intake of<br />
surface water from the Prut and Moldova Rivers. In<br />

cu scopul <strong>de</strong> a obţine o imagine mai reprezentativă<br />
a calităţii unei surse <strong>de</strong> apă.<br />
În cadrul Programului “partners for Water”,<br />
ApAVitAL iasi şi compania Dunea din olanda<br />
sunt finanţate <strong>de</strong> către Ministerul olan<strong>de</strong>z al Afacerilor<br />
Economice, prin intermediul agenţiei sale AgentschapnL,<br />
pentru <strong>de</strong>z<strong>vol</strong>tarea, în parteneriat, a unui<br />
sistem <strong>de</strong> avertizare timpurie la prizele <strong>de</strong> apă <strong>de</strong><br />
suprafaţă <strong>de</strong> pe râurile Prut şi Moldova. În cadrul<br />
acestui Proiect, partenerii vizează <strong>de</strong>z<strong>vol</strong>tarea unui<br />
cadru privind managementul captărilor <strong>de</strong> apă, care<br />
să includă monitorizarea calităţii apei râurilor in<br />
regim on-line. Aceasta urmează să acţioneze ca<br />
alertă timpurie, pentru a proteja companiile <strong>de</strong> apă<br />
(în acest caz Apavital) care folosesc surse <strong>de</strong> apă <strong>de</strong><br />
suprafaţă pentru producţia <strong>de</strong> apă potabilă, <strong>de</strong> orice<br />
poluare (naturală, din activităti umane sau provocată<br />
în mod <strong>de</strong>liberat). Scopul final al Proiectului va fi<br />
asigurarea furnizării unei ape potabile în condiţii<br />
<strong>de</strong> siguranţă maximă si la o calitate înaltă.<br />
Consorţiul format propune o abordare integrată<br />
a Proiectului, <strong>de</strong> la sursă la robinet. Acest lucru înseamnă<br />
evaluarea e<strong>vol</strong>utiei calităţii apei, selectarea<br />
parametrilor-ţintă pentru monitorizarea calităţii apei,<br />
conceperea unei platforme multi-senzor fiabilă, <strong>de</strong>finirea<br />
unor praguri <strong>de</strong> alarmă bazate pe condiţiile<br />
locale (<strong>de</strong> exemplu, calitatea apei şi eficienţa tehnologiei<br />
<strong>de</strong> tratare a apei) şi elaborarea unor planuri<br />
<strong>de</strong> acţiune care să fie puse în aplicare în cadrul sistemului<br />
<strong>de</strong> management a calităţii al companiei <strong>de</strong><br />
apă. Aceste lucruri vor fi <strong>de</strong>ci, mai mult <strong>de</strong>cât o<br />
simpla instalare <strong>de</strong> echipamente <strong>de</strong> monitorizare.<br />

Pe parcursul ultimilor ani, în municipiul Iaşi au<br />
fost întreprinse eforturi consi<strong>de</strong>rabile pentru <strong>de</strong>z<strong>vol</strong>tarea<br />
unui sistem <strong>de</strong> monitorizare, atât a <strong>de</strong>bitelor,<br />
cât şi a calităţii apei potabile. În prezent, Compania<br />
ApAVitAL <strong>de</strong>sfăşoară un program <strong>de</strong> investiţii pentru<br />
this Project, partners aims at <strong>de</strong>veloping an intake<br />
management framework, including online river<br />
water quality monitoring that acts as an early warning,<br />
to protect drinking water companies (in this<br />
case APAVITAL), who rely on surface water sources<br />
for drinking water production, from any natural,<br />
human-induced or <strong>de</strong>liberate contamination. This is<br />
to ensure a reliable, safe and, above all, trusted<br />
drinking water supply.<br />
The consortium provi<strong>de</strong>s an integrated approach<br />
from source to tap. This means assessment of water<br />
quality trends, selection of target parameters for<br />
water quality monitoring, <strong>de</strong>veloping a reliable<br />
multi-sensor platform, including an integrated software<br />
platform, setting alarm thresholds based on<br />
the local circumstances (i.e. water quality and required<br />
water treatment efficiency), and action plans<br />
that are implemented in the management and quality<br />
systems of the drinking water company. This will<br />
be of ad<strong>de</strong>d value above just installing monitoring<br />
equipment.<br />

Actual situation<br />
in iasi city<br />
During the last years consi<strong>de</strong>rable efforts were<br />
un<strong>de</strong>rtaken to <strong>de</strong>velop a monitoring system for both<br />
water flow and quality in Iasi city. Currently,<br />
APAVITAL carries out an investment program to<br />
upgra<strong>de</strong> drinking water supply in terms of improving<br />
serviceability and drinking water quality. Due<br />
to lack of a<strong>de</strong>quate water quality monitoring systems<br />
of the raw water risks exist drinking water supply<br />
in Iaşi will be contaminated by high impact<br />
pollution events, such as pestici<strong>de</strong>s, (untreated)<br />
waste water, industrial discharges, that possibly<br />
threaten public health. The incoming raw water at<br />
the intake is sampled and analyzed now once per 4<br />
hours for a limited number of parameters (turbidity,<br />
pH, oxygen, hardness, chlori<strong>de</strong>, ammonium, and nitrate).<br />
In case one of these parameters changes negatively,<br />
the water treatment process can be adjusted<br />

îmbunătăţirii serviciilor <strong>de</strong> apă, dar si a calităţii<br />
apei potabile furnizate. Datorită lipsei unor sisteme<br />
a<strong>de</strong>cvate <strong>de</strong> monitorizare a calităţii apei brute există<br />
riscul ca apa potabilă să fie contaminată, în cazul<br />
unor evenimente <strong>de</strong> poluări acci<strong>de</strong>ntale grave, cum<br />
ar fi poluări cu pestici<strong>de</strong>, cu ape uzate neepurate,<br />
<strong>de</strong>versări industriale, evenimente care pot ameninţa<br />
chiar si sănătatea publică.<br />
În prezent, din apa brută preluată la captare se<br />
prelevează probe, care sunt analizate o dată la fiecare<br />
4 ore pentru un număr limitat <strong>de</strong> parametri (turbiditate,<br />
pH, oxigen, duritate, cloruri, amoniu şi<br />
azotaţi). În funcţie <strong>de</strong> valorile înregistrate ale parametrilor<br />
apei brute, procesul tehnologic <strong>de</strong> tratare<br />
este adaptat, <strong>de</strong> exemplu, prin schimbarea dozei <strong>de</strong><br />
cărbune activat sau modificarea dozei <strong>de</strong> coagulant.<br />
Cu toate acestea, aceste ajustări în procesul <strong>de</strong> tratare<br />
se fac tardiv şi există un risc real ca o apă insuficient<br />
tratată să fie pompată în reţeaua <strong>de</strong> distribuţie a<br />
oraşului. Pentru a îmbunătăţi alimentarea cu apă<br />
potabilă şi pentru a câştiga încre<strong>de</strong>rea clienţilor în<br />
calitatea apei furnizate, Apavital trebuie sa cunoască<br />
riscurile <strong>de</strong> poluare pentru sursele sale <strong>de</strong> apă brută<br />
şi are nevoie <strong>de</strong> un cadru <strong>de</strong> acţiune pentru a răspun<strong>de</strong><br />
la evenimentele poluante.<br />
3. Descrierea<br />
proiectului<br />
Scopul principal al Proiectului propus este o<br />
i<strong>de</strong>ntificare rapidă şi sigură a situaţiilor <strong>de</strong> contaminare<br />
cu impact major, în apele râurilor utilizate<br />
ca surse <strong>de</strong> apă potabilă. Sistemul <strong>de</strong> monitorizare,<br />
fiind o parte din sistemul sofisticat <strong>de</strong> management<br />
al captărilor, trebuie să contribuie la asigurarea unei<br />
alimentări fiabile cu apă potabilă a aglomerării Iasi.<br />
În acest sens, trebuie să poată <strong>de</strong>tecta orice poluare<br />
acci<strong>de</strong>ntală într-un interval <strong>de</strong> timp util, care să<br />
permită un răspuns eficient pentru a reduce sau<br />
evita efectele adverse ce pot rezulta din acel eveniment.<br />

or the coagulation process. However, adjustments<br />
in the treatment process will be too late and there is<br />
a fair chance that insufficiently treated water is<br />
pumped into the distribution network. To further<br />
improve the drinking water supply and gain trust<br />
of customers in the drinking water supplied, Apavital<br />
wants to know the risks of pollution in its raw<br />
water sources and needs a framework for action to<br />
respond to pollution events.<br />
3. Description<br />
of the project<br />
The main goal of the proposed Project is a quick<br />
and reliable i<strong>de</strong>ntification of high-impact contamination<br />
in river waters. The monitoring system, being<br />
a part of a sophisticated intake management framework,<br />
should ensure a safe drinking water supply<br />
in the agglomeration of Iasi. The system must <strong>de</strong>tect<br />
a contamination event in a time frame that allows<br />
the implementation of an effective response to reduce<br />
or avoid the adverse impacts that may result<br />
from the event.<br />
The following specific Project goals were formulated:<br />
1. Determine (trends in) Prut and Moldova River<br />
water quality, related to human activity in the Prut and<br />
Moldova River basin;<br />
2. I<strong>de</strong>ntification of specific Prut and Moldova River<br />
target monitoring parameters. The following criteria play<br />
an important role in the selection of target compounds:<br />
• Occurrence: which compounds are found in the<br />
water?<br />
• Toxicity: are these compounds toxic to human or<br />
aquatic organisms?<br />
• Legislation in Romania and EU directives: which<br />
compounds are present in the current environmental legislation?<br />

Au fost formulate următoarele obiective specifice<br />
ale Proiectului:<br />
1. Evaluarea calităţii apei în râurile Prut şi Moldova<br />
(şi e<strong>vol</strong>uţiile sale), inclusiv i<strong>de</strong>ntificarea şi evaluarea activităţilor<br />
umane <strong>de</strong>rulate în bazinele hidrografice Prut<br />
şi Moldova;<br />
2. I<strong>de</strong>ntificarea parametrilor-ţintă care trebuie monitorizaţi.<br />
Următoarele criterii au un rol important în<br />
selecţia compuşilor-ţintă:<br />
• Apariţia lor: ce compuşi se găsesc în apă?<br />
• Toxicitate: sunt, aceşti compuşi, toxici pentru organismele<br />
umane sau acvatice?<br />
• Legislaţia din România şi directivele UE: care compuşi<br />
sunt prevăzuţi în legislaţia <strong>de</strong> mediu actuală?<br />
3. Proiectarea şi realizarea unui sistem <strong>de</strong> monitorizare<br />
integrat al calităţii apei inclus într-o singură platformă<br />
care să fie fiabilă, sensibilă şi verificabilă (şi care sa<br />
includă diverşi senzori, elemente hardware şi software);<br />
4. Dez<strong>vol</strong>tarea sistemului <strong>de</strong> management al captărilor,<br />
inclusiv protocoale <strong>de</strong> alarma, care să acţioneze ca un<br />
cadru <strong>de</strong> acţiune;<br />
5. Formarea personalului APAVITAL pentru a opera<br />
şi menţine echipamentele, precum şi pentru a evalua rezultatele<br />
monitorizării;<br />
6. Difuzarea datelor legate <strong>de</strong> Proiect, atât în cadrul<br />
Direcţiei regionale <strong>de</strong> apă Prut - Bârlad, precum si către<br />
alte direcţii ale companiei Apele Romane (inclusiv Ministerul<br />
Mediului si Padurilor) – simultan, în cooperare<br />
cu Parteneriatul pentru Apa al Olan<strong>de</strong>i, cu Asociaţia<br />
Română a Apei şi Ambasada Olan<strong>de</strong>i (in ve<strong>de</strong>rea stimulării<br />
<strong>de</strong>z<strong>vol</strong>tării <strong>de</strong> afaceri pentru sectorul <strong>de</strong> apă olan<strong>de</strong>z).<br />
Proiectul a <strong>de</strong>marat la începutul acestui an (ianuarie<br />
<strong>2011</strong>), cu o evaluare a calităţii curente a apei<br />
în râurile Prut şi Moldova. Totodată s-a realizat o<br />
evaluare a activităţilor umane din amonte (ape uzate<br />
industriale si menajere), care pot influenţa negativ<br />
calitatea apei râurilor.<br />
Studiul zonelor <strong>de</strong> captare a permis i<strong>de</strong>ntificarea<br />
surselor <strong>de</strong> contaminare (staţii <strong>de</strong> epurare, zonele<br />
agricole ce utilizează sau stochează gunoi <strong>de</strong> grajd,<br />
evacuări industriale). Acest lucru a fost realizat întro<br />
primă etapă, care a constat în cartografierea zonelor<br />

4. Development of the intake management system, including<br />
alarm protocols, that acts as a framework for action;<br />
5. Training of APAVITAL staff to operate and maintain<br />
the equipment and to evaluate monitoring results;<br />
6. Dissemination in both the direction of the Regional<br />
Operating Water Companies in Romania as to other directorates<br />
of Apele Romane (including the Ministry of<br />
Environment) - simultaneously - in co-operation with the<br />
Netherlands Water Partnership, the Romanian Water Association<br />
and the Dutch Embassy (to stimulate business<br />
<strong>de</strong>velopment for the Dutch water sector).<br />
The Project started at the beginning of this year<br />
(January <strong>2011</strong>) with an assessment of actual water<br />
quality in the Prut and Moldova River, including an<br />
assessment of upstream human activities (industrial<br />
and domestic discharges) which can influence river<br />
water quality negatively.<br />
The survey of the catchment area enabled to<br />
i<strong>de</strong>ntify sources of contamination (sewage treatment<br />
plant, agricultural areas with manure storage or<br />
land <strong>de</strong>position, industrial discharges). This has<br />
been done in a first stage of this activity by mapping<br />
the catchment area and the sources of contamination<br />
present. In a second stage, a field research was performed<br />
during a visit into Ukraine, to the cities<br />
Kolomyia and Chernivtsi and the survey was conducted<br />
by interviews and a water quality sampling<br />
campaign. Both in Ukraine and in Romania water<br />
samples were taken from the Prut and the Moldova<br />
rivers, at strategic locations along the river, for complex<br />
analysis to i<strong>de</strong>ntify pollution problems. Based<br />
on the results of these studies the target parameters<br />
for the early warning system were selected and the<br />
final selection of the sensor technologies took place.<br />
Further, the building of the monitoring station for<br />
early warning monitoring along the river requires a<br />
lot of preparation and a complete infrastructure<br />
needs to be built:<br />

Într-o a doua etapă, s-a efectuat o cercetare pe teren<br />
realizându-se o <strong>de</strong>plasare în Ucraina, în oraşele Kolomia<br />
şi Cernăuţi, investigaţia fiind realizată prin<br />
interviuri şi o campanie <strong>de</strong> prelevare <strong>de</strong> probe in<br />
ve<strong>de</strong>rea verificării calităţii apei râurilor. Atât în<br />
Ucraina cât şi in România au fost prelevate probe<br />
<strong>de</strong> apă din râurile Prut şi Moldova, din puncte strategice<br />
<strong>de</strong>-a lungul acestora, pentru realizare <strong>de</strong><br />
analize complexe, în ve<strong>de</strong>rea i<strong>de</strong>ntificării problemelor<br />
<strong>de</strong> poluare. Pe baza rezultatelor acestor studii au<br />
fost selectaţi parametrii-ţintă pentru sistemul <strong>de</strong><br />
avertizare timpurie şi s-a realizat si selecţia finală a<br />
senzorilor ce urmează să fie adoptaţi.<br />
In continuare, construirea <strong>de</strong>-a lungul râurilor a<br />
staţiilor <strong>de</strong> monitorizare, care să permită avertizarea<br />
timpurie, necesită un <strong>vol</strong>um mare <strong>de</strong> pregătiri şi o<br />
infrastructură completă, care trebuie construită,<br />
după cum urmează:<br />
1. Construirea unor clădiri şi spaţii <strong>de</strong> birouri, care<br />
sa includă: alimentare cu energie electrică, pozare <strong>de</strong><br />
conducte; sisteme <strong>de</strong> reglare a temperaturii, echipamente<br />
<strong>de</strong> comunicaţie/linii <strong>de</strong> transmisie date pentru transferul<br />
<strong>de</strong> date în regim on-line; alimentare cu apă potabilă;<br />
2. Pre-tratarea (condiţiile pentru efectuarea unor<br />
anumite analize sunt standardizate). Pre-tratarea poate<br />
fi, <strong>de</strong> exemplu, filtrarea apei, filtrarea grosieră pentru în<strong>de</strong>părtarea<br />
pungilor <strong>de</strong> plastic, a frunzelor, a macrofitelor,<br />
condiţionarea temperaturii apei, etc;<br />
3. Dispozitive <strong>de</strong> prelevare automată a probelor:<br />
sunt prevăzute prelevatoare automate, în cazul unei<br />
alarme, pentru asigurarea unei probe martor, pentru o<br />
analiză <strong>de</strong>taliată într-un laborator <strong>de</strong> rezervă;<br />
4. Linile <strong>de</strong> transmisie a datelor şi <strong>de</strong> comunicaţie:<br />
instalarea <strong>de</strong> platforme software pe computere, inclusiv<br />
interfeţele, <strong>de</strong>pozitul <strong>de</strong> date, integrarea în arhitectura IT<br />
existentă, politica <strong>de</strong> protecţie a datelor, asigurarea schimbului<br />
<strong>de</strong> date în timp real cu compania Apele Române;<br />
5. Punerea în funcţiune: punerea echipamentelor<br />
în funcţiune, probe finale pentru acceptare efectuate pe<br />
teren.<br />
După efectuarea probelor finale <strong>de</strong> acceptare pe<br />

temperature regulation; communication equipment/data<br />
lines for the online transfer of data; drinking water supply;<br />
2. Pre-treatment: some analyses can only be performed<br />
when some conditions are standardized. Pre-treatment<br />
can be, e.g., filtration of water, course filtration to remove<br />
plastic bags, leafs, macrophytes, conditioning the water<br />
temperature etc.;<br />
3. Autosamplers: in case of alarms auto-samplers will<br />
be installed to ensure a sample is saved for further analysis<br />
in a back-up laboratory;<br />
4. Data and communication lines: installing software<br />
platform on computers, including interfaces, data warehouse,<br />
integration in existing IT architecture, information<br />
protection policy, real time data-sharing with Apele Romane;<br />
5. Commissioning: to put the equipment in operation,<br />
site acceptance test.<br />
After the site acceptance tests the water quality<br />
monitoring systems will start to operate. Incoming<br />
water quality data will be evaluated and reference<br />
levels will be set. From here alarm levels will be <strong>de</strong>rived,<br />
based on the required drinking water quality<br />
and treatment efficiency levels. In case of alarms, a<br />
back-up lab (for additional analysis) will be activated<br />
and action plans and procedures will be <strong>de</strong>veloped<br />
and implemented in existing management<br />
and quality systems. All knowledge and operational<br />
skills will be transferred to local APAVITAL staff by<br />
training programs, including a visit to The Netherlands<br />
where all the monitoring systems will be visited.<br />
Lessons learned and results will be<br />
disseminated through a national seminar during<br />
EXPOAPA 2012 in Bucharest for Romanian water<br />
companies and directorates of Apele Romane.<br />

teren, sistemele <strong>de</strong> supraveghere a calităţii apei vor<br />
începe să funcţioneze. Vor fi evaluate datele <strong>de</strong><br />
intrare, privind calitatea apei şi vor fi <strong>de</strong>finite niveluri<br />
<strong>de</strong> referinţă. De aici vor <strong>de</strong>riva nivelurile <strong>de</strong> alertă,<br />
pe baza calităţii prescrise (necesară) a apei potabile<br />
şi pe baza nivelurilor <strong>de</strong> eficienţă asigurate la tratarea<br />
apei. În cazul <strong>de</strong>clanşării alarmelor, un laborator <strong>de</strong><br />
rezervă (pentru o analiză suplimentară) va fi mobilizat<br />
şi planurile <strong>de</strong> acţiune şi procedurile vor fi elaborate<br />
şi puse în aplicare în cadrul sistemului <strong>de</strong><br />
management al calităţii existent. Toate capacităţile<br />
operaţionale şi cunoştinţele necesare vor fi transferate<br />
către personalul local al APAVITAL prin programe<br />
<strong>de</strong> instruire, care vor inclu<strong>de</strong> şi o <strong>de</strong>plasare in<br />
Olanda un<strong>de</strong> vor fi vizitate sistemele <strong>de</strong> monitorizare<br />
a apei similare. Concluziile şi rezultatele vor fi<br />
difuzate prin intermediul unui Seminar naţional în<br />
cursul manifestării EXPOAPA Bucureşti 2012, pentru<br />
companiile <strong>de</strong> apă româneşti şi direcţiile Companiei<br />

Râul Prut (953 km), izvorăşte <strong>de</strong><br />
pe versantul estic al Muntelui Hoverla<br />
din Carpaţi, în Ucraina. Partea<br />
amonte a Prutului se află în Ucraina<br />
şi, <strong>de</strong> la Lipcani, Prutul <strong>de</strong>vine râu<br />
<strong>de</strong> frontieră (695 km) între România<br />
şi Republica Moldova. Râul Prut se<br />
varsă în Dunăre în estul oraşului<br />
Galaţi. Cam la jumătatea cursului,<br />
APAVITAL Iasi (operatorul regional<br />
<strong>de</strong> apă din ju<strong>de</strong>ţul Iaşi) captează apa<br />
4.1. Survey of catchment areas<br />
The Prut River (953 km) originates on the eastern<br />
slope of Mount Hoverla in the Carpathian Mountains,<br />
Ukraine. Upstream the Prut is situated in<br />
Ukraine and, from Lipcani, the Prut forms the bor<strong>de</strong>r<br />
river (695 km) between Romania and Moldova.<br />
The Prut joins the Danube at the eastern si<strong>de</strong> of<br />
Galaţi. Around halfway the Prut River, the Regional<br />
Operator APAVITAL of the Iaşi County catches –<br />
next to other sources - surface water near the village<br />
of Ţuţora. The raw water is conveyed towards the<br />
Chiriţa treatment plant directly or towards the Lake<br />
Chiriţa, which acts as a buffer and a pre-clarifier.<br />
The Lake Chiriţa suffices for around 7 days of consumption<br />
in case the Prut intakes are out of service.<br />
Upstream pollution (Ukraine, Moldova and<br />
North-Romania) by pestici<strong>de</strong>s, chemicals and other<br />
pollutants can threaten the intake-system for a long<br />
period. At this moment there is almost no attention<br />
given to pestici<strong>de</strong>s and chemicals that could<br />
threaten the intake-system and thus, the complete<br />
drinking water supply of the Iaşi agglomeration.<br />
Pestici<strong>de</strong>s are not analyzed on a regular basis, consequently,<br />
only a small number of analyzes are<br />
available. All available data are relatively old (1994<br />

râului Prut, ca apă brută, într-un punct amplasat<br />
lângă satul Ţuţora. Apa brută captată aici este transportată<br />
direct în staţia <strong>de</strong> tratare Chiriţa, sau in<br />
Lacul Chiriţa, care acţionează ca bazin tampon şi ca<br />
bazin <strong>de</strong> pre-<strong>de</strong>cantare. Lacul Chiriţa poate asigura<br />
consumul oraşului Iaşi pe o perioada <strong>de</strong> circa 7 zile,<br />
în cazul în care alimentarea din Prut e scoasă din<br />
funcţiune. Sistemul <strong>de</strong> captare poate fi pus in pericol<br />
<strong>de</strong> poluările din amontele râului Prut (Ucraina,<br />
Moldova şi nordul României), poluări ce pot fi produse<br />
<strong>de</strong> pestici<strong>de</strong>, substanţe chimice şi alţi poluanţi,<br />
pe perioa<strong>de</strong> în<strong>de</strong>lungate. În acest moment nu se<br />
acordă aproape nici o atenţie pestici<strong>de</strong>lor şi substanţelor<br />
chimice care ar putea ameninţa sistemul<br />
<strong>de</strong> captare şi, mai <strong>de</strong>parte, întreaga aprovizionare<br />
cu apă potabilă a aglomerării Iaşi. Pestici<strong>de</strong>le nu<br />
sunt analizate în mod regulat si, prin urmare, doar<br />
un număr mic <strong>de</strong> analize este disponibil. Datele disponibile<br />
sunt relativ vechi (1994 - 1999) si toate analizele<br />
au fost efectuate <strong>de</strong> către ICIM Bucureşti.<br />
După cum se poate observa din tabelul 1, încărcările<br />
cu pestici<strong>de</strong> raportate în 1999 sunt semnificativ mai<br />
mari <strong>de</strong>cât valorile respective raportate pentru anii<br />
1994 - 1996. În timp ce parametrul “pestici<strong>de</strong> totale”<br />
raportat pentru anii 1994 - 1996 se încadrează în categoria<br />
A1 (1), concentratiile <strong>de</strong> pestici<strong>de</strong> găsite în<br />
1999 atribuie apei brute calitatea A3, ceea ce înseamnă<br />
necesitatea realizării unei tratări mai avansate, <strong>de</strong><br />
exemplu, cum ar fi cu adsorbţie pe cărbune activ<br />
granulat (pentru a atinge calitatea conformă a apei<br />
potabile). Datorită faptului că numărul <strong>de</strong> date<br />
<strong>de</strong>spre calitate, referitoare la pestici<strong>de</strong>, este foarte<br />
limitat, iar nivelurile raportate arată o distribuţie<br />
largă, semnificaţia rezultatelor disponibile este limitată.<br />
În amonte, în Ucraina, exista două oraşe importante:<br />
Kolomia (61.000 <strong>de</strong> locuitori, cu o staţie <strong>de</strong><br />
epurare nefuncţională) şi Cernăuţi, cu peste 240.000<br />
<strong>de</strong> locuitori şi activităţi industriale in domeniul produselor<br />
alimentare, textile, metalurgie, materiale<br />
plastice.<br />
Pe malul stâng al Prutului (în Republica Moldova),<br />
nr.5 / <strong>2011</strong> www.romaqua.ro<br />
– 1999) and all analyzes have been carried out by<br />
ICIM Bucharest (research Institute). As can be seen<br />
in the , the pestici<strong>de</strong> levels reported for the year 1999<br />
are significantly higher than the respective values<br />
reported for the years 1994 to 1996.<br />
While the parameter total pestici<strong>de</strong>s reported for<br />
the years 1994 to 1996 falls within category A1 (1),<br />
the pestici<strong>de</strong> levels found in 1999 characterize the<br />
raw water as A3 quality, which means that a more<br />
intensive treatment is required, e.g. an activated carbon<br />
adsorption process has to be implemented to<br />
achieve a sufficient drinking water quality. Due to<br />
the fact that the number of quality data related to<br />
pestici<strong>de</strong>s is very limited and the reported levels<br />
show a broad distribution, the significance of results<br />
is limited.<br />
Upstream in Ukraine, two cities of importance<br />
exist: Kolomyia (61,000 inhabitants with a malfunctioning<br />
WWTP) and Chernivtsi, with over 240,000<br />
inhabitants and industrial activities: food, textile,<br />
metallurgy, plastics.<br />
Upstream at the left bank (Republic of Moldova)<br />
are some small agglomerations and one city of importance:<br />
Ungheni (around 32,000 inhabitants). According<br />
the Environmental Assessment National Water<br />
Supply and Sanitation Project of the Republic of<br />
Moldova (E1823, Final Report, March 05, 2008) the<br />
WWTP of Ungheni is in a poor condition and needs<br />
to be refurbished. The city is located upstream the<br />
Prut River in relation to Iaşi. The effluent from the<br />
malfunctioning WWTP is discharged into the Prut.<br />
A visit to Ungheni during the preparation phase <strong>de</strong>livered<br />
the commitment of the Moldova Water<br />
Company to share Prut data. Contrary to <strong>de</strong>sktop<br />
study findings, the discharge of the effluent of the<br />
WWTP is downstream the intake of APAVITAL.<br />
However, downstream raw water intake stations<br />
will be affected by the poorly treated waste water<br />
from Ungheni.<br />
The Moldova River (237 km) rises from the Obcina<br />
Fere<strong>de</strong>u Mountains of Bukovina in Suceava County<br />

oraş important: Ungheni (cu cca 32.000 <strong>de</strong> locuitori).<br />
Potrivit Proiectului <strong>de</strong> evaluare pentru sistemele naţionale<br />
<strong>de</strong> apă-canal <strong>de</strong>rulat <strong>de</strong> Republica Moldova (E1823,<br />
Raport Final, 5 martie 2008) staţia <strong>de</strong> epurare din<br />
Ungheni este într-o stare <strong>de</strong>teriorată şi trebuie să fie<br />
mo<strong>de</strong>rnizată. Oraşul este situat pe râul Prut, în<br />
amonte <strong>de</strong> Iaşi. Apa uzată evacuată din staţia <strong>de</strong><br />
epurare nefuncţională este <strong>de</strong>versată în râul Prut.<br />
Contrar a ceea ce se ştia teoretic anterior, s-a <strong>de</strong>scoperit,<br />
cu ocazie <strong>de</strong>plasări la Ungheni, că <strong>de</strong>versarea<br />
efluentului din staţia <strong>de</strong> epurare Ungheni se face în<br />
avalul captării Ţuţora, <strong>de</strong>ţinută <strong>de</strong> APAVITAL. Cu<br />
toate acestea, trebuie reţinut că toate punctele <strong>de</strong><br />
captare din aval sunt afectate <strong>de</strong> apa uzată insuficient<br />
epurată <strong>de</strong> la Ungheni.<br />
Râul Moldova (237 km) izvorăşte din Munţii<br />
Obcina Fere<strong>de</strong>u din Bucovina, în ju<strong>de</strong>ţul Suceava şi<br />
se varsă în Siret în apropiere <strong>de</strong> oraşul Roman din<br />
ju<strong>de</strong>ţul Neamţ. Bazinul său hidrografic acoperă 4315<br />
km 2 , fiind situat în totalitate în România (Wikipedia).<br />
La mai mult <strong>de</strong> jumătatea cursului râului Moldova<br />
(în ju<strong>de</strong>ţul Neamţ), operatorul regional <strong>de</strong> apă din<br />
ju<strong>de</strong>ţul Iaşi, APAVITAL, captează - alături <strong>de</strong> alte<br />
surse - apă <strong>de</strong> suprafaţă din râul Moldova, în apropiere<br />
<strong>de</strong> satul Timişeşti. Râul Moldova este sursă<br />
<strong>de</strong> apă brută pentru staţia <strong>de</strong> tratare Timişeşti, care<br />
trimite apoi apă potabilă în galeria subterană <strong>de</strong> colectare<br />
Timişeşti. Apa brută din râul Moldova este<br />
captată numai atunci când pânza freatica din vecinătate<br />
sca<strong>de</strong> sub un anumit nivel. Calitatea apei<br />
râului Moldova corespun<strong>de</strong> categoriilor A1 sau A2,<br />
majoritatea parametrilor situându-se un<strong>de</strong>va între<br />
cele două categorii. Datele disponibile <strong>de</strong>spre calitatea<br />
apei brute indică faptul că, în conformitate cu Directiva<br />
75/440/CEE a Consiliului Europei, această<br />
apă are nevoie <strong>de</strong> următoarea tehnologie <strong>de</strong> tratare<br />
pentru a se respecta standar<strong>de</strong>le <strong>de</strong> apă potabilă:<br />
tratare fizică normală, tratare chimică şi <strong>de</strong>zinfecţie<br />
(etapele <strong>de</strong> pre-oxidare, coagulare, floculare, <strong>de</strong>cantare,<br />
filtrare şi <strong>de</strong>zinfectare vor fi suficiente).<br />
Râul Moldova este un râu <strong>de</strong> tip torenţial cu o<br />

Ju<strong>de</strong>t Neamt. The hydro graphic basin contents<br />
4,315 km 2 , totally in Romania (Wikipedia). Over<br />
halfway the Moldova River (actually in the Neamt<br />
County), the Regional Operator APAVITAL of the<br />
Iaşi County catches - next to other sources - surface<br />
water from the Moldova River near the village of<br />
Timişeşti. The Moldova River forms the raw water<br />
source of the Timişeşti WTP which introduces the<br />
treated water into the Timişeşti groundwater collection<br />
gallery. Raw water from the Moldova River is<br />
only extracted when the groundwater table of the<br />
nearby groundwater field falls below a certain level.<br />
The quality of the Moldova River water shows A1<br />
or A2 characteristics, with the majority of parameters<br />
being somewhere between both categories. The<br />
available raw water quality data indicate that, according<br />
to the Council Directive 75/440/EEC, normal<br />
physical treatment, chemical treatment and<br />
disinfection, e.g. pre-oxidation, coagulation, flocculation,<br />
<strong>de</strong>cantation, filtration and disinfection will be appropriate<br />
to meet the drinking water quality standards.<br />
The Moldova River is a torrential river with a<br />
rocky river bed and with significant bed loads and<br />
a relatively wi<strong>de</strong> river bed. WTP operation is therefore<br />
temporarily affected during flooding by high<br />
turbidity levels and blockage of the water intake<br />
pump by <strong>de</strong>posit. The high turbidity levels during<br />
flooding limits the treatment capacity of the<br />
Timişeşti WTP due to the excessive suspen<strong>de</strong>d<br />
solids loading.<br />
The raw water data which have been ma<strong>de</strong> available<br />
to this study are not sufficient for a conclusive<br />
assessment. Especially the raw water data related to<br />
the organic parameters (BOD5, COD, TOC, phenols,<br />
pestici<strong>de</strong>s, etc.) are missing. At this moment there is<br />
almost no attention given to pestici<strong>de</strong>s and chemicals<br />
that could threaten the intake-system and thus<br />
the complete drinking water supply of the Iasi agglomeration.<br />

albie din rocă, <strong>de</strong>stul <strong>de</strong> lată şi cu încărcări semnificative.<br />
Prin urmare, în timpul inundaţiilor, funcţionarea<br />
staţiei <strong>de</strong> tratare este afectată temporar, din<br />
cauza nivelului ridicat <strong>de</strong> turbiditate si a <strong>de</strong>punerilor<br />
care pot duce la blocarea pompei <strong>de</strong> priza. Nivelurile<br />
ridicate <strong>de</strong> turbiditate din timpul inundaţiilor limitează<br />
capacitatea <strong>de</strong> tratare a staţiei Timişeşti din<br />
cauza încărcării excesive cu soli<strong>de</strong> în suspensie.<br />
Datele <strong>de</strong>spre apa brută care au fost puse la dispoziţia<br />
acestui studiu nu sunt suficiente pentru o<br />
evaluare conclu<strong>de</strong>ntă. În special lipsesc datele referitoare<br />
la parametrii organici (CBO5, CCO, carbon<br />
organic total, fenoli, pestici<strong>de</strong>, etc.). În acest moment<br />
nu se acordă aproape nici o atenţie pestici<strong>de</strong>lor şi<br />
substanţelor chimice care ar putea pune in pericol<br />
sistemul <strong>de</strong> captare si mai <strong>de</strong>parte întreaga alimentarea<br />
cu apă potabilă a aglomerării Iaşi.<br />
Poluările ce ar putea surveni în amonte (în principal,<br />
în ju<strong>de</strong>ţul Suceava), cu pestici<strong>de</strong>, substanţe<br />
chimice şi alţi poluanţi pot polua complet captarea<br />
pe o perioadă lungă <strong>de</strong> timp.<br />

4.2. Set-up of the monitoring system<br />
In general an online monitoring system inclu<strong>de</strong>s<br />
several components (). The setup of a monitoring<br />
system can be <strong>de</strong>signed in such a way that each individual<br />
component covers a part of the list of relevant<br />
substances and threats. Generally, the<br />
monitoring equipment should not only screen for a<br />
group of well known compounds, but also be prepared<br />
for any new pollutants that may either<br />
threaten the safety of the drinking water or disrupt<br />
the treatment process. Therefore, the water quality<br />
monitoring system inclu<strong>de</strong>s:<br />
• Basic sensors for pH, temperature, TOC, turbidity,<br />
oxygen, conductivity;<br />
• Effect based monitoring sensors, mostly bio-monitors.<br />
Bio-monitors cover a broad spectrum of (unknown) pollutants<br />
or toxic effects. They give an alarm if any peak of<br />
pollutants is <strong>de</strong>tected. However, specific compounds can-<br />

on-line inclu<strong>de</strong> mai multe componente<br />
(fig. 1). Configurarea unui sistem <strong>de</strong><br />
monitorizare poate fi concepută în aşa<br />
fel încât fiecare componentă individuală<br />
să acopere o parte din lista <strong>de</strong> substanţe<br />
periculoase în cauză. Echipamentul <strong>de</strong><br />
monitorizare nu ar trebui să fie configurat<br />
doar pentru un grup <strong>de</strong> compuşi bine<br />
cunoscuţi, ci ar trebui să fie pregătit<br />
pentru orice fel <strong>de</strong> poluanţi noi, care ar<br />
putea pune în pericol, fie siguranţa aprovizionării<br />
cu apa potabile, fie procesul<br />
<strong>de</strong> tratare.<br />
Prin urmare, sistemul <strong>de</strong> monitorizare<br />
al apei brute inclu<strong>de</strong>:<br />
• Senzori <strong>de</strong> bază pentru: pH, temperatură,<br />

COT, turbiditate, oxigen, conductivitate;<br />
• Senzori pe bază <strong>de</strong> efect <strong>de</strong> monitorizare, în cea mai<br />
mare parte bio-monitoare. Bio-monitoarele acoperă un<br />
spectru larg <strong>de</strong> poluanţi (necunoscuţi) sau efecte toxice.<br />
Ele dau o alarmă în cazul apariţiei unor “vârfuri” <strong>de</strong><br />
concentraţii <strong>de</strong> poluanţi. Cu toate acestea, compuşii<br />
specifici nu pot fi măsurati. Bio-monitoarele includ<br />
bacterii, microorganisme Dafnia, midii, peşti şi alge.<br />
Pe baza datelor existente, privind calitatea apei<br />
din râul Prut se va adopta o staţie pilot <strong>de</strong> bio-monitorizare.<br />
• Monitorizarea specifică pe compuşi (chimică) – măsoară<br />
compuşii poluanţi individuali sau modificări ale calităţii<br />
apei pentru grupuri <strong>de</strong> parametri, cum ar fi micropoluanţii<br />
organici şi anorganici;<br />
• Componente pentru <strong>de</strong>tectarea avansată specifică şi<br />
în scopuri <strong>de</strong> investigare (laborator <strong>de</strong> rezervă): LC-MS,<br />
GC-MS şi alte echipamente avansate.<br />
În sistemul propus <strong>de</strong> monitorizare a apei au<br />
fost selectate două dispozitive diferite pentru a fi<br />
utilizate în analiza potenţială a contaminării apelor<br />
<strong>de</strong> suprafaţă: un sistem biologic şi un sistem <strong>de</strong> monitorizare<br />
convenţional chimic. Combinarea celor<br />
două sisteme permite atât <strong>de</strong>tectarea unui spectru<br />
larg <strong>de</strong> contaminanţi, dar<br />
şi obţinerea <strong>de</strong> date cantitative<br />
privind calitatea<br />
apei.<br />
Bio-monitorizarea este<br />
o alternativă la meto<strong>de</strong>le<br />
chimice specifice. În bioteste,<br />
organisme întregi<br />
sunt utilizate pentru analizarea<br />
calităţii probelor<br />
apoase. Organismele vii<br />
sunt sensibile la un spectru<br />
larg <strong>de</strong> substanţe biodisponibile.<br />
Testul <strong>de</strong> bioluminiscenţă<br />
a fost selectat ca tehnologia<br />

individual polluting compounds or changes in water<br />
quality for groups of parameters such as organic and inorganic<br />
micro-pollutants;<br />
• Components for advanced specific <strong>de</strong>tection and investigation<br />
purposes (backup laboratory): LC-MS, GC-<br />
MS and other advanced equipment.<br />
Two different <strong>de</strong>vices have been selected to be<br />
employed in the proposed water monitoring system<br />
for testing the potential surface water contamination:<br />
a biological system and a conventional chemical<br />
monitoring system. The combination of the two<br />
systems allows for both a wi<strong>de</strong> spectrum of <strong>de</strong>tectable<br />
contaminants as well as quantitative data<br />
on the water quality.<br />
Bio-monitoring is an alternative to the specific<br />
chemical methods. In bioassays, whole organisms<br />
are used for testing the quality of aqueous samples.<br />
Living organisms are sensitive to a broad spectrum<br />
of bio-available substances.<br />

acest proiect, <strong>de</strong>oarece metoda este standardizată şi<br />
utilizată, în prezent, pe scară largă. Bioluminiscenţa<br />
microorganismelor Vibrio fischeri este o consecinţă a<br />
respiraţiei. Intensitatea emisiei <strong>de</strong> lumină <strong>de</strong>pin<strong>de</strong><br />
<strong>de</strong> mai mulţi factori externi, printre care: temperatura,<br />
pH, salinitatea, natura şi concentraţia compuilor<br />
toxici. Compuşii toxici pot interacţiona cu structurile<br />
si funcţiile celulelor: ADN, membrane, enzime şi<br />
fluxuri <strong>de</strong> energie, care sunt fundamentale pentru<br />
toate organismele vii. La microorganismele Vibrio<br />
fischeri aceste interacţiuni duc la inhibarea emisiei<br />
<strong>de</strong> lumină. Această reducere <strong>de</strong> emisie <strong>de</strong> lumină<br />
este proporţională cu nivelul <strong>de</strong> toxicitate al probei<br />
(fig. 2).<br />
Aparatul iTOXcontrol este un bio-monitor automat<br />
pentru analizarea toxicităţii şi este bazat pe acest<br />
principiu. Bio-monitorul foloseşte bacterii proaspăt<br />
preparate direct dintr-o cultură luminiscentă. Aceste<br />
bacterii sunt pre-cultivate şi menţinute la 4 o C chiar<br />
în aparatul iTOX. Emisia <strong>de</strong> lumină este măsurată<br />
cu un fotomultiplicator.<br />
Aparatul iTOXcontrol este un senzor on-line<br />
pentru automatizarea acestei proceduri <strong>de</strong> analiză.<br />
Aceasta înseamnă ca <strong>de</strong>vine posibilă o monitorizare<br />
continuă, in regim on-line, a apei şi a staţiilor <strong>de</strong><br />
tratare a apei, 24 ore pe zi, 7 zile pe săptămână.<br />
Al doilea dispozitiv selectat pentru sistemul <strong>de</strong><br />
monitorizare propus este o sondă <strong>de</strong> date, care este<br />
o tehnică <strong>de</strong> monitorizare convenţională pentru măsurarea<br />
a diferiţi parametri fizico-chimici ai apei, în<br />
ve<strong>de</strong>rea <strong>de</strong>terminării modificărilor cauzate <strong>de</strong> o<br />
eventuală contaminare. Un spectrometru UV, Scan<br />
Spectrolyser, a fost selectat ca tehnologie preferată<br />
<strong>de</strong>oarece permite măsurarea multor parametri convenţionali<br />
(turbiditate, COT, carbonul organic dizolvat,<br />
azotaţii...), precum şi <strong>de</strong>pistarea contaminanţilor.<br />
Spectroscopia on-line este o metodă puternică<br />
pentru monitorizarea calităţii apei. Son<strong>de</strong>le spectrometrice<br />
oferă funcţii multiple <strong>de</strong> măsurare (parametrii<br />
standard <strong>de</strong> calitate a apei, dar şi <strong>de</strong>tectarea<br />
<strong>de</strong> evenimente), într-un modul mic şi uşor <strong>de</strong> utilizat.<br />

The bioluminescence assay was selected as preferred<br />
technology for this Project as it is standardized<br />
and wi<strong>de</strong>ly used now. The bioluminescence in<br />
Vibrio fischeri is a consequence of respiration. The intensity<br />
of the light output <strong>de</strong>pends on several external<br />
factors including temperature, pH, salinity,<br />
nature and concentration of the toxicant. Toxic compounds<br />
interact with cellular structures and functions:<br />
DNA, membranes, enzymes and energy<br />
fluxes, which are fundamental to all living organisms.<br />
In Vibrio fischeri these interactions result in the<br />
inhibition of the light production. This light reduction<br />
is proportional to the toxicity of the sample (Fig.<br />
2).<br />
The iTOXcontrol is an automated bio-monitor for<br />
testing acute toxicity based on this principle. The<br />
bio-monitor uses freshly prepared bacteria directly<br />
from a luminescent culture. These bacteria are precultured<br />
and maintained at 4 o C in the iTOX itself.<br />
The light production is measured with a photomultiplier.<br />
The “iTOXcontrol” is an on-line sensor for automation<br />
of this test procedure. This means a continuous<br />
on-line monitoring of water and water<br />
treatment plants is ma<strong>de</strong> possible, 24 hours per day,<br />
7 days per week.<br />
The second selected <strong>de</strong>vice is a data son<strong>de</strong> which<br />
is the more conventional monitoring technique,<br />
measuring various physical and chemical parameters<br />
of the water to <strong>de</strong>termine a change indicative of<br />
contamination. An UV spectrometry, S::can Spectro::lyser,<br />
was selected as the preferred technology<br />
as it allows the measurement of many conventional<br />
parameters (turbidity, TOC, DOC, nitrate ...) as well<br />
as <strong>de</strong>tection of contaminants. Online spectroscopy<br />
is a powerful method for water quality monitoring.<br />
Spectrometer probes pack multiple measurement<br />
capabilities (standard water quality parameters &<br />
event <strong>de</strong>tection) into a small and easy to use package.<br />

5. Concluzii<br />
Operatorii regionali <strong>de</strong> apă din România (în regiunea<br />
Europei <strong>de</strong> Est şi chiar la nivel global) <strong>de</strong>pind in<br />
proporţie <strong>de</strong> 65 la sută <strong>de</strong> apa <strong>de</strong> suprafaţă pentru a<br />
produce apă potabilă. În multe cazuri, companiile<br />
<strong>de</strong>ţin doar staţii <strong>de</strong> tratare a apei foarte simple, care<br />
pot produce o apă potabilă sigură pentru consum<br />
numai când apele <strong>de</strong> la sursă sunt complet lipsite<br />
<strong>de</strong> poluanţi. Cu toate acestea, producătorii <strong>de</strong> apă<br />
potabilă nu cunosc calitatea apelor pe care le utilizează<br />
ca surse. Prin aplicarea sistemelor <strong>de</strong> monitorizare<br />
a calităţii apei brute, companiile <strong>de</strong> apă pot monitoriza<br />
calitatea apei la captare şi <strong>de</strong>ţin astfel un instrument<br />
foarte util care le va ajuta să evite admisia <strong>de</strong> apă <strong>de</strong><br />
suprafaţă in cazul in care aceasta este puternic<br />
poluată. Sistemul poate fi aplicat <strong>de</strong> toate companiile<br />
<strong>de</strong> apă (<strong>de</strong> oriun<strong>de</strong>) care folosesc apă <strong>de</strong> suprafaţă<br />
(se impune, în cazul necesităţii stopării captării,<br />
existenţa disponibilităţii unei surse <strong>de</strong> rezervă sau a<br />
unei capacităţi tampon). Aplicarea sistemelor <strong>de</strong><br />
monitorizare cu avertizare timpurie poate fi avantajoasă,<br />
în comparaţie cu noile investiţii <strong>de</strong> anvergură<br />
realizate în staţiile <strong>de</strong> tratare.<br />

5. Conclusion<br />
Regional Operators in Romania (in the Eastern<br />
Europe region and even globally) <strong>de</strong>pend for 65 percent<br />
on surface water for drinking water production.<br />
In many cases only very basic water treatment<br />
plants exist that only produce safe drinking water<br />
when source waters are pollutant-free (e.g. no chemicals).<br />
However, companies do not know the quality<br />
of their raw water sources. By applying water quality<br />
monitoring systems water companies can monitor<br />
the quality of intake water and have an<br />
instrument at their disposal that will help them to<br />
avoid the intake of heavily polluted surface water.<br />
The system can be applied by all water companies<br />
(anywhere) using surface water (provi<strong>de</strong>d buffer capacity<br />
or back-up sources are available if an intake<br />
stop is necessary). The application of early warning<br />
monitoring can be favorable compared to new large<br />
scale investments in treatment plants.<br />

ABSTRACT<br />
The management of sewage sludge is facing new challenges in the early 21st century. It accounts for an ever-larger<br />
proportion of the costs of wastewater treatment. In Hungary, water utilities and land suitable for agricultural<br />
recycling have a new structure of ownership as a result of post-transition privatisation, with fundamental<br />
consequences for sludge use. As the increasing costs of sludge treatment are passed on to the customers,<br />
service charges are expected to rise, having a potentially adverse effect on water use.<br />

120 litres before the political transition (in 1990)<br />
to 83 litres nowadays. In many cases – especially<br />
in smaller towns – it is now less than the accepted<br />
minimum of 70 l/day. [1] This trend is in accordance<br />
with the level of consumption of 70 l/person/day<br />
accepted as the hygienic minimum in<br />
Western Europe.<br />
Development in wastewater<br />
treatment technology is associated<br />
with rising sludge <strong>vol</strong>umes,<br />
utilization of which is ma<strong>de</strong> difficult<br />
by the tightening of environmental<br />
regulations.<br />
Efforts to reduce domestic<br />
water consumption have led to<br />
higher contaminant concentrations<br />
in wastewater. This is a<br />
general trend in Hungary. Average<br />
daily domestic water use<br />
per head has fallen from over<br />

A comparison of water service<br />
charges as a proportion of net personal<br />
income with consumption<br />
per head, however, showed that<br />
increasing family income does not<br />
reduce average consumption below<br />
80 l/person/day. This relation is<br />
shown in figure 1.<br />
In the 10 years since these statistics<br />
were produced, a new phenomenon<br />
has ma<strong>de</strong> its appearance<br />
– non-payment of water charges.<br />
We will return to this issue later.<br />
The steady tightening of wastewater<br />
treatment emission levels<br />
has mainly in<strong>vol</strong>ved the nitrogen<br />
and phosphorus nutrients.<br />
In response,<br />
there have been improvements<br />
in the efficiency<br />
of wastewater<br />
treatment technology,<br />
causing an increase in<br />
the unit costs of sludge.<br />
The costs of treating<br />
communal sludge<br />
in Hungary vary between<br />
€20 and 40 (<strong>de</strong>watered<br />
sludge with 18-25% dry<br />
matter content). This inclu<strong>de</strong>s the<br />
cost of removal and treatment of<br />
the sludge, but not the costs of<br />
handling it within the wastewater<br />
treatment plants.<br />
2.<br />
Aspects peculiar<br />
to Hungary<br />
Hungary’s wastewater system<br />
has <strong>de</strong>veloped very rapidly in recent<br />
years. This shows up very<br />
clearly from the 31% increase in<br />
the number of households connected<br />
to the drainage system in<br />
the last twenty years. Starting from<br />
41% in 1990, it has reached 72% in<br />
2010, fulfilling the European Union<br />
requirement for every system to<br />
terminate in a wastewater works<br />
providing at least biological treatment.<br />

The construction of the necessary<br />
wastewater systems and treatment<br />
works was given a powerful<br />
boost by support from both EU<br />
and government funds. Towns<br />
and villages in Hungary are spread<br />
across a relatively wi<strong>de</strong> population<br />
spectrum. Budapest stands well<br />

apart, and is followed by four<br />
large cities. Villages with less than<br />
2000 inhabitants are very numerous<br />
but account for only 17% of<br />
the country’s population. [4]<br />
Owing to the low population <strong>de</strong>nsity<br />
in such villages, unit drainage<br />
costs are very high. At the same<br />
time, the municipalities can only<br />
turn for support to national funding,<br />
which results in the choice<br />
of local treatment solutions, without<br />
a wastewater drainage system.<br />
Regulation of these treatment<br />
solutions is a current task at national<br />
level.<br />
The EU-supported objectives<br />
of the National Wastewater Programme<br />
for 2015 are:<br />
- By the end of 2015, level II<br />
(biological) sewage treatment must<br />
be provi<strong>de</strong>d in conurbations of<br />
between 10,000 and 15,000 PE, and<br />
by this time at the latest in conurbations<br />
of 2000-10,000 PE.<br />
- By the end of 2015, artificial<br />
biological or equivalent treatment<br />
works must be set up in every<br />
wastewater drainage agglomeration<br />
smaller than 2000 PE which<br />
lies in a <strong>de</strong>signated hydrogeologically-sensitive<br />
area.<br />
The places where these <strong>de</strong>velopments<br />
have to be completed<br />
thus face crucial choices of sewage-treatment<br />
and sludge-management<br />
technology in the next five<br />
years.<br />
3. Changing<br />
reception of<br />
sludge-management<br />
options<br />
There have been major changes<br />
recently in processes and machinery<br />
for <strong>de</strong>watering sludge. Processes<br />
which were difficult to operate<br />
or required much labour, such<br />
as sludge beds or simply spreading<br />
wet sludge on to agricultural land,<br />
have given way to mechanised technologies<br />
with high energy-consumption.<br />
Improvements in <strong>de</strong>watering<br />
technology have achieved<br />
higher and higher levels of dry<br />
matter content, reducing the costs<br />

of transport and further treatment/recycling.<br />
The fashion for<br />
mechanised <strong>de</strong>watering has even<br />
spread, somewhat irrationally, to<br />
the few hundred smallest-PE sites,<br />
even those serving less than 2000<br />
PE. There are examples of this in<br />
neighbouring Austria as well as<br />
in Hungary.<br />
The incineration of sludge as a<br />
primary source of energy is now<br />
wi<strong>de</strong>spread in Europe. [5] In Hungary,<br />
<strong>de</strong>spite encouraging experiments,<br />
the energetic use of sludge<br />
(in power plants or cement works)<br />
has been inhibited by factors which<br />
warrant an analysis of their own<br />
(cost factors and opposition from<br />
the energy lobby). By contrast,<br />
there are now several power-generating<br />
incineration facilities for<br />
domestic and industrial solid waste,<br />
although these have – if for<br />
different reasons – faced consi<strong>de</strong>rable<br />
struggles for social and political<br />
acceptance over the last two<br />
<strong>de</strong>ca<strong>de</strong>s. An example is the waste<br />
incinerator planned at Heiligenkreuz<br />
on the Austrian si<strong>de</strong> of the<br />
Austro-Hungarian bor<strong>de</strong>r, which<br />
has become the object of protest<br />
in the Hungarian population.<br />
Other important factors affecting<br />
the means adopted for wastewater<br />
treatment arose following<br />
the political transition in Hungary,<br />
as in other Central and East European<br />
countries.<br />
The well-established arrangements<br />
for utilising sludge were<br />
upset by a change in agricultural<br />
land ownership. Agricultural land<br />
was divi<strong>de</strong>d up for compensation<br />
purposes, and this was enough in<br />
itself to inhibit the use of sludge<br />
in agricultural areas. Agricultural<br />
cooperatives cultivating several<br />
thousand hectares and employing<br />
qualified staff were capable of centralised<br />
control of sludge use. Although<br />
this was a rational use of<br />
the land, it was of no interest to<br />
most of the new owners, who mostly<br />
took possession of their small<br />
tracts for investment purposes.<br />
Agricultural disposal offers the<br />
lowest capital-cost solution for sewage<br />
sludge.[6] Sludge may be<br />
directly injected into the soil following<br />
thickening or used as a<br />
fertiliser after <strong>de</strong>watering and appropriate<br />
storage. Composting is<br />
a more costly and higher-technology<br />
process. Production of compost<br />
is a tried and tested way of<br />
returning nutrients to the natural<br />
cycle. Aerobic thermal treatment<br />
also results in substantial disinfection,<br />
and the product is more<br />
suitable for storage and agricultural<br />
use. On the other hand, <strong>de</strong>mand<br />
for compost among potential users<br />
is much lower.<br />
There have also been <strong>de</strong>velopments<br />
in composting technologies.<br />
The changes have in<strong>vol</strong>ved mechanised<br />
industrial processes in<br />
enclosed spaces – plastic sheeting<br />
or chambers – and procedures for<br />
accelerating the process. This has<br />
raised production costs. Marketing<br />
of compost has run into difficulties<br />
<strong>de</strong>spite the increasing value of ma-<br />
cro nutrients, primarily N and P,<br />
because of rising fertiliser prices.<br />
[7] The cost of nutrients which<br />
can be replaced by agricultural<br />
use of sewage sludge is over HUF<br />
50,000 (€ 180)/ha. [8] Although<br />
the reasons for this should be investigated,<br />
the initial question is<br />
whether it is worth investing in<br />
composting technology if the final<br />
product is difficult to sell. If this<br />
solution is chosen solely because<br />
of the advantages in storage – such<br />
as smell and disinfection – the result<br />
will be higher treatment costs.<br />
(The recycling of sludge could<br />
most probably be ren<strong>de</strong>red economical<br />
by using it to generate<br />
biogas and using the residual <strong>de</strong>composed<br />
sludge for agricultural<br />
purposes.)<br />
The final disposal of sludge<br />
still remains an unresolved issue<br />
<strong>de</strong>spite the sud<strong>de</strong>n proliferation<br />
of biogas plants. [4] The sludge<br />
left after extraction of biogas is<br />
stable and easily handled, but a<br />
means for disposing of it is still<br />
lacking. The low energy content<br />
makes incineration less economical,<br />
and there is a loss of phosphorus<br />
and other valuable macro and micro<br />
nutrients, and the recovery of<br />
phosphorous, which is otherwise<br />
transported long distances, is essential<br />
from the resource-utilisation<br />
standpoint. [8]<br />
In the western part of Europe,<br />
sludge is recycled for electricity<br />
generation through incineration<br />
in coal power plants or direct sludge-incineration<br />
plants. [9 and 10]<br />

Phosphorus is recovered chemically<br />
from ash remaining after<br />
mono-incineration of sludge. This<br />
yields plant nutrients after removal<br />
of heavy metals.[11 and 12] The<br />
question remains, however, as to<br />
how economic this operation is.<br />
Due to the increasing phosphorus<br />
shortages, this will not be a question<br />
in 20 years’ time, and it<br />
would do no harm to prepare in<br />
advance.<br />
The process certainly has the<br />
advantage that the resulting phosphorus<br />
fertiliser has neither a chemical<br />
nor a psychological connection<br />
with sludge, and all barriers<br />
to agricultural use are removed.<br />
Could this be a potential solution?<br />
From a purely engineering standpoint,<br />
it is a safe and final means<br />
of using sludge, but its costs must<br />
be carefully assessed.<br />
All of these factors have combined<br />
to greatly increase the cost<br />
of wastewater treatment. Sludge<br />
management costs have by now<br />
risen to the extent that, <strong>de</strong>pending<br />
mainly on the size of the works,<br />
they account for nearly half the<br />
total costs of wastewater treatment.<br />
This statement is confirmed in the<br />
literature: “Sludge amounts to only<br />
a few percent by <strong>vol</strong>ume of processed<br />
sewage or wastewater, but<br />
its handling accounts to up to 50%<br />
of total operating costs.” [13].<br />
Climate change is a new factor<br />
which could radically change the<br />
socio-political reception of sewage<br />
sludge use. Recycling of treated<br />
wastewater on agricultural land<br />
was wi<strong>de</strong>spread in Hungary in<br />
the 1970s and 80s, but for the reasons<br />
we have discussed it practically<br />
came to an end by the turn<br />
of the millennium. Climate change<br />
could give new momentum to this<br />
form of recycling.[14]<br />
Using treated wastewater for<br />
irrigation dispenses with need to<br />
remove nutrients, which are used<br />
directly in the soil before the water<br />
reaches the wi<strong>de</strong>r environment,<br />
and greatly reduces the quantity<br />
of sewage sludge. [15]<br />
An interesting example is irrigation<br />
in Murcia in Spain, for<br />
which wastewater is transported<br />
140 km. Irrigation for energy crops<br />
can reduce wastewater treatment<br />
costs, partly through revenue from<br />
the crops. It also contributes to<br />
CO2 emission reductions. The procedure<br />
could usefully be subjected<br />
to lifecycle analysis (LCA).[12]<br />
4.<br />
social and<br />
political changes<br />
Figure 2 shows the political environmental<br />
factors affecting use<br />
of sewage sludge and how these<br />
factors interact.<br />
The top row of the figure lists<br />
the spheres of activity where the<br />
factors take effect. Factors are grouped<br />
into those working in favour<br />
of recycling and those working<br />
against it. The diagram largely<br />
draws on experiences in Hungary,<br />
although it also incorporates wi<strong>de</strong>r<br />
European information in the area.<br />
These factors are constantly varying<br />
in space and time. One si<strong>de</strong><br />
occasionally gains strength at the<br />
expense of the other, and in a way<br />
<strong>de</strong>forms the system. The conditions<br />
for finding the most appropriate<br />
solutions are when all of the factors<br />
are brought into balance.<br />
This balance has not been achieved<br />
in the case of the new Budapest<br />
Central Wastewater Treatment<br />
Plant. Central Europe’s largest<br />
wastewater treatment facility (350<br />
000 m3/d) was opened in 2010,<br />
but because of the many arguments<br />
and protests, there is still no a<br />
final and satisfying solution to <strong>de</strong>aling<br />
with wastewater sludge in<br />
<strong>2011</strong>.<br />
One of the most striking phenomena<br />
arising from the political<br />
transition in Hungary is the disintegration<br />
of water utilities. The<br />
33 town, county and regional utilities<br />
were split up into 400 very<br />
small entities, with an adverse effect<br />
on service quality. At the same<br />
time, foreign multinational companies<br />
have acquired various holdings<br />
in utilities serving Budapest<br />
and larger towns. These businesses<br />
have brought a new market-oriented<br />
outlook to the sector.<br />
Concentration has now begun,<br />
and large utilities have in many<br />
places taken over smaller ones.<br />
There is an ongoing argument as<br />
to how far the water utility sector<br />

can go along the road to market<br />
orientation.<br />
Some of these 400 water companies<br />
are now engaging in integration,<br />
with local authority support.<br />
Press coverage of some of<br />
these <strong>de</strong>velopments has reported<br />
threats to security of supply arising<br />
from political arguments [16].<br />
Multi-stage sludge recycling<br />
procedures have now come to the<br />
forefront as perhaps the only way<br />
to implement both the energetic<br />
approach and recovery of nutrients<br />
(phosphorus).<br />
Sludge management accounts<br />
for an ever-higher proportion of<br />
treatment costs – even up to 45-50<br />
% [17]-, but the setting of service<br />
charges is an increasingly political<br />
issue. The constraining factors arise<br />
from the nature of infrastructural<br />
facilities.<br />
“The stakes are much higher<br />
than the costs of facilities and the<br />
efficiency of their use. Facilities<br />
with long lifetimes dictate further<br />
<strong>de</strong>velopments after they are built.<br />
<strong>International</strong> experience shows<br />
that it is difficult to make changes<br />
to completed systems.” [2].<br />
The role of the government is<br />
to support recycling (agricultural,<br />
renewable energy, etc.) and bring<br />
environmental consi<strong>de</strong>rations into<br />
balance with economic and social<br />
factors (service charges, job crea-<br />
tion).<br />
Because of the growing costs<br />
of water supply service and sewage<br />
treatment, there was a significant<br />
growth in service charges in the<br />
last 20 years. Figure 3 shows that<br />
towns are more likely to be in the<br />
over-2.5% range if their population<br />
is less than 6500. These changes<br />
are a warning to take great care in<br />
selecting wastewater and sludge<br />
handling technology for smaller<br />
settlements, especially for villages<br />
of less than 2000 PE.<br />
“Figure 3 shows the average<br />
bur<strong>de</strong>n of charges among households<br />
connected to both the water<br />
supply and drainage in the service<br />
areas of different companies (water<br />
utilities). Each column corresponds<br />
to one company. The bur<strong>de</strong>n of<br />
charges for the two services together<br />
varies between 1.5% and<br />
3.5% of income. For most companies,<br />
the figure lies between 2%<br />
and 3%, which is un<strong>de</strong>r the frequently-published<br />
threshold of 3-<br />
4.5%, but is consi<strong>de</strong>rably above<br />
the 2004 Central European average<br />
of 1.6-1.7%.” [18].<br />
5. Conclusions<br />
This paper is an attempt to<br />
summarise changes in socio-political<br />
attitu<strong>de</strong>s to sewage sludge<br />
management through a focus on<br />
the Hungarian situation.<br />

and with it the amount of wastewater<br />
to be treated. The quantity<br />
of contaminants has hardly changed,<br />
however, so that their concentration<br />
has increased and in<br />
turn resulted in higher unit quantities<br />
of sludge. This has adversely<br />
affected water utility companies,<br />
because wastewater charges in<br />
Hungary are billed on the basis of<br />
water consumption, not on the<br />
amount of wastewater. The increased<br />
costs have to be met from<br />
<strong>de</strong>creasing income.<br />
nutrients in the sludge; high-quality<br />
compost, for example, can be<br />
produced industrially, with a nutrient<br />
content that could enable<br />
partial replacement of artificial<br />
fertiliser. The marketing of these,<br />
however, is still very difficult.<br />
There is a noticeable difference<br />
in the sludge recycling options taken<br />
up in the western half of Europe<br />
– the EU 12 countries – and<br />
the newer EU members. Here,<br />
thermal recycling, which is very<br />

The bur<strong>de</strong>n of regulation and<br />
restrictions have caused what is<br />

and energy scarcity are new challenges<br />
which could assist progress<br />
to a solution.<br />
The role of the government is<br />
to support recycling (biogas generation,<br />
agricultural, renewable<br />
energy, etc.) and bring environmental<br />
consi<strong>de</strong>rations into balance<br />
with economic and social factors<br />
(service charges, job creation).<br />

The tightening of environmental<br />
regulations and the reduction in<br />
scope for agricultural utilisation<br />
were accompanied, or very quickly<br />
followed, by social <strong>de</strong>mands which<br />
have increasingly directed public<br />
attention towards sewage sludge.<br />
Although new technology has<br />
opened up the potential for treatment<br />
and recycling, the investment<br />
and operating costs are constantly<br />
rising. There is now no technical<br />
barrier to the exploitation of plant<br />
wi<strong>de</strong>spread in the west of Europe,<br />
is almost totally absent. Acceptance<br />
of thermal recycling is not universal.<br />
A good example is Denmark’s<br />
recent introduction of a<br />
tax on incineration of certain kinds<br />
of sludge.<br />
Consi<strong>de</strong>ring the potential of<br />
domestic sewage sludge as a primary<br />
energy source, and one of<br />
increasing quantity, there is a <strong>de</strong>finite<br />
need to rethink its classification<br />
as “waste” (as in the EWC<br />
Consumers’ <strong>de</strong>cisions are clearly<br />
gui<strong>de</strong>d by both the level of<br />
charges and their own income.<br />
The response to both higher charges<br />
and lower income is lower<br />
consumption. Water consumption,<br />
however, cannot be reduced below<br />
a certain level; instead of (or as<br />
well as) holding back on water<br />
use, some consumers choose to<br />
pay their bills late or partially, if<br />
at all. [18].<br />
We have come to the point in<br />
Hungary where service charges<br />
could hardly be further increased,<br />
this however could be a barrier to<br />
service improvements.<br />
A positive improvement is that<br />
with EU support, biogas plants<br />
are launched for large-scale energetic<br />
valorisation of sewage sludge.<br />

pentru anul 2012 având ca scop mai buna<br />
reprezentare a intereselor pe care le au operatorii<br />
serviciilor <strong>de</strong> apă din această zonă și<br />
care are în ve<strong>de</strong>re:<br />
S Starea sectorului <strong>de</strong> apă din cele trei țări:<br />
România, Bulgaria, Ungaria,<br />
S Situația epurării apelor uzate în Europa<br />
Centrală și <strong>de</strong> Est,<br />
S Alte arii <strong>de</strong> interes pentru colaborare (Concursuri<br />
profesionale,SprijinireaWOP’surilor).<br />
Întâlnirea trilaterală a asociațiilor naționale<br />
<strong>de</strong> apă din România, Bulgaria și Ungaria a<br />
avut pe Ordinea <strong>de</strong> zi următoarele puncte:<br />

Centrală și <strong>de</strong> Est,<br />
S Tehnologii în epurarea apelor uzate din<br />
Budapesta,<br />
S Vizită la Fabrica <strong>de</strong> Pompe Grundfos,<br />
S Întâlniri ale grupurilor <strong>de</strong> lucru și acțiuni recreative<br />
având ca temă “Îmbunătățirea<br />
procesului <strong>de</strong> luare a <strong>de</strong>ciziilor în situații<br />
<strong>de</strong> criză”.<br />
În cadrul <strong>de</strong>zbaterilor, specialiștii serviciilor<br />
publice <strong>de</strong> alimentare cu apă și canalizare<br />
din cele trei țări au prezentat situația actuală<br />
a infrastructurii, cu indicatorii <strong>de</strong> performanță<br />
ce sunt realizați, precum și acțiunile ce<br />
trebuiesc avute în ve<strong>de</strong>re pe viitor, astfel<br />
încât calitatea serviciilor să fie la nivelul standar<strong>de</strong>lor<br />
europene.<br />
Acesată acțiune a fost adiacentă Conferinței<br />
IWA având ca temă: “Proiectarea, Executarea<br />
și Exploatarea stațiilor mari <strong>de</strong> epurare”<br />
ce a avut loc la Budapesta în perioada<br />
05-08.09.<strong>2011</strong>.<br />

By monitoring the industrial wastewater discharged from economic operators it is aimed the settlement of the<br />
loads within allowed limits to avoid disturbance of the cleaning process and pollution of the rivers. This article is<br />
presented the monitoring of samples taken over time to prepare reports findings, the operators are also presented<br />
in the county and work with them.<br />

1. introDuCere<br />
Monitorizarea apelor uzate industriale<br />
evacuate în reţeaua publică <strong>de</strong> canalizare este<br />
una dintre activităţiile importante întrucât staţiile<br />
<strong>de</strong> epurare gestionate <strong>de</strong> S.C. APASERV SATU<br />
MARE S.A., au fost construite pentru epurarea<br />
apelor uzate menajere, operatorii economici<br />
având obligaţia pre–epurării apelor uzate industriale<br />
înainte <strong>de</strong> a <strong>de</strong>versa în sistemul <strong>de</strong> canalizare.<br />
În cazul preluării apelor uzate industriale<br />
cu încărcări peste limitele admise, acestea nu<br />
pot fi epurate în mod corespunzător existând<br />
riscul perturbării procesului <strong>de</strong> epurare şi implicit<br />
a poluării emisarului.<br />
1. introDuCtion<br />
Monitoring of industrial waste water discharged<br />
into public sewerage network is one of<br />
the major activities as the treatment plants managed<br />
by the SC APASERV Satu Mare, were constructed<br />
for wastewater treatment, economic<br />
operators being required to pre-cleaning the<br />
wastewaters before discharging them into<br />
drains. In case of acquisition of industrial wastewater<br />
loads over the permissible limits, they<br />
cannot be treated a<strong>de</strong>quately with the risk of<br />
disruption of sewage and pollute the river.<br />
2. GenerAL<br />

GenerALe<br />
Monitorizarea se face pe baza “REGULAMEN-<br />
TULUI SERVICIULUI DE ALIMENTARE CU APĂ ŞI<br />
CANALIZARE, CONSOLIDAT ŞI ARMONIZAT PEN-<br />
TRU ÎNTREAGA ARIE A SERVICIULUI DIN JUDEŢUL<br />
SATU MARE ”. (art. 145).<br />
S.C. APASERV SATU MARE S.A. efectuează<br />
prelevări <strong>de</strong> probe şi controale în prezenţa utilizatorului,<br />
în scopul <strong>de</strong> a verifica dacă apele industriale uzate <strong>de</strong>versate<br />
în reţeaua <strong>de</strong> canalizare au calităţile stabilite<br />
în conformitate cu prescripţiile tehnice în vigoare, dacă<br />
sunt în conformitate cu avizele S.C. APASERV SATU<br />
MARE S.A. ori a autorităţilor <strong>de</strong> gospodărire a apelor<br />
competente.<br />
Finanţarea monito ri zării este cuprinsăîn tarifele<br />
suplimentare aplicate pentru operatorii economici<br />
potenţiali poluatori.<br />
Pentru operatorii economici potenţiali poluatori<br />
monitorizaţi <strong>de</strong> S.C. APASERV SATU MARE S.A.:<br />
tarifele pentru canalizare aprobate la ora<br />
actuală sunt <strong>de</strong> 1,23 lei/ mc (fară TVA)<br />
se suplimentează în funcţie <strong>de</strong> grupa <strong>de</strong><br />
risc din care fac parte (fig.1):<br />
ü cu 0,32 lei /mc pentru grupa I <strong>de</strong> risc;<br />
ü cu 0,50 lei /mc pentru grupa II <strong>de</strong> risc .<br />
Grupele <strong>de</strong> risc se stabilesc în funcţie <strong>de</strong> domeniul<br />
<strong>de</strong> activitate al operatorului economic şi <strong>de</strong> cantitatea<br />
<strong>de</strong> ape uzate evacuate în reţeaua <strong>de</strong> canalizare.<br />
S.C. APASERV SATU MARE S.A. performs sampling<br />
and controls in the presence of the users, in or<strong>de</strong>r to<br />
verify if the industrial waste water discharged into the<br />
sewer system has the qualities <strong>de</strong>termined in accordance<br />
with technical requirements in force, if they are<br />
consistent with the approvals of SC APASERV SATU<br />
MARE S.A. or of the competent water management authorities.<br />
Funding of the monitoring is inclu<strong>de</strong>d in additional<br />
charges applied to potential polluter’s operators.<br />
For the potential economic operator polluters monitored<br />
by SC APASERV SATU MARE S.A.:<br />
approved sewer charges currently are 1.23<br />
euro / m (excluding VAT)<br />
supplemented according to risk group they belong<br />
(Figure 1):<br />
by 0.32 lei / mc for Risk Group I<br />
by 0.50 lei / mc for Risk Group II.<br />
Risk groups are established according with the activity<br />
domain of the economic operator and the amount of<br />
wastewater discharged into the sewage network.<br />
3. MonitorinG<br />
proCeDure<br />
When sampling is taken, in the presence of the user the<br />
report protocol for sampling are ma<strong>de</strong> (Figure 2) and<br />
the sampling ratio (Figure 3).<br />
Report protocol for sampling (Figure 2) contains data<br />
about the user from which samples of wastewater and<br />
water branch pipe including sewer connection.<br />
Sampling ratio (Figure 3) contains data about the sam-<br />

MonitoriZAre<br />
În momentul prelevării probelor, în prezenţa<br />
utilizatorului se încheie procesul verbal (fig.2) şi<br />
raportul <strong>de</strong> prelevare (fig.3).<br />
Procesul verbal (fig.2) conţine date <strong>de</strong>spre utilizatorul<br />
<strong>de</strong> la care se prelevează proba <strong>de</strong> apă uzată<br />
inclusiv <strong>de</strong>spre branşmentul <strong>de</strong> apă şi racordul <strong>de</strong> canalizare.<br />
Raportul <strong>de</strong> prelevare (fig.3) conţine date <strong>de</strong>spre<br />
proba <strong>de</strong> apă uzată prelevată şi consemnarea opţiunii<br />
utilizatorului pentru prelevarea sau nu a probei martor.<br />
Proba prelevată din secţiunea <strong>de</strong> măsură este<br />

The sample taken from the measuring section is representative<br />
and quantity sufficient in or<strong>de</strong>r to be subject<br />
to physic-chemical, bacteriological and biological<br />
analysis, as follows:<br />
a) one third will be analyzed by S.C. SATU MARE<br />
APASERV;<br />
b) one third by the user;<br />
c) one third will be sealed by S.C. APASERV Satu<br />
Mare and the user, that sample being the reference<br />
sample. It will be kept by one of the two si<strong>de</strong>s in the<br />
same conditions in the moment of sampling to allow<br />
preservation of the physical, chemical, bacteriological<br />
and biological characteristics.<br />
The analysis of this sample (Figure 4), performed by<br />
an approved laboratory, agreed by both parties, is en-<br />

reprezentativă şi suficientă cantitativ, astfel încât să<br />
poată fi supusă analizelor fizico-chimice şi biologicobacteriologice,<br />
astfel:<br />
a) o treime va fi analizată prin grija S.C. APASERV SATU<br />
MARE S.A.;<br />
b) o treime prin grija utilizatorului;<br />
c) o treime va fi sigilată atât <strong>de</strong> S.C. APASERV SATU<br />
MARE S.A., cât şi <strong>de</strong> utilizator, constituind probamartor.<br />
Va fi păstrată <strong>de</strong> una dintre cele două părţi<br />
în condiţii i<strong>de</strong>ntice momentului prelevării astfel<br />
încât să permită conservarea caracteristicilor fizicochimice<br />
şi biologico-bacteriologice.<br />
Analiza acestei probe (Fig.4), efectuată <strong>de</strong> un<br />
laborator autorizat, agreat <strong>de</strong> ambele părţi, este opozabilă<br />
analizelor efectuate <strong>de</strong> oricare dintre cele doua părţi.<br />

In case the indicators of quality of wastewater discharged<br />
is overreached, set in the notice/contract with<br />
SC APASERV Satu Mare SA, respectively according to<br />
the regulations in force for users other than households,<br />
an additional contribution will be calculated in 100%<br />
of sewer fee billing for the period in which SC<br />
APASERV SATU MARE S.A. carried it out, to eliminate<br />
negative effects of sewage networks and treatment<br />
plant, and pay any damages caused by pollution.<br />
Table 1 presents the Field of activities of the economic<br />
operators of Satu Mare, with quality indicators monitored<br />
and frequency of sampling.<br />
The user is notified through address about overcoming<br />
the limits allowed, the address is sent by mail with return<br />
receipt.<br />

MARE S.A., respectiv conform normativelor<br />
în vigoare, pentru utilizatori,<br />
alţii <strong>de</strong>cât cei casnici, se va calcula<br />
o contribuţie suplimentară, în<br />
procent <strong>de</strong> 100% din taxa <strong>de</strong><br />
canalizare aferentă perioa<strong>de</strong>i <strong>de</strong> facturare<br />
în care S.C. APASERV SATU<br />
MARE S.A. a efectuat controlul, în<br />
ve<strong>de</strong>rea înlăturării efectelor negative<br />
produse în reţelele <strong>de</strong> canalizare şi<br />
în staţia <strong>de</strong> epurare, precum şi plata<br />
eventualelor daune produse prin<br />
poluarea emisarului.<br />
În tabelul 1 sunt prezentaţi<br />
domeniile <strong>de</strong> activitate ale operatorilor<br />
economici din Ju<strong>de</strong>ţul Satu<br />
Mare, indicatorii <strong>de</strong> calitate<br />
monitorizaţi şi frecvenţa <strong>de</strong> prelevare<br />
a probelor.<br />

The monitoring activity is very difficult, an example<br />
being one of the main polluters monitoring, which is<br />
in the field of leather processing. In the last period it<br />

Activitatea <strong>de</strong> monitorizare este foarte dificilă,<br />
un exemplu fiind monitorizarea unuia dintre principalii<br />
poluatori, care are ca domeniu <strong>de</strong> activitate prelucrarea<br />
pieilor. În ultima perioadă nu s-au putut preleva probe<br />

nu <strong>de</strong>versa apele uzate prin racordul<br />

În figura 7 este prezentată monitorizarea<br />
operatorului economic cu<br />
domeniul în prelucrarea pieilor. Apele<br />
uzate erau evacuate printr-un racord<br />
ilegal, fără cămin <strong>de</strong> vizitare. Racordul<br />
ilegal a fost <strong>de</strong>pistat <strong>de</strong> către `Laboratorul<br />
cu cameră vi<strong>de</strong>o pentru inspecţia<br />
canalizărilor` (fig.7A şi 7B) din cadrul<br />
S.C. APASERV SATU MARE S.A. şi a<br />
fost <strong>de</strong>zafectat, locul în care a fost găsit<br />
racordul neînregistrat în evi<strong>de</strong>nţa SC.<br />
APASERV SATU MARE SA. În figura<br />
7C se ve<strong>de</strong> căminul <strong>de</strong> vizitare cu racordul<br />
operatorului, aflat în evi<strong>de</strong>nţa<br />
SC APASERV SATU MARE SA (fig.7D),<br />
iar în figurile 7E şi 7F se observă suspensiile<br />
rămase pe camera vi<strong>de</strong>o în<br />
urma <strong>de</strong>versării apelor uzate <strong>de</strong> către<br />
operatorul în cauză.<br />

Există şi colaborări foarte bune<br />

calităţii apelor uzate evacuate în sistemul<br />
<strong>de</strong> canalizare, un exemplu ar fi în cazul<br />
prelevării probelor <strong>de</strong> la operatorul economic<br />
cu domeniul <strong>de</strong> activitate în fabricarea<br />
maşinilor <strong>de</strong> gătit tip aragaz,<br />
instalaţii <strong>de</strong> încălzire, cazane pentru uz<br />
casnic (fig.8).<br />

ABSTRACT<br />
The municipality in Craiova has a new wastewater treatment plant and sludge treatment facilities, in accordance<br />
with Article 5 of 91/271/EEC. This plant is able to provi<strong>de</strong> a treatment capacity of 385,000 estimated population. The<br />
work contracts in this project were financed by ISPA with 75% EU contribution, the difference of 25% being ma<strong>de</strong><br />
up of the co-financing of The Local Council Craiova through a loan from European Investment Bank. The<br />
achievement of the contractual objectives will lead to the overall objective of all measures that reduce the<br />
pollution of Jiu river, by avoiding the discharges of untreated wastewater and reduce the pollution of the Danube<br />

1. INTRODUCERE<br />
Oraşul Craiova are, începând din data <strong>de</strong> 30 iunie<br />
<strong>2011</strong>, Staţie <strong>de</strong> epurare a apelor reziduale. Momentul<br />
este unul „istoric“, <strong>de</strong>oarece se întâmplă la mai mult<br />
<strong>de</strong> două <strong>de</strong>cenii <strong>de</strong> la <strong>de</strong>mararea lucrărilor.<br />
Pe data 30 iunie <strong>2011</strong> a avut loc ceremonia prilejuita<br />
<strong>de</strong> finalizarea lucrărilor și începerea testelor pentru<br />
Stația <strong>de</strong> epurare a apelor uzate în municipiul Craiova,<br />
Proiect din cadrul Măsurii ISPA “Reabilitarea rețelelor <strong>de</strong><br />
canalizare și apă potabilă și furnizarea <strong>de</strong> facilități pentru<br />
epurarea apelor uzate în Craiova, pentru protecția fluviului<br />
Dunărea, România.”<br />
Lucrările la Stația <strong>de</strong> epurare au început inițial în<br />
1. INTRODUCTION<br />
Beginning with the 30 th of June <strong>2011</strong>, Craiova<br />
has a new waste water treatment plant. The day represents<br />
a “historical” moment because it is more than two <strong>de</strong>ca<strong>de</strong>s<br />
after the start of the works.<br />
On June 30th, <strong>2011</strong>, the ceremony of the completion<br />
and start of testing works took place for the Waste<br />
Water Treatment Plant in Craiova, the Project being implemented<br />
by ISPA Measure “Rehabilitation of waste<br />
water and drinking water supply and waste water treatment<br />
facilities in Craiova for protecting the Danube River, Romania.”<br />

completion of works to the Waste Water treatment Plant, craiova<br />
anul 1988, dar s-au sistat din cauza lipsei fondurilor. Au fost<br />
reluate în 1999, dar se impunea respectarea procedurilor europene,<br />
astfel prin sprijinul acordat <strong>de</strong> UE prin programul ISPA, lucrările au<br />
fost <strong>de</strong>marate în iulie, 2003, în baza unui contract <strong>de</strong> Proiectare şi<br />
Construcţie din cadrul măsurii ISPA încheiat cu contractorul<br />
Consorţiul TME Termomecanica Ecologia Sp.A Italia/Silec Sp.A..<br />
Contractul a fost ulterior reziliat în octombrie 2006 <strong>de</strong> către<br />
Autoritatea Contractantă, din cauza progresului slab înregistrat<br />
<strong>de</strong> contractorul Consorţiul TME Termomecanica Ecologia Sp.A<br />
Italia/Silec Sp.A. La momentul rezilierii contractului, valoarea contractului<br />
reziliat a fost <strong>de</strong> 7.060.508,24 €. In urma procesului<br />
castigat, s-a recuperat garantia <strong>de</strong> buna executie in valoare <strong>de</strong><br />
2.454.054,5 €.<br />
Ulterior, în urma procesului <strong>de</strong> licitaţie <strong>de</strong>rulat în perioada<br />
noiembrie 2006-aprilie 2007, a fost <strong>de</strong>semnat câştigător constructorul<br />
reprezentat <strong>de</strong> Consorţiul SISTEM YAPI din Turcia si EMIT din<br />
Italia. Contractul a fost semnat pe data <strong>de</strong> 26.10.2007.<br />
Bugetul alocat acestei lucrări se ridică la valoarea <strong>de</strong><br />
25.996.214,13€.<br />
Ca urmare a neîn<strong>de</strong>plinirii obligaţiilor ce-i reveneau, a<br />
lipsei unui suport financiar a<strong>de</strong>cvat din partea firmei SISTEM YAPI<br />
INSAAT VE TICARET Turcia în ve<strong>de</strong>rea accelerării lucrărilor din<br />
cadrul acestui contract, dar şi datorită <strong>de</strong>clarării falimentului firmei<br />
SISTEM YAPI INSAAT VE TICARET Turcia, în data <strong>de</strong> 3 iunie<br />
2010 <strong>de</strong> către Curtea Comercială din Kadikoy, Turcia, şi în conformitate<br />
cu Articolul 8.7 din Acordul <strong>de</strong> Consorţiu, celălalt partener<br />
al Consorţiului, firma EMIT - Ercole Marelli Impianti Tecnologici<br />
S.p.A., Italia, a <strong>de</strong>cis să preia toate obligaţiile şi responsabilităţile<br />
contractuale ale Consorţiului până la finalizarea Contractului.<br />
Subcontractori ai EMIT au fost: MITLIV, SFERA, CIROMAT,<br />
ELPREST, EUROMAGNUM,NOVAEDIL,TRANSFORMER,STEEL<br />
CONSTRUCT, HOLCIM, SHOBAS.<br />
2. PROVENIENTA<br />
FONDURILOR<br />

Contractele <strong>de</strong> lucrări prevăzute în acest Proiect au fost<br />
finanţate prin Programul ISPA(Instrument Structural pentru Politici<br />
<strong>de</strong> pre-A<strong>de</strong>rare) cu 75% - contribuţia UE, diferenţa <strong>de</strong> 25% fiind<br />
constituită <strong>de</strong> co-finanţarea Consiliului Local Craiova prin împrumut<br />
<strong>de</strong> la BEI (Banca Europeană <strong>de</strong> Investiţii).<br />
Bugetul alocat acestui contract <strong>de</strong> lucrări prin Programul<br />
ISPA a fost <strong>de</strong> 25.996.214,13 €, din care, conform schemei <strong>de</strong> fioriginally<br />
began in 1988, but it eventually stopped due to the lack<br />
of funds. It restarted in 1999, but the European procedures were<br />
to be respected, thus, with the support of the EU, by means of the<br />
ISPA funds, the works started in July 2003 on the basis of a contract<br />
for Design and Construction of the ISPA measure with the consortium<br />
contractor TME Termomecanica Ecologia Sp.A Italia/Silec<br />
Sp.A. The contract was subsequently terminated in October 2006,<br />
by the Contracting Authority because of the poor progress ma<strong>de</strong><br />
by the contractor TME Termomecanica Ecologia Sp.A Italia/Silec<br />
Sp.A. At the moment of the contract termination, its value was<br />
7,060,508.24 € and as a result of a successful law suit, the Contracting<br />
Authority recovered performance bond worth 2454054.5<br />
€.<br />
Later, following the auction process during November<br />
2006 - April 2007, the consortium from SYSteM Yapi manufacturer<br />
in turkey and eMIt from Italy were <strong>de</strong>signated as winners.<br />
The contract was signed on October 26 th , 2007.<br />
The budget assigned to this project work amounts to<br />
25,996,214.13 €.<br />
However, as a result of the failure to perform obligations,<br />
the lack of a<strong>de</strong>quate financial support from the company System<br />
Yapi Insaat ve Ticaret from Turkey and slow e<strong>vol</strong>ution of the work<br />
un<strong>de</strong>r this contract, but also because of company bankruptcy of<br />
System Yapi Insaat ve Ticaret, Turkey, <strong>de</strong>clared on June 3 rd 2010<br />
by the Commercial Court in Kadikoy, Turkey, and according to<br />
Article 8.7 of the Consortium Agreement, the other partner of the<br />
consortium company EMIT - Ercole Marelli Impianti Processing<br />
SpA, Italy, <strong>de</strong>ci<strong>de</strong>d to take over all contractual obligations and responsibilities<br />
of the Consortium to complete the Contract.<br />
The EMIT subcontractors are: MITLIV, SFERA, CIRO-<br />
MAT, ELPREST, EUROMAGNUM, NOVAEDIL, TRANSFORMER,<br />
STEEL CONSTRUCT, HOLCIM, SHOBAS.<br />
2. FUNDS<br />
ALLOCATION<br />
The work contracts in this Project were financed by ISPA<br />
(Instrument for Structural Policies for Pre-Accession Treated)<br />
with 75% EU contribution, the difference of 25% being ma<strong>de</strong> up<br />
of the co-financing of The Local Council, Craiova through a loan<br />
from EIB Bank - European Investment Bank).<br />
The budget allocated to the contract works through the<br />
ISPA Program was of 25,996,214.13 € of which, according to the<br />

Finalizarea lucrarilor la statia <strong>de</strong> Epurare craiova<br />
nanţare, 11.268.638,7 € reprezintă finanţare nerambursabilă <strong>de</strong> la<br />
Uniunea Europeană, 5.074.792,99 € reprezintă contribuţia Consiliului<br />
Local al Municipiului Craiova prin împrumut <strong>de</strong> la Banca Europeană<br />
<strong>de</strong> Investiţii , iar diferenţa a fost alocată <strong>de</strong> la Bugetul <strong>de</strong> stat.<br />
Acest contract <strong>de</strong> lucrări constituie cea mai importantă<br />
componentă din cele trei care au fost finanţate prin Măsura Ex-<br />
ISPA Craiova nr.2000/RO/16/P/PE/002: “Reabilitarea reţelelor<br />
<strong>de</strong> apă şi canalizare şi a Staţiei pentru epurarea apelor uzate<br />
în municipiul craiova pentru protecţia fluviului dunărea”.<br />
Toate cele trei contracte <strong>de</strong> lucrări (“Reabilitarea şi extin<strong>de</strong>rea<br />
reţelei <strong>de</strong> canalizare din municipiul Craiova”, “Reabilitarea<br />
reţelei <strong>de</strong> distribuţie a apei potabile din municipiul Craiova” si<br />
“Reabilitarea si mo<strong>de</strong>rnizarea Statiei <strong>de</strong> epurare in municipiul<br />
Craiova”) s-au <strong>de</strong>rulat în municipiul Craiova, iar bugetul acestora<br />
a fost <strong>de</strong> 70.378.000 €.<br />
Finalizarea contractului <strong>de</strong> lucrări “Reabilitarea şi mo<strong>de</strong>rnizarea<br />
staţiei <strong>de</strong> epurare în municipiul Craiova” reprezintă<br />
incheierea seriei <strong>de</strong> contracte menţionate. Atingerea obiectivelor<br />
contractelor <strong>de</strong> lucrari conducând la atingerea scopului general al<br />
întregii măsuri, respectiv reducerea poluării râului Jiu, prin evitarea<br />
<strong>de</strong>scărcărilor <strong>de</strong> apă uzată neepurată şi implicit reducerea poluării<br />
fluviului Dunărea.<br />
Acest Proiect a fost și este privit ca foarte important<br />
pentru oraşul Craiova datorită impactului ecologic mare pe care îl<br />
are asupra mediului înconjurător. De asemenea, în legătură cu Directiva<br />
UE cu privire la epurarea apei reziduale urbane, Proiectul<br />
a reprezentat o prioritate maxima, măsurile <strong>de</strong> investiţie pentru<br />
sis temul <strong>de</strong> canalizare şi staţia <strong>de</strong> epurare din Craiova fiind<br />
îndreptate spre eliminarea poluării şi riscurilor <strong>de</strong> sănătate ca şi<br />
aducerea <strong>de</strong> beneficii naturii şi oamenilor.<br />
3.<br />
STAŢIA DE EPURAREA VA<br />
RESPECTA NORMELE EUROPENE<br />
Municipiul Craiova are o nouă Stație <strong>de</strong> epurare a apelor<br />
uzate și instalații <strong>de</strong> tratare a nămolurilor, conforme cu articolul 5<br />
din Directiva 91/271/CEE. Această Stație va oferi o capacitate <strong>de</strong><br />
tratare <strong>de</strong> 385,000 l.e. Sunt prevăzute fermentatoare anaerobe,<br />
cu îngroșarea nămolului înainte <strong>de</strong> introducerea în fermentătoare<br />
și <strong>de</strong>shidratarea acestuia la un conținut <strong>de</strong> substanța uscată <strong>de</strong><br />
20%, după fermentare. Deasemenea se obține recuperarea<br />
completă a bio-gazului, inclusiv generarea <strong>de</strong> energie electrică.<br />

Union, a part of 5,074,792.99 € represents the contribution<br />
from the City Council of Craiova through the loan from the European<br />
Investment Bank and the difference was allocated from the<br />
State budget. This is the most important component of the three<br />
contracts that were financed by Ex-ISPA Measure Craiova nr.<br />
2000/RO/16/P/PE/002: “Rehabilitation of water and waste water<br />
and waste water treatment stations in Craiova, for Danube<br />
River Protection”.<br />
All the three work contracts “Rehabilitation and extension<br />
of waste water in Craiova city”, “Rehabilitation of water distribution<br />
network in Craiova city” and “Rehabilitation and mo<strong>de</strong>rnization of<br />
the wastewater treatment Plant in Craiova” took place in Craiova<br />
city, the budget being of 70.378 million €.<br />
The completion of the contract works “Rehabilitation and<br />
mo<strong>de</strong>rnization of wastewater treatment plant in Craiova,” represents<br />
the completion of the previously mentioned contracts series.<br />
The achievement of the contractual objectives will lead to the overall<br />
objective of all measures that reduce the pollution of Jiu river,<br />
by avoiding the discharges of untreated wastewater and reduce<br />
the pollution of the Danube River.<br />
This Project has been consi<strong>de</strong>red as being extremely important<br />
for Craiova because of its large ecological impact on the<br />
environment. Moreover, in addition with the EU Directive on urban<br />
waste water treatment, the Project was a top priority, the investment<br />
measures for the sewerage system and waste water treatment<br />
plant in Craiova being aimed to the elimination of pollution and<br />

THE COMPLIANCE OF THE<br />
EUROPEAN UNION STANDARDS<br />
The municipality in Craiova has a new wastewater treatment<br />
Plant and sludge treatment facilities, in accordance with Article<br />
5 of 91/271/EEC. This Plant is able to provi<strong>de</strong> a treatment<br />
capacity of 385,000 p.e.( estimated population).The works are provi<strong>de</strong>d<br />
with an anaerobic sludge digester with sludge thickening prior<br />
to digestion and <strong>de</strong>watering to a relatively dry cake of 20% dry<br />
solids post digestion. Moreover, a full bio-gas recovery is provi<strong>de</strong>d,<br />
including power generation.<br />
The purpose of the WWTP was to meet the quality standards<br />
regarding the discharge of wastewaters into the emissary,<br />
required in the following normatives:<br />

Scopul Stației <strong>de</strong> epurare este <strong>de</strong> a satisface standar<strong>de</strong>le <strong>de</strong><br />
calitate în ceea ce privește evacuarea apelor uzate în emisar,<br />
cerințe prevăzute în următoarele normative:<br />
• Standar<strong>de</strong> românești generale;<br />
• Standard specific <strong>de</strong>spre efluent pentru SE Craiova<br />
(Normativul NTPA 001/2002, arii sensibile);<br />
• Norme și standar<strong>de</strong> generale UE (Council Directive<br />
of 21 May 1991-91/271/EEC) .<br />
4. CONFIGURAȚIA<br />
PROCESULUI<br />
Colectoarele sunt <strong>de</strong> tip mixt și colectează <strong>de</strong> asemenea<br />
și apa pluvială.<br />
Pe baza caracteristicilor calitative și cantitative ale influentului<br />
<strong>de</strong> apă uzată care ajunge la stație, s-a propus ca soluție<br />
<strong>de</strong> epurare un proces cu nămol biologic activat, dispus pe câteva<br />
unități care să funcționeze în paralel.<br />
Configurația procesului este următoarea:<br />
4.1. epurare apă<br />
• Sitare automată; In<strong>de</strong>părtarea materiei grosiere și a<br />
grăsimilor; Sedimentare primară; Stație <strong>de</strong> pompare<br />
intermediară; In<strong>de</strong>părtarea anaerobă a P; Denitrificare;<br />
Oxidare-nitrificare; Sedimentare finală; Dozare și inmagazinare<br />
reactivi; Stație <strong>de</strong> pompare pentru recircularea<br />
nămolului; Stație <strong>de</strong> pompare pentru nămolul<br />
primar.<br />
4.2. tratare nămol<br />
• Deshidratarea nămolului în surplus și a nămolului<br />
primar; Tancuri <strong>de</strong> înmagazinare nămol; Metantancuri<br />
(digestoare anaerobe ale nămolului); Recuperare<br />
energie din biogaz; Deshidratare finală a nămolului;<br />
Platforma pt. înmagazinarea nămolului <strong>de</strong>shidratat.<br />
Secțiunile <strong>de</strong> epurare a apei uzate au fost proiectate pe patru<br />
linii paralele în scopul <strong>de</strong> a avea cea mai bună flexibilitate în func -<br />
ționare, cu posibilitatea, în fiecare secțiune, <strong>de</strong> a închi<strong>de</strong> o linie și<br />
a distribui <strong>de</strong>bitele pe liniile aflate în operare, astfel încât să se<br />
asigure cea mai eficientă epurare posibilă.<br />
Pornind <strong>de</strong> la caracteristicile fizico-chimice ale influentului<br />
care trebuie epurat, acest proces <strong>de</strong> epurare se dove<strong>de</strong>ște a fi cel<br />
mai potrivit și în linie cu amplasarea tehnologică a sectoarelor.<br />

4. PROCESS<br />
CONFIGURATION<br />
The collectors used are of mixed types, collecting rainwater<br />
as well.<br />
Based on the inlet wastewater qualitative and quantitative<br />
characteristics, there was proposed a treatment process based on<br />
activated biological sludge disposed on a couple of units operating<br />
simultaneously.<br />
The configuration of the proposed process is the following:<br />

settling; Intermediary pumping station; Anaerobic<br />
P removal; Denitrification; Oxidation –<br />
nitrification; Final settling; Reactives storage and<br />

sludge pumping station.<br />
4.2. Sludge treatment<br />
• Dewatering of primary and surplus sludge; Sludge<br />
storage tanks;Anaerobic digesters; Energy recovery<br />
from biogas; Final sludge <strong>de</strong>watering; Dewatered<br />
sludge storage platform.<br />
The wastewater treatment sections were <strong>de</strong>signed on<br />
four parallel lines in or<strong>de</strong>r to have the best flexibility in operation,<br />
with the possibility, in each section, to close a line and distribute<br />
the flows to the lines in operation, to ensure the most effective treatment<br />
possible.<br />
Starting from the physical-chemical characteristics of the<br />
influent to be treated, the proposed treatment process proves to<br />
be the most appropriate and in line with the location of technological<br />
sectors.<br />
The selected process is based on traditional treatment<br />
with biological activated sludge for phosphorus and BOD removal,<br />
combined with biological nitrification - <strong>de</strong>nitrification for nitrogen re-<br />

Procesul selecționat este bazat pe tratarea tradițională cu<br />

linia nămolului a fost propus un proces <strong>de</strong> stabilizare anaerob. Un<br />
dozaj suplimentar <strong>de</strong> FeCl 3 în digestoarele anaerobe va favoriza<br />
reducerea conținutului <strong>de</strong> acid sulfuric din biogaz, ca urmare a<br />
eliberării fosforului în apa reziduală, la partea superioară a stației.<br />

Stația are trei trepte <strong>de</strong> tratare: mecanică, chimică și biologică.<br />

Lucrările au fost proiectate pentru a asigura epurarea<br />
unui <strong>de</strong>bit <strong>de</strong> 2.5 m 3 /sec, epurare mecanică pentru 5 m 3 /sec şi un<br />
by pass direct către râul Jiu a unui <strong>de</strong>bit suplimentar <strong>de</strong> 5 m 3 /sec<br />
calculat pe baza capacității proiectate a colectorului <strong>de</strong> intrare în<br />
stație. Odată cu reabilitarea rețelei <strong>de</strong> canalizare care a avut loc<br />
cu finanțare ISPA și fonduri locale, combinată cu extin<strong>de</strong>rile și reabilitarea<br />
prevăzuta sub Fondurile <strong>de</strong> coeziune este clar că nivelul<br />
infiltrațiilor va fi redus în mod semnificativ precum și reducerea<br />
cantității <strong>de</strong> apă pluvială datorită separării colectoarelor unitare.<br />
Funcționarea Stației <strong>de</strong> epurare a fost proiectată pentru<br />
un nivel maxim al apei râului Jiu <strong>de</strong> 71,3 mDM. Stația este ca pa -<br />
bilă să funcționeze în această situație cu o distribuire a <strong>de</strong>bitului<br />
așa cum apare în diagrama <strong>de</strong> proces următoare:<br />

basis of the projected capacity of the<br />
collector input station. In the same time<br />
with the substantial rehabilitation of<br />
sewerage network held with ISPA financing<br />
and local funds, combined with<br />
extensions and rehabilitation by means<br />
of the provi<strong>de</strong>d Cohesion Funds, it is obvious that the infiltration<br />
level will be significantly reduced as well as the amount of rainwater<br />
due to the separation of unit collectors.<br />
The WWTP was <strong>de</strong>signed to operate at a maximum water<br />
level of Jiu river of 71.3 mdM. The plant is capable to operate in<br />
this situation by distributing the flow as shown in the following treatment<br />
process diagram:<br />
4.5. the functinality of the WWtP<br />
The station has three levels of treatment: mechanical,<br />
chemical and biological. The mechanical treatment phase removes<br />
large objects, grease and sand. In this very phase the settling of<br />
the sludge is ma<strong>de</strong>, sludge which is then dried and pressed and<br />
can be used in agriculture.<br />
The next step is the chemical treatment of water for the<br />
removal of nitrogen and phosphorus compounds, and in the third<br />
stage the water is treated biologically to meet the European requirements<br />
in or<strong>de</strong>r to be discharged into river Jiu.<br />

această fază se face și <strong>de</strong>cantarea nă -<br />
mo lului, care este apoi <strong>de</strong>shidratat și<br />
presat, putând fi utilizat în agricultură.<br />
A doua treaptă este <strong>de</strong>stinată<br />
tratării chimice a apei în ve<strong>de</strong>rea în<strong>de</strong>părtării<br />
compușilor <strong>de</strong> azot și fosfor, iar<br />
în treapta a treia apa este tratată biologic,<br />
astfel încât să corespundă cerințelor<br />
europene pentru a fi <strong>de</strong>versată în Jiu.<br />
De la 30 <strong>de</strong>cembrie 2010,<br />
stația funcționează <strong>de</strong>ja, dar numai cu<br />
prima treaptă <strong>de</strong> epurare, fiind pusă în<br />
funcțiune integral pe 30 iunie <strong>2011</strong>.<br />
4.6. Specificul lucrării<br />
In circuitul său, apa trece prin bazine mari <strong>de</strong> <strong>de</strong>cantare.<br />
Apa reziduală este antrenată <strong>de</strong> niște elice foarte mari, cât unele<br />
<strong>de</strong> vapor, urmând un curs sinuos prin imense bazine din beton,<br />
apoi intră în contact cu unele culturi bacteriene, care anihilează<br />
anumite substanțe din apă, înainte <strong>de</strong> a fi <strong>de</strong>versată în Jiu.<br />
Referitor la fermentatoarele anaerobe, unul dintre ele a fost realizat<br />
din beton, cu ani în urmă. Celelalte două, făcute în prezent, uti li -<br />
zează o tehnologie complet nouă. Practic, s-a construit acoperișul<br />
acestui bazin, apoi a fost ridicat cu cricuri și s-a început montarea<br />
peretelui circular, făcut din plăci din oțel îmbrăcat în sticlă, îmbinate<br />
cu șuruburi etanșate cu un mastic special, garantate să reziste<br />
minimum 50 <strong>de</strong> ani.<br />
5. OBIECTIVE<br />
Proiectul a urmărit să <strong>de</strong>screască impactul advers din<br />
prezent al <strong>de</strong>versării apelor uzate din oraşul Craiova asupra râului<br />
Jiu şi implicit asupra Dunării şi Deltei, prin reducerea încărcării cu<br />
apă reziduală a Jiului. Protecţia Dunării şi Deltei a fost si este o<br />
prioritate maximă.<br />
Acest Proiect a fost si este privit ca foarte important<br />
pentru oraşul Craiova din cauza impactului ecologic mare pe care<br />
acesta îl are asupra mediului înconjurător.<br />
Măsurile <strong>de</strong> investiţie propuse pentru sistemul <strong>de</strong> canalizare<br />
şi Staţia <strong>de</strong> epurare din Craiova au fost îndreptate spre eliminarea<br />
poluării şi riscurilor <strong>de</strong> sănătate ca şi aducerea <strong>de</strong> beneficii naturii<br />

4.6. the particularities of the WWtP<br />
On its way, water passes through huge settling basins.<br />

some of them being as big as those of a ship’s, pursuing a tortuous<br />
course through the huge concrete tanks, then certain bacterial cultures<br />
get in<strong>vol</strong>ved and annihilate certain substances in the water<br />
before being discharged into the Jiu river.<br />
Regarding the anaerobic digestion, one of these basins was ma<strong>de</strong><br />
of concrete, years ago. The other two, ma<strong>de</strong> recently, use a completely<br />
new technology. Basically, they first built the roof of the pool,<br />
afterwards it was raised with jacks and they began assembling the<br />
circular wall ma<strong>de</strong> of steel plates covered in glass, joined with<br />
screws and sealed with a special mastic, guaranteed to last for at<br />
least 50 years.<br />
5. OBJECTIVES<br />
The Project aimed at <strong>de</strong>creasing the adverse impact of<br />
the discharge of wastewater present in Craiova on the Jiu river and<br />
the Danube Delta implicitly by reducing the waste water load of the<br />
Jiu river. The protection of the Danube Delta and the Danube has<br />
been a top priority.<br />
This project is regar<strong>de</strong>d as being extremely important for<br />
the city of Craiova because of its significant environmental impact.<br />

5.1. construcţia staţiei <strong>de</strong> epurare va avea următoarele<br />
efecte benefice:<br />
• Reducerea poluării râului Jiu prin evitarea <strong>de</strong>scărcărilor <strong>de</strong><br />
apă uzată neepurată;<br />
• Reducerea poluării transfrontaliere prin <strong>de</strong>scărcăril e indirecte<br />
în fluviul Dunărea;<br />
• Apa uzată va fi epurată conform cerinţelor autorităţilor române<br />
<strong>de</strong> gospodărire a apelor şi standar<strong>de</strong>lor europene existente.<br />
Acest Proiect este foarte important și pentru aplicaţiile<br />
viitoare, respectiv finanţarea din Fondul <strong>de</strong> Coeziune. Proiectul<br />
„Extin<strong>de</strong>rea si mo<strong>de</strong>rnizarea infrastructurii <strong>de</strong> apa si apa uzata<br />
in ju<strong>de</strong>ţul Dolj”, este finanţat din Fondul <strong>de</strong> Coeziune având<br />
valoarea <strong>de</strong> 150.281.399 € fara TVA si are ca obiective majore:<br />
S alimentarea cu apa potabilă a tuturor localităţilor<br />
cu o populaţie mai mare <strong>de</strong> 50 <strong>de</strong> locuitori;<br />
S asigurarea colectării si epurării a<strong>de</strong>cvate a<br />
apelor uzate la standar<strong>de</strong> europene.<br />
Realizarea Stației <strong>de</strong> epurare este <strong>de</strong> o importanță<br />
majoră pentru Craiova, mai ales că noile sisteme <strong>de</strong> canalizare<br />
construite din fonduri ISPA nu pot fi puse în funcțiune fără o Stație<br />
<strong>de</strong> epurare funcțională, construită cu tehnologii <strong>de</strong> ultimă generaţie<br />
care oferă o serie <strong>de</strong> avantaje faţă <strong>de</strong> cele clasice.<br />
Proiectul implementat <strong>de</strong> compania <strong>de</strong> Apă oltenia<br />
a fost finalizat cu succes, s-a reușit să se aducă Stația la<br />
nivelul <strong>de</strong> lansare în timp record, astfel încât municipiul<br />
craiova va beneficia <strong>de</strong> un sistem ultramo<strong>de</strong>rn <strong>de</strong> tratare a<br />
apelor uzate.<br />
Apa este o resursă naturală esenţială cu rol multiplu în<br />
viaţa economică, iar epurarea apelor uzate este o cerință <strong>de</strong> prim<br />
ordin a <strong>de</strong>z<strong>vol</strong>tării civilizației umane. Fiind o necesitate cu implicații<br />
sociale și ecologice <strong>de</strong>osebite, reglementarea unitară și asigurarea<br />
generală a infrastructurii necesare reprezintă o prioritate.<br />
Astfel prin implementarea acestui Proiect, care se întin<strong>de</strong><br />
pe o suprafață <strong>de</strong> 20 <strong>de</strong> hectare, craiova poate intra în<br />
rândul oraşelor europene cu o staţie <strong>de</strong> epurare mo<strong>de</strong>rnă.<br />

the Cohesion Fund with a value of 150,281,399 Euro VAT exclu<strong>de</strong>d<br />
and its major objectives are:<br />

The Aries Water Company currently manages 50 km of<br />
waste water pipes in reabilitation and it distributes 100 hm<br />
of drinking water. The company’s aim is to join the West<br />
European standards by achieving sustainable <strong>de</strong>velopment<br />
standards imposed by the EU. Network rehabilitation and<br />
expansion in combination with information systems and<br />
technical equipment for GIS, Mo<strong>de</strong>ling, hydraulic and leak<br />
<strong>de</strong>tection for achieving these goals. The Water company<br />
want to improve its image through actions in the media<br />
(television, radio, magazines, information fairs) informing<br />
citizens, and water clients about every step in obtaining a<br />

The Geographic Information System (GIS) is<br />
configured to enable its use as tool for the operation and<br />
management of preventive maintenance functions, to<br />
facilitate future planning activities, for budget estimations, to<br />
support <strong>de</strong>cision making at senior levels, for evaluation and<br />
for use with cadastral data, information on existing networks<br />
and existing surveying.<br />
The Hydraulic mo<strong>de</strong>ling system will be used to<br />
i<strong>de</strong>ntify anomalies in the distribution network operation<br />
(breakage of pipes or damage to valves), network<br />
optimization, management pressures, further<br />
<strong>de</strong>velopments, extensions etc.. The company will perform<br />
hydraulic mo<strong>de</strong>lling of water distribution networks. These<br />
mo<strong>de</strong>ls will inclu<strong>de</strong> a simulation calibrated to allow the<br />
operation of networks for recognition of the problems<br />
encountered in networks. “Calibrated” means a <strong>de</strong>viation of<br />

The ongoing infrastructure works in the CAA<br />
intervention area result in many traffic diversions and poor<br />
air quality and dust, but it is recognized by the population<br />
that the results will be beneficial for all. Those households<br />
in the rural areas which will be reached trhough a network<br />

imagine plină <strong>de</strong> viaţă si energie. Prin acţiunile întreprinse în<br />
mediile <strong>de</strong> comunicare ( televiziune, radio, reviste,târguri <strong>de</strong><br />
informare) cetăţenii , membrii marii familii CAA, respectiv<br />
,,abonaţii’’ , sunt informati <strong>de</strong> fiecare pas facut în obţinerea<br />
unui produs <strong>de</strong> calitate promis la începerea Proiectului <strong>de</strong> ,,Reabilitare<br />
si Extin<strong>de</strong>re”. Aceasta este o Companie performantă ce<br />
va fi oferită aglomerării urbane Turda-Câmpia Turzii .<br />
Cei care construiesc acest <strong>de</strong>zi<strong>de</strong>rat sunt angajaţii care<br />
beneficiază la rândul lor <strong>de</strong> un management performant .<br />
Schimbările se simt atât în viaţa <strong>de</strong> zi cu zi a celor aproximativ<br />
60.000 <strong>de</strong> abonaţi cât şi în felul <strong>de</strong> a munci a personalului. Cu<br />
fiecare zi care trece altă ,,fază <strong>de</strong>terminantă “ este <strong>de</strong>păşită şi alt<br />
kilometru reabilitat este recepţionat <strong>de</strong> către Companie, înca o<br />
aripă a clădirii un<strong>de</strong> personalul îşi <strong>de</strong>sfăşoară activitatea este<br />
renovată şi alte echipamente sunt achiziţionate pentru populaţie.<br />
Prin prezentarea acestor eforturi şi informarea <strong>de</strong>spre aceste<br />
realizări , consumatorii se pot bucura <strong>de</strong> aceste caştiguri prin<br />
conştientizarea lor. Coordonatorii <strong>de</strong> contracte se împart fie<br />
între staţia <strong>de</strong> tratare şi extin<strong>de</strong>rea reţelei , fie între staţia <strong>de</strong><br />
epurare şi reabilitarea reţelei , trecând <strong>de</strong> la reabilitarea surselor<br />
la proiectarea reţelelor sau recepţionarea lor. Cel care indică<br />
ritmul şi direcţia , ridică entuziasmul şi capacitatea <strong>de</strong> efort rezolvând<br />
dificultăţi întâmpinate în implementare <strong>de</strong> la nivel <strong>de</strong><br />
provincie la nivel <strong>de</strong> conducere <strong>de</strong> minister este domnul Director<br />
General.<br />
Vor fi înfinţate noi <strong>de</strong>partamente şi birouri ca şi biroul GIS,<br />
SCADA, iar serviciul <strong>de</strong> mentenanţă va fi unul performant prin<br />
achiziţionarea echipamentelor <strong>de</strong> <strong>de</strong>tectări <strong>de</strong> pier<strong>de</strong>ri.<br />

access to drinking water, improving their life quality.<br />
The population accepts external support to provi<strong>de</strong><br />
them increased access to water required for the cultivation<br />
of land and for use in the household. The provi<strong>de</strong>d drinking<br />
water from wells as the traditional way of life in the rural<br />
areas is left behind and it is expected that the mo<strong>de</strong>rnized<br />
water network and related maintenance infrastructure will<br />
improve the quality of life of many rural households.<br />
Turda area was renowned for its cleaness and well<br />
maintained environment, and now it will once again enjoy a<br />
friendly environment through a waste water treatment plant,<br />
a rehabiliation project of 20 million euro proving clean water<br />
to the population.<br />
This efficient rehabilitation and extension program<br />
needs to be advertised in or<strong>de</strong>r to reach the environmental<br />
sustainability indicators required as EU Member State and<br />
established in the National Strategy for Sustainable<br />
Development of Romania, Horizons 2013-2020-2030.<br />
· un transfer în timp real al datelor <strong>de</strong> la şi către programele<br />
calcul hidraulic;către <strong>de</strong>partamentul financiar şi către <strong>de</strong>partamentul<br />
<strong>de</strong> relaţii cu publicul ;<br />
· i<strong>de</strong>ntificarea, înregistrarea, evaluarea şi valorificarea datelor<br />
cadastrale, a informaţiilor referitoare la reţelele existente şi a ridicărilor<br />

· s-au achiziţionat programul inclusiv licentele necesare,<br />
hardware necesar. Programul achiziţionat este compatibil cu programele<br />
existente la nivel local (primărie, distributie gaze, etc);<br />
· <strong>de</strong>z<strong>vol</strong>tarea structurii bazelor <strong>de</strong> date ale reţelelor <strong>de</strong> distribuţie<br />
a apei potabile şi canalizare pentru scopul i<strong>de</strong>ntificării elementelor <strong>de</strong><br />
infrastructură, pentru întreţinere şi reparaţii, pentru monitorizarea<br />
parametrilor din punctele cheie stabilite pe reţele;<br />
· cartografiere completă, inclusiv legen<strong>de</strong> dinamice, reprezentarea<br />
corectă a diferitelor sisteme <strong>de</strong> coordonate, scalare corectă, redarea<br />
corectă a hărţii în concordanţă cu proiecţia selectată;hărţile pot fi<br />
redate la scara reală <strong>de</strong> la diferite formate până la A0.<br />

Este achiziţionat sistemul GIS , sistem informatizat<br />
, sistem prin care hărţile învechite sunt<br />
înlocuite <strong>de</strong> informaţia digitală , prezentându-se<br />
o imagine <strong>de</strong>taliată a reţelei , existând propunerea<br />
ca la orice excavaţie să se realizeze un plan <strong>de</strong><br />
situaţie şi un proces <strong>de</strong> <strong>de</strong>tecţie preliminar.<br />
Sistemul GIS este astfel configurat încât să<br />
permită:<br />
· utilizarea lui ca şi unealtă Operare şi Management<br />
cu funcţii <strong>de</strong> Mentenanţă Preventivă; Facilitarea<br />
activităţilor viitoare <strong>de</strong> proiectare; Estimări bugetare;<br />
Suport în luarea <strong>de</strong>ciziilor la nivelul conducerii;<br />

Sistemul <strong>de</strong> mo<strong>de</strong>lare hidraulică care va fi achiziţionat urmând<br />
ca acesta să fie folosit în viitor pentru i<strong>de</strong>ntificarea anomaliilor<br />
în funcţionarea reţelei <strong>de</strong> distribuţie (<strong>de</strong> exemplu spargerea<br />
unor conducte sau <strong>de</strong>fectarea unor vane), optimizarea reţelei,<br />
managementul presiunilor, <strong>de</strong>z<strong>vol</strong>tări ulterioare, extin<strong>de</strong>ri etc.<br />
Prestatorul va realiza mo<strong>de</strong>le hidraulice al reţelelor <strong>de</strong> distribuţie<br />
a apei potabile. Aceste mo<strong>de</strong>le vor inclu<strong>de</strong> o simulare calibrată<br />
a functionării reţelelor care să permită o recunoaştere la timp a<br />
problemelor apărute în reţele. „Calibrat” înseamnă o <strong>de</strong>viere <strong>de</strong><br />
+/-15% a valorilor presiunii şi <strong>de</strong>bitelor calculate faţă <strong>de</strong> cele<br />

Se vor realiza teste, simulari ale sistemului<br />
pentru a <strong>de</strong>tecta punctele vulnerabile, acest program<br />
va oferi solutii care vor ajuta la ajustarea eventualelor<br />
<strong>de</strong>fecte ale sistemului.<br />

Prin sistemul SCADA - Sistem <strong>de</strong> Control Permanent<br />
al Reţelei , care este în achizitionare, este<br />
controlată reţeaua la fiecare modificare a stării .<br />
Este supravegheată reţeaua în timp real , prin<br />
supravegherea presiunii şi <strong>de</strong>bitului, prin instalarea<br />
unor puncte <strong>de</strong> măsurare şi stocarea datelor întro<br />
bază <strong>de</strong> date. Supravegherea zonelor DMA<br />
pentru echilibrarea fluxului , prin experienţă vor<br />
permite <strong>de</strong>clanşarea <strong>de</strong> activităţi <strong>de</strong> <strong>de</strong>tectare <strong>de</strong><br />
pier<strong>de</strong>ri. Rezultate:<br />
· Controlul <strong>de</strong>bitelor si un sistem echilibrat;<br />
· Nivel scăzut al inci<strong>de</strong>ntelor ce au ca efect<br />
pier<strong>de</strong>ri din retele;<br />
· Un sistem <strong>de</strong> reţele cu eficienţă ridicată;<br />
· Management facil şi în timp real al sistemului.<br />
5. DeteCtăriLe<br />
De pierDeri<br />
Se vor achiziţiona echipamente <strong>de</strong> ultimă<br />
generaţie <strong>de</strong> <strong>de</strong>tectări <strong>de</strong> pier<strong>de</strong>ri pentru a face<br />
radiografii a reţelei ca şi: radare <strong>de</strong> sol pentru<br />
<strong>de</strong>tectarea structurilor conductelor, sisteme<br />
generator-receptor ce localizează conductele şi<br />
capacele <strong>de</strong> canal îngropate (locator conducte<br />
metalice), <strong>de</strong>tector ce permite măsurarea cu<br />
histogramă pentru a i<strong>de</strong>ntifica grafic pier<strong>de</strong>rile,<br />
<strong>de</strong>bitmetru ultrasonic mobil, data logger mobil -<br />
Instrument pentru măsurarea, indicarea şi<br />
înregistrarea presiunii, vehicul – transporter pentru<br />
echipament şi personal, autocurăţitoare combinate<br />
pentru canalizare, autovehicol cu echipament<br />
pentru <strong>de</strong>tectarea scurgerilor în reţelele <strong>de</strong> apă,<br />
autovehicol cu echipament pentru sistem CCTV<br />
pentru vizualizare a reţelei <strong>de</strong> canalizare, autospecializată<br />
pentru transport namol.<br />
Reducerea acestor pier<strong>de</strong>ri reale sau <strong>de</strong>tectarea consumatorilor<br />
neautorizaţi vor reduce costurile <strong>de</strong> producţie reflectate în produsul<br />
final.<br />
A. Autoutilitară cu echipament pentru Detectarea scurgerilor<br />
în reţelele <strong>de</strong> apă, <strong>de</strong>stinat pentru transportul personalului<br />
şi echipamentelor specifice <strong>de</strong>tectării scurgerilor din reţelele <strong>de</strong><br />
apă.<br />
B. Dotări, echipamente speciale:<br />
S set – <strong>de</strong>tector <strong>de</strong> scurgeri (Acustic) - constând în:<br />
- Detector <strong>de</strong> scurgeri cu prelucrare a semnalului digital şi<br />
indicarea rezultatul testului pe un ecran LCD cu fundal<br />
iluminat.Amplificare separată a valoarii măsurate şi transmiterea<br />
în căşti. Bara <strong>de</strong> afişare grafică a valoarii instantanee şi indicarea<br />
digitala a valoarii minime. I<strong>de</strong>ntificarea cu uşurinţă a zgomotului<br />
scurgerii printr-o analiză <strong>de</strong> frecvenţă.<br />
- Microfon <strong>de</strong> teren– microfon electronic proiectat pentru a<br />
amplifica zgomotul creat <strong>de</strong> apa care ţâşneste dintr-o conductă<br />
îngropată sub presiune, care se va propaga spre capetele<br />
conductei. In consecinţă, prin i<strong>de</strong>ntificarea punctului în care<br />
zgomotul produs <strong>de</strong> ieşirea apei prin spartura se manifestă cel<br />
mai puternic va indica, <strong>de</strong> fapt, şi localizarea exactă în pământ<br />
a punctului din care se produce pier<strong>de</strong>rea efectiva <strong>de</strong> apa.<br />
Sistemul trebuie sa includă un modul <strong>de</strong> amplificare portabil,<br />
<strong>de</strong> greutate redusă, complet echipat cu încarcator pentru baterie,<br />
un set <strong>de</strong> căşti <strong>de</strong> calitate şi cu un microfon <strong>de</strong> teren cu adaptor,<br />
protejat acustic. Pentru ascultarea zgomotelor propagate în<br />
soluri moi, se va asigura un sistem <strong>de</strong> ascultare complet echipat<br />
cu un trepied şi cu doi ţărusi <strong>de</strong> contact.<br />
S Detector <strong>de</strong> conducte<br />
Detector cu frecvenţă liniară duală, pentru localizare şi <strong>de</strong>terminare<br />
adâncime a cablurilor şi conductelor cu trasee necunoscute<br />
şi cu stare pasivă (fără transmiţător) sau cu stare<br />
activă (cu transmiţător).<br />
S Localizator <strong>de</strong> metal pentru vane şi hidranţi pierduti<br />
sub betoane sau asfalt<br />
Localizator feromagnetic pentru capace îngropate, cu sensibilitate<br />
<strong>de</strong> percepere până la 3 m adâncime. Indicaţii ale<br />
intensităţii semnalului pe teren prin tonuri audio, cu creşterea<br />
şi reducerea frecvenţei, urmate <strong>de</strong> afişarea măsuratorilor pe un<br />
ecran.<br />
S Debitmetru ultrasonic<br />
Debitmetru ultrasonic, portabil, pentru <strong>de</strong>terminarea direcţiei<br />
<strong>de</strong> curgere şi măsurarea <strong>de</strong>bitului în reţele. Debitmetru ultrasonic<br />
cu backlit LCD cu precizie Matrix pentru diametre <strong>de</strong> la DN 25<br />
pana la DN 1500 şi viteză <strong>de</strong> scurgere <strong>de</strong> la 0.1 pana la 20 m/s.<br />

6. ConCLuZii<br />
Cei care se bucură <strong>de</strong> aceste câştiguri <strong>de</strong>pun la<br />
rândul lor sacrificii , făcând faţă şantierului întins<br />
pe aproximativ 50 <strong>de</strong> km <strong>de</strong> reţea. Aceştia sunt<br />
cetăţenii acestei zone care înţeleg <strong>de</strong>vierile <strong>de</strong><br />
trafic sau aerul uneori greu respirabil , participând<br />
astfel la schimbarea feţei acestei zone.<br />
Cei din zonele rurale se alatură reţelei Companiei<br />
prin extin<strong>de</strong>rea reţelei atât <strong>de</strong> apă potabilă cât şi<br />
<strong>de</strong> canalizare. Astfel viaţa acestor oameni primeşte<br />
calitate. Fântanile sunt lăsate <strong>de</strong>oparte pentru a<br />
beneficia <strong>de</strong> un sistem organizat . Oamenii acceptă<br />
afilierea prin faptul că înteleg că în urma cultivării<br />
pământului , apa din sursele aflate la discreţia lor<br />
trebuie <strong>de</strong>nitrificată şi clorinată iar gospodariile<br />
au pentru prima dată acces la un standard <strong>de</strong><br />
viaţă normal prin racordarea la<br />
canalizare.Renunţându-se astfel la stilul idilic şi<br />
totuşi tradiţionalist care încă se mai practică în<br />
zonele rurale a apei potabile extrase <strong>de</strong> ,,cumpăna”<br />
din fântană . Un produs ecologic cautat <strong>de</strong> occi<strong>de</strong>ntali<br />
este înţeles şi <strong>de</strong> cultivatori.<br />
Cum zona ,,Turzii” a fost renumită ca fiind o<br />
zona dintre cele mai curate şi mai întreţinute la fel<br />
şi <strong>de</strong> acum, mediul înconjurator beneficiază <strong>de</strong> un<br />
tratament mult mai prietenos prin reabilitarea<br />
staţiei <strong>de</strong> epurare, proiect <strong>de</strong> 20 milioane <strong>de</strong> euro ,<br />
lucrare <strong>de</strong> mari proporţii aflată în plină <strong>de</strong>sfăşurare.<br />
La fel mediul se apropie <strong>de</strong> om prin esenţa lui<br />
pură şi anume apa. Produsul mediatizat este unul<br />
ecologic iar procesul tehnologic este unul performant<br />
şi ecologizat, în cadrul staţiei <strong>de</strong> tratare.<br />
Prin aceste realizări locale se ating indicatorii<br />
<strong>de</strong>z<strong>vol</strong>tării durabile în ansamblul programelor şi<br />
politicilor publice ale Romaniei ca stat membru al<br />
UE , stabilite în strategia naţională pentru Dez<strong>vol</strong>tare<br />
Durabilă a romaniei, orizonturi 2013-<br />
2020-2030:<br />
Orizont 2013.Obiectiv Naţional: Reducerea <strong>de</strong>calajului<br />
existent faţă <strong>de</strong> alte state membre ale<br />
UE cu privire la infrastructura <strong>de</strong> mediu , atât din<br />
punct <strong>de</strong> ve<strong>de</strong>re cantitativ cât şi calitativ, prin<br />
<strong>de</strong>z<strong>vol</strong>tarea unor servicii publice eficiente în domeniu,conforme<br />
conceptului <strong>de</strong> <strong>de</strong>z<strong>vol</strong>tare durabilă şi cu respectarea principiului<br />
.<br />
Orizont 2020. Obiectiv naţional: Atingerea nivelului mediu<br />
actual al ţărilor UE la parametrii principali privind gestionarea<br />
responsabilă a resurselor naturale.<br />
Conform obicetivelor asumate prin Tratatul <strong>de</strong> A<strong>de</strong>rare la UE<br />
cu privire la domeniul gospodăririi apelor şi apelor uzate,localităţile<br />
cu peste 2000 <strong>de</strong> locuitori vor avea asigurată aprovizionarea cu apă<br />
potabilă şi acces la canalizare precum şi dotarea cu staţii <strong>de</strong> epurare a<br />
apelor uzate în proporţie <strong>de</strong> 100% încă din anul 2018.Se va continua<br />
procesul <strong>de</strong> îmbunătăţire a serviciilor <strong>de</strong> apă , canalizare şi tratarea<br />
apelor uzate în localităţile rurale mai mici.<br />

<strong>2011</strong> o <strong>de</strong>legaţie din<br />
Republica Moldova,<br />
formată din reprezentanţi<br />
ai Ministerului Mediului,<br />
Ministerului Dez<strong>vol</strong>tării<br />
Regionale, Vicepreşedinţii<br />
raionelor Cahul şi Râşcani,<br />
alături <strong>de</strong> specialişti din<br />
cadrul autorităţilor locale<br />
şi ai operatorilor <strong>de</strong><br />
servicii <strong>de</strong> alimentare cu<br />
apă, au efectuat o vizită<br />
<strong>de</strong> documentare în<br />
România referitoare la<br />
aspectele regionalizării<br />
serviciilor <strong>de</strong> alimentare cu<br />
apa si canalizare.<br />

În data <strong>de</strong> 30 august, schimbul<br />
<strong>de</strong> experienţă a fost făcut în zona Văii<br />
Arieşului, un<strong>de</strong> <strong>de</strong>legaţia a beneficiat <strong>de</strong><br />
experienta Companiei <strong>de</strong> Apă Arieş, reprezentată<br />
prin dl.<br />

au furnizat<br />
informaţii legate <strong>de</strong><br />

şi lecţiile învăţate<br />
în cadrul implementării<br />
proiectelor <strong>de</strong><br />
invesţii. Deasemenea,<br />
discuţii şi experienţe<br />
valoroase<br />
legate <strong>de</strong> relaţiile instituţionale dintre autorităţile<br />
centrale şi locale şi responsabilităţile<br />
autorităţilor locale în cadrul serviciilor<br />
<strong>de</strong> alimentare cu apă şi canalizare au<br />
fost realizate cu reprezentanţii autorităţilor<br />
locale, atât prin dl. Primar al municipiului<br />
Turda – dl. Tudor STEFĂNIE, cât şi prin<br />
Director Executiv al Asociaţiei <strong>de</strong> Dez<strong>vol</strong>tare<br />
Intercomunitară ’’Apa Vaii Ariesului’’(A.D.I.),<br />
dl. Ludovic MOLDVOY.<br />
În 31 august, <strong>de</strong>legaţia din Republica<br />
Moldova şi-a continuat vizita <strong>de</strong><br />
documentare la Zalău, un<strong>de</strong> au fost programate<br />
întâlniri cu autorităţile locale:<br />
Preşedintele CJ Sălaj – dl. Tiberiu MARC<br />
şi Directorul Executiv al Asociaţiei <strong>de</strong><br />
Dez<strong>vol</strong>tare a Infrastructurii din Bazinul<br />
Hidrografic Someş - Tisa–<br />
dl. Vasile DĂRĂBAN. Discuţiile<br />
au continuat la Sucursala<br />
Companiei <strong>de</strong> Apă Someş<br />
SA Cluj - Director dl.Marcel ZAHARIA<br />
şi au privit teme legate <strong>de</strong> procesul <strong>de</strong><br />
regionalizare internă şi creşterea eficienţei<br />
performanţelor operaţionale.<br />
În 1 septembrie <strong>2011</strong>, <strong>de</strong>legaţia<br />
s-a intâlnit la Satu Mare, atât cu reprezentaţii<br />
Companiei APASERV SA, Satu<br />
Mare în frunte cu Directorul Generaldl.Ioan<br />
LEITNER, cât şi ai Asociatiei <strong>de</strong><br />
Dez<strong>vol</strong>tare Intercomunitara pentru Servicii<br />
<strong>de</strong> Apă și Apă Uzată - Director Executiv<br />
dl.Octavian LAZIN. Temele abordate<br />
s-au axat şi aici pe experienţa dobândită<br />
în crearea Asociatiilor <strong>de</strong> Dez<strong>vol</strong>tare Intercomunitara<br />
cât şi experinţa <strong>de</strong> operare<br />
şi implementare a proiectelor <strong>de</strong> investiţii.<br />
Pe tot parcursul acestei perioa<strong>de</strong> au fost<br />
vizitate obiective importante, realizate din<br />
fonduri europene.<br />

Ministerul Mediului și Pădurilor, cu sprijinul Comisiei Europene, a inițiat organizarea unui Seminar cu tema<br />
“Implementarea Directivelor Europene privind apa potabilă și apa uzată în România” la care să participe<br />
reprezentanți din cadrul celor trei zone responsabile: Direcțiile <strong>de</strong> Sănătate Publică, Apele Române și nu în<br />
ultimul rând Operatorii serviciilor <strong>de</strong> apă și canalizare.<br />

Evenimentul a avut loc, cum nu se poate mai<br />
nimerit, în primitoarele săli oferite cu generozitate<br />
<strong>de</strong> către Universitatea Ecologică Bucureşti, în data<br />
<strong>de</strong> 12 septembrie <strong>2011</strong>.<br />
Seminarul a fost structurat pe două secţiuni –<br />
“Apa potabilă” şi “Apa uzată” ce s-au <strong>de</strong>sfăşurat<br />
în paralel fiind prezentate şi supuse discuţiilor 17<br />
lucrări din care 8 cu autori străini.<br />
Pentru organizarea acestui eveniment, Asociaţia<br />
Româna a Apei a fost alături <strong>de</strong> organizatori prin<br />
participarea a cca. 25 operatori din toată ţara şi<br />
prezentarea a 4 comunicări <strong>de</strong> înaltă ţinută<br />
