I would like to pay tributeand express my deepest appreciation toall the cartoonists, both in Japan andabroad, who have submitted their workswith a clear understanding of theobjectives of this project to promote theculture of cartoons and humor.Saitama City has many faces; amongothers, it is a city of education and a cityof commerce. Citizen participation isessential for the creation of a unique,attractive city that value s localcharacteristics.By establishing a city administrationthat enables each and every citizen tofeel happy and by creating strongbonds between people, we want torealize a city govemment that enablescitizens to feel happier still. I believethat artistic and cultural activities thatenrich citizens' lives are very importantto achieve this.Saitama City built the SaitamaMunicipal Cartoon Art Museum, Japan'sfirst public facility dedicated to cartoons,on the site where Rakuten Kitazawa,the pioneer of modern Japanesecartoons, spent the later years of hislife. The museum offers programs andexhibitions related to cartoons andhumor as well as holding the SaitamaCitizens Cartoon Exhibition.Plaza North which opened last yearin Mihara-cho, Kita Ward, incorporatesunique creative art and humor functionsand holds various programs and eventsrelated to cartoons and humor. DAEJEON INTERNATIONALCARTOON CONTEST 2010 ALBUMECHEONG SAN, LIM (*)The city of Daejeon having beautiful scenery and cleanwater held the Daejeon Expo '93 estalished DaedeokScience Valiey. In commemoration of these events, Weintroduces ultramodern arts, int'l cartoon exhibition, under thetheme of "Oddity & Monster" to exchange international cultureand brighten civic life to build the new world.Cartoons are said an international language all over theworld. The sweet humor and sharp wit in a drawing overcomeracial, national, sexual and generation barriers. DICACO (TheDaejeon International Cartoon Contest) was established in1992, with the aim of unearthing creativity and original talent,and upbringing sound culture for youngers.This year we stand the starting point with 504 cartoonists,1,579 cartoons, 324 winners from 58 nations and regionsincluding Korea. We set up the most cyber cartoon gallery ofKongju Nat'l Univ and cartoon streets of West Daejeon andJeondong station.We firmly believe our festival will promote the developmentof Cartoons and enhance the international good will.
