SPECIAL EDUCATION ANDINCLUSION IN NORTHCYPRUSMusa SAYGIGirne <strong>Özel</strong> <strong>Eğitim</strong> Merkezi,Psikolog, Sorumlu ÖğretmenAbstractThe study is about de<strong>ve</strong>lopmentand the present condition of specialeducation in North Cyprus. First of all, itis tried to put a framework definition ofspecial education. After the broaddefinition of special education, it isconcentrated on the perception of specialeducation in the other states of the world.It is argued that United Nations has animportant place and a leading role intothe education of special needs children.After mentioning se<strong>ve</strong>ral differentapproaches to the education of specialneeds children, especially inclusion hasbeen discussed in terms of definition,how to conduct, what we need for aproper inclusion and the lessons fromapplication of inclusion in to the otherplaces of the world. It is discussed thatinclusi<strong>ve</strong> education has se<strong>ve</strong>ralsuperiority to isolation of special needschildren from mainstream schooling.The study also argued the problemswhich we can see during inclusi<strong>ve</strong>education.It is studied special educationin to North Cyprus, in terms of historicalperspecti<strong>ve</strong> at the light of differentapplication of modern world , especiallyat the light of se<strong>ve</strong>ral experiences ofEuropean Union Countries. Theemphasis is gi<strong>ve</strong>n to the successes andfailures of special education experienceof North Cyprus. It is discussed theproblems of inclusi<strong>ve</strong> education in to thefield in terms of application and the wayto handle those obstacles .Key words: Special education,inclusion, resource room, students withspecial needs, isolation, IndividualEducation Program (IEP), leastrestricti<strong>ve</strong> environment.54
