елкірк – невелике місто, так би мовити сателіт Вінніпегу;<br />
воно розташоване у 22 км на північ на березі<br />
Red River. Місто зв’язане з Вінніпегом шосейною<br />
дорогою і залізницею. Селкірк був заснований у 1887<br />
році і названий в ушановання шотландського графа Еомаса<br />
Дугласа Селкірка, який у 1813 році купив у Hudson Bay<br />
Company 410 тисяч кв км землі і заснував перше поселення<br />
на теріторії сучасного міста.<br />
Хоча населення Селкірка відносно невелике (трошки<br />
поверх 10 тисяч), воно користуеться усіма вигодами, які<br />
доступні мешканцям великих міст. Нова лікарня, у будівлю<br />
якої вкладено поверх 100 мільонів доларів, Selkirk<br />
Recreation Complex з однією з найкращих у провінції ареною<br />
для хокею і фігурного катання, поле для гольфу і клуб,<br />
модерна бібліотека Gaynor Family Regional Library, три місцевих<br />
газети, та інше.<br />

Селкірк притягнув увагу Голівудських компаній, які зняли<br />
там 40 кінофільмів, що принесло місту великий додатковий<br />
прибуток!<br />
Близькість річки додає багато привабливості місту. Чарівна<br />
вулиця Eveline відома своїми старовинними особняками,<br />
чимало з яких розташованні прямо понад річкою.<br />
Приємно пройтися по набережній, де влітку відбуваються<br />
концерти та народні гуляння. Завітати до Marine Museum,<br />
де найшда відображення славна історія Селкірку як визна-<br />
чного внутришнього порту, і оглянути виставленні на<br />
показ кораблі і човни, які борознили води озера Вінніпег.<br />
Поблизу розкинувся парк, де створені добрі умови для<br />
розваг і відпочинку біля води, де можна поплавати, порибалити,<br />
спустити на воду човен або кайак чи каное, можна<br />
навіть таборувати.<br />
Селкірк рекламує себе як Світову Столицю Сомів і є<br />
улюбленим місцем як літньої, так і підлідної ловлі. Рибалки<br />
з усього континенту приїзджають з надією зловити<br />
рекордного розміру сома, бо їх дійсно дуже багато у Red<br />
River. Статуя сома стоїть на головній вулиці міста.<br />

віку житлом у широкому діапазоні цін. На<br />
час, коли готувався цей матеріал до друку, в місті було виставлено<br />
на продаж 51 хата в ціні від $100 do $700 тисяч,<br />

he Fifth Annual Capital Ukrainian Festival will be held in<br />
T Ottawa on the grounds of the St. John the Baptist Ukrainian<br />
Catholic Shrine, 952 Green Valley Crescent, from <strong>July</strong><br />
19-21, <strong>2019</strong>. The Festival Organizing Committee has been hard at<br />
work preparing for this year’s event. The 2018 Ukrainian Festival<br />
was a resounding success and attracted 30,000 visitors and many<br />
federal, provincial and municipal politicians.<br />
Admission to the Festival remains free. Parking is available onsite.<br />
There are over 1.3 million Canadians of Ukrainian descent, of<br />
those, some 25,000 live in the Ottawa area. The organizers are<br />
hoping this year’s Festival will draw even more people than in 2018.<br />
The Capital Ukrainian Festival organizers have planned three days<br />
of memorable activities. There will be specific workshops for motanka<br />
dolls, pysanky, glass painting, iconopys, vinky and korovai/<br />
ritual braided wedding bread. If you crave shopping, then head for<br />
the marketplace. Talks will be given on genealogy, Ukrainian folk<br />
instruments, and beeswax candles. The children’s area includes a<br />
petting zoo, pony rides, crafts and other engaging activities. There<br />
will be Ukrainian soul food classics.<br />
A rich program of entertainment include the following:<br />
Winnipeg’s Selo Ukrainian Dancers who are celebrating their<br />
32nd year bringing the diverse and very rich traditions of Ukrainian<br />
dance to the public. The Selo Ukrainian Dancers’ vast wardrobe<br />
mirrors the regions of Ukraine: Hutzul, Bukovyna, Polissia, Lemko,<br />
he Sons of Ukrainian Pioneers (S.O.U.P.) Club was<br />
formed to fill the fraternal need of Canadian seniors of<br />
T<br />
the Ukrainian descent to meet regularly for continued of<br />
fellowship formed over many years in the ranks of the Ukrainian<br />
community.<br />
1. Our unstructured club is bound by neither a formal constitution<br />
nor by-laws since most members belong to other conventional<br />
organizations. However, it is expected that a sense<br />
of Ukrainian propriety and decorum shall be maintained.<br />
2. Affairs of the Club are directed by a Steering Committee<br />
of five members (Sergeant-at-arms, Treasurer, Archivist,<br />
and two members-at-large, conferring when summoned.<br />
3. Luncheon meetings are held regularly on the first Thursday<br />
of each month except January, and are presided over<br />
a rotating schedule of voluntary chairmen and recording<br />
secretaries, guided by a standard agenda format and Robert’s<br />
Rules of Order.<br />
Volyn,Transcarpathia and Poltava. A specific form of dress and dance<br />
reflect each region’s traditions;<br />
Montreal’s Auresia, born in Edmonton, effortlessly blends unique pop<br />
sensibilities with the soul of reggae and salsa;<br />
Nasha Rodyna dancers, from age 4 to young adults, come from St.<br />
Mary’s School of Ukrainian Dance in Sudbury;<br />
Desna, Ukrainian Dance Company of Toronto will dazzle audiences<br />
with technically demanding and exhilarating dances accented by<br />
exquisite costumes and diverse music;<br />
Zirka, based in Toronto, has deep Ukrainian-Canadian roots and with<br />
its passion for traditional Ukrainian music;<br />
Kleztory, of Montreal, is considered one of the best klezmer bands;<br />
Vasyl Popadiuk, a classically trained violinist born in Lviv and now<br />
living in Ottawa, will play a fusion of Eastern European melodies in<br />
an energetic style mixing classic rock, jazz and traditional Slavic and<br />
Gypsy music. УВ<br />

4. Since the object of the Club is to foster fellowship and<br />
concerns for the welfare of its members n their sunset<br />
years, we are not structured as a “service club” precluding<br />
requests for financial grants, distribution of outside tickets,<br />
literature, etc.<br />
5. Minimal annual dues are levied for the carrying out of Club<br />
activities as from time to time may be recommended by<br />
the Treasurer for approval by a meeting of members. Our<br />
fiscal year begins February 1st.<br />
6. New Members must be sponsored by a member in a good<br />
standing with a formal introduction at any regular meeting.<br />
An annual fee of $10 will assure a place on the Club’s<br />
Roster. Guests of members are welcome at all meeting.<br />

THE CHAI FOLK<br />
ENSEMBLE<br />
Founded in 1964 by the late Sarah Sommer<br />
developed an international reputation<br />
as North America’s largest and<br />
prominent Israeli folk dance ensemble.<br />
The original motivation was “to present<br />
Jewish heritage through the medium of<br />
folk dance.” It’s repertoire of dance, music<br />
and song signifies CHAI…Hebrew for<br />
“alive.”<br />
RACHEL COOPER is the Dance Director<br />
of Chai Folk Ensemble. She holds a B.A. Hon.<br />
(Theatre and Drama/Dance) and B.Ed. from<br />
University of Winnipeg (gold medalist). Staff<br />
member at the Royal Winnipeg Ballet School,<br />
Shelley Shearer School of Dance, The School<br />
of Contemporary Dancers and director of<br />
Maples Collegiate Dance Department, recently<br />
returned from high gold awarded performances<br />
with her students from MCI.<br />
Could you describe the commissioned<br />
dance for this tour?<br />
“My piece, Just Another Wave, involves the male<br />
dancers from Rusalka and the female dancer from<br />
Chai. The piece of choreography opens with a pas<br />
de deux and slowly builds with dancers from each<br />
ensemble partnering with each other. It incorporates<br />
each group’s technical vocabulary, which are quite different,<br />
but both have a similar ballet foundation, which<br />
allows them to marry well. I use traditional Ukrainian<br />
and Israeli folk dance technique, but I’ve explored and<br />
reimaged each in a contemporary dance context.”<br />
What is your personal sentiment about this tour?<br />
‘The two groups first worked together in 1999 to create a<br />
joint show. The Hora Hopak piece of choreography was<br />
the finale. Our past work together and this upcoming tour<br />
demonstrates our communities’ mutual appreciation for<br />
each other.”<br />
The HORA HOPAK TOUR <strong>2019</strong> is a partnered initiative<br />
between the Sarah Sommer Chai Folk Ensemble and<br />
Rusalka, Winnipeg’s Premier Ukrainian Dance Group.<br />
Both dance troupes comprised of over 60 dancers,<br />
musicians and singers will tour Israel (Jerusalem,<br />
Tel Aviv, Hula Valley, Akko, Karmiel, Caesarea, Haifa,<br />
Nazareth, Rosh Hanikra, Masada and Jaffa) and<br />
Ukraine (Lviv, Chernivtsi, Yaremche, Bukovel, Truskavets,<br />
Kyiv). Their repertoire at the Karmiel Dance Festival and in<br />
Truskavets will include culturally separate pieces and two commissioned<br />
specifically for both ensembles with Hora Hopak as the signature<br />
finale. A cosmopolitan audience will witness a profound bicultural performance.<br />
RUSALKA<br />

DANCE<br />
ENSEMBLE<br />
Founded in 1962 by the late Peter Hladun<br />
dazzled multiple international audiences, receiving<br />
rave reviews executing its repertoire<br />
of exciting, enticing and energetic dance interpretations,<br />
music from Ukraine’s diverse<br />
regions. RUSALKA…Ukrainian for “mystical,<br />
magical and enticing water nymph.”<br />
VALENTYNA DMYTRENKO is Rusalka’s<br />
Artistic Director since 2015. She is highly<br />
accomplished with formal training at the<br />
Kyiv National Ballet School. She attained<br />
her Master of Arts in Choreography at<br />
the International Slavic University in<br />
Kyiv. She danced professionally as a<br />
soloist for 20 years performing with<br />
Ukrainian professional ensembles<br />
such as “Kalyna”, Academic Folk Ensemble<br />
“Veryovka.” She specializes in<br />
National, International, Classic and<br />
Demi-Classic dances. Her students<br />
excel and receive multiple Gold<br />
Medals with Honors at the Manitoba<br />
Dance Festival and Manitoba<br />
Ukrainian Dance Festival, Winnipeg.<br />
Her career has allowed her<br />
to tour Europe, Asia, North and<br />
South America.<br />
Could you describe the<br />
commissioned dance for this<br />
tour?<br />
“The opening dance is called<br />
Circle of Friends. It blends<br />
famous traditional folk music<br />
and dance movements of Jewish<br />
and Ukrainian cultures,<br />
extending the continuation of<br />
friendship between Chai and<br />
Rusalka dance ensembles.<br />
Specifically, the overture of<br />
this dance opens with the musical<br />
instruments ‘bandura”<br />
from Ukraine and the Jewish<br />
instrument “shofar” playing<br />
the respective ‘Oi u luzi chervona<br />
kalyna’ and ‘Shalom Alekhem.’<br />
It concludes with the<br />
Canadian anthem. Both groups<br />
enter the stage from different<br />
sides. Taking turns, the dancers<br />
from each group perform<br />
to their ancestral traditional<br />
folk music. Both Chai and<br />
Rusalka combine in the complete<br />
closure of the circle- the<br />
conclusive Circle of Friends.<br />
The dance is accompanied by<br />
Chai’s orchestra and choir.”<br />
What is your personal sentiment<br />
about this tour?<br />
“It provides an opportunity<br />
for both groups to visit their<br />
ancestral home, to expand and<br />
preserve knowledge of their<br />
cultural heritage in Canada.<br />
The combining of the two<br />
groups in one tour will provide<br />
a lasting memory.”<br />

Chai and Rusalka initially collaborated in 1999. Reeva<br />
Nepon, the administrative director for the Chai Folk Arts<br />
Council and Chai Folk Ensemble stated: “that appearance -<br />
two performances at the Centennial Concert Hall marked the<br />
debut of their Hora Hopak.” Also, “we have danced the Hora<br />
Hopak twice with the Winnipeg Symphony Orchestra.” Other<br />
events included the official opening of the Canadian Museum<br />
for Human Rights and the gala for the annual conference for<br />
Canadian Municipalities.<br />
Reeva Nepon added that Rusalka proposed the joint venture<br />
and tour. She also noted that sponsorships and fund raising<br />
were important components to ensure this united international<br />
effort was successful.<br />
Amy Yakimoski, Chair of the Board of Rusalka Ukrainian<br />
Dance Ensemble commented: “This tour underscores the<br />
special bond developed between both dance groups.” “Travel<br />
to each respective homeland provides a unique opportunity<br />
to share the artistry and showcase talented performers to<br />
a broader and cosmopolitan audience, also, a reflection of<br />
Canada’s inclusive multiculturalism.”<br />
Both dance troupes serve as ambassadors for Winnipeg,<br />
Manitoba and Canada. They will return home in time for the<br />
50 th anniversary celebration of Folklorama where they will<br />
share their golden legacy of artistry through dance, music<br />
and song.<br />
It is equally important to acknowledge that the longevity of<br />
both Chai and Rusalka is rooted in the dedication of alumni,<br />
parents, sponsors, supporters and volunteers.<br />

On September 8 and 9, <strong>2019</strong> the Winnipeg audience will<br />
eagerly welcome the homecoming concert HORA HOPAK<br />
at the Seven Oaks Performing Arts Center, 711 Jefferson<br />
Avenue. Both ensembles individually and collectively will<br />
entertain and demonstrate their cultural pride in what Winnipeggers<br />
have historically been accustomed to – a show<br />
stopping powerful performance that will once again awaken<br />

n June 8, <strong>2019</strong>, four of Manitoba’s vibrant<br />
dance groups came together to put on a<br />
benefit concert for Bukovets Secondary<br />
School in Bukovets, Ukraine. Selo Ukrainian<br />
Dancers, Sopilka Ukrainian Dance School,<br />
Troyanda Ukrainian Dance Ensemble and<br />
Verba Dance Company visited the school in<br />
the summers of 2017 and 2018 for a portion<br />
of their tours to Ukraine with Cobblestone Freeway Tours. It was<br />
there that they were met with the generosity of School Principal<br />
Yaroslav Dmytrovych, his wife and teacher at the school,<br />
Svitlana Lesiuk and all of its staff.<br />
On this tour, the groups were delighted with the reenactment<br />
of a traditional hutsul wedding. A bride and groom<br />
were chosen along with parents, and the preparations<br />
of clothing, headdresses and blessings took place. On<br />
horseback, the bride and groom, followed by all the<br />
participants’, went up the hill to the church for mock<br />
wedding ceremony and blessing of all in attendance.<br />
The day ended with a Zabava where traditional<br />
foods and drinks were served, songs were<br />
sung and toasts were shared!<br />
Though there is so much joy in this experience,<br />
one could not look past the bare classrooms<br />
and crumbling infrastructure. By<br />
Canadian standards this building would be<br />
condemned. No convincing was needed<br />
when all groups were approached to<br />
put on this concert. All who had attended<br />
Bukovets School understood<br />
it’s needs and all couldn’t be happier<br />
than to do something as easy<br />
as putting on a small show to help<br />
the school out.<br />

B. Rudnyckyj (1910-1995), pronounced “rud-NITSkee,”<br />
was one of the most important and most controversial<br />
figures in the history of Ukrainians in<br />
Canada. A highly cosmopolitan linguist and broadly<br />
educated academic, he was a post-1945 immigrant to Canada,<br />
who adapted well to his new Canadian home, and quickly shot<br />
to the top of Ukrainian Canadian society. For many years, he<br />
served as the head of the Department of Slavic Studies that he<br />
had founded at the University of Manitoba in Winnipeg, at the<br />
eastern edge of the three Prairie Provinces of Canada. Before<br />
1970, Winnipeg was still the fourth largest city in the country,<br />
and a significant part of the city’s population was of Ukrainian<br />
origin. Winnipeg, in fact, was then generally acknowledged<br />
to be the “Ukrainian capital of Canada,” and since Rudnyckyj<br />
lived and worked at the heart of both Ukrainian academic and<br />
political life in Canada, this was reflected in both his academic<br />
and political careers.<br />
Those careers coincided with an important phase in the general<br />
history of the country. By the 1960s, Canada was already beginning<br />
to feel quite independent of the British Empire, of which it<br />
had been an integral part since the 1760s. Over the course of first<br />
half of the twentieth century, the Empire had been gradually<br />
replaced by the newer concept of the British Commonwealth<br />
of Nations, its jewels being the self-governing “Dominions” of<br />
Canada and Australia. But in the early 1960s, most of the rest<br />
of the old Empire had broken away and acquired political independence.<br />
Consequently, the self-governing dominions began<br />
to change their former imperial identities to newer ones, less<br />
dependent upon London and the British element in their own<br />
populations.<br />
In Canada, this change was complicated by the large and important<br />
French fact in Quebec, and in that unique French-speaking<br />
province, a new nationalist movement arose, which soon went<br />
beyond legal parliamentary methods and turned to political<br />
violence to achieve a more narrow political independence, one<br />
centred on the province itself. In response, the federal government<br />
in Ottawa called a Royal Commission on Bilingualism<br />
and Biculturalism to deal with the crisis, and Rudnyckyj, who<br />
fluently spoke both French and English, and was known for his<br />
cosmopolitanism, was soon appointed to the Commission. He<br />
was expected to represent the non-British and non-French element<br />
in its deliberations. From this lofty perch, the Ukrainian<br />
linguist from Winnipeg pushed hard for recognition of the then<br />
27 percent of the country that was not of British or French origin.<br />
The result was the new federal policy of “Multiculturalism<br />
within a Bilingual Framework.”<br />

Rudnyckyj did not do this entirely on his own. He was greatly<br />
helped by his colleague from the University of Manitoba, the<br />
historian and Conservative political activist, Paul Yuzyk, who<br />
at that same time had been appointed to the Senate of Canada,<br />
and by numerous Ukrainian Canadian political figures and activists,<br />
all of whom worked for the recognition of their group.<br />
The combined effort of both the older “waves” of immigrants<br />
(which had been primarily economic in nature), together with<br />
their children and grandchildren, and also the newer, post-1945<br />
immigrants (who were better educated and intensely political),<br />
and their children too (who remained equally politically<br />
committed) turned out to be immensely successful, and official<br />
multiculturalism was their reward.<br />
Moreover, there is no doubt whatsoever that it was the Ukrainians,<br />
more than any other “ethnic group” that led the charge in this battle for<br />
multiculturalism. They presented more briefs to the Royal Commission<br />
than did any other group, they pushed harder for changes than did anyone<br />
else, and their youth protested and demonstrated for their cause more<br />
effectively than did the youth of any other group. Throughout the entire<br />
history of the Ukrainian group in Canada, in fact, multiculturalism was<br />
probably its single most important political achievement. And Jaroslav<br />
Rudnyckyj stood at the very centre of this great effort.<br />
But politics was not Rudnyckyj’s main interest. Rather he was primarily<br />
a scholar, and he always remained at heart a linguist, or a “philologist.”<br />
Although he knew many languages well, he specialized in the Ukrainian<br />
language and its varied dialects, and he did a great deal of research into<br />
the origin of Ukrainian words, especially personal and place names. He<br />
also made significant contributions to the history of Ukrainian literature,<br />
to library studies, and to Ukrainian bibliography. Moreover, when he first<br />
arrived in western Canada, he was fascinated by the language of those<br />
earlier Ukrainian pioneers, which, for over half a century, had missed a<br />
revolution and two world wars and developed independently from that<br />
in the Old Country, and consequently, had acquired a distinctiveness all<br />
its own. This led him to the study of Ukrainian folklore in Canada, and he<br />
contributed enormously to the establishment of that new field as well.<br />
On another level, Rudnyckyj was an enthusiastic scholar with enormous<br />
self-confidence and great teaching abilities and was able to inspire an<br />
entire generation of students to carry on his legacy. His graduate students<br />
found positions (some in academia, and some elsewhere) across North<br />
America, and they continued his work for years afterwards. In fact, the<br />
tradition of academic study of the Ukrainian Canadians, which had been<br />
inspired and developed by the linguist Rudnyckyj (and augmented by<br />
his contemporaries and colleagues, also post-1945ers, like the historian,<br />
Mykhailo Marunchak in Winnipeg and the poet Yar Slavutych in Edmonton)<br />
stood in clear contrast to the situation in the United States, where<br />
no such tradition was ever clearly established, and where academic<br />
institutions such as the Harvard Ukrainian Research Institute generally<br />
ignored the history of the community that had funded and founded it.<br />
Professor Jurij Darewych of Toronto, a former Rudnyckyj student, tells<br />
an interesting story about the nature of Rudnyckyj’s interest in the language<br />
of the children and grandchildren of those old Ukrainian Canadian<br />
pioneers. He stressed the professor’s great sense of humour and once told<br />
me about several examples of items that Rudnyckyj had collected over<br />
the years. And these examples too were not without a certain degree of<br />
humour. They linked language to folklore, and they included the unusual<br />
political expression: “Vin bezhyt na maioru.”<br />

This was supposed to mean: “He is running for mayor.”<br />
But in the language of contemporary Ukraine meant:<br />
“He is running at the mayor!” Again, there was the<br />
common Winnipeg expression: “Vin robyt dlia sytoho.”<br />
(He works for the city.) But in the formal Ukrainian<br />
of the Old Country, this translates as: “He works for<br />
chubby, that is, the well-fed person!” Similarly, during<br />
the solemn unveiling of the Shevchenko monument<br />
in Winnipeg in 1961, Rudnyckyj had observed a parade<br />
entering the area and, as a Ukrainian marching band<br />
approached, heard the announcer say: “Teper ide banda<br />
v ukrainskim shmatiu.” (“Here comes the Ukrainian<br />
marching band in native costume.”) But to a newcomer<br />
from Europe this meant “Here come the mafia, or group<br />
of rowdies, in Ukrainian rags,” which the philologist<br />
from Europe found quite amusing. Doubtless, Rudnyckyj’s<br />
irrepressible jollity at such talk was irritating<br />
to his close Canadian colleague, Paul Yuzyk, who was<br />
descended from those pioneers of old, and spoke their<br />
language, and not that of the post 1945ers, or DPs (Displaced<br />
Persons), as they were called at the time! (In<br />
the 1930s, the influential but idiosyncratic American<br />
author, H. L. Mencken, with the help of certain editors<br />
of the New Jersey newspaper Svoboda (Liberty), had<br />
compiled similar Ukrainian American examples for<br />
his important multi-volume work on The American<br />
Language.)<br />
the United Nations General Assembly that had shortly before<br />
(September, 1960) aroused the great indignation of the Soviet<br />
delegation to that body.<br />
“Dief,” as he was called in Canada, wanted to know Kushnir’s<br />
opinion about who in the Ukrainian community would be a good<br />
candidate to name to the Senate of Canada before he left office<br />
(as Dief had just lost a general election). Kushnir suggested Rudnyckyj,<br />
who was enormously self-confident, politically adept,<br />
and firmly committed to Ukrainian causes. But Diefenbaker<br />
rejected Rudnyckyj, since he was a relatively recent immigrant,<br />
who had not been born in the country. Therefore, Kushnir suggested<br />
the linguist’s historian colleague at the University of<br />
Manitoba, Paul Yuzyk. The Prime Minister, who had known<br />
Yuzyk in the 1930s as a fellow Conservative in Saskatchewan,<br />
accepted the idea, and the historian was then named to the Senate.<br />
But the story did not end there. Shortly later, the government<br />
changed, and Diefenbaker’s rival, the new Liberal Prime<br />
Minister, Lester B. Pearson, named Rudnyckyj to that famous<br />
Royal Commission.<br />
The socio-political child of the Royal<br />
Commission, official Canadian “multiculturalism,”<br />
was in fact the joint legacy<br />
of both Rudnyckyj and Yuzyk, as well as<br />
of the Ukrainian community in Canada<br />
as a whole. Its great importance to the<br />
country is indicated by the fact that the<br />
word “multiculturalism” was put into the<br />
new Constitution of Canada in 1982, was<br />
further defined by statute in 1988, and<br />
was also adopted by several provincial<br />
governments, including those of Ontario,<br />
Manitoba, Saskatchewan, and Alberta. It turned out to be a major event in<br />
Canadian history. But Rudnyckyj’s legacy went far beyond politics.<br />
Its principal component was in scholarship. The professor from Manitoba<br />
made solid contributions to Ukrainian linguistics, compiling a great Ukrainian-German<br />
Dictionary, and a multi-volume (but unfinished) Etymological<br />
Dictionary of the Ukrainian Language (in which he even gave meanings in<br />
English), also many smaller books on the origins of the name “Ukraine,” the<br />
name “Slav,” the name “Galicia,” and on Ukrainian dialects and grammar, and<br />
also on Canadian place names of Ukrainian origin. Moreover, he published<br />
an entire series of source materials on Ukrainian Canadian folklore, and<br />
another series on Ukrainian libraries in Canada. His unpublished survey of<br />
the Ukrainian holdings of the Library of Congress in Washington was also<br />
quite important. To this must be added as well several short volumes on his<br />
wide travels throughout the world, and his description of the Ukrainian elements<br />
and connections in those many different societies. J. B. Rudnyckyj,<br />
who was both a prolific scholar and a successful Royal Commissioner, has<br />
bequeathed us a legacy that lasts, and to the present day, continues to effect<br />
Canadian public and academic life. УВ<br />
THOMAS M. PRYMAK, PhD., is a Research Associate with the<br />
Chair of Ukrainian Studies, Departments of History and Political Science,<br />
University of Toronto. He has taught history at several different Canadian<br />
universities and is the author of numerous publications in the field.<br />
His most recent book is titled Gathering a Heritage: Ukrainian, Slavonic,<br />
and Ethnic Canada and the USA (University of Toronto Press, 2015).<br />
Rudnyckyj was also a scholar with a clear penchant for<br />
bold hypotheses, and Darewych related one of them to<br />
me. In American scholarship, it has long been accepted<br />
that early working class immigrants from Eastern<br />
Europe, especially from Galicia, Bohemia, Slovakia,<br />
Hungary, and even to some extent Poland, were once<br />
labeled with the derogatory epithet “Bohunk.” This is<br />
widely believed by professional folklorists to have been<br />
a conflation of the terms “Bohemian” and “Hungarian.”<br />
But Rudnyckyj’s observations on the Canadian Prairies,<br />
where the descendants of the Galicians formed<br />
an overwhelming majority of the Slavonic element, led<br />
him to believe that the epithet rather originated in the<br />
Ukrainian exclamation “Oi Bohonku!” often used by elderly<br />
women. This expression, of course, was a vocative<br />
(calling out) and diminutive (endearing) form of the<br />
otherwise quite ordinary exclamation “Oh, dear God!”<br />
Finally, Professor Darewych related to me another anecdote<br />
about Rudnyckyj, one that threw some new light<br />
upon the often tense relationship between Rudnyckyj<br />
and Yuzyk. Darewych said that in the early 1960s, the<br />
Rev. Wasyl Kushnir, who was a prominent Ukrainian<br />
Catholic priest and the long-serving President of the<br />
Ukrainian Canadian Committee, the umbrella organization<br />
of most of the non-Communist Ukrainian organizations<br />
in the country, was visiting the Darewych<br />
home in Winnipeg, when the Prime Minister of the<br />
time, John Diefenbaker, called on the phone. Kushnir<br />
and the Prime Minister had a relatively close relationship,<br />
and Kushnir , he said, was the moving spirit behind<br />
Diefenbaker’s famous pro-Ukrainian speech to<br />
On October 9, 1971, the very day after announcing to the Parliament<br />
of Canada the new government policy of “Multiculturalism<br />
within a Bilingual Framework,” the new Prime Minister,<br />
Pierre Elliott Trudeau, who had three years before, taken over<br />

miles from Ottawa to Winnipeg, and spoke on the same subject<br />
to the great Tri-annual Conference of the Ukrainian Canadian<br />
Committee. The photo shows the PM speaking, while the Rev.<br />

looking up at him from the head table. Both Rudnyckyj and<br />
Darewych were present at this important meeting. Darewych<br />
even gave a keynote speech enunciating Ukrainian desiderata<br />
to the federal government, and that speech appears to have had<br />

ll that entrepreneurs from Odessa Dmitriy<br />
& Anna Zahorodnyuk had in life before<br />
immigration (12 diversified businesses<br />
including web-studio, wooden<br />
sunglasses company, pharmacy, print shop), was a<br />
result of their hard work and perseverance. Dmitriy<br />
recalls “When I was a student I spent one summer<br />
in the USA as part of the Work and Travel<br />
program”. The money he earned in two months<br />
lifeguarding during the day and stacking shelves at<br />
night was the start-up capital for his business ideas.<br />
More importantly, in the United, States Dmitriy<br />
realized that when you work really hard you get to<br />
reap great benefits from your efforts.<br />
Mr. Zahorodnyuk has never studied business administration;<br />
all he knows about business is from<br />
books and his own experience.<br />
“There was no secret behind my success in Ukraine,<br />
I just worked a lot and re-invested the profit”, says<br />
Dmitriy, who before moving to Canada employed 65<br />
people in Odessa, Ukraine.<br />
Praise, support and protection - something a developed society<br />
strives towards to provide entrepreneurial members who<br />
stimulate economic and create new jobs. Unfortunately, the<br />
reality in Ukraine is different. Dmitriy summarizes the rationale<br />
behind the decision to sell everything and move to Canada<br />
in two word: “Unbearable lawlessness”.<br />
In January 2016, Zahorodnyuk’s moved to Winnipeg. The<br />
first half of the year was difficult as the family from sunny<br />
Odessa was getting used to a different climate while Dmitriy’s<br />
entrepreneurial spirit was adjusting to a new environment and<br />
mentality. “I flipped one house, we tried selling on Amazon”,<br />
recalls Dmitriy. It was not good enough for Zahorodnyuk’s<br />
ambitions, so he started looking at various franchising opportunities.<br />
“UPS has a strong brand, I liked the location, it<br />
was relatively easy to buy and I had experience in running a<br />

Few weeks before this interview, Zahorodnyuk’s<br />

convention in Toronto, where they<br />
received an award for their outstanding<br />
achievements in 2018. “We are number<br />
one store in Manitoba, Northern Ontario<br />
and Saskatchewan and number 7 store in<br />
Canada by sales”, says Dmitriy. The event<br />
was a gauge of Zahorodnyuk’s efforts in<br />
the last two years. “Realizing that there are<br />
stores ten times bigger than ours helped us<br />
become more determined”, Dmitriy says.<br />
Zahorodnyuk’s were pleased to see their<br />
Instagram account showcased from the<br />
stage by the head of marketing at UPS Canada.<br />
“That proves we do the right things”,<br />
Dmitriy adds. Besides excellent Instagram<br />
account, UPS Store #322 has the highest<br />
number of positive reviews among other<br />
Winnipeg UPS stores on Google.<br />
There is no surprise Mr. Zahorodnyuk<br />
knows his way around social media and<br />
online marketing - he used to run a webstudio<br />
that developed web-sites, produced<br />
unique content for them and promoted<br />
them. His biggest challenge in Canada<br />
was grasping the mentality of customers,<br />
employees and culture of running a business.<br />
Dmitriy brings an example of an<br />
acquaintance, Larry Vickar, from Vickar<br />
Automotive Group: “I was introduced to<br />
Larry at one of the events. The next time<br />
we saw each other, Larry remembered my<br />
name, what do I do and what car I drive.<br />
Even in Larry’s seventies, after building a<br />
business auto-empire, he still establishes<br />
and maintains connections and gives back<br />

The Ukrainian Fraternal Society of Canada has faithfully<br />
served its members and provided financial support<br />
to the Ukrainian Canadian cultural community in Winnipeg<br />
and throughout Canada where its branch chapters<br />
exist. UFSC head office was initially located in Winnipeg’s<br />
Ukrainian National Home Association (UNHA)<br />
building. In 1969 UFSC opened its new and current<br />
headquarters at 235 McGregor Avenue, adjacent to the<br />
former UNHA building.<br />
In response to changing economic and regulatory realities<br />
and in the beneficial interest of the respective<br />
memberships a major event transpired on January 1,<br />
2011. The life insurance portfolio of the Ukrainian Mutual<br />
Benefit Association of St. Nicholas of Canada was<br />
amalgamated with that of the UFSC. At the 2018 UFSC<br />
Convention it was unanimously agreed to potentially<br />
open membership to all Canadians who have an interest<br />
in the heritage of fraternalism. In order to convey<br />
this expanded eligibility, the UFSC is in the process of re-branding<br />
itself and is preparing to operate under a new corporate name, as<br />
Ukrainian Fraternal Society of Canada Heritage Life Insurance. It<br />
will continue as a fraternal mutual benefit society, carrying on its insurance<br />
and benefits work solely for the protection of its members,<br />
their families, and beneficiaries.<br />
One of the many objectives of the Ukrainian Fraternal Society of<br />
Canada is to cultivate among its members a sense of cooperation by<br />
promoting, establishing and sustaining strong ties within the Ukrainian<br />
Canadian community. The Ukrainian Fraternal Society of Canada<br />
has been a solid pillar in Canada’s Ukrainian Canadian establishment.<br />
UFSC has begun plans for its 100 th Anniversary celebration to be<br />
held in June 2021 at the Winnipeg Hilton Airport Suites. Members<br />

his year marks the 98th anniversary<br />
of the Ukrainian Fraternal<br />
Society of Canada.<br />
Since the arrival of the first wave of<br />
Ukrainian migration to this country 128<br />
years ago, Canadian life and culture has<br />
been enriched by their values, ethics and<br />
hard pioneering work. Ukrainian Canadians<br />
have played a significant role in the<br />
country’s development, have strived to<br />
maintain the dignity of individual identity,<br />
and have established and supported<br />
many organizations to which they belong.<br />
Each successive wave of Ukrainian<br />
immigrates had their own distinctive<br />
skills, experiences, desires, and something<br />
special to contribute to Canada.<br />
Ukrainians came to Canada to find<br />
freedom from various types of oppression,<br />
and to seek the prospects of a<br />
brighter future for themselves and their<br />
descendants. Some abandoned their native<br />
soil for the perilous voyage abroad to<br />
begin their life in Canada without many<br />
material possessions or wealth. The early<br />
immigrants worked hard to survive<br />
and build their lives in a new land, often<br />
dealing with societal, economic, and<br />
corporate prejudices, and having to be<br />
totally self-reliant.<br />
Many Ukrainians had no financial resources<br />
or support, save from the sympathy<br />
and charity of neighbours of the<br />
same kind, until the formation of community<br />
organizations for the mutual benefit of their memberships, one of which was<br />
the establishment of the Ukrainian Relief Association in November of 1921. Membership<br />
in this Winnipeg-based Association was open to all Ukrainian Canadians,<br />
regardless of their religious or political orientation.<br />
Upon the passing of Ukrainian Canadians<br />
without assets to cover the most basic of final<br />
costs had necessitated the response of community<br />
charity and the realization that it was<br />
incumbent on the community to create an<br />
organization to prevent such further circumstances;<br />
the Ukrainian Relief Association was<br />
formed in order to assist families with the<br />
cost of burials and other final expenses.<br />
The creation of the Ukrainian Relief Association<br />
fostered ties of kinship among members of the Ukrainian Canadian community<br />
and provided a measure of financial security and support, by issuing certificates<br />
of life insurance that provided a payment of $400.00 to the beneficiary of a<br />
deceased member and also providing its members and their families with fraternal<br />
and charitable assistance. The popularity of the realized concept spread far beyond<br />
Winnipeg’s bounds.<br />
In 1922 the Ukrainian Relief Association celebrated its first anniversary and a<br />
successful year in the growth of membership and assets. Over the next two years<br />
the membership doubled and so did the earnings of the pooled invested membership<br />
dues. By 1925 the Association began to branch out across Canada to urban and rural<br />
areas where Ukrainian Canadians resided.<br />
To continue the benefits to its members, in 1943 the Ukrainian Relief Association<br />
adopted a new Charter and By-laws, because the Association not only conducted<br />
beneficial activities, but also conducted actuarial activity which it could not legally<br />
do under its existing charter. Therefore, under the requirements and provisions of<br />
the Dominion of Canada Insurance Act, the Association renamed and re-branded<br />
itself as the Ukrainian Fraternal Society of Canada (UFSC), thus becoming a fullylicenced<br />
federally regulated life insurance fraternal mutual benefit society.<br />
Since that time its membership has grown into the thousands, its policyholders<br />
choosing from a variety of life insurance products and related benefits. UFSC has<br />
historically been able to further benefit its<br />
members through profit sharing, either by<br />
automatically increasing the face value of<br />
life insurance policies, or by issuing financial<br />
dividends and facilitating further savings<br />
growth and profits for its members.<br />

<strong>Український</strong> правопис: найновіші зміни та коротка історія<br />
Питання – який правопис вважати правильним і що взагалі означає «правильна українська мова», актуальне в українській<br />
діаспорі не менше, ніж в Україні. Ця дискусія мала місце на сторінках нашого журналу (лист до редакції Юрія Носика<br />
«Чи ми колись себе зрозуміємо?» - березень 2018 та лист до редакції Лідії Ільїнської – «Зрозуміємо!...» - травень 2018).<br />
Наскільки загрожують нашій мові іншомовні впливи і яку мову українці передадуть нащадкам? Ці й подібні запитання,<br />
як зазначає українська національна комісія з питань правопису, спонукають до періодичного оновлення, перегляду й<br />
доопрацювання правописного кодексу, граматики й словників.<br />
22 травня <strong>2019</strong> року Кабінет Міністрів України прийняв Постанову <strong>№</strong> 437 «Питання українського правопису», якою<br />
схвалено нову редакцію «Українського правопису».<br />

окумент підготувала спеціально створена Українська<br />
національна комісія з питань правопису, до<br />
якої увійшли вчені-мовознавці Національної академії<br />
наук та національних університетів з різних регіонів<br />
України. Майже три роки комісія працювала над проектом<br />
нової редакції правопису, а у серпні-вересні 2018 року<br />
відбулося громадське обговорення запропонованих змін, під<br />
час якого надійшло понад 3000 пропозицій від наукових<br />
установ, закладів освіти, органів державної влади та місцевого<br />
самоврядування, окремих громадян.<br />
«Ми прагнули справді зробити цей правопис соборним. Таким, який<br />
задовольнив би абсолютну більшість мовників сьогодні в Україні», –<br />
розповів на брифінгу заступник Міністра освіти і науки, співголова<br />
Української національної комісії з питань правопису Максим Стріха.<br />
Основною ознакою нового правопису є наявність варіативності<br />
у спірних випадках. Так, наприклад, рекомендується<br />
писати «и» та «і» на початку слова перед<br />
приголосними «н» та «р». Тобто, обидва слова – індик та<br />
индик, згідно з новим правописом, будуть правильними.<br />
Окремі дієслова й похідні від них іменники, вигуки,<br />
частки пропонується писати з літери «и». Скажімо,<br />
икавка, ич! Те ж саме стосуватиметься і деяких загальних<br />
та власних назв іншомовного походження, згідно з їхньою<br />
вимовою в цих мовах. Наприклад, Кім Чен Ин.<br />
узвичаєних в українській мові словах грецького походження<br />
з літерою «ф» новий правопис допускає варі-<br />

антне написання літери «т». Скажімо, правильним вважатиметься<br />
написання кафедра та катедра, міф і міт, ефір та<br />
етер.<br />
Так само можна буде на власний розсуд вирішувати:<br />
писати аудиторія чи авдиторія, аудієнція та авдієнція.<br />

Згідно з новими правилами, в художніх текстах іменники<br />
третьої відміни на -ть, а також слова кров, любов, осінь,<br />
сіль, Русь, Білорусь у родовому й давальному відмінках<br />
можуть набувати як варіант закінчення -и: гідности, крови,<br />
незалежности.<br />

Правопис пропонує писати разом слова з регулярно<br />
вживаним іншомовним компонентом: попмузика,<br />

за новими правилами, разом пропонується писати і слово<br />
топмодель.<br />

Зміни можуть торкнутися і деяких власних назв, як то<br />
«запорожець» чи «фольксваген». Деякі назви продуктових<br />
товарів комісія з правопису радить писати без лапок і з<br />
маленької літери. Наприклад, кока-кола.<br />
Як і раніше, з великої букви пишуться офіційні назви найвищих<br />
державних посад України, міжнародних посад:<br />
Президент України, Генеральний прокурор України. Але в<br />
неофіційних текстах ці назви пишуться з малої букви: вибори<br />
президента; генеральний прокурор України; приїзд королеви.<br />
Утворення жіночих форм іменників, які раніше існували<br />
в чоловічому роді, тепер правило, а не просто забаганки<br />
феміністок. Нові слова утворюють за допомогою суфіксів<br />
– к, -иц(я), -ин(я) та -ес: філологиня, членкиня, пілотеса.<br />

У свят з великої букви пишемо перше (або єдине) слово і<br />
власні назви. У назвах українських свят всі слова пишемо з<br />

То що ж «повернули» парламентарі і які були етапи розвитку<br />
нашого правопису?<br />
Спадкоємність у мові — це зв’язок між поколіннями, які жили,<br />
живуть і житимуть в Україні. Пошук балансу між ознаками сучасної<br />
мови, з одного боку, й різночасовими властивостями<br />
української мовної традиції, з другого боку – найскладніше із<br />
завдань, що поставали перед творцями національного правопису<br />
на кожному з етапів його розвитку.<br />
Давні слов’янські племена, що від них походить український<br />
народ, знали письмо від найдавнішого часу. Вважається, що<br />
писемність у східних слов'ян з'явилася приблизно ще в першій<br />
половині IX століття. У IX віці це східнослов’янське письмо<br />
мусило бути вже добре розвиненим, з огляду на те, що на той<br />
час вже з’явився навіть переклад Євангелії та Псалтиря з мови<br />
грецької на мову "руську". Введення християнства значно прискорило<br />
розвиток писемності і літератури на Русі. В той час<br />
прийнято богослужбові книжки з Болгарії, прийнято й болгарський<br />
правопис, упорядкований Костянтином (в чернецтві —<br />
Кирило) і Мефодієм та їхніми учнями. Запозичений з Болгарії<br />
правопис міцно запанував у нас і протримався, звичайно, зі<br />
змінами — аж до нового часу. Упорядкований Кирилом та Мефодієм<br />
правопис — це не початок, а завершення процесу, який<br />
водночас став початком нового пристосування, а далі і часткового<br />
звільнення нашої фонетики й морфології від насправді<br />
чужої для нас кирилиці у її болгарському варіанті.<br />
Мова, як організм живий, невпинно росла й змінювалася,<br />
тоді як правопис лишався незмінним, що свідчило про очевидну<br />
між ними невідповідність, особливо через те, що кожна<br />
слов’янська Церква відповідно дбала про більше наближення<br />
церковної мови до розуміння народу. Потрібно було робити<br />
правописну реформу, бо цього вимагало життя.<br />
Перша суттєва реформа правопису була запропонована митрополитом<br />
Тирновським Євфимієм у XIV столітті у Болгарії<br />
та була викликана невідповідністю між живим мовним організмом<br />
та закостенілим правописом. І хоч реформа Євфимія<br />
була пристосована до своїх місцевих болгарських умов, вона<br />
була прийнята в усіх народів, що застосовували тоді кирилівське<br />
письмо. Під кінець XIV віку Євфиміїв правопис прийшов<br />
і в Україну, де міцно закоренився аж до початку XVII сторіччя.<br />
Але цей новий правопис був для нас більш невідповідний, як<br />
правопис Костянтинів: штучно пристосований до українського<br />
письменства, новий правопис заглушував рідні ознаки і викликав<br />
в Україні велику мішанину.<br />
У середині та наприкінці XVI сторіччя на українській території<br />
з’являються нові тексти, що їх, до певної міри, свідомо<br />
ґрунтовано на розмовній мові, навіть коли вони призначалися<br />
для релігійного вжитку (волинська Пересопницька Євангелія<br />
1556–1561 рр., галицький Крехівський Апостол 1563–1572<br />
рр.). Ці твори – пік зближення між мовою релігійного письменства<br />
та говірною мовою. Але подальшої еволюції в цьому<br />
напрямі не сталося. Зворотний процес, спрямований на відродження<br />
слов’янщини, зрештою взяв гору; і свідченням цього<br />
стала поява текстів у яких церковнослов’янська мова пропаґувалася<br />
як єдина літературна мова в Україні – наприклад, у<br />
граматиках Лаврентія Зизанія (1596 р.) та Мелетія Смотрицького<br />
(1619 р.) чи в словнику Памва Беринди (1627 р.).<br />

Саме граматика Смотрицького на наступні 150 років стала<br />
головним джерелом граматичного знання для всіх слов'ян.<br />
Смотрицький запровадив правила вживання літер на позначення<br />
голосних і приголосних, уживання великої літери, розділових<br />
знаків, правила переносу тощо. Попри усвідомлення<br />
незаперечної цінності граматики Смотрицького, українська<br />
мова, як зазначає мовознавець Олександр Царук, на тривалий<br />
час була замінена в державному, культурному та релігійному<br />
житті мовою старослов'янською — чужою за походженням,<br />
відмінною за граматичною структурою.<br />
Впродовж XVII сторіччя жива фольклорно-діалектна стихія<br />
вливається до літературної мови старослов'янського зразка.<br />
Цьому сприяла діяльність наукових і літературних діячів Києво-Могилянської<br />
академії: Лазаря Барановича, Стефана Яворського,<br />
Іоаникія Ґалятовського, Варлаама Ясинського, Дмитра<br />
Туптала, Івана Величковського та ін. В цей час в Україні<br />
функціонував шкільний театр, драми для якого писали переважно<br />
професори поетики Київської академії: Феофан Прокопович,<br />
Митрофан Довгалевський, Лаврентій Лорка, Георгій<br />
Кониський, Сильвестр Ляскоронський, Георгій Щербацький<br />
та ін. Написані віршами, ці драми практично не відрізнялися<br />
від мови поезії, де українські фонетичні, граматичні та лексичні<br />
особливості виявлялися досить виразно.<br />
Розквіт староукраїнської літературної мови припав на кінець<br />
XVII – початок XVIII століть. У цей час удосконалилися<br />
її офіційно-діловий стиль, мова полемічної літератури, поширилася<br />
навчально-проповідницька проза, поетичні та драматичні<br />
твори. Але сталося, як влучно зауважує Іван Огієнко,<br />
"небувале революційне потрясіння" правопису: у березні 1708<br />
року, з наказу царя Петра І, стародавню кирилицю замінено на<br />
нову «гражданку». За цією реформою з кириличного алфавіту<br />
усунуто, як непотрібні, літери w («от», омега), m («псі»), k<br />
(«ксі»), ¾ («зело»), v («іжиця»), остаточно вилучено @ («юс<br />
великий») і < («юс малий»), впроваджено літеру e замість<br />
~, узаконено спорадично вживану раніше літеру ÿ замість<br />
ia тощо. Проте в алфавіті ще залишалися літери F («фіта»),<br />
h («ять»). Спрощено також друкований шрифт, що дістав назву<br />
«гражданська азбука». Процес оптимізації та спрощення<br />
кириличного шрифту був пов'язаний із вимогами переходу<br />
від рукописного до друкованого книговидання. До речі, саме<br />
митрополит Київський Петро Могила вперше почав використовувати<br />
цей шрифт у друкарстві. Так українське письменство<br />
було силою поєднано з російським правописом. Однак,<br />
усупереч накинутій «гражданці», Києво-Печерська лавра, як<br />
осередок книгодрукування, вперто видавала книги пристосованим<br />
до української мови правописом. Спочатку були штрафи,<br />
а 1720 року указ Петра І, відповідно до якого українську<br />
правописну систему цілком уподібнено до російської, а 1726<br />
року Московський Синод наказав Лаврі:<br />
"И впредь, какия церковньїя книги когда печататся будут, велеть накрепко<br />
смотреть, дабьі все правописание в литерах и в просодиях происходило<br />
соответственно великороссийских печатей, без всякого упущення..."<br />
Звичайно, це була смерть для старого церковного українського<br />
правопису. Його вбито якраз тоді, коли він почав перероджуватися<br />
на потрібний для українського письменства<br />
новий правопис. А через це нормальний розвиток нашого<br />
правопису перервався більш як на століття. До Київської академії<br />
скоро введено й новий предмет — російську мову, і студенти<br />
мусили навчатися нового правопису вже "по правиламъ<br />
господина Ломоносова". Ми вступили у чорне XVIII сторіччя,<br />
яке є суцільним ліквідаційним періодом нашої культури:<br />
1731 — вимога цариці Анни Іванівни вилучити книги старого<br />
українського друку, а "науки вводить на собственном российском<br />
языке". У таємній інструкції правителеві України князю О. Шаховському<br />
1734 року наказала всіляко перешкоджати українцям одружуватися<br />
з поляками та білорусами, "а побуждать их и искусным образом<br />
приводить в свойство с великоросами"<br />
1763 — указ Катерини II про заборону викладати українською мовою<br />
в Києво-Могилянській академії.<br />
1769 — заборона Синоду РПЦ друкувати та використовувати<br />
український буквар.<br />
1775 — зруйнування Запорізької Січі та закриття українських шкіл при<br />
полкових козацьких канцеляріях.<br />
1789 — розпорядження Едукаційної комісії польського сейму про<br />
закриття всіх українських шкіл.<br />
Доволі хутке зросійщення шляхти та вищого духівництва потягло<br />
за собою специфічне застосування класичного розшарування<br />
словництва на сталі верстви, кожна з яких співвідносилася<br />
з певними літературними та мовними жанрами. Основою<br />
“високого” стилю стала російська мова зі значною домішкою<br />
церковнослов’янських елементів, тоді як чиста російська мова<br />
була “середнім стилем”, а розмовній українській відведено<br />
роль стилю “низького”. У такий спосіб російська мова стала панівною<br />
літературною мовою на Україні в XVIIІ сторіччі, і відбулося<br />
це не внаслідок насильства чи якоїсь урядової постанови,<br />
а передусім внаслідок того, що її вжиток відповідав суспільно-культурній<br />
орієнтації освічених верств. Цим пояснюється<br />
той незбагненний факт, що політичні твори антиросійського<br />
спрямування, (наприклад, вірші Капніста чи «Історію Русів»)<br />
написано російською мовою. І хоча в творах Сковороди можна<br />
знайти чимало українізмів, вони являють собою лише мимовільну<br />
данину розмовній мові краю, а переважно твори Сковороди<br />
скомпоновані мовою церковнослов’янською або російською.<br />
Вживання української мови обмежувалося тоді такими<br />
жанрами, як інтермедія, пародія, травестія, народна комедія та<br />
сатира (яскравими представниками таких текстів були автори<br />
Некрашевич, Котляревський, Білецький-Носенко).<br />

На особливу увагу заслуговує один факт, що зіграв свою<br />
роль у подальшому розвитку сучасної української мови: це<br />
поступове витіснення північних і західних говірок південносхідними.<br />
В пам’ятках XVII сторіччя і навіть більшої частини<br />
XVIII сторіччя якщо й уживалися діалекти, то здебільшого<br />
північні й західні. Ця зміна остаточно укорінилася в творах<br />
Котляревського, Гулака-Артемовського та ін. Такій зміні, вочевидь,<br />
сприяли політичне розчленування України та економічний<br />
і культурний занепад її північної та західної частин,<br />
внаслідок чого провідними культурними осередками стали<br />
Київ, Полтава й особливо Харків – після відкриття Харківського<br />
університету.<br />
Кінець XVIII сторіччя ознаменований "Енеїдою" Івана Котляревського.<br />
Українська жива мова нарешті остаточно стала<br />
мовою літературною. На порядок дня ставала справа й нового<br />
правопису, але батько нової української літератури, І. Котляревський,<br />
не став і батьком нового правопису. Котляревський<br />
писав тим самим правописом, яким писали в Україні в кінці<br />
XVII—XVIII століть. Проте "Енеїда" розпочала цей процес і<br />
питання про окремий український правопис голосно вимагало<br />
вирішення.<br />
Батьком нового українського правопису став Олександр<br />
Павловський, автор "Граматики малоросійського наріччя",<br />
написану 1805 року, але надруковану лише у 1818 році, після<br />
довгих «випрошувань» у Російської Академії наук. Олександр<br />
Павловський неоднозначно ставився до української<br />
мови: прагнучи зберегти її, він усе-таки вважав українську<br />
мову діалектом російської. Попри це, його заслуга полягає у<br />
фонетизації (відповідність висловленого написаному) українського<br />
правопису. Павловський перший звернув увагу на<br />
багатство української мови. Він перший почав передавати<br />
звук, що походить з давніх «î», «e», «h», через /i/; Котляревський<br />
писав: вhнъ, а Павловський – вінь.<br />
Його граматика вийшла дуже вчасно, адже кінець XVII —<br />
поч. XVIII століть позначилися протистоянням двох правописних<br />
принципів:<br />
1. традиційний церковний (етимологічний ), який має перевагу<br />
там, де церковна традиція в письменстві не переривалася<br />
(Галичина, Буковина, Закарпаття) та<br />
2. фонетичний, де церковну традицію почала витісняти<br />
нова літературна російська мова.<br />
Прихильником етимологічного правопису був професор,<br />
перший ректор Київського університету, авторитетний учений-славіст,<br />
історик Михайло Максимович. Мабуть, відчуваючи<br />
приреченість чинного правопису і йдучи на поступки<br />
фонетистам, він пропонував ставити над літерами «î», «e»,<br />
«h», дашки, чи "французьку кровельку", як говорив сам Максимович,<br />
якщо вони звучать, як /i/. Цей правопис не сприйняли<br />
ні впливові на той час Григорій Квітка-Основ'яненко, ні<br />
Петро Гулак-Артемовський, ні Євген Гребінка. Певне застосування<br />
він мав лише в Галичині аж до 1893 року, і то через<br />
зрозумілу неперервність там української церковної традиції.<br />
Однак галичани мали своїх захисників фонетичного принципу<br />
правопису, що сприяв об'єднанню всієї України — це<br />
отці Маркіян Шашкевич, Іван Вагилевич і Ярослав Головацький<br />
(їх збірка "Русалка Днhстровая" — 1837 року видана у Будапешті;).<br />
Визрівання фонетичного письма в Галичині мало<br />
свої передумови. Йшлося про можливий перехід на латинку<br />
(стаття Йосипа Лозинського "Про впровадження польського<br />
алфавіту в руське письменництво", 1834 р.) і відповідь на цю<br />
статтю Маркіяна Шашкевича "Азбука і abecadio", де він зазначає,<br />
що, прийнявши латинку, "будемо незрозумілі ні собі, ні<br />
чужим: собі, тобто слов'янам, взагалі, через правопис, а іншим<br />
— через склад і дух мови". На думку Маркіяна Шашкевича,<br />
кирилиця — спеціально створена для слов'янських мов, тому<br />
відображає їхні особливості і характер; саме вона зберегла<br />
русинів у Галичині як народ. Протилежну щодо цього думку<br />
висловив згодом Іван Франко. Аналізуючи невтішні причини<br />
"не пізнаного значення руського язика і в XIX ст.", учений,<br />
окрім безсумнівного політичного чинника, а саме: бездержавності,<br />
рекомендував "глибшої причини шукати не деінде, як<br />
лиш у впливі церковнослов'янського язика", який замкнув нас<br />
"у черепашиній шкаралющі перед чужими народами". Попри<br />
полярну значущість цих двох думок, незаперечна заслуга<br />
Маркіяна Шашкевича полягала в тому, що, відстоюючи кирилицю,<br />
він усвідомлював потребу її реформувати, через те, у<br />
«Русалці…» остаточно зникли непотрібний нам «ъ», а «ы» замінили<br />
на «и»; давні «е» та «о», як і Павловський, передавали<br />
через /і/; давнє церковне «є» запровадили й до «гражданки»;<br />
вперше вжито «йо», «ьо», які ми використовуємо й понині.<br />
Нерішуче спинилися новатори тільки перед літерою «h», яка<br />
в Україні з найдавнішого часу постійно вимовлявся як /і/ чи<br />
/ї/, а тому заміняти «h» на «і», особливо в Галичині, де давня<br />
вимова «h» ніколи не спинялася, потреби не було.<br />
Як не дивно, ці новації більше<br />
прижилися на Великій<br />
Україні, аніж в самій Галичині.<br />
Великим популяризатором<br />
і співтворцем цього правопису<br />
на Східній Україні став<br />
винятковий знавець "усіх<br />
найтонших і найтендітніших<br />
відтінків нашої мови" Пантелеймон<br />
Куліш, який, разом із<br />
символом української нації<br />
Тарасом Шевченком, яскраво<br />
представляли український<br />
романтизм. Центральною ідеєю<br />
класицизму була ієрархія<br />
жанрів; мова ним трактувалася<br />
лише як засіб. Романтизм,<br />
навпаки, перетворював мову ПАНТЕЛЕЙМОН КУЛІШ<br />
на знамено, гасло, мірило<br />
всього. У кінцевому підсумку мова розглядається як вияв національної<br />
душі та скарбниця національного історичного досвіду,<br />
нагромадженого впродовж століть. Звідси бере початок<br />
ідея синтезу національних стилів на ґрунті живої народної<br />
мови та мови фольклору – й саме такий синтез спостерігається<br />
в творчості Шевченка та Куліша. Коротко кажучи, створення<br />
сучасної української мови, доконане під добу романтизму<br />
Шевченком і Кулішем, здійснилося на основі народної мови,<br />
або – за канонами класицизму – так званого “низького” стилю,<br />
який, в свою чергу, базувався на південно-східному наріччі<br />
(хоча Куліш народився й прожив більшу частину життя на<br />
півночі України). Це наріччя було піднесене до статусу мови<br />
завдяки залученню фольклорних елементів та засвоєнню стилів,<br />
вироблених попередньою традицією.<br />
"Кулішівка" створена наприкінці 1850-х років Пантелеймоном<br />
Кулішем "з метою полегшити науку грамоти для людей,<br />
яким ніколи довго вчитися". Це передусім його "Записки о<br />
Южной Руси", "Граматка" та "Метелики. Загалом саме правопис<br />
Куліша лежить в основі сучасної української абетки, хоча<br />
для цього первинна «кулішівка» пережила значну трансформацію,<br />
а сам Куліш не вніс до правопису нічого нового — він<br />
тільки зібрав і широко спопуляризував усе те найкраще з правопису,<br />
що було вже до нього.<br />
В цей же час у Москві видав свою «Українська абетка» (1861<br />
р.) Микола Гатцук, у якій серед інших нововведень запропонував<br />
"м’яку зупинку" – апостроф.<br />
Над удосконаленням Кулішевого правопису працювали<br />
визначні вчені, об'єднані у "Південно-Західний відділ російського<br />
географічного товариства" (1873 p.). Передусім це<br />
співавтори вдосконаленого правопису Павло Житецький і<br />
Кость Михальчук, а також Володимир Антонович, Михайло<br />
Драгоманов, Павло Чубинський. До «кулішівки» було внесено<br />
певні зміни: йотований звук і вперше почали позначати<br />
«ї», йотований /е/ — літерою «є», у кінці слова перестали<br />
вживати «ъ», вибуховий /ґ/ передали не літерою «g», а буквосполученням<br />
«кг», однак прославлений українофоб Михайло<br />
Юзефович, родом українець, розпочав завзяту боротьбу<br />
проти такого правопису, —наслідком чого був Емський указ<br />
1876 року:<br />
"...чтобьі при печатании исторических памятников безусловно<br />
удерживалось правописаніе подлинников, в произведеніях же<br />
изящной словесности не бьіло допускаємо никаких отступлений от<br />
общепринятого русскаго правописанія", себто слова української мови<br />
слід було записувати російськими літерами. До цього ще був Валуєвський<br />
циркуляр (1863 р.) про заборону давати цензурний дозвіл на друкування<br />
україномовної духовної і популярної освітньої літератури: "ніякої<br />
окремої малоросійської мови не було і бути не може".<br />
Так контроль за графікою та правописом став своєрідним<br />
різновидом політичного контролю, який мав місце до 1905<br />
року. У середовищі української інтелігенції він дістав іронічну<br />
назву "ярижка" від назви кириличної літери «ы» (названої<br />
єри). Характерно, що національно самодостатні українські<br />
письменники користувалися "ярижкою" лише в творах, призначених<br />
для друкування у Росії, в приватному листуванні і<br />
в творах, опублікованих у Західній Україні, вони використовували<br />
«кулішівку».<br />
Варто відзначити й спробу корінної зміни українського правопису.<br />
<strong>Український</strong> учений М.Драгоманов, який спочатку вживав<br />
«кулішівку», у своїх женевських виданнях 1877 року почав<br />
писати по-іншому, передаючи кожний звук окремою буквою,<br />
а саме:<br />
• за прикладом болгар та сербів, Драгоманов завів букву «j»<br />
і писав: jaмa, моjу, даjе, стоjшть jавыр над водоjуй тощо;<br />
• "зм’якшення" приголосної зазначав через «ь»: земльа, льуде,<br />
прьамо, дльа, синье, куjуться, зажуривсьа;<br />
• замість «й» писав «j»: каjдани;<br />
• замість паєрика вживав теж j: обjава, мjасо,<br />
• замість «щ» вживав, як то в нас і в давнину було: шч: шчо,<br />
шче.<br />
На якийсь час "драгоманівка" поширилась була в Галичині<br />
(зокрема, ідеологічний учень Драгоманова Іван Франко певний<br />
час писав так) але недовго.<br />
Фактично сталося так, що саме Західна Україна підхопила в<br />
1860–1880 роках літературну мову, складену романтиками.<br />

Внаслідок вищезазначених обмежень, запроваджених російським<br />
урядом, вся українська газетна й журнальна продукція,<br />
і переважна частина видавничої, була перенесена до<br />
Галичини (австрійський уряд розвиток української культури<br />
не переслідував, а тому правопис міг розвиватися). Через це<br />
до писемної мови потрапляли численні тамтешні елементи,<br />
особливо в галузях, що їх жодним чином незмога було розвивати<br />
на підросійській Україні, зокрема: правництво, врядування,<br />
техніка, наука тощо. В загальноукраїнську мову тоді<br />
ввійшли навіть деякі локальні риси на рівні морфології та<br />
фонетики. Це “вторгнення галицизмів” спричинило певне<br />
невдоволення й викликало мовну дискусію (1891–1893 рр.)<br />
між прихильниками мови “чистої”, з одного боку (яскравим<br />
представником був Борис Грінченко, який вважав, що літературна<br />
мова існує тільки на Великій Україні, де вона освячена<br />
авторитетом класиків), та нової, частково “озахідняченої” – з<br />
протилежного (Іван Франко закидав Грінченку хуторянську<br />
обмеженість, бажання заплямувати й відкинути все те, що не<br />
вживається на рідному хуторі). Ще одна суперечка мала місце<br />
вже по революції 1905 року, коли на підросійській Україні<br />
знову було дозволено друк матеріалів будь-якого ґатунку<br />
українською мовою.<br />
Однак Галичина в той час була ще й епіцентром боротьби за<br />
правопис: етимологічного та фонетичного, так званих "йорофілів"<br />
та "йороборців" (в Галичині на літеру «ъ» казали – йор).<br />
Доходило навіть до того, що священики в церквах виголошували<br />
палкі промови проти фонетичного правопису. Ще в 1848<br />
році, на освітньому з’їзді у Львові, дійшло до великої баталії<br />
між прихильниками та ворогами етимологічного правопису,<br />
але перемогли таки "йорофіли", перемогли, правда, перевагою<br />
в один голос.<br />
У 1886 році вийшов відомий "Малорусско-німецкий словар"<br />
Євгена Желехівського, який мав значний вплив на усталення<br />
фонетичного правопису в Галичині. Новиною цього правопису,<br />
названого "желехівкою", було послідовне вживання «ї»<br />
не тільки на початку складу замість «йі», але й по приголосній<br />
на місті «h» та «е», впровадження «йо», «ьо», а також позначення<br />
м’якості свистячих. «Желехівка» міцно запанувала<br />
серед прихильників фонетичного правопису як у Галичині,<br />
так і на Буковині. Як бачимо, «желехівка», по суті, стала продовженням<br />
«кулішівки»…Вже у 1893 році, після виснажливої<br />
політично-правописної боротьби, діти у школах Галичини й<br />
Буковини, за розпорядженням міністерства освіти Австрії,<br />
отримали підручник Степана Смаль-Стоцького і Федора Ґартнера<br />
"Руська граматика", написаний за фонетичним правописом.<br />
Основну науково-лінгвістичну допомогу у змаганнях<br />
професора Степана Смаль-Стоцького з урядом Австрії мала<br />
саме "желехівка". Власне, правопис Смаль-Стоцького нічого<br />
нового не вносив, але його урядове затвердження мало величезне<br />
значення, і з цього часу фонетичний правопис узяв<br />
гору в Галичині.<br />
Разом із російською революцією у жовтні 1905 року було<br />
знято всі заборони на український правопис, накладені законом<br />
1876 року. Знаний "Словарь української мови" за редакцією<br />
Бориса Грінченка вийшов у дещо видозміненій «кулішівці»<br />
з такими новими особливостями: вживання літери «ґ» на<br />
позначення проривного /g/; позначення м'якості кінцевого<br />
«р»; написання «и» на початку слова (иній , инший) тощо.<br />
Цей "Словарь" мав колосальний вплив на процес нормування<br />
української літературної мови, хоча такої мети упорядник<br />
перед собою не ставив. Київський правопис 1908 року,<br />
або «грінченківка», став наслідком праці письменників XIX<br />
століття й усього українського народу, і запанував в Україні<br />
на довгий час, незважаючи на те, що проти нього виступав<br />
професор М. Грушевський, який на той час переніс всю свою<br />
культурно-освітню діяльність зі Львова до Києва, і всім своїм<br />
науковим авторитетом ударив по київському правопису.<br />
Грушевському був до сподоби правопис галицький, з «ї» по<br />
м’яких приголосних, окремим писанням «ся» тощо. Але його<br />
мало хто підтримав.<br />
У 1918–1919 роках питання правопису вирішувалися вже на<br />
державному рівні міністерствами освіти Української Народної<br />
Республіки (УНР) та гетьманської Української держави<br />
і новоствореною Всеукраїнською академією наук (ВУАН).<br />
Була створена Правописна комісія з найвидатніших українських<br />
учених і педагогів, яку очолив вчений, політичний,<br />
громадський, церковний діяч і, у певний період свого життя<br />
– вінніпежець, Іван Огієнко. Огієнко, окрім всього, був ще<br />
й мовознавцем та лексикографом, а в той час займав посаду<br />
міністра освіти в уряді Директорії УНР. Саме він ухвалив 17<br />
січня 1919 року "Головніші правила українського правопису"<br />
для обов’язкового вжитку на всій території УНР.<br />
ських землях поза Українською РСР і в переважній частині<br />
української діаспори.<br />
У 1989 році було затверджено, а в 1990 році опубліковано<br />
нову редакцію Українського правопису, у якій поновлено<br />
букву «ґ», уточнено й доповнено окремі правописні норми.<br />
У 2015-2018 роках Українська національна комісія з питань<br />
правопису, до якої увійшли фахівці мовознавчих установ<br />
Національної академії наук України та представники закладів<br />
вищої освіти з різних регіонів України, розробила проект<br />
нової редакції Українського правопису. Після громадського<br />
обговорення його схвалено на спільному засіданні<br />
Президії Національної академії наук України та Колегії<br />
Міністерства освіти й науки України 24 жовтня 2018 року.<br />
Сучасна редакція Українського правопису повертає до життя<br />
деякі особливості правопису 1928 року, які є частиною<br />
української орфографічної традиції і поновлення яких має<br />
сучасне наукове підґрунтя. Водночас, правописна комісія<br />
керувалася розумінням того, що й мовна практика україн-<br />
нових запозичених слів, нових власних назв, усунути застарілі<br />
формулювання та спростити, а де це можливо – уніфікувати<br />
орфографічні норми.<br />
Реагуючи на виклики мовної практики, сучасна редакція<br />
правопису розширила межі використання орфографічних<br />
варіантів. Пропонуючи в новій редакції правопису низку<br />
орфографічних варіантів, комісія виходила з того, що варіативність<br />
— це органічна частина правопису і тією чи іншою<br />
мірою вона притаманна кожній мові на різних етапах її історичного<br />
розвитку. Відповідь на те, який з варіантів залишиться<br />

В умовах складних геополітичних змін, війн і соціальних<br />
катаклізмів перший в історії України офіційний загальнодержавний<br />
правописний кодекс справляв визначальний вплив<br />
на формування української мови як національного, а не етнологічного<br />
феномену.<br />
У 1925 році уряд УСРР створив при Народному комісаріаті<br />
освіти Державну комісію для впорядкування українського<br />
правопису, а в 1927 році, за підсумками роботи Всеукраїнської<br />
правописної конференції, що відбулася в Харкові, комісія<br />
підготувала проект всеукраїнського правопису, в опрацюванні<br />
якого взяли участь мовознавці з Наддніпрянщини й<br />
західноукраїнських земель. Від імені держави 6 вересня 1928<br />
року цей <strong>Український</strong> правопис, який отримав неофіційну<br />
назву «харківський», затвердив нарком освіти УСРР Микола<br />
Скрипник. Та вже за кілька років після згортання політики<br />
«українізації» й самогубства Миколи Скрипника, за вказівкою<br />
влади, до «харківського» правопису внесли суттєві зміни,<br />
скасувавши низку його норм як націоналістичних і таких,<br />
що «покликані штучно відірвати українську мову від великої<br />
братньої російської». У 1933 році Народний комісаріат освіти<br />
УСРР схвалив інший правопис, який з незначними змінами й<br />
доповненнями (упродовж 1930-х рр., 1946 р., 1960 р.) діяв до<br />
1989 року. З алфавіту було свавільно вилучено букву «ґ», що<br />
вплинуло на функціонування графічної й фонетичної систем<br />
мови. Репресований «харківський» правопис, з деякими змінами<br />
й доповненнями, залишався чинним на західноукраїн-<br />

ців другої половини ХХ століття — початку ХХІ століття вже<br />
стала частиною української орфографічної традиції. Поділяючи<br />
думку про злочинний характер репресивних дій тоталітарного<br />
режиму щодо «харківського» правопису і його<br />
творців, кодифікатори мови не можуть знехтувати тим, що<br />
мову народу творить його історія: мова змінюється, і правопис<br />
має відображати, насамперед, її сучасний стан.<br />
Сучасна українська мова — це багатофункціональна мова з<br />
розвиненою різноплановою стилістикою, сучасною науковою<br />
термінологією, це мова, яка взаємодіє з багатьма світовими<br />
мовами. У сучасній редакції Українського правопису<br />
збережено підхід до мови як до знакової системи й суспільного<br />
явища. Правописна норма, з одного боку, ґрунтується<br />
на тісних зв’язках елементів сучасної мовної системи, що<br />
відображається на письмі, а з другого боку— на дотриманні<br />
мовної традиції і на залежності від неї. Здебільшого традиція<br />
відображає вчорашні або позавчорашні параметри<br />
системи. Так само як і система, традиція є закономірним<br />
регулятором мовної норми. Сучасна українська мова — відкрита<br />
й динамічна. Змінюється словник, з’являються нові<br />
терміни в різних сферах суспільної комунікації – виникає<br />
потреба адаптації загальних і власних назв до раніше сформульованих<br />
орфографічних правил. Для чого переглядати<br />
ці правила? Для того, щоб відреагувати на зміни в сучасній<br />
мовно-писемній практиці, визначити правила написання<br />

As former subjects of the Austro-Hungarian Empire,<br />
Langevin naively assumed finances would<br />
flow into his mission. Unfortunately, his petitions<br />
fell on deaf ears.<br />
He wrote Pope Leo XIII renewing efforts to<br />
bring Basilian Fathers to Canada to serve the<br />
Ukrainian cause. Another example included<br />
Belgian Catholic clergy such as Rev. A Sabourin<br />
who served at a Missionary School in Sifton. In<br />
Les Catholiques Ruthènes au Manitoba (Québec,<br />
1909) Sabourin documented Langevin’s views<br />
of the Presbyterian inroads among Ukrainians.<br />

He promoted the establishment of a Ukrainian seminary<br />
with Progressive Conservative Premier Rodmond<br />
Roblin. The Premier, established not a seminary, but<br />
The Ruthenian Training School for Teachers, this considered<br />
the first high school in Canada. Approximately<br />
200 teachers graduated. Those with qualifications<br />
from Halychyna, quickly progressed when English<br />
was acquired. The educators met at conferences and<br />
advanced pedagogy. Others pursued careers in politics,<br />
law and business.<br />
Langevin appealed directly for Metropolitan Andrij<br />
Sheptysky to visit Canada. In 1910 after ten years of<br />
arduous attempts, Metropolitan Andrij arrived to North<br />
America. Both travelled the frontier visiting settlements.<br />
Metropolitan Andrij realized the secular and other denominational<br />
educational opportunities extended to the “Galicians”<br />
impacting their evolving Canadian lifestyle.<br />
Bishop Nykyta Budka arrived to Canada on December 6, 1912. He too<br />
became aware how Ukrainians asserted themselves in the social, economic<br />
and political spheres. The parochial school of St. Nicholas for Ukrainian children<br />
(McGregor between Stella Ave. and Flora) was built with the assistance<br />
of Archbishop Langevin, the public schools for the Winnipeg immigrant<br />
children mandated instruction in English, evening classes for adults were<br />
successful, the bilingual rural schools were fully operational, All People’s<br />
Mission on Maple St. in Pt. Douglas, the Presbyterian Stella Mission, Bethlehem<br />
Slavic Mission and other rural initiatives were fully rooted for support<br />
among the immigrant population, Manitoba College and The Ruthenian<br />
Training School met the immediate needs of higher education. The core of<br />
urban life centered on Selkirk Ave., Point Douglas and Main Street. Drama<br />
clubs provided artistic enrichment. Newspapers: Kanadiiskyj Farmar (1903),<br />
Kanadiiskyj Rusyn (1911) and Ukrainskyj Holos (1910) were major publications<br />
reflecting the current events of early immigrants. Significant were<br />
Ranok, Presbyterian Church publication and Robochyj Narod (1909) which<br />
focused on the socialist and radical views of the emerging socialist party.<br />
In 1916, the provincial Liberal government of Premier Tobias C. Norris<br />
under Section 258 of The Public Schools Act, The Thorton Act nullified<br />
bilingual education in Manitoba. This meant that the 130 rural school districts<br />
operating bilingual schools with approximately 114 teachers and 6,513<br />
pupils were mandated to become unilingual English teaching facilities. The<br />
Ruthenian Training School for Teachers was closed. The direct method of<br />
teaching English to immigrants in public Winnipeg schools under William<br />
James Sisler became the new standard in rural Manitoba.<br />

school professional training sessions at<br />
Strathcona School where they observed,<br />
practised and developed new educational<br />
strategies. By 1920, over 200 bilingual<br />
educators completed this training and<br />
William J. Sisler’s curriculum and materials<br />
assisted with the new educational<br />
direction.<br />
World War I (1914-18) precipitated antagonism<br />
and consequences for countless<br />
Ukrainians with Austro-Hungarian<br />
passports. Groundlessly, many were<br />
identified as disloyal or enemy aliens.<br />
Under the War Measures Act, Ukrainian<br />
newspapers were required to print<br />
parallel translation in English (bilingual)<br />
and suspected radical publications<br />
were banned. This sudden dynamic advanced<br />
alternate measures: vigilance<br />
in association, integration/assimilation<br />
through name changes to avoid targeting<br />
or discrimination, structuring new<br />
supplemental vehicles for linguistic and<br />
cultural integrity through ridni shkoly*,<br />
youth groups, choirs, dance ensembles,<br />
chytalyni, the Sheptyckyj “bursa (hostel)<br />
in St. Boniface for rural students (1917-<br />
20) and many more.<br />
In Iwasko and Kazymyra’s Jubilee Book<br />
of Ukrainian Catholics in Saskatchewan,<br />
pp.135-6, noted: “after his fifteen-year<br />
tenure in Canada (1912-27), Bishop<br />
Nykyta Budka left behind fourty-seven<br />
clergy, two hundred and ninety-nine parishes<br />
and missions, twenty six evening<br />
schools*, five parochial schools and five<br />
orphanages. During his tenure in Canada,<br />
he became well acquainted with local<br />
politicians, educators and business people.<br />
He witnessed both the achievements<br />
and failures of his people, issues related<br />
to public education, disenfranchisement<br />

In May, 1919, just 23 days prior to The Winnipeg<br />
Strike, The Manitoba Teacher Federation<br />
was established. It recorded 650 paid<br />
teacher members in Manitoba. The original<br />
rolls (archived) were destroyed by the Winnipeg<br />
Flood of 1950. Indeed, it would have<br />
been interesting to review the Ukrainian surnames.<br />
In M.T.F. Bulletin, October, 1923 issue<br />
headed The New Canadian Problem by Alfred<br />
White, he noted that 17% of Manitoba’s population<br />
was Ruthenians. He focused on the<br />
resistance of trustees of rural districts to engage<br />
English speaking teachers, perpetuating<br />
support for their own language and culture<br />
and the weakened position of the provincial<br />
government to handle such a situation.<br />
Clearly, education for their children was of<br />
prime importance to early Ukrainian immigrants.<br />
They viewed it as a means to success.<br />
The bilingual system met the immediate<br />
need in rural Manitoba where children<br />
were taught in their maternal language, no<br />
different from the French or Mennonites.<br />
Whether secular or denominational, objective<br />
reflection upon the choices made in the<br />
formative years, framed by the political and<br />
social circumstances of that time, definitely<br />
allowed the teachers, preachers and progeny<br />
to be the recipients of the advantages of The<br />
Laurier-Greenway Compromise and scaffold<br />
forward the yet unknown concept of Canadian<br />
multiculturalism. Czumer, W.A. said it<br />
well: “just as the work of our pioneers on<br />
the farm was not wasted, so also the work of<br />
those first Ukrainian-English teachers. It has<br />
been crowned with great success.”<br />
Parallel with rural bilingual opportunities,<br />
unilingual education for immigrant children<br />
in urban Winnipeg public schools carved its<br />
own niche. Both met their developmental<br />
purpose - to educate productive minds. УВ<br />
