Szczególny okres, w jakim znalazły się Siły Zbrojne RP<br />
w <strong>2023</strong> r., będący następstwem wzrostu zagrożeń geopolitycznych<br />
i intensyfikacji modernizacji technicznej przy wzroście<br />
budżetu obronnego, ma bezpośredni wpływ na wszystkie<br />
podmioty polskiego przemysłu obronnego. Odpowiedzią<br />
WCBKT S.A. na wynikające z tej sytuacji wyzwania, jest działalność<br />
badawczo-rozwojowa, ciągłe udoskonalanie poprzez<br />
podnoszenie jakości swoich produktów i usług, dostosowywanie<br />
do potrzeb klientów oraz strategiczne partnerstwa.<br />
Kluczowym projektem badawczo-rozwojowym w obszarze<br />
polonizacji zaplecza logistycznego dla najnowszej generacji<br />
statków powietrznych, w tym dla pozyskiwanych przez<br />
polskie wojsko F-35 jest Rekonfigurowalny System Zasilania<br />
Statków Powietrznych 270 V – 28 V d.c., realizowany przez<br />
Central Military Bureau of Design and Technology,<br />
as the only company in the country, comprehensively<br />
equips Polish military airports with ground<br />
support equipment for aircraft. The company continuously<br />
develops its competency capabilities and<br />
production capacities by participating in numerous<br />
concurrently conducted strategic domestic and international<br />
projects.<br />

equipment for aircraft<br />
The specific period that the Polish Armed Forces entered<br />
in <strong>2023</strong>, resulting from increased geopolitical threats and<br />
intensified technical modernisation with a rising defence<br />
budget, has directly affected all entities of the Polish defence<br />
industry. The response of WCBKT to the challenges arising<br />
from this situation is research and development activity,<br />
continuous improvement by enhancing the quality of its<br />
products and services, adapting to customer needs and<br />
forming strategic partnerships.<br />
The key research and development project in the field<br />
of polonisation of logistical support system for the latest<br />
generation of aircraft, including those acquired by the Polish<br />
Armed Forces such as F-35, is the Reconfigurable Aircraft<br />
Power Supply System 270 V – 28 V d.c. This project is carried<br />
out by scientific-industrial consortium, which includes WCBKT<br />
and a Bialystok University of Technology. The project involves<br />
development of an energy-electronic converter, which will<br />
be used in the device designed and manufactured by WCBKT,<br />
primarily intended to power the multi-role fighter F-35.<br />
In the near future, fifth-generation multi-role fighters will<br />
be delivered to the Polish Armed Forces. They require the use<br />
of equipment enabling comprehensive and safe power supply for<br />
the aircraft’s onboard equipment and propulsion system during<br />
maintenance and flight preparations. Realisation of this project<br />
will result in us joining the global elite of GPU equipment manufacturers<br />
that meet the highest international standards – emphasizes<br />
Artur Gałęzowski, the President of WCBKT.<br />
The key feature of this designed device is reconfigurability,<br />
meaning the ability to select voltage values at the input and<br />
output of the power supply system. Enclosed within a single<br />
casing, through internal reconfiguration, the device will allow<br />
achieving two levels of output voltage. This will replace previously<br />
used two power supply units with a single universal<br />
power supply system, enabling one device to be used in aircraft<br />
servicing processes, regardless of parameters of the local<br />
power grid. These parameters can be set at the input, even under<br />
challenging conditions. Currently, there are only a few com-<br />

Przewagą rozwiązań technologicznych w urządzeniach GSE, których podstawą jest<br />
montaż i integracja zasilacza z pojazdem typu MAN lub Jelcz, jest ich mobilność.<br />
Urządzenia mogą być przemieszczane po dowolnym podłożu na lądowiskach<br />
i lotniskach polowych, awaryjnych, zapasowych bez wyposażenia stacjonarnego.<br />

The advantage of technological solutions in Ground Support Equipment (GSE), based<br />
on installation and integration of the power supply with MAN or JELCZ type vehicles,<br />
lies in their mobility. These devices can be moved on various terrains on airfields and<br />
field airports, emergency sites, and backup areas without stationary infrastructure.<br />

konsorcjum naukowo-przemysłowe, w skład którego wchodzi<br />
WCBKT S.A. i Politechnika Białostocka. Projekt zakłada opracowanie<br />
przekształtnika energoelektronicznego, który zostanie<br />
wykorzystany w zaprojektowanym i wyprodukowanym przez<br />
WCBKT S.A. urządzeniu przeznaczonym do zasilania przede<br />
wszystkim myśliwca wielozadaniowego F-35.<br />
Do Sił Zbrojnych RP trafią w niedalekiej przyszłości myśliwce<br />
wielozadaniowe piątej generacji wymagające zastosowania<br />
urządzeń umożliwiających m.in. kompleksowe i bezpieczne zasilanie<br />
energią elektryczną wyposażenia pokładowego statku<br />
powietrznego oraz jego zespołu napędowego w trakcie obsług<br />
serwisowych i przygotowania do lotu. Zrealizowanie tego projektu<br />
będzie skutkowało faktem, że wejdziemy do światowej elity<br />
producentów urządzeń GPU spełniających najwyższe światowe<br />
standardy – podkreśla prezes WCBKT S.A. Artur Gałęzowski.<br />
Kluczową cechą projektowanego urządzenia ma być<br />
rekonfiguralność, tzn. wybór wartości napięcia na wejściu<br />
i wyjściu systemu zasilania. Zamknięte w jednej obudowie,<br />
na skutek rekonfiguracji wewnętrznej struktury urządzenie<br />
pozwoli osiągnąć dwa poziomy napięć wyjściowych. Pozwoli<br />
to zastąpić dotychczas wykorzystywane dwa układy<br />
zasilające jednym uniwersalnym systemem zasilania, dzięki<br />
czemu jedno urządzenie będzie mogło mieć zastosowanie<br />
w procesie obsługi statków powietrznych, niezależnie<br />
od parametrów lokalnej sieci zasilającej, której parametry<br />
będzie można ustawić na wejściu, co będzie możliwe nawet<br />
w trudnych warunkach. W tej chwili na świecie jest tylko kilka<br />
firm, które mają możliwość wyprodukowania urządzeń GPU<br />
wyposażonych w systemy zasilania wysokim napięciem stałym<br />
o wartości 270 V. Nasze urządzenie będzie zasilane trzema rodzajami<br />
napięć dostępnych na świecie, które będzie przekształcało<br />
je na dwa rodzaje napięć prądu stałego – 28 V lub 270 V<br />
– dodaje prezes Gałęzowski.<br />
Aby osiągnąć tak postawione wymagania konsorcjanci<br />
będą musieli rozwiązać wiele problemów badawczych, od zapewniania<br />
w jednym urządzeniu możliwości wydawania napięć<br />
270 V d.c. i 28 V d.c. bez znacznych wzrostów kosztów<br />
produkcji, aż po zachowanie odpowiednich gabarytów urząpanies<br />
worldwide capable of producing GPU devices equipped<br />
with high-voltage direct current power supply systems of 270 V.<br />
Our device will be powered by three types of voltages available<br />
worldwide, which will be transformed into two types of direct current<br />
voltages – 28 V or 270 V – adds President Gałęzowski.<br />
To meet these requirements, consortium members will<br />
need to solve numerous research problems, from ensuring<br />
the ability to provide both 270 V d.c. and 28 V d.c. voltages<br />
in a single device without significant production cost increases,<br />
to maintaining appropriate device dimensions. The capabilities<br />
of the device constructed by the Consortium, beyond<br />
specific electrical parameters, will be confirmed through mechanical<br />
and climatic testing, as well as electromagnetic compatibility<br />
studies. The project is scheduled to be completed<br />
by December <strong>2023</strong>.<br />
An example of improving its products and tailoring<br />
them to customer needs is the power supply unit provided<br />
for ground equipment for the AW101 helicopters, which will<br />
be stationed at the 44th Naval Aviation Base in Darlowo. Power<br />
supply units for AW101 were specially designed, customized<br />
to the requirements of PZL-Swidnik, and manufactured<br />
by WCBKT, undergoing compatibility tests with the new Polish<br />
helicopter. Collaboration in this area with PZL-Swidnik holds<br />
particular significance for WCBKT, as the Polish solutions developed<br />
by WCBKT can indirectly contribute to enhancing the<br />
capabilities of the Polish Navy by providing key ground handling<br />
elements for naval aviation.<br />
For over 30 years, WCBKT has been producing and delivering<br />
this type of assortment to the Polish Armed Forces and<br />
beyond. LUZES V/D series V/P, developed and manufactured<br />
at WCBKT, was integrated according to requirements of the<br />
Police Headquarters on a MAN based vehicle and is used<br />
to supply electrical power to the onboard systems of aircraft<br />
used by Police. This includes activities related to flight prepa-<br />

dzenia. Możliwości konstruowanego przez Konsorcjum urządzenia,<br />
poza szczególnymi parametrami elektrycznymi, będą<br />
potwierdzone badaniami mechanicznymi, klimatycznymi oraz<br />
badaniami kompatybilności elektromagnetycznej. Zakończenie<br />
projektu planowane jest na grudzień <strong>2023</strong> r.<br />

dostarczony na wyposażenie naziemne dla przyjmowanych<br />
obecnie do eksploatacji śmigłowców AW101, które trafią<br />

dla AW101 zostały specjalne zaprojektowane,<br />
dostosowane do wymagań<br />

WCBKT S.A. od ponad<br />
30 lat produkuje i dostarcza<br />
asortyment tego rodzaju<br />
do Sił Zbrojnych RP,<br />
ale nie tylko. Opracowany<br />
i wyprodukowany w WCBKT S.A. LUZES V/D seria V/P został<br />
zabudowany zgodnie z wymaganiami Komendy Głównej<br />
Policji na pojeździe bazowym marki MAN i jest wykorzystywany<br />
w procesie zasilania energią elektryczną instalacji pokładowych<br />
statków powietrznych, będących na wyposażeniu<br />
Policji, w trakcie prac obejmujących przygotowanie do lotu,<br />
prac serwisowych, napraw oraz do uruchamiania silników.<br />
Miejscem bazowania urządzenia jest lotnisko Warszawa-Babice<br />
gdzie zasilacz jest wykorzystywany do obsługi stacjonujących<br />
tam śmigłowców, takich jak: Mi-8, S-70i Black Hawk,<br />
Bell 412B-HP czy Bell-407GXi.<br />
WCBKT S.A. prowadzi również wysiłki na rzecz zawiązywania<br />
długoterminowych partnerstw strategicznych wynikających<br />
z ogłoszonych przez MON planów zakupowych i już<br />
realizowanych umów wykonawczych. Dążeniem spółki jest<br />
rozwój zdolności poprzez polonizację zaplecza logistycznego<br />
dla 96 śmigłowców AH-64 Apache i 48 lekkich samolotów<br />
bojowych FA-50. Rozmowy z Boeing Defense Space & Security<br />
oraz Korea Aerospace Industries (KAI) są na wysokim<br />
stopniu zaawansowania. Realizacja tych złożonych projektów<br />
stanowi dla WCBKT S.A. ogromne wyzwanie, ale i szansę<br />
na realny wzrost swoich zdolności kompetencyjnych<br />
i produkcyjnych na wiele lat.<br />
Poza działaniami sprzedażowymi w zakresie dostarczania<br />
wyposażenia hangarowo-lotniskowego na rynek cywilny,<br />
Spółka opracowuje i dostarcza również rozwiązania dla wojration,<br />
maintenance, repairs, and engine startup. The device<br />
is stationed at the Warsaw-Babice airport, where it is used<br />

WCBKT S.A. makes also efforts towards establishing longterm<br />
strategic partnerships in response to the procurement<br />
plans announced by the Ministry of National Defence and its<br />
ongoing executive agreements. The company’s aim is to develop<br />
capabilities through polonisation of logistical support<br />
for 96 AH-64 Apache helicopters and 48 light combat aircraft<br />
FA-50. Discussions with Boeing Defense Space & Security and<br />
Korea Aerospace Industries<br />
(KAI) are at an advanced stage.<br />
The execution of these complex<br />
projects presents a significant<br />
challenge for WCBKT,<br />
but also an opportunity for<br />
substantial growth in competency<br />
and production capacities<br />
for years to come.<br />
In addition to sales activities<br />
related to providing hangar<br />
and airfield equipment for<br />
the civil market, the company<br />
also develops and supplies<br />
solutions for the military land<br />
domain. A priority project<br />

explosion suppression system<br />

in the Polish Armed Forces<br />
can end the dominance of imported systems designed to protect<br />
the crew compartment and engine compartment from<br />
fires caused inside the vehicle, for example, by direct artillery<br />
hits or improvised explosive devices (IEDs).<br />
The task of STOPFIRE® system is to protect crew and engine<br />
compartments. The system consists of optical heads,<br />
temperature sensors, control unit, user’s unit, and firefighting<br />
subsystem. STOPFIRE® responds to armor penetration by a cumulative<br />
jet and/or fuel explosion by automatically activating<br />
firefighting devices and releasing fire-suppressing agents,<br />
thereby preventing the spread of fire. From the moment a fire<br />
is detected to the moment of extinguishing, it takes between<br />
80 to 120 ms. This is particularly crucial in case of fuel explosion.<br />
Such a rapid response suppresses the fuel explosion<br />
at the source and prevents pressure buildup, giving the crew<br />
a chance to survive even in such extreme conditions.<br />
The stage of the implementation of the system for production<br />
was preceded by tests conducted at the Military<br />
Institute of Armoured and Automotive Technology. The<br />
tests confirmed the conformity of the system to the specifications<br />
indicated in the technical requirements, including<br />
the following:<br />
• time of detection of a cumulative jet and/or fuel explosion<br />
in the crew compartment of 6.24 ms (maximum time according<br />
to the requirements: 6.5 ms) and elimination of a standard<br />
test fire in the crew compartment within 100 ms based<br />

przeciwpożarowy i tłumienia wybuchu STOPFIRE®, którego<br />
implementacja na wprowadzanych do użytku w SZ RP<br />
kołowych i gąsienicowych wozach bojowych i czołgach może<br />
zakończyć dominację importowanych systemów przeznaczonych<br />
do ochrony przedziału załogi oraz przedziału napędowego<br />
przed pożarem, powstającym we wnętrzu pojazdu w wyniku<br />
np. bezpośredniego trafienia pocisku artyleryjskiego lub<br />
improwizowanego urządzenia wybuchowego (IED).<br />
Zadaniem systemu STOPFIRE® jest ochrona przedziału<br />
załogi i silnika. Składa się on z głowic optycznych, czujników<br />
temperatury, centralki sterującej pracą i pulpitu użytkownika<br />
oraz podsystemu gaśniczego. System reaguje na przebicie<br />
pancerza przez strumień kumulacyjny oraz na pożar lub wybuch<br />
paliwa poprzez automatyczne uruchomienie urządzeń<br />
gaśniczych i uwolnienie środka gaśniczego, nie dopuszczając<br />
tym samym do rozprzestrzeniania się ognia. Od momentu<br />
wykrycia pożaru do momentu ugaszenia upływa czas<br />
od 80÷120 ms. Jest to szczególnie istotne w przypadku wybuchu<br />
paliwa. Tak szybka reakcja tłumi wybuch paliwa w zarzewiu<br />
i uniemożliwia wzrost ciśnienia, dając szansę przeżycia<br />
załodze nawet w tak ekstremalnych warunkach.<br />
Faza wdrożeniowa systemu do produkcji została poprzedzona<br />
jego badaniami, które przeprowadzone zostały<br />
w Wojskowym Instytucie Techniki Pancernej i Samochodowej.<br />
Sprawdzenia potwierdziły zgodność z parametrami zapisanymi<br />
w warunkach technicznych, m.in. uzyskano:<br />
• czas wykrycia strumienia kumulacyjnego i/lub wybuchu<br />
paliwa w przedziale załogi wynoszący 6,24 ms (wg warunków<br />
nie dłuższy niż 6,5 ms) i ugaszenia standardowego pożaru testowego<br />
w przedziale załogi 100 ms na podstawie analizy obrazów<br />
wideo i 117 ms na podstawie obrazu termowizyjnego<br />
(wg warunków nie dłużej niż 250 ms);<br />
• czas ugaszenia wybuchu paliwa wypływającego pod ciśnieniem<br />
– odpowiednio – 74 i 72,8 ms (wg warunków nie<br />
dłużej niż 250 ms);<br />
• czas ugaszenia pożaru paliwa rozpylonego – odpowiednio<br />
– 203 i 226,2 ms (wg warunków nie dłużej niż 250 ms);<br />
• czas ugaszenia standardowego pożaru w przedziale napędowym<br />
ok. 1 s (wg warunków nie dłużej niż 20 s).<br />
Sprawdzono narażenia mechaniczne, klimatyczne i elektromagnetyczne<br />
oraz odporność na zakłócenia, m.in.: żarówki<br />
oświetleniowe, lampa błyskowa, płomień zapalniczki, zapalony<br />
papieros, światło słoneczne. System charakteryzuje się<br />
więc bardzo dużą selektywnością wykrywania i identyfikacji<br />
zagrożeń wskutek analizy widma optycznego oraz czasowej<br />
ewolucji sygnału.<br />
Odkąd specjaliści z Instytutu Optoelektroniki Wojskowej<br />
Akademii Technicznej podjęli z WCBKT S.A. rozmowy na temat<br />
projektu STOPFIRE®, system został zainstalowany w Nowym<br />
Bojowym Pływającym Wozie Piechoty Borsuk, który jest powszechnie<br />
uważany za jeden z najistotniejszych programów<br />
modernizacji Wojsk Lądowych. Współpracę z Hutą Stalowa<br />
Wola S.A. rozpoczęto w 2017 r. a STOPFIRE® jest zintegrowany<br />
z innymi systemami pojazdu poprzez magistrale komunikacyjną<br />
CAN. Wiele wskazuje na to, że system STOPFIRE® nie tylko<br />
przełamie monopol analogicznych urządzeń importowanych<br />
z państw zachodnich wśród krajowych producentów wozów<br />
bojowych, ale ma szanse także na eksport.<br />

• time of elimination of a fuel jet explosion – respectively<br />
– 74 ms and 72.8 ms (maximum time according to the requirements:<br />
250 ms);<br />
• time of elimination of a fuel spray fire – respectively<br />
– 203 ms and 226.2 ms (maximum time according to the requirements:<br />
250 ms);<br />
• time of elimination of a standard fire in the engine compartment<br />
– approx. 1 s (maximum time according to the requirements:<br />
20 s).<br />
Mechanical, climatic, and electromagnetic exposures<br />
were tested, as well as the resistance to interferences, including:<br />
light bulbs, flash lamps, a lighter’s flame, a lit cigarette,<br />
sunlight. As a result of optical spectrum analysis and temporal<br />
signal evolution, the system exhibits high selectivity in detecting<br />
and identifying threats.<br />
Ever since specialists from the Institute of Optoelectronics<br />
at the Military University of Technology engaged in discussions<br />
with WCBKT regarding STOPFIRE® project, the system<br />
has been installed in the New Infantry Fighting Vehicle Borsuk,<br />
widely regarded as one of the most significant modernisation<br />
programmes of the Polish Land Forces. Cooperation with<br />
Huta Stalowa Wola commenced in 2017, and STOPFIRE® was<br />
integrated with other vehicle systems through the CAN communication<br />
bus. There is a strong evidence that STOPFIRE® will<br />
not only break the monopoly of similar devices imported from<br />
Western countries among domestic combat vehicle manufacturers,<br />
but it also has the potential for export.<br />

Na przestrzeni roku od podpisania pierwszych umów ramowych,<br />
wartość ulokowanych w tamtejszym przemyśle obronnym polskich<br />
zamówień przekroczyła 12,5 mld USD. Dzięki temu Polska stała<br />
się głównym zagranicznym odbiorcą południowokoreańskiego uzbrojenia<br />
i sprzętu wojskowego. Rosyjska agresja na Ukrainę i decyzje MON<br />
o wsparciu Sił Zbrojnych Ukrainy (SZU) uzbrojeniem oraz sprzętem,<br />
i to nie tylko tym postsowieckim, ale także najnowocześniejszym, oraz<br />
o przyspieszonej budowie potencjału SZ RP, skłoniły polskie władze do<br />
poszukiwania dostawców nowej broni. Oczywiście pierwsze kroki skierowano<br />
do Stanów Zjednoczonych, ale skala potrzeb i napięte terminy<br />
sprawiły, że możliwości zakupu uzbrojenia zaczęto szukać globalnie,<br />
stąd intensyfikacja kontaktów z Republiką Korei. Odzew polityczny<br />
i przemysłowy był szybki i pozytywny. Osiągnięto porozumienie, które<br />
umożliwiło rozpoczęcie konkretnych rozmów z kluczowymi podmiotami<br />
koreańskiego przemysłu na temat szybkich dostaw ich uzbrojenia,<br />
a w przypadku czołgów i artylerii samobieżnej, uruchomienia ich<br />
licencyjnej produkcji w naszym kraju.<br />

Zmiana sytuacji polityczno-militarnej środkowoeuropejskich państw NATO po kolejnej fazie rosyjskiej<br />
agresji na Ukrainę, skłoniła je do skokowego zwiększenia wydatków na obronność. W Polsce już<br />
wcześniej zdiagnozowano to zagrożenie. Oczywiście gros środków pochłania przyspieszona modernizacja<br />
techniczna. Nieoczekiwanie głównym – obok Stanów Zjednoczonych – miejscem zakupu nowoczesnego<br />
uzbrojenia stała się Republika Korei.<br />
Gigantyczne zakupy uzbrojenia w Republice Korei<br />
Giant arms purchases in the Republic of Korea<br />
The change in the political and military situation of the Central European NATO countries after the next<br />
phase of Russian aggression against Ukraine prompted them to abruptly increase their defence spending.<br />
In Poland, this threat has already been diagnosed. Of course, the bulk of the funds are consumed<br />
by accelerated technical modernisation. Unexpectedly, apart from the United States, the main place<br />
of purchase of modern armaments has become the Republic of Korea.<br />
Within a year of the signing of the first framework agreements,<br />
the value of Polish orders placed in the local defence industry<br />
exceeded USD 12.5 billion. As a result, Poland has become the main<br />
foreign recipient of South Korean armaments and military equipment.<br />
The Russian aggression against Ukraine and the decisions<br />
of the Ministry of National Defence to support the Ukrainian Armed<br />
Forces (SZU) with weapons and equipment, not only the post-Soviet<br />
ones but also the most modern ones, and the accelerated development<br />
of the potential of the Polish Armed Forces, prompted the Polish<br />
authorities to look for suppliers of new weapons. Of course, the<br />
first steps were directed to the United States, but the scale of needs<br />
and tight deadlines meant that the opportunities to purchase armaments<br />
began to be sought globally, hence the intensification<br />
of contacts with the Republic of Korea. The political and industrial<br />
response was swift and positive. An agreement was reached that<br />
enabled the start of specific talks with key Korean industry entities<br />
on the subject of quick deliveries of their armaments and, in the<br />

Trzy umowy ramowe<br />
Już 27 lipca 2022 r. Agencja Uzbrojenia zawarła umowy ramowe<br />
z firmami: Hyundai Rotem, Hanwha Defense (obecnie Hanwha Aerospace)<br />
i Korea Aerospace Industries, dotyczące dostaw uzbrojenia<br />
i sprzętu wojskowego dla SZ RP oraz licencyjnej produkcji części<br />
z nich w Polsce, a także współpracy placówek naukowo-badawczych<br />
oraz przemysłów obronnych obydwu państw przy opracowywaniu<br />
perspektywicznego sprzętu pancernego i artyleryjskiego. Na etapie<br />
umów ramowych planowano zakup:<br />
● Czołgów podstawowych K2 firmy Hyundai Rotem. W pierwszym<br />
etapie miało zostać dostarczonych 180 wozów (2022–2025),<br />
wyprodukowanych w Korei w standardzie dla SZ Republiki Korei. Ich<br />
polonizacja miała być symboliczna i objąć montaż polskich środków<br />
łączności oraz systemu zarządzania polem walki BMS.<br />
W drugim etapie miałoby zostać pozyskanych 820 czołgów K2PL,<br />
które początkowo będą współprodukowane przez przemysły Polski<br />
i Korei, a docelowo<br />
przez polski przemysł<br />
obronny (ok.<br />
500). Czołgi te mają<br />
m.in. otrzymać<br />
wzmocnione opancerzenie,<br />
system aktywnej<br />
obrony klasy<br />
hard-kill, a także<br />
system obserwacji<br />
okrężnej. W wielu<br />
systemach mają<br />
być zastosowane<br />
polskie komponenty.<br />
Dostawy<br />
K2PL miałyby się<br />
rozpocząć w 2026 r.<br />
i potrwać do 2030 r. Począwszy od 2026 r.,<br />
do standardu K2PL miałyby zostać doprowadzone<br />
wcześniejsze K2.<br />
● 155 mm armatohaubic samobieżnych<br />
K9 firmy Hanwha Defense. Pierwszy<br />
Plan dostaw na lata 2022–<strong>2023</strong> obejmował przekazanie 28 czołgów K2. Wszystkie<br />
trafiły do batalionu czołgów 20. Bartoszyckiej Brygady Zmechanizowanej.<br />

production in our country.<br />
Three framework agreements<br />
On July 27th, 2022, the Armament Agency concluded framework<br />
agreements with Hyundai Rotem, Hanwha Defense (now Hanwha<br />
Aerospace), and Korea Aerospace Industries regarding the supply<br />
of armament and military equipment for the Polish Armed Forces<br />
and the licenced production of some of them in Poland, as well<br />
as the cooperation of the scientific and research institutions and defence<br />
industries of both countries in the development of promising<br />
armoured and artillery equipment. At the stage of framework agreements,<br />
it was planned to purchase:<br />
● K2 Main Battle Tanks manufactured by Hyundai Rotem. In the<br />
first stage, 180 vehicles (2022–2025) were to be delivered, manufactured<br />
in Korea according to the standard for the Armed Forces<br />
of the Republic of Korea.<br />
Their Polonisation was<br />
to be symbolic and to include<br />
the installation<br />
of Polish communication<br />
systems and the BMS battlefield<br />
management system.<br />
In the second stage,<br />
820 K2PL tanks would<br />
be acquired, which would<br />
initially be co-produced<br />
by the Polish and Korean<br />
industries and ultimately<br />
by the Polish defence industry<br />
(about 500). These<br />
tanks are to receive reinforced<br />
armour, a hard-kill<br />
active defence system,<br />
as well as a 360-degree<br />
observation system. Polish<br />
components are<br />
to be used in many systems.<br />
K2PL deliveries<br />
would start in 2026 and last until 2030. Starting in 2026, the earlier K2<br />
would be brought to the K2PL standard.<br />
● 155 mm K9 self-propelled howitzers manufactured by Hanwha<br />
Defense. The first stage intent was to purchase 48 K9A1s from the<br />
resources of the Republic of Korea Armed Forces, with deliveries<br />
in 2022–<strong>2023</strong>. The K9A1 guns were to be polonised to a similar<br />
extent as the K2 tanks. The second stage of the programme, which<br />
would start in 2024, concerns deliveries and, from 2026, licence production<br />
(initially with teams delivered from Korea) of 624 K9PL. Also,<br />
after 2026, some of the guns (or kits for their assembly) would come<br />
from Korea. Initially, the K9PL would be similar to the K9A1, and ultimately<br />
they would correspond to the polonised version of the K9A2,<br />
i.e., with an automated magazine and ammunition loading system,<br />
while reducing the crew. It is planned to bring the earlier K9A1 to the<br />
K9PL standard after 2026.<br />
● KAI FA-50 light multi-role combat aircraft. The first 12, corresponding<br />
to the training and combat version of Block 10, manufactured<br />
for the Armed Forces of the Republic of Korea, would be delivered<br />
to Poland by the end of <strong>2023</strong>. In the years 2025–2027, the<br />
second stage of the programme would be implemented, concerning<br />
the delivery of 36 aircraft in the multi-role FA-50PL version. They<br />

etap zakładać miał zakup 48 K9A1 z zasobów SZ Republiki Korei, z dostawami<br />
w latach 2022–<strong>2023</strong>. Działa K9A1 zostać miały spolonizowane<br />
w podobnym stopniu jak czołgi K2.<br />
Drugi etap programu, który miałby rozpocząć się<br />
w 2024 r., dotyczyć dostaw, a od 2026 r. licencyjnej<br />
produkcji (początkowo z udziałem zespołów dostarczanych<br />
z Korei) 624 K9PL. Także po 2026 r. część dział<br />
(lub kitów do ich montażu) miałoby pochodzić z Korei.<br />
Początkowo K9PL byłyby zbliżone do K9A1, a docelowo<br />
miałyby odpowiadać spolonizowanej wersji K9A2,<br />
a więc ze zautomatyzowanym magazynem i układem<br />
ładowania amunicji, przy redukcji liczby załogi.<br />
Do standardu K9PL planuje się doprowadzić po 2026 r.<br />
także wcześniejsze K9A1.<br />
● Lekkich wielozadaniowych samolotów bojowych<br />
KAI FA-50. Pierwszych 12, odpowiadających<br />
szkolno-bojowej wersji Block 10, wyprodukowanej<br />
na zamówienie SZ Republiki Korei, dostarczonych<br />
miałoby zostać do Polski do końca <strong>2023</strong> r. W latach<br />
2025-2027 miałby zrealizowany zostać drugi etap<br />
programu, dotyczący dostawy 36 maszyn w wielozadaniowej<br />
wersji FA-50PL. Miałyby one otrzymać:<br />
radar z anteną AESA, system transmisji danych<br />
Link-16 i zostać zintegrowane z zasobnikami celowniczo-nawigacyjnymi<br />
Sniper, umożliwiającymi wykorzystanie<br />
uzbrojenia naprowadzanego laserowo (bomby Paveway, pociski<br />
AGM-65E/L Maverick), a także dostosowane do przenoszenia pocisków<br />
„powietrze-powietrze” AIM-9X Sidewinder. W przyszłości miałyby<br />
zostać zintegrowane z pociskami „powietrze-powietrze” AIM-120<br />
AMRAAM, a także „powietrze-powierzchnia” Brimstone/SPEAR 3.<br />
W Polsce powstać ma ośrodek szkolenia z symulatorami, a po 2026 r.<br />
centrum serwisowe.<br />
Umowy wykonawcze<br />
26 sierpnia 2022 r. Agencja Uzbrojenia zawarła umowy dotyczące zakupu<br />
pierwszych partii czołgów K2 i 155 mm armatohaubic K9.<br />
Przedmiotem umowy, o wartości 3,37 mld USD netto, zawartej<br />
z Hyundai Rotem, jest dostawa 180 K2 (w standardzie III serii produkcyjnej<br />
dla SZ Republiki Korei), w latach 2022–2025, z czego w 2022 r.<br />
założono przekazanie 10 pierwszych, w <strong>2023</strong> r. - 18, w 2024 r. – 56,<br />

AIM-9X Sidewinder air-to-air missiles. In the future, they would be integrated<br />
with the AIM-120 AMRAAM air-to-air missiles as well as the<br />
Brimstone/SPEAR 3 air-to-surface missiles. A training centre with<br />
simulators is to be built in Poland, and after 2026, a service centre.<br />
Executive Agreements<br />
On August 26th, 2022, the Armament Agency signed contracts for the<br />
purchase of the first batches of K2 tanks and 155 mm K9 howitzers. The<br />
subject of the contract, worth USD 3.37 billion net, signed with Hyundai<br />
Rotem, is the delivery of 180 K2 (in the III production series standard<br />
for the Republic of Korea Armed Forces), in the years 2022–2025,<br />
of which the delivery of the first 10 in 2022 is planned, in <strong>2023</strong> – 18,<br />
in 2024 – 56, and in 2025 the remaining 96. The contract also includes<br />
a training and logistics package and a significant stock of various types<br />
of 120 mm ammunition of South Korean production. The contractor<br />
will provide service support in Poland from the moment of delivery<br />
of the first tanks. The logistics package includes a stock of spare parts<br />
and consumables as well as sets of special and diagnostic tools. The<br />
training package includes ETS (Embedded Training System) on-board<br />
simulators and the training of crews and technical staff in Korea and<br />
Poland. K2 will be equipped with communication systems, ensuring<br />
the exchange of information at all command and cooperation levels<br />
of the Polish Armed Forces. The second contract, worth USD 2.4 billion<br />
net, signed with Hanwha Defence, concerned the delivery of 212 K9A1<br />
howitzers in the years 2022–2026. Of these, 48 were to come from the<br />
resources of the Republic of Korea Armed Forces, as well as 164 from<br />
current production. The contract also includes a training and logistics<br />
package, service support, and a significant stock of various types<br />

i logistyczny oraz znaczący zapas różnych typów amunicji<br />
120 mm produkcji południowokoreańskiej. Wykonawca zapewni<br />
wsparcie serwisowe na terenie Polski od chwili dostawy pierwszych<br />
czołgów. W skład pakietu logistycznego wchodzi zapas części zamiennych<br />
i materiałów eksploatacyjnych oraz zestawy narzędzi <strong>specjalny</strong>ch<br />
i diagnostycznych. Pakiet szkoleniowy obejmuje symulatory<br />
pokładowe ETS – Embedded Training System oraz szkolenie załóg<br />
i personelu technicznego, w Korei i w Polsce. K2 zostaną wyposażone<br />
w systemy łączności zapewniające wymianę informacji we wszystkich<br />
relacjach dowodzenia oraz współdziałania SZ RP.<br />
Druga umowa, o wartości 2,4 mld USD netto, zawarta z Hanwha<br />
Defense, dotyczyła dostawy 212 armatohaubic K9A1 w latach<br />
2022-2026. Spośród nich 48 miało pochodzić z zasobów SZ Republiki<br />
Korei, a także 164 z bieżącej produkcji.<br />
Umowa obejmuje również<br />
pakiet szkoleniowy i logistyczny,<br />
wsparcie serwisowe oraz znaczący<br />
zapas różnych typów amunicji<br />

zakupu samolotów FA-50<br />
o łącznej wartości 3,005 mld USD.<br />
Pierwsza określała warunki dostawy<br />
już w <strong>2023</strong> r. 12 szkolno-bojowych<br />
FA-50GF (zamówionych<br />
przez rząd Republiki Korei jako<br />
TA-50 Block 2 i doposażonych do<br />
standardu FA-50 Block 10) za 705<br />
mln USD netto. Druga 36 FA-50PL,<br />
odpowiadających standardowi<br />
Block 20, za 2,3 mld USD netto,<br />
z dostawą w latach 2025-2028. Te<br />
maszyny, m.in. dzięki stacji radiolokacyjnej<br />
RTX PhantomStrike będą<br />
zdolne do odpalania pocisków „powietrze-powietrze”<br />
średniego zasięgu, w stosunku do FA-50GF będą<br />
miały też rozszerzone możliwości zwalczania celów naziemnych/<br />
nawodnych. W perspektywie samoloty FA-50GF mają zostać zunifikowane<br />
pod względem wyposażenia z FA-50PL. Umowy obejmują<br />
pakiety szkoleniowe i wsparcie techniczne.<br />
Także we wrześniu ub.r. Agencja Uzbrojenia poinformowała o interwencyjnym<br />
zamówieniu w Daewoo Precision Industries „kilkuset”<br />
40 mm granatników automatycznych AGL K4 wraz z ok. 500 000 nabojami.<br />
Wartość umowy to „kilkanaście milionów USD”.<br />
Kontynuacja zakupów<br />
Biorąc pod uwagę doświadczenia wojny na Ukrainie, a także brak<br />
możliwości zapewnienia przez stronę amerykańską odpowiednio dużych<br />
dostaw wyrzutni systemu M142 HIMARS w relatywnie krótkim<br />
czasie, za kolejny priorytet uznano polowy system rakietowy K239<br />
Chunmu, odpowiednik M270 MLRS, ale na podwoziu kołowym.<br />
19 października Agencja Uzbrojenia i Hanwha Defense zawarły<br />
umowę na 288 wyrzutni rakietowych K239 Chunmu. W tym programie<br />

Two subsequent contracts, signed on September 16th, 2022,<br />
between the Armament Agency and KAI, concerned the purchase<br />
of FA-50 aircraft with a total value of USD 3.005 billion. The first set<br />
out the terms of delivery of 12 combat trainers FA-50GF (ordered<br />
by the government of the Republic of Korea as TA-50 Block 2 and<br />
retrofitted to the FA-50 Block 10 standard) for USD 705 million net,<br />
already in <strong>2023</strong>. The second concerned the purchase of 36 FA-50PL,<br />
corresponding to the Block 20 standard, for USD 2.3 billion net, with<br />
delivery in 2025–2028. These aircraft, thanks to the RTX Phantom-<br />
Strike radar station, will be able to launch medium-range air-to-air<br />
missiles, and they will also have extended capabilities to engage<br />

ground and surface targets compared to the FA-50GF. In the future,<br />
the FA-50GF aircraft are to be unified in terms of equipment with<br />
the FA-50PL. The contracts include training packages and technical<br />
support. Also in September last year, the Armament Agency announced<br />
an intervention order from Daewoo Precision Industries<br />
for “several hundred” 40 mm AGL K4 automatic grenade launchers,<br />
together with about 500,000 rounds. The value of the contract<br />
is “several million USD”.<br />
Continuation of the purchases<br />
Taking into account the experience of the war in Ukraine as well<br />
as the inability of the American side to provide sufficiently large supplies<br />
of M142 HIMARS launchers in a relatively short time, the K239<br />
Chunmoo field missile system, an equivalent of the M270 MLRS but<br />
on a wheeled chassis, was considered another priority. On October<br />
19, the Armaments Agency and Hanwha Defense concluded a contract<br />
for 288 K239 Chunmoo MLRS. In this programme, the degree<br />
of polonisation was to be significantly greater. The first launchers<br />

stopień polonizacji miał być znacząco większy. Już pierwsze wyrzutnie<br />
miały wykorzystywać podwozia Jelcz 8×8, mieć zamontowane polskie<br />
środki łączności i być zintegrowane z ZZKO TOPAZ. Strona polska miała<br />
w pełni odpowiadać za dostawę wozów: dowodzenia, zabezpieczenia<br />
technicznego, amunicyjnych i ewakuacji technicznej.<br />
Docelowo produkcja wyrzutni i pocisków rakietowych kalibrów<br />
239 mm (zasięg ok. 80 km) i 600 mm (300 km) ma zostać uruchomiona<br />
w Polsce, na bazie transferu technologii z Korei. Nasz przemysł<br />
ma zbudować własne zdolności do serwisu i modernizacji południowokoreańskich<br />
elementów systemu.<br />
Już 4 listopada ub.r. podpisano umowę wykonawczą na zakup<br />
w Hanwha Aerospace 218 modułów wyrzutni K239 Chunmu wraz<br />
z kilkunastoma tysiącami pocisków precyzyjnego rażenia obydwu typów,<br />
pakietami logistycznym i szkoleniowym oraz wsparciem technicznym<br />
producenta. Wartość umowy wyniosła 3,55 mld USD netto.<br />
Dostawy mają zostać zrealizowane w latach <strong>2023</strong>–2027. Trzy wyrzutnie<br />
pierwszej partii przeszły proces integracji z polskimi podwoziami<br />
w Korei. Pozostałych 215 systemów zostanie zintegrowanych z modułami<br />
wyrzutni dostarczonymi przez Hanwhę w HSW, przy udziale<br />
krajowych poddostawców i kooperantów.<br />
Ostatnia poważniejsza umowa na zakup sprzętu wojskowego<br />
w Republice Korei została zawarta na początku sierpnia. Wtedy, przebywająca<br />
w Republice Koreańskiej delegacja PGZ S.A. i Rosomak S.A.<br />
zawarła umowę ramową z Kia Motors dotyczącą zakupu lekkich pojazdów<br />
terenowych KLTV (Korean Light Tactical Vehicle) Raycolt 4×4. Dzięki<br />
umowie ramowej możliwe było zawarcie 14 sierpnia przez PGZ S.A.<br />
i Rosomak S.A. kontraktu z Agencją Uzbrojenia na dostawę w latach<br />
2024-2030 385 Lekkich Pojazdów Rozpoznawczych (LPR) wraz z pakietami<br />
logistycznym i szkoleniowym. Wartość umowy to ok. 1,2 mld PLN<br />
brutto. Przewiduje ona także ustanowienie potencjału umożliwiającego<br />
licencyjną produkcję oraz serwis i naprawę pojazdów w kraju.<br />
LPR będzie bazował na najnowszej wersji pojazdu Kia Motors<br />
KLTV 4×4, który w 2016 r. zaczął wchodzić do wyposażenia SZ Republiki<br />
Korei. Ma on dopuszczalną masę całkowitą 5700 kg (w wersji<br />
podstawowej) i przewozi maksymalnie ośmiu żołnierzy.<br />
Plany zakładają zakup nawet 3000 KLTV różnych wersji i odmian,<br />
które miałyby zastąpić w użyciu wszystkie UAZ-y-469 i Honkery. Początkowo<br />
pojazdy bazowe mają trafiać do Polski z linii produkcyjnej<br />
w Korei i na miejscu, w zakładach Rosomak S.A., być modyfikowane<br />
do konkretnych wersji specjalistycznych. Następnie miałby zostać<br />
uruchomiony montaż gotowych, dużych podzespołów samochodu,<br />
a docelowo produkcja od podstaw.<br />

Ultimately, the production of launchers and 239 mm missiles<br />
(approximately 80 km range) and 600 mm (300 km) is to be launched<br />
in Poland, based on technology transfer from Korea. Our industry<br />
is to build its own capacity to service and modernise South Korean<br />
system components. On November 4, last year, the executive contract<br />
was signed for the purchase of 218 modules of the K239 Chunmoo<br />
launcher from Hanwha Aerospace, along with several thousand<br />
precision-guided missiles of both types, logistics and training packages,<br />
and technical support from the manufacturer. The value of the<br />
contract amounted to USD 3.55 billion net. Deliveries are to be made<br />
in the years <strong>2023</strong>–2027. Three launchers from the first batch have undergone<br />
the process of integration with Polish chassis in Korea. The<br />
remaining 215 systems will be integrated with the launcher modules<br />
delivered by Hanwha at HSW, with the participation of domestic subsuppliers<br />
and cooperators.<br />
The last major contract for the purchase of military equipment<br />
in the Republic of Korea was signed in early August. At that time,<br />
the PGZ S.A. and Rosomak S.A. delegations staying in the Republic<br />
of Korea signed a framework agreement with Kia Motors for the<br />
purchase of light off-road vehicles, the KLTV (Korean Light Tactical<br />
Vehicle) Raycolt 4×4. The framework agreement allowed PGZ<br />
S.A. and Rosomak S.A. to sign, on August 14th, a contract with the<br />
Armament Agency for the supply of 385 Light Reconnaissance<br />
Vehicles (LPR) along with logistics and training packages in the<br />
years 2024–2030. The gross value of the contract is approximately<br />
PLN 1.2 billion. It also provides for the establishment of a potential<br />
that enables the licenced production, service, and repair of vehicles<br />
in the country. The LPR will be based on the latest version of the Kia<br />
Motors KLTV 4×4 vehicle, which in 2016 began to enter the stock<br />
of the Armed Forces of the Republic of Korea. It has a gross vehicle<br />
weight of 5,700 kg (basic version) and can carry up to eight soldiers.<br />
The plans assume the purchase of up to 3,000 KLTVs of different<br />
versions and varieties, which would replace all UAZ-469s and Honkers<br />
in use. Initially, the base vehicles are to be delivered to Poland<br />
from the production line in Korea and modified on site at Rosomak<br />
S.A. facilities to specific specialised versions. Then, the assembly<br />
of ready-made, large car components would be launched, and ultimately,<br />
production from scratch.<br />

Druga z wymienionych na wstępie konstrukcji jest doskonale<br />
znana. Dzięki umowie zawartej pomiędzy<br />
PZL-Świdnik a Agencją Uzbrojenia (z lipca 2022 r.), 32 egzemplarze<br />
trafią do wyposażenia 25. Brygady Kawalerii Powietrznej.<br />
Jak wiadomo, pierwszy seryjny AW149 przeznaczony<br />
dla Polski został oblatany we Włoszech 27 lipca bieżącego<br />
roku. Zgodnie z upublicznionymi informacjami, dostawy rozpoczynają<br />
się już w tym roku. Tym samym w strukturach tej<br />
jednostki, a także floty śmigłowcowej Wojsk Lądowych, rozpocznie<br />
się istna „rewolucja” techniczna i operacyjna. Należy<br />
mieć nadzieje, że zakup 32 egzemplarzy AW149 nie zakończy<br />
programu zakupów tych śmigłowców, gdyż potrzeby<br />
sprzętowe Wojska Polskiego są znacznie większe zarówno<br />
jeśli patrzy się na potrzebę zastąpienia poprzedniej generacji<br />
wiropłatów wielozadaniowych, a także wynikających<br />
z rozbudowy struktur.<br />
This year’s 31 st edition of the International Defence<br />
Industry Exhibition in Kielce is an excellent opportunity<br />
to get acquainted with some of the helicopters<br />
in the Leonardo portfolio. On the external stand<br />
belonging to PZL-Świdnik, you can see two of them:<br />
the AW109 TrekkerM and the AW149.<br />
Helicopters from the<br />
PZL-Świdnik offer at <strong>MSPO</strong><br />
The latter of the constructions mentioned in the introduction<br />
is well known. Thanks to the agreement concluded<br />
between PZL-Świdnik and the Armament Agency (on July<br />
2022), 32 of them will be delivered to the 25th Air Cavalry<br />
Brigade. As is known, the first serial AW149 intended for<br />
Poland was flown in Italy on July 27 of this year. According<br />
to the information made public, deliveries are already<br />
going to start this year. Thus, a genuine technical and operational<br />
“revolution” will begin in the structures of this<br />
unit as well as in the helicopter fleet of the Land Forces.<br />
It is to be hoped that the purchase of 32 AW149s will not<br />
end the purchase programme of these helicopters, as the<br />
equipment needs of the Polish Army are much greater, both<br />
when considering the need to replace the previous generation<br />
of multi-role rotorcraft as well as those resulting from<br />
the expansion of structures.<br />

Niektóre szczegóły konfiguracji zamówionych AW149<br />
pozostają niejawne. Wiadomo, że układ napędowy będzie<br />
składać się z silników General Electric CT7-2E1, a zasadniczym<br />
uzbrojeniem klasy powietrze-ziemia będą zamówione<br />
w Stanach Zjednoczonych kierowane pociski rakietowe<br />
AGM-114R2 Hellfire.<br />
Wspomniana „rewolucja” techniczna i operacyjna będzie<br />
szeroko obecna, ponieważ obok AW149 PZL-Świdnik prezentuje<br />
na swoim stoisku drugą konstrukcję europejskiego<br />
koncernu – AW109 TrekkerM. Powód jest prosty – dzięki decyzjom<br />
resortu obrony, które obserwujemy od 2019 r., szybko<br />
postępuje proces wymiany generacyjnej parku śmigłowców<br />
wojskowych. Praktycznie ostatnim typem, potrzebującym następcy,<br />
a jednocześnie, obszarem w którym decyzje zakupowe<br />
nie zapadły jest kwestia wymiany starych Mil Mi-2. Powyższe<br />
maszyny pełnią ważne zadania obejmujące szkolenie, trening<br />
oraz stanowią platformę wspierającą bojowe Mi-24D/W.<br />
Co należy podkreślić, już dziś AW109 TrekkerM jest produktem,<br />
w którym duży udział produkcyjny mają WSK PZL-Świdnik.<br />
Tu otwiera się pole do działania i nie należy dziwić się,<br />
że właśnie w Kielcach świdnickie zakłady prezentują swój pomysł<br />
na rozwiązanie sprawy śmigłowców szkolno-bojowych.<br />

do zakupu w niedalekiej przyszłości. Należy pamiętać, że dotychczas<br />
Ministerstwo Obrony Narodowej (Inspektorat Uzbrojenia,<br />
a później Agencja Uzbrojenia) zamówiło 44 nowoczesne<br />
wiropłaty (cztery AW101, 32 AW149 oraz osiem S-70i Black<br />
Hawk), a w ciągu najbliższych miesięcy powyższa liczba może<br />
wzrosnąć o kolejnych 162 (śmigłowce bojowe, maszyny wielozadaniowe<br />
czy też pokładowe – bazowania okrętowego). O ile<br />

Some details of the configuration of the ordered<br />
AW149s remain classified. It is known that the propulsion<br />
system will consist of General Electric CT7-2E1<br />
engines, and the main air-to-surface armament will<br />
be the AGM-114R2 Hellfire guided missile ordered<br />
in the United States.<br />
The aforementioned technical and operational “revolution”<br />
will be widely present because, next to the AW149,<br />
PZL-Świdnik shows at its stand the second construction<br />
of that European company, the AW109 TrekkerM. The reason<br />
is simple: thanks to the decisions of the Ministry of Defence,<br />
which we have been observing since 2019, the process<br />
of generational replacement of the military helicopter<br />
park is progressing rapidly. Practically the last type that<br />
needs a successor, and at the same time, the area where<br />
purchasing decisions have not yet been made is the issue<br />
of replacing the old Mil Mi-2. Those crafts perform important<br />
tasks, including training, and are a platform supporting<br />
the combat Mi-24D/W. It should be emphasised that the<br />
AW109 TrekkerM is a product in which WSK PZL-Świdnik has<br />
a large production share.<br />
This is where the field for action opens up, and it should<br />
not be surprising that it is in Kielce that the Świdnik facility<br />
presents its idea for solving the issue of trainer and combat<br />
helicopters. It begs the question: why? The first issue,<br />
of course, is pilot training. Future pilots of military rotorcraft<br />
begin their adventure with modern craft belonging to the<br />
Aviation Military Academy (Academic Aviation Training Centre).<br />

number may increase by another 162 (combat helicopters,<br />
multi-task craft, or ship-based). While last year representatives<br />
of the 4th Training Aviation Wing declared that<br />
the target concept of pilot training is to include further<br />

go deklarowali, że docelowa koncepcja szkolenia pilotów ma<br />
obejmować dalszą eksploatację obecnie posiadanych typów<br />
śmigłowców i szerokie wykorzystanie symulatorów docelowych<br />
typów statków powietrznych, wiadomo, że nic nie zastąpi<br />
szkolenia praktycznego na odpowiednim (wysokim) poziomie.<br />
Zgodnie z koncepcją PZL-Świdnik, głównymi elementami<br />
systemu szkolenia pilotów śmigłowców mają być dwa kluczowe<br />
fundamenty – stale aktualizowane i wpięte w sieć naziemne<br />
urządzenia szkolno-treningowe, a także flota śmigłowców<br />
nowego pokolenia AW109 TrekkerM. W segmencie szkolenia,<br />
świdnickie zakłady, poprzez Leonardo mogą wykorzystać<br />
szerokie doświadczenie uzyskane przez koncern w licznych<br />
programach wdrożonych na świecie. Należy bowiem pamiętać,<br />
że, ze śmigłowców Leonardo korzystają przyszli piloci Sił<br />
Obronnych Izraela, Sił Powietrznych Portugalii czy lotnictwa<br />
morskiego Stanów Zjednoczonych. Nie bez znaczenia jest<br />
także fakt, że spora część floty wiropłatów wojskowych w Polsce<br />
pochodzi ze Świdnika (obecnie to ponad 60%, a wkrótce<br />
wskaźnik może wzrosnąć wraz z dostawami nowych, zamówionych<br />
już śmigłowców).<br />
Obok funkcji szkolno-treningowej, AW109 TrekkerM może<br />
stać się także następcą Mi-2, które przez wiele lat stanowiły<br />
ważne uzupełnienie nielicznych śmigłowców bojowych Mil<br />
Mi-24D/W, jako maszyny wsparcia pola walki. W tym przypadku<br />
atutem jest przestronna, sześciomiejscowa, kabina oferująca<br />
elastyczne rozmieszczenie wyposażenia taktycznego wymaganego<br />
dla danego rodzaju zadania, w tym kluczowego<br />
elementu – konsoli misji z miejscem dla jej operatora. Dzięki<br />
temu możliwe jest kierowanie głowicą optoelektroniczną<br />
bądź innymi elementami wyposażenia dodatkowego, które<br />
może być zintegrowane z konstrukcją (m.in. reflektor szperacz).<br />
Szerokie drzwi boczne zapewniają wygodny dostęp,<br />
również podczas operacji z użyciem wciągarki i szybkich operacji<br />
desantowych – zjazdów po linie. Ponadto, duża w tej klasie<br />
kabina umożliwia umieszczenie dwóch noszy bądź stanowiska<br />
strzeleckiego z bronią maszynową, a na zewnętrznych<br />
podwieszeniach dodatkowego uzbrojenia.<br />

According to the PZL-Świdnik concept, the main elements<br />
of the helicopter pilot training system are to be two<br />
key foundations: constantly updated and networked ground<br />
training devices, as well as a fleet of new generation AW109<br />
TrekkerM helicopters. In the training segment, the Swidnik<br />
facility, through Leonardo, can use the extensive experience<br />
gained by the concern in numerous programmes<br />
implemented around the world. It should be remembered<br />
that Leonardo helicopters are used by future pilots of the<br />
Israeli Defence Forces, the Portuguese Air Force, or the<br />
United States Naval Aviation. Not without significance is the<br />
fact that a large part of the military rotorcraft fleet in Poland<br />
comes from Świdnik (currently it is over 60%, and soon<br />
it may increase along with the deliveries of new, already<br />
ordered helicopters).<br />

for many years was an important supplement to the few<br />
Mil Mi-24D/W combat helicopters as battlefield support<br />
craft. In this case, the advantage is a spacious, six-seat cabin<br />
offering a flexible arrangement of tactical equipment required<br />
for a given type of task, including the key element<br />
– the mission console with a place for its operator. Thanks<br />
to this, it is possible to control the optoelectronic head<br />
or other elements of additional equipment that can be integrated<br />
with the structure (e.g., a searchlight). The wide<br />
side door provides convenient access, especially during<br />
winch operations and high-speed amphibious operations<br />
like rappelling. In addition, a large cabin for this class allows<br />
for the placement of two stretchers or a gunnery<br />
position with machine guns and additional armament<br />
on the external hardpoints.<br />

Opracowane przez GRUPĘ WB będą pierwszymi, masowo<br />

używane radiostacje, często pochodzenia zagranicznego.<br />

Wojsko musi zachować zdolność do łączności w każdych warunkach.<br />
Dlatego zawsze będzie radiocentryczne, bo na tylko takie<br />
systemy zapewniają niezależność od infrastruktury. Jednocześnie<br />
armia chce w jak największym zakresie korzystać z funkcjonalności<br />
podobnych do smartfonów. Dzisiaj wszyscy, nawet żołnierze, używają<br />
ich jako podstawowych, codziennych urządzeń.<br />
Komunikacja militarna musi być pewna w każdych warunkach, musi<br />
być też bezpieczna. Chcemy chronić wrażliwe informacje. Polska jest niemal<br />
do każdego przyjaźnie nastawiona, ale musi mieć prawo do skutecznego<br />
zabezpieczenia naszych własnych tajemnic. Dlatego każde państwo<br />
rozwija narodowe systemy kryptografii, aby w tej wrażliwej materii<br />
nie uzależniać się od najlepszych nawet przyjaciół. Urządzenia wojskowe<br />
muszą być odporne na uszkodzenia i czynniki środowiskowe.<br />
W odpowiedzi na zapotrzebowanie GRUPA WB opracowała<br />
nowoczesną radiostację osobistą PERAD. Urządzenie powstało dla<br />
polskiego „żołnierza przyszłości”, charakteryzuje się niewielką masą<br />
i wymiarami. Może łączyć się bezpośrednio z innym modelem tego<br />
typu, albo tworzyć samoorganizującą się sieć komunikacyjną, łączącą<br />
jednorazowo kilkanaście urządzeń.<br />

ever due to the ubiquitous presence of smartphone and apps in everyday<br />
life. The modern soldier demands the same experience that<br />
they enjoy with their smartphone on the battlefield. The PERAD and<br />
COMP@N radios, designed by WB GROUP, offer portability and ease<br />
of use allowing for complex tactical missions with devices that fit<br />
in the 21 st century.<br />

longer distances.<br />
Wyposażona w narodową kryptografią jest najbardziej zaawansowanym<br />
środkiem podstawowej łączności szerokopasmowej żołnierza<br />
na polu walki. PERAD to radiostacja definiowana programowo<br />
(SDR), stworzona do komunikacji w najtrudniejszych warunkach.<br />
W tym, gdy przeciwnik wykorzystuje systemy walki radioelektronicznej.<br />
Radiostację PERAD charakteryzuje bardzo niski pobór mocy i inteligentne<br />
zarządzanie energią. Utrudnia to przeciwnikowi wykrycie<br />
pracującego urządzenia. Umożliwia wielodniową pracę radiostacji<br />
w trybach oszczędnościowych. Pozwala na czuwanie w ciszy radiowej<br />
i przejście do pracy w kilka sekund bez sygnału GPS.<br />
Każda radiostacja jest samodzielnym węzłem szerszej sieci. PERAD<br />
to osobista zminiaturyzowana stacja bazowa, wspierająca inne węzły,<br />
zapewniając retransmisję. Zastosowane innowacyjne technologie oraz<br />
opatentowane własne rozwiązania, umożliwiają uzyskanie niespotykanej<br />
dotychczas jakości transmisji głosu i danych oraz długiego czasu pracy,<br />

by extensive granted patents enable to obtain<br />
unprecedented quality of voice and data<br />
transmission. The PERAD radio provides the<br />
soldier with the light-weight that has come<br />
to be expected from smartphones and tablets,<br />
together with a quality of communication<br />
present in everyday video conferences and calls. The device<br />
is intuitive and easy to use offering an natural ease of function even<br />
in times of stress.<br />
The COMP@N programmable radio is a multi-band device operating<br />
over longer distances. It allows for the cooperation of different<br />
levels of command. COMP@N is a handheld device that can<br />
be used in mobile and stationary configurations with a car adapter<br />
and power amplifier.<br />
The COMP@N system is characterized by universality, flexibility<br />
and ease of use for different tactical situations. COMP@N radios<br />
can be used for short-range communication, for simultaneous<br />
voice and data transmission, and for cooperation with radio stations<br />
or IP networks, while always maintaining simultaneous voice and<br />
data transmission.<br />
COMP@N is designed for different levels of the armed forces.<br />
The radio enables communication within the units and cooperation<br />
between different types of troops ensuring tactical and strategic flexibility.<br />
The radio has an innovative digital processing block, enabling<br />
both certified national encryption and specially developed waveforms<br />
for each selected type of troops.<br />
Like its PERAD counterpart, the COMP@N radio provides unparalleled<br />
end-user experience providing each soldier with the necessary<br />
communication to execute multiple mission types. Both radios<br />
are software defined which provides the ability to easily set functions<br />
and waveform for communication. The radios provide the ability<br />
to communicate in the harshest battlefield conditions enabling<br />
clear communication and the ability to secure and protect lines<br />
of communication.<br />
The adoption of both devices demonstrates the growing partnership<br />
between Polish Armed Forces and WB GROUP in the on-going<br />
modernization of the Polish army. WB Group works on extensive<br />
projects with different branches of the Polish armed forces including<br />
in developing state of the art Unmanned Aerial Vehicles (UAVs)<br />
and fire and control systems. At the heart of all systems are effective<br />
communication between soldiers and also for data transmission. The<br />

Production takes place in a new plant located in the Katowice<br />
Special Economic Zone in Bielsko-Biała. The total area is over<br />

min ORP Mewa. To trzeci okręt projektu 258, zamykający<br />
pierwszą serię tych nowoczesnych jednostek przeciwminowych<br />
polskiego projektu i budowy.<br />
Kormorany II w komplecie<br />
Przyszłe OORP Albatros (602) i Mewa (603) zostały zakontraktowane<br />
27 grudnia 2017 r. Umowę zawarli Inspektorat Uzbrojenia<br />
i konsorcjum Remontowa Shipbuilding (RSB), Ośrodek<br />
Badawczo-Rozwojowy Centrum Techniki Morskiej, PGZ Stocznia<br />
Wojenna (PGZ SW). Oddanie do eksploatacji Mewy symbolicznie<br />
zamknęło pierwszą fazę programu Kormoran II. Ale<br />
na tym nie koniec.<br />
25 lipca w stoczni RSB w Gdańsku odbyła się uroczystość<br />
położenia stępki niszczyciela min ORP Jaskółka. Jest to czwarty<br />
okręt typu Kormoran II, a jednocześnie pierwszy drugiej<br />
serii. Był to kolejny, symboliczny krok w trakcie jego budowy,<br />
po rozpoczęciu 28 marca br. cięcia arkuszy blach do produkcji<br />
sekcji tej jednostki.<br />
On February 14th, in Gdynia, the ceremony of the first raising<br />
of the flag of the Polish Navy on the mine destroyer<br />
ORP Mewa took place. This is the third ship, closing the first<br />
batch of these modern, anti-mine vessels of Polish design and<br />
construction.<br />
Kormorans II completed<br />
The future ORP Alabatros (602) and ORP Mewa (603) were contracted<br />
on December 27th, 2017. The contract had been signed<br />
between the Armament Inspectorate and the consortium<br />
of Remontowa Shipbuilding (RSB), Ośrodek Badawczo-Rozwojowy<br />
Centrum Techniki Morskiej, and PGZ Stocznia Wojenna.<br />
The commissioning of Mewa symbolically closed the first phase<br />
of the Kormoran II programme. But it does not end there.<br />
On July 25th, the ceremony of keel-laying for the mine destroyer<br />
ORP Jaskółka took place at the RSB shipyard in Gdańsk.<br />
She is the fourth ship of the Kormoran II class and, at the same<br />
time, the first of the second batch. It was another symbolic<br />
step in her construction, after the steel sheet cutting for the<br />
section of this vessel began on March 25th of this year.<br />

Druga seria trzech Kormoranów II powstaje na mocy<br />
umowy zawartej pomiędzy Agencją Uzbrojenia a konsorcjum,<br />
26 czerwca 2022 r. Kontrakt realizuje to samo konsorcjum,<br />
co poprzednio. Okręt ma być zdany zamawiającemu<br />
do końca lipca 2026 r. Seria obejmuje jeszcze przyszłe OORP<br />
Rybitwa i Czajka, które powinny dołączyć do Jaskółki do końca<br />
lutego 2027 r. Kolejne okręty nie będą się istotnie różniły<br />
od Albatrosa i Mewy. Nie można wykluczyć, że pewne<br />
urządzenia czy systemy zostaną zmienione, co ma związek<br />
z postępem technicznym.<br />
Rozpoznawcze Delfiny<br />
Dwa dni po położeniu stępki Jaskółki, w tej samej stoczni<br />
położono stępkę pierwszego okrętu rozpoznania radioelektronicznego<br />
projektu 107 Delfin. Będzie się on nazywał ORP<br />
Jerzy Różycki, drugi zaś ORP He<strong>nr</strong>yk Zygalski, upamiętniając<br />
słynnych polskich matematyków i kryptologów, którzy wraz<br />
z Marianem Rajewskim złamali kod niemieckiej elektromechanicznej<br />
maszyny szyfrującej Enigma. Budowę Różyckiego<br />
zaczęto od palenia blach 27 kwietnia br.<br />
Dwa okręty SIGINT zostały zamówione przez Agencję<br />
Uzbrojenia w szwedzkiej firmie Saab AB. Umowę zawarto 25 listopada<br />
2022 r. Szwedzka firma ponosi odpowiedzialność<br />
za zdanie okrętów, w tym za dostawę i integrację systemów<br />
misyjnych. Niestety, ich szczegółowa specyfikacja stanowi<br />
informację niejawną. Jednocześnie firma zawarła kontrakt<br />
z RSB, która w charakterze podwykonawcy zbuduje platformy<br />
obydwu Delfinów. Polska stocznia jest odpowiedzialna<br />
za dostawę gotowych platform oraz przeprowadzenie pełnego<br />
zakresu prób stoczniowych (HAT) i morskich (SAT).<br />
Obydwa Delfiny mają być przekazane MW RP w 2027 r.<br />
Delfiny bazują na szwedzkim okręcie SIGINT Artmemis,<br />
zbudowanym przez stocznię Saab Kockums dla Marinen<br />
(platforma powstała częściowo w Polsce). Projekt techniczny<br />
i wykonawczy platformy wykonało biuro w MMC<br />
Ship Design & Marine Consulting Ltd. z Gdyni. Delfiny będą<br />
zapewne w znacznej mierze odpowiadały szwedzkiemu<br />
protoplaście.<br />
Miecznik na start<br />
16 sierpnia w PGZ SW w Gdyni zainicjowano cięcie stali<br />
do produkcji sekcji pierwszej z trzech fregat projektu 106<br />
Miecznik. Dla najważniejszych okrętów MW RP zarezerwowano<br />
tradycyjne nazwy: OORP Wicher, Burza i Huragan. Położenie<br />
stępki Wichra nastąpi w I kwartale 2024 r., wodowanie zaplanowano<br />
w drugiej połowie 2026 r. Do 2030 r. fregata ma być<br />
przekazana MW RP. Jednostki buduje konsorcjum PGZ-MIECZ-<br />
NIK (Polska Grupa Zbrojeniowa i PGZ Stocznia Wojenna), przy<br />
wsparciu RSB oraz partnerów zagranicznych: Babcock International<br />
Group, MBDA UK, Thales UK. Bazą projektową Mieczników<br />
jest komercyjny typ Arrowhead 140, wywodzący się<br />
od duńskich fregat Iver Huitfeldt.<br />
Obecnie wiadomo, że pełny zintegrowany system walki<br />
otrzyma od początku tylko prototyp. Okręty seryjne zostaną<br />
zbudowane jako platformy przygotowane do montażu jego<br />
elementów, w myśl zasady „fitted to recieve” (przystosowany<br />
do przyjęcia). Wicher będzie uzbrojony w: wyrzutnię Lockheed<br />
Martin Mk 41 VLS Strike Lenght (4×8) do pocisków MBDA<br />
CAMM systemu Sea Ceptor (do 128 pocisków przy użyciu<br />
wkładek quad-pack), osiem pocisków uniwersalnych Saab<br />
The second batch of three Kormoran II vessels is being<br />
constructed under the contract between the Armament<br />
Agency and the consortium signed on June 26th,<br />
2022. The contract is being undertaken by the same consortium<br />
as before. The ship is to be delivered by the end<br />
of July 2026. The batch also includes the future ORP Rybitwa<br />
and ORP Czajka, both of which should join Jaskółka by the<br />
end of February 2027. The upcoming ships will not differ significantly<br />
from Albatros and Mewa. It can’t be ruled out that<br />
some devices or systems will be replaced, which is related<br />
to technological progress.<br />
SIGINT Dolphins<br />
Two days after the keel-laying of Jaskółka, the keel for the<br />
first electronic reconnaissance ship of the project 107 Delfin<br />
was laid in the same shipyard. She will be christened ORP<br />
Jerzy Różycki and the second ship ORP He<strong>nr</strong>yk Zygalski,<br />
commemorating the famous Polish mathematicians and<br />
cryptologists who, together with Marian Rajewski, broke the<br />
code of the German electromechanical Enigma encryption<br />
machine. The construction of Różycki began with the burning<br />

Swedish company Saab AB. The contract was signed November<br />
25th, 2022. The Swedish company is responsible for<br />
the delivery of the ships, including the delivery and integration<br />
of the mission systems. Unfortunately, their detailed<br />
specifications is a classified information. At the same time,<br />
the company signed the contract with RSB, which will build<br />
the platforms for both Dolphins as a subcontractor. The<br />
Polish shipyard is responsible for the delivery of the platform<br />
and the full range of the harbor and sea acceptance<br />
tests (HAT and SAT). Dolphins are to be delivered to the<br />
Polish Navy in 2027.<br />
Dolphins are based on the Swedish Artemis Class SI-<br />
GINT ship, built for the Swedish Navy by the Saab Kockums<br />

Rozmowy o Orce<br />
14 lipca br. Agencja Uzbrojenia opublikowała zaproszenie<br />
do wstępnych konsultacji rynkowych, których celem jest<br />
zebranie informacji niezbędnych do przygotowania opisu<br />
zamówienia okrętu podwodnego pk. Orka. Zgłosiło się<br />
11 firm: Hyundai Heavy Industries, Saab Technologies Poland,<br />
Navantia, Naval Group, ThyssenKrupp, Hanwha Ocean, Fincantieri,<br />
Aycomm, Volue Industrial IoT, Babcock International<br />
Group, JFD.<br />
Hyundai, Saab, Navantia, Naval Group, thyssenkrupp<br />
Marine Systems i Fincantieri to podmioty, po których można<br />
spodziewać się oferty światowej klasy, z pewnością spełniającej<br />
polskie wymagania. Poza nimi w rozmowach uczestniczą<br />
firmy dostarczające systemy elektroniczne (łączności, zarządzania<br />
walką i sonarowe), oferujące usługi serwisowe, czy<br />
też produkujące systemy ratownictwa głębinowego i pojazdy<br />
do transportu operatorów sił <strong>specjalny</strong>ch. Na razie nie należy<br />
spodziewać się konkretnych ofert. Te pojawią się w toku procedowania<br />
programu Orka.<br />

Miecznik at the start<br />
On August 16th, in PGZ SW in Gdynia, the steel cutting for the<br />
construction of section of the first of the three frigates of the<br />
106 Miecznik project began. For the most important ships<br />
of the Polish Navy, the traditional names have been reserved:<br />
ORP Wicher, ORP Burza, and ORP Huragan. The keel-laying<br />
for Wicher will take place in the first quarter of 2024, and the<br />
launch is planned for the second half of 2026. By 2030, the<br />
frigate is to be delivered to the Polish Navy. The vessels are being<br />
built by the PGZ-MIECZNIK Consortium, consisting of Polska<br />
Grupa Zbrojeniowa and PGZ Stocznia Wojenna, with the<br />
support of RSB and the foreign partners Babcock International<br />
Group, MBDA UK, and Thales UK. The design base for the Miecznik<br />
is the commercial Arrowhead 140 Class, derived from the<br />
Danish Iver Huitfeldt class frigates.<br />
It is currently known that only the prototype will receive<br />
a fully integrated combat system from the beginning.<br />
The serial ships will be built as platforms prepared for the assembly<br />
of their components according to the “Fitted to Receive”<br />
principle. Wicher will be armed with a Lockheed Martin<br />
Mk41 Strike Length (4x8) launcher for MBDA CAMM Sea Ceptor<br />
missiles (up to 128 missiles using the quad-pack inserts),<br />
eight Saab RBS15 Mk3E multipurpose missiles (with the option<br />
of mounting an additional eight), 76.2 mm Leonardo<br />
OTO Super Rapido cannon with the Strales package (enabling<br />
the use of the DART guided ammunition), two 35 mm<br />
PIT-Radwar AM-35 cannons of the OSU-35K system, two<br />
12.7 mm ZM Tarnów WKM-Bm heavy machine guns, two<br />
12.7 mm ZSMU-1276 A3B remote controlled weapon stations<br />
and two doubled light torpedo launchers. Electronic equipment<br />
will include the Sea Master 410 multifunctional radar system,<br />
the NS58 radar, the STIR 1.2 EO Mk2 fire control system (all<br />
manufactured by Thales), as well as two PIT-Radwar ZGS-35K<br />
optoelectronic heads (part of the OSU-35K), Blue Hunter hull<br />
sonar, CAPTAS-2 towed sonar, TUUM-6 underwater telephone<br />
(all manufactured by Thales), SEAS DSS-03 anti-diversion sonar,<br />
electronic warfare system, integrated navigation bridge,<br />
tactical navigation system, and communication system.<br />
Let’s talk about Orca.<br />
On July 14th, the Armament Agency published an invitation<br />
for preliminary market consultations with the purpose of collecting<br />
the data necessary to prepare the description of the<br />
order for the project Orka submarine. Eleven companies applied:<br />
Hyundai Heavy Industries, Saab Technologies Poland,<br />
Navantia, Naval Group, ThyssenKrupp, Hanwha Ocean, Fincantieri,<br />
Aycomm, Volue Industrial IoT, Babcock International<br />
Group, and JFD. Hyundai, Saab, Navantia, Naval Group, ThyssenKrupp<br />
Marine Systems, and Fincantieri are entities from<br />
which you can expect a world-class offer that certainly meets<br />
Polish requirements. Apart from them, companies providing<br />
communication systems (communications, combat management,<br />
and sonar), offering maintenance services, or manufacturing<br />
deep-sea rescue systems and vehicles for transporting<br />
special forces operators are also participating in the talks.<br />
No concrete offers are to be expected as of now. These will<br />
appear in the course of the Orka programme.<br />

S.A. w Bydgoszczy są okresowe przeglądy strukturalne<br />
PDM średnich samolotów transportowych<br />
Lockheed Martin C-130E/H Hercules należących<br />
do Sił Powietrznych. Wobec zmian technicznych,<br />
które dokonują się w polskim lotnictwie wojskowym,<br />
w najbliższych latach to właśnie obsługi<br />
samolotów produkcji zachodniej staną się głównym<br />
źródłem rozwoju.<br />
Budowa kompetencji w zakresie realizacji programu obsług<br />
PDM samolotów Lockheed Martin C-130E Hercules w Bydgoszczy<br />
została zapoczątkowana w 2008 roku, jeszcze przed<br />
dostawą pierwszych maszyn do Polski. Obok budowy nowej<br />
infrastruktury została zacieśniona współpraca z podmiotami<br />
zagranicznymi m.in. Marshall Aerospace, Kellstrom Industries<br />
oraz BAE Systems, które udzieliły spółce niezbędnego know-<br />
-how. Zaowocowało to podpisaniem pierwszych umów ser-<br />

One of the main projects currently being implemented<br />
by Wojskowe Zakłady Lotnicze (Military<br />
Aviation Facility) No. 2 S.A. in Bydgoszcz are periodic<br />
PDM structural inspections of Lockheed<br />
Martin C-130E/H Hercules medium transport<br />
aircraft belonging to the Air Force. In view of the<br />
technical changes that are taking place in Polish<br />
military aviation, in the coming years the maintenance<br />
of aircraft of Western design will become<br />
the main source of development.<br />
Building competence in the implementation of the PDM<br />
maintenance programme for Lockheed Martin C-130E<br />
Hercules aircraft in Bydgoszcz was initiated in 2008, even<br />
before the delivery of the first planes to Poland. In addition<br />
to the construction of the new infrastructure, cooperation<br />
was tightened with foreign entities including Marshall Aerospace,<br />
Kellstrom Industries, and BAE Systems that provided<br />
the necessary know-how. This resulted in the signing of the<br />

podpisano wieloletnią umowę na realizację pierwszego cyklu<br />
PDM polskich samolotów C-130E Hercules. Został on zakończony<br />
w 2020 roku. W tym czasie bydgoska spółka rozpoczęła<br />
przygotowania do kolejnego zadania, którym było planowane<br />
wdrożenie do polskiego lotnictwa wojskowego samolotów<br />
C-130H Hercules.<br />
Międzyrządowa umowa odnośnie przejęcia pięciu<br />
C-130H Hercules została podpisana w kwietniu 2021 roku.<br />
Od samego początku planowano, że cała piątka przejdzie<br />
przeglądy PDM w WZL Nr 2 S.A. – umowa (obejmująca dwa<br />
egzemplarze) została zawarta z Wydziałem Techniki Lotniczej<br />
3. Regionalnej Bazy Logistycznej w czerwcu 2022 roku. Jeszcze<br />
w tym samym roku do Bydgoszczy przyleciały dwa C-130H<br />
Hercules, które obecnie przechodzą przeglądy strukturalne<br />
PDM. Zgodnie z zapisami umowy pierwszy z nich ma trafić<br />
do 33. Bazy Lotnictwa Transportowego w kwietniu przyszłego<br />
roku. Poza usługą podstawową, dotyczącą przeglądu, oba<br />
samoloty otrzymają także nowe powłoki malarskie, zgodnie<br />
ze standardem obowiązującym w Siłach Powietrznych.<br />
Zawarta w czerwcu 2022 roku umowa jest kolejną dotyczącą<br />
przeglądów strukturalnych samolotów C-130 Hercules<br />
w Polsce. Należy pamiętać, że w latach 2015-2020, cała piątka<br />
C-130E przeszła pierwsze przeglądy PDM w Polsce. Dzięki nim<br />
znacznie wzrosły wskaźniki gotowości operacyjnej, a to także<br />
skutkowało wzrostem nalotów (wynoszących około 200 godzin<br />
na egzemplarz rocznie). Prowadzone badania nieniszczące<br />
wskazują, że przy eksploatacji zgodnej z procedurami,<br />
cała piątka C-130E mogłaby być eksploatowana przez wiele<br />
lat – w tym przypadku decyzja należy od Ministerstwa Obrony<br />
Narodowej. Z całą pewnością wzrost liczebności Sił Zbrojnych<br />
RP wpłynie na rozwój lotnictwa wojskowego.<br />
W styczniu 2022 roku Wojskowe Zakłady Lotnicze <strong>nr</strong> 2 S.A.<br />
rozszerzyły współpracę przemysłową z firmą Lockheed Martin.<br />
Nowe kompetencje pozwolą na rozbudowę potencjału w zakresie<br />
obsług i modyfikacji średnich samolotów transportowych<br />
C-130 Hercules. Nie można wykluczyć, że prace pozwolą<br />
w niedalekiej przyszłości na utworzenie (postulowanego<br />
od lat) autoryzowanego centrum obsługi maszyn tego typu.<br />

first service contracts in 2010–2012. In turn, in January 2015,<br />
a long-term contract was signed for the implementation<br />
of the first PDM cycle of Polish C-130E Hercules aircraft. It was<br />
completed in 2020. At that time, the company from Bydgoszcz<br />
began preparations for the next task, which was the planned<br />
implementation of the C-130H Hercules aircraft into Polish<br />
military aviation.<br />
The intergovernmental agreement for the acquisition<br />
of five C-130H Hercules was signed in April 2021. From the<br />
very beginning, it was planned that all five would undergo<br />
PDM inspections at WZL Nr. 2 S.A.; the contract (covering<br />
two aircraft) was concluded with the Department of Aviation<br />
Technology of the 3rd Regional Logistics Base in June 2022.<br />
In the same year, two C-130H Hercules flew to Bydgoszcz<br />
and are currently undergoing PDM structural inspections. According<br />
to the contract, the first of them is to be delivered<br />
to the 33rd Transport Aviation Base in April next year. In addition<br />
to the basic inspection service, both aircraft will also<br />
receive new paint coatings in accordance with the Polish<br />
Air Force standard.<br />
It should be remembered that in 2015–2020, all five<br />
C-130E underwent the first PDM inspections in Poland. Thanks<br />
to them, operational readiness indicators increased significantly,<br />
and this also resulted in an increase in air hours (around<br />
200 hours per aircraft per year). The non-destructive tests conducted<br />
indicate that when operated in accordance with the<br />
procedures, all five C-130E could be operated for many years;<br />
in this case, the decision rests with the Ministry of National<br />
Defence. Certainly, the increase in the numbers of the Polish<br />
Armed Forces will have an impact on the development of military<br />
aviation in Poland.<br />
In January 2022, Wojskowe Zakłady Lotnicze No. 2 S.A.<br />
extended industrial cooperation with the Lockheed Martin<br />
Corporation. The new competencies will allow for the<br />
expansion of the potential in the field of maintenance<br />
and modification of C-130 Hercules medium transport<br />
aircraft. It cannot be ruled out that the works will, in the<br />
near future, allow for the creation of an authorised service<br />
centre for aircraft of this type (which has been propounded<br />
for years).<br />
