II – ALLGEMEINE BESTIMMUNGEN<br />
Art. 2: Beschreibung der Veranstaltung<br />
Die 26. KITZBÜHELER ALPENRALLYE <strong>2013</strong> wird in zwei<br />
verschiedenen Wertungen durchgeführt:<br />
a) <strong>Alpenrallye</strong>-Sport-Trophy<br />
b) <strong>Alpenrallye</strong>-Classic-Trophy<br />
Die Gesamtlänge ist ca. 500 km. Die <strong>Alpenrallye</strong>-Sport-Wertung mit ca.<br />
20 Wertungs-Prüfungen und die <strong>Alpenrallye</strong>-Classic-Wertung mit ca.<br />
10 Wertungs-Prüfungen (Änderungen aus organisatorischen Gründen<br />
vorbehalten).<br />
Die Veranstaltung ist eingeteilt in Prolog und 4-6 Etappen. Der ideale<br />
Start-Zeitabstand zwischen den Fahrzeugen ist 1 Minute, jedoch für<br />
einen fließenden Ablauf der Rallye kann der Veranstalter diesen Startabstand<br />
auf 30 Sekunden reduzieren.<br />
Die Streckenführung, Zeitkontrollen, Passierkontrollen, Zwangsrasten<br />
etc. werden beschrieben durch die Zeitkarten, das Roadbook und<br />
die ID-Lizenz Karte, welche die Teams als Information erhalten, um<br />
die Gleichmäßigkeitsrallye korrekt durchzuführen und vollenden zu<br />
können.<br />
Während der Rallye ist die offizielle Zeit gültig, die per Funk ausgestrahlt<br />
wird. Eine große digitale Funkuhr mit der Veranstalterzeit steht<br />
während der Veranstaltung im Parc Fermé zur Verfügung.<br />
Art. 3: Zugelassene Fahrzeuge / Equipment<br />
3.1 - Ein Fahrer, der sein Fahrzeug für diese Veranstaltung nennen<br />
möchte, muss sicherstellen, dass sein Fahrzeug am Tag der Abnahme<br />
und für die Dauer der Veranstaltung für den öffentlichen Straßenverkehr<br />
des Landes zugelassen ist, durch das die Rallye führt. Der Veranstalter<br />
kann einen Wagen ablehnen, der dem Geist der Perioden und<br />
dem Aussehen nicht entspricht.<br />
ACHTUNG:<br />
Begrenzte Teilnehmerzahl, rechtzeitig anmelden!<br />
Die Klasseneinteilung (auch Zusammenlegung) ist alleine dem Veranstalter<br />
vorbehalten.<br />
Die Resultate sind für jede Klasse bekannt zu machen.<br />
3.2 - Elektronische Hilfsmittel, Wegstrecken-Anzeigen Freiheit<br />
ist gegeben vom Veranstalter in Übereinstimmung mit den FIA / FIVA<br />
/ OSK-Regularien für historische Rallyes bezüglich Trip-Master und anderer<br />
elektronischer Ausrüstung.<br />
3.3 - Klasseneinteilung (nach Perioden gemäß FIA Anhang K):<br />
<strong>Alpenrallye</strong>-Sport-Trophy: sportliche Rallye mit Gleichmäßigkeits-<br />
Timing und SprintPrüfungen gemessen mit<br />
GPS-Transponder Messsystem, aber auch<br />
mit Lichtschranke oder Luftschlauch.<br />
<strong>Alpenrallye</strong>-Classic-Trophy: klassische touristische Ausfahrt mit<br />
Timing und StprintPrüfungen gemessen<br />
mit Lichtschranke oder Schlauch.<br />
Periode A - D: bis 31.12.1946<br />
Periode E - H2 (I): vom 01.01.1947 bis 31.12.1976<br />
(in Ausnahmefällen bis 31. Dez. 1981)<br />
Klasseneinteilung und Startnummernvergabe wird nach Nennungs-<br />
Schluss vom Veranstalter durchgeführt.<br />
Art. 4: Zugelassene Teams<br />
Ein Team besteht aus 1. Fahrer und 2. Fahrer (Beifahrer) analog zur<br />
Nennung. Der 1. Fahrer muss im Besitz eines gültigen Führerscheins<br />
sein. Fahrerwechsel ist erlaubt, wenn der 2. Fahrer ebenso einen gültigen<br />
Führerschein besitzt (Führerscheinvorlage ist obligatorisch bei der<br />
Abnahme).<br />
Kein Team-Mitglied darf unter 16 Jahren alt sein.<br />
Beide Fahrer müssen eine „Gleichmäßigkeits-Rallye-Fahrer-Erlaubnis“<br />
(ID Card) vom Veranstalter vorweisen können. Weitere Mitfahrer sind<br />
nicht erlaubt. Diese „Gleichmäßigkeits-Rallye-Fahrer-Erlaubnis“ wird<br />
während der administrativen Abnahme der Veranstaltung bestätigt,<br />
wenn die Bezahlung wie unter Art. 6 (Nenngeld) angeführt, erfolgt ist.<br />
Art. 5: Nennformular-Nennungen<br />
5.1 - Jeder der an der 26. <strong>Kitzbüheler</strong> <strong>Alpenrallye</strong> teilnehmen will,<br />
muss ein Nennformular ordnungsgemäß ausgefüllt und vom Fahrer<br />
unterschrieben an das Rallye-Sekretariat senden:<br />

Das ausgefüllte Nennformular muss beim Veranstalter bis spätestens<br />
5. April <strong>2013</strong>, 24:00 Uhr eingegangen sein.<br />
Details, die die Team-Mitglieder betreffen, können nachgesendet oder<br />
bis zur administrativen Abnahme nachgereicht werden.<br />
Der Austausch eines Fahrers oder eines Fahrzeuges kann nur bis <strong>zum</strong><br />
Beginn der administrativen Abnahme erfolgen und muss vom Organisations-Komitee<br />
genehmigt werden. Beide/alle Team-Mitglieder können<br />
nur in Übereinstimmung mit dem Sportkommissar genehmigt werden.<br />
Passfotos vom 1. und 2. Fahrer sowie ein Farbfoto des<br />
Fahrzeugs muss der Nennung beigefügt werden.<br />
Die Anzahl der Fahrzeuge ist aus organisatorischen Gründen begrenzt.<br />
5.2 - Mannschafts-Nennungen<br />
Fahrzeugmarken und/oder Klubteams, Nationalteams etc. können eine<br />
Mannschaft nennen bis Donnerstag Abend, 6. Juni <strong>2013</strong>, 22:00 Uhr.<br />
Jedes Fahrzeug kann nur für eine Mannschaft genannt werden.<br />
Eine Mannschaft besteht aus minimal 3 bis maximal 4 Fahrzeugen<br />
und kann unter einem frei ausgewählten Mannschaftsnamen genannt<br />
werden. Die besten 3 Teams von 4 kommen in die Team-Wertung.<br />
Mindestens 3 Fahrzeuge einer Mannschaft müssen das Ziel in Wertung<br />
erreichen. Die Wertung erfolgt auf festgelegten Timing-Prüfungen,<br />
welche beide, <strong>Alpenrallye</strong>-Sport-Trophy sowie <strong>Alpenrallye</strong>-Classic-<br />
Trophy-Teams, bestreiten. Die vorgesehenen Prüfungen werden am<br />
Donnerstag per Durchführungsbestimmung bekannt gegeben.<br />
5.3 - Zustimmung<br />
Mit der Unterzeichnung und Abgabe des Nennformulars beim Organisator<br />
unterwerfen sich und akzeptieren alle Teilnehmer die Bestimmungen<br />
des <strong>Reglement</strong>s und die vorliegende Ausschreibung in allen<br />
Punkten.<br />
Art. 6: Nenngeld / Versicherung<br />
6.1 - Das Nenngeld für jeden Wagen ist wie folgt:<br />
a) Einzel Nennung: ab € 2.312,60 inkl. Hotel f. 2 Pers.<br />
€ 1.850,- exkl. Unterbringung<br />
Im Nenngeld inkludiert: bitte siehe beiliegende Rallye-Ausschreibung<br />
b) Team-Wertung: kostenlos<br />
6.2 - Das Nenngeld wird voll zurückerstattet, wenn:<br />
a) Die Nennung des Bewerbers abgelehnt wird,<br />
b) im Falle, dass die Veranstaltung abgesagt wird.<br />
Das Nenngeld wird zu 75% zurückerstattet:<br />
Bei Absage des Teilnehmers bis 4 Wochen vor Veranstaltungsbeginn,<br />
also dem 8. Mai <strong>2013</strong><br />
Bei Absage der Teilnahme durch den Teilnehmer innerhalb 4 Wochen<br />
vor Veranstaltungsbeginn, also nach dem 8. Mai <strong>2013</strong>, erfolgt keine<br />
Rückerstattung, stattdessen werden 50% des Nenngeldes auf die<br />
27. <strong>Kitzbüheler</strong> <strong>Alpenrallye</strong> 2014 angerechnet.<br />
6.3 - Der Veranstalter schließt folgende Versicherung mit der OSK<br />
(Oberste Sportkommission für Kraftfahrsport in Österreich) ab:<br />
Veranstalter Haftpflicht-Versicherung:<br />
€ 10.000.000,- für Personen- und Sachschäden<br />
Teilnehmer:<br />
€ 10.910,- für Unfalltod<br />
€ 10.910,- für dauernde Invalidität<br />
€ 3.640,- für Behandlungs- und Heilungskosten<br />

Art. 7: Ergänzungen zu den Bestimmungen<br />
Die Bestimmungen der vorliegenden <strong>Reglement</strong>s können, wenn notwendig,<br />
geändert werden. FIA 66 / 141<br />
Jede Änderung oder Zusatzbestimmung wird in einer nummerierten<br />
und datierten Durchführungsbestimmung herausgegeben, welche ein<br />
Bestandteil des vorliegenden <strong>Reglement</strong>s ist.<br />
Jede Durchführungsbestimmung, herausgegeben nach Beginn der administrativen<br />
Abnahme, muss vom Sportkommissar unterschrieben sein.<br />
Dieses Bulletin ist im Rallyebüro, auf der offiziellen Aushangtafel veröffentlicht<br />
und/oder kann direkt an die Teilnehmer verteilt werden,<br />
diese müssen das zur Kenntnis nehmen und mit ihrer Unterschrift<br />
bestätigen, außer es ist während des Ablaufes der Veranstaltung nicht<br />
möglich.<br />
Art. 8: Anwendung und Auslegung des <strong>Reglement</strong>s<br />
Der Rallyeleiter ist zur Anwendung der Bestimmungen des vorliegenden<br />
<strong>Reglement</strong>s während des Ablaufes der Veranstaltung verpflichtet.<br />
Jeder unerwartete Fall wird vom Sportkommissar untersucht und entschieden.<br />
In Zweifelsfällen ist allein der DEUTSCHE TEXT des vorliegenden<br />
<strong>Reglement</strong>s maßgebend.<br />
III. VERPFLICHTUNGEN DER TEILNEHMER<br />
Art. 9: Fahrer<br />
9.1 - Nur Fahrer, die in der Nennung genannt sind, werden <strong>zum</strong> Start<br />
zugelassen. Bei Abwesenheit eines Team-Mitglieds oder bei Anwesenheit<br />
einer unerlaubten Person im Fahrzeug während der Wertungsfahrt,<br />
kann der Wagen/Team von der Veranstaltung ausgeschlossen<br />
werden.<br />
9.2 - Eine spezielle „Identitätskarte“, welche die aktuellen Passfotos<br />
und die Unterschrift der Fahrer und alle Einzelheiten über das Fahrzeug<br />
enthält, muss sich während der Dauer der Veranstaltung an Bord des<br />
Fahrzeuges befinden.<br />
Art. 10: Startreihenfolge/Rallyeschilder/Startnummern<br />
10.1 - Der Start erfolgt in der Reihenfolge, die niedrigste Startnummer<br />
startet zuerst. Ausgenommen Prolog: Startzeiten werden bei der<br />
technischen Abnahme bekannt gegeben. Jedes Team das bis zu 15 Min.<br />
verspätet <strong>zum</strong> Start der Veranstaltung, einer Etappe oder einer Sektion<br />
kommt wird mit 1 Sek./Min. Verspätung bestraft.<br />
10.2 - Das Organisationskomitee gibt jedem Team zwei Rallyeschilder<br />
und zwei Startnummern bei der administrativen Abnahme aus.<br />
10.3 - Die Rallyeschilder, welche auch die Startnummern tragen,<br />
müssen vorne und hinten fix am Fahrzeug an einem gut sichtbaren<br />
Platz während der gesamten Rallye angebracht sein. Sie dürfen auf<br />
keinen Fall, auch nicht teilweise, das amtliche Kennzeichen verdecken.<br />
Die Startnummern, ausgegeben vom Veranstalter, müssen dem Art.<br />
6.2 Anhang K des FIA ISC entsprechen und müssen an beiden Seiten<br />
des Fahrzeuges während der gesamten Rallye angebracht sein. Wird<br />
zu einem Zeitpunkt der Veranstaltung festgestellt, dass eine Startnummer<br />
oder ein Rallyeschild fehlt, so wird eine Zeitstrafe auferlegt<br />
(s.Art. 22).<br />
Art. 11: Zeitkarten (= Bordkarten)<br />
11.1 – Bei der Roadbook-Ausgabe und/oder <strong>zum</strong> Start einer Sonderprüfung,<br />
erhält jedes Team die Zeitkarten auf dem die Fahrzeiten zwischen<br />
den Zeitkontrollen (ZKs) angegeben sind. Die Zeit-Entfernungen<br />
zwischen den ZKs sind im Roadbook und auf den Zeitkarten vermerkt.<br />
Die Zeitkarten werden bei der letzten Zeitkontrolle der Sektion einbehalten<br />
und eine neue ist für den Start der nächsten Sektion gültig. Die<br />
Zeitkarten haben unterschiedliche Farben zur besseren Erkennung und<br />
sind abtrennbar eingeheftet am Ende des Roadbooks.<br />
Jedes Team ist für seine Zeitkarten alleine verantwortlich. Die eigene<br />
Startnummer ist selbst in alle Zeitkarten unbedingt einzutragen!<br />
Die Zeitkarten müssen auf Verlangen jederzeit vorgelegt werden. Besonders<br />
an den Kontrollstellen muss diese an den offiziellen Posten von<br />
einem der Fahrer des Teams für eine Eintragung persönlich vorgelegt<br />
werden.
11.2 - Jede Berichtigung oder Änderung in der Zeitkarte führt <strong>zum</strong><br />
Ausschluss des Teams, es sei denn, die Korrektur oder Änderung wurde<br />
vom zuständigen Funktionär bestätigt. Verlust der Zeitkarte oder<br />
Nichtabgeben führt <strong>zum</strong> Wertungsverlust. ( s.Art. 22 )<br />
11.3 - Eine Sonderprüfung-Testkarte, nur wenn vorhanden, ist ein<br />
unerlässlicher Teil der Zeitkarte.<br />
11.4 - Das Team ist allein für das Vorweisen der Zeitkarten an den einzelnen<br />
Kontrollen und die Richtigkeit der Eintragungen verantwortlich.<br />
11.5 - Es ist Aufgabe des Teilnehmers, die Zeitkarten <strong>zum</strong> richtigen<br />
Zeitpunkt dem Funktionär vorzulegen und zu kontrollieren, sodass die<br />
Eintragung der Zeit korrekt erfolgt. Der Funktionär ist allein berechtigt,<br />
die Zeiteintragung in die Zeitkarte per Hand oder mit Stempel vorzunehmen<br />
(ausgenommen sind die für Teilnehmer-Notizen vorgesehenen<br />
Felder).<br />
Art. 12: Verkehrsregeln / Reparaturen<br />
12.1 - Während der Veranstaltung müssen die Teams die Straßenverkehrsordnung<br />
StVO des durchfahrenen Landes strikt beachten. Jedes<br />
Team das die Verkehrsvorschriften nicht einhält, ist folgenden Strafen<br />
nach Ermessen des Sportkommissars unterworfen:<br />
a) 1. Verstoß: 100 Sekunden Zeitstrafe<br />
b) 2. Verstoß: 300 Sekunden Zeitstrafe<br />
c) 3. Verstoß: Ausschluss<br />
Das Überschreiten der vom Gesetz erlaubten Höchstgeschwindigkeit<br />
um mehr als 50 % bedeutet den Ausschluss des Teams.<br />
Im Falle eines Verstoßes gegen die StVO durch ein teilnehmendes Rallye<br />
Team, muss die Polizei, die diesen Vorfall notiert hat, den Betroffenen<br />
wie einen normalen Verkehrsteilnehmer behandeln.<br />
12.2 - Reparaturen und Nachtanken sind überall während der Rallye<br />
erlaubt, ausgenommen an jenen Stellen, die ausdrücklich im Roadbook<br />
verboten sind. Service ist nur an den Stellen erlaubt, an denen<br />
weder andere Rallye-Teilnehmer noch normale Verkehrsteilnehmer<br />
behindert werden.<br />
12.3 - Den Fahrern ist es bei Zeitstrafe oder Ausschluss verboten:<br />
a) vorsätzlich die Strecke zu blockieren,<br />
b) andere Teilnehmer beim Überholen zu behindern,<br />
c) sich in unsportlicher Weise aufzuführen.<br />
Art. 13: Werbung<br />
Die Werbung angegeben in den Bestimmungen der FIA/FIVA/OSK<br />
muss respektiert werden. Eine Kopie dieser Bestimmung steht vom<br />
Veranstalter zur Verfügung, wenn erforderlich.<br />
Die Veranstalter Pflichtwerbung ist wie folgt:<br />
a) Startnummer 2 Stück oben rund, unten gerade, Ø ca. 40 cm<br />
Farbe weiß/blau, mit Sponsor Werbung<br />
b) Rallye-Schilder 2 Stück mit Original-Veranstaltungstitel und<br />
Startnummer, Farbe blau mit weißer Schrift<br />
c) Namensaufkleber 2 Stück; Die Fahrernamen in weiß mit<br />
Sponsor-Aufdruck müssen links und rechts<br />
angeklebt werden.<br />
d) Technische Abnahme 1 Stück transparenter Aufkleber mit weißer<br />
Schrift auf der Windschutzscheibe (Frontscheibe).<br />
Alle anderen Aufkleber (z.B. konkurrierende Sponsorenwerbung) müssen<br />
überdeckt bzw. entfernt werden. Auch Startnummern von vorhergehenden<br />
Veranstaltungen müssen mit Klebeband X-förmig deutlich<br />
sichtbar durchgestrichen oder komplett entfernt werden.<br />
Fahrzeuge in Nichtübereinstimmung mit dieser Bestimmung werden<br />
bei der technischen Abnahme abgelehnt, oder mit einer Strafe nach<br />
Art. 22 belegt.<br />
IV. ABLAUF DER VERANSTALTUNG<br />
Art. 14: Start<br />
14.1 - Der Startabstand zwischen den Fahrzeugen kann 1 Minute<br />
oder 30 Sekunden betragen, je nach Ermessen des Veranstalters.<br />
Der Start erfolgt entsprechend dem Programm-Ablauf. Teams sind<br />
verpflichtet, ihre Durchfahrt an den in der Zeitkarte aufgeführten<br />
Kontrollpunkten in der richtigen Reihenfolge und der korrekten Zeit<br />
bescheinigen zu lassen, ansonsten erfolgt eine Zeitstrafe.<br />
Die Sollzeit und Entfernungen zwischen zwei Zeitkontrollen sind in der<br />
Zeitkarte und im Roadbook vermerkt.<br />
14.2 - Alle Teams erhalten die vollständigen Unterlagen mit allen<br />
Informationen, um die Strecke korrekt zu befahren. Alle angeführten<br />
Entfernungsangaben werden mit Hilfe eines Tripmasters auf 10 m Genauigkeit<br />
ermittelt und entsprechen den tatsächlichen Entfernungen.<br />
Das Roadbook ist in Kilometer- und Meilen-Entfernungsangaben sowie<br />
in deutscher und englischer Sprache erstellt.<br />
Eine Referenzstrecke ist eingerichtet, <strong>zum</strong> Abgleichen Ihres Tripmasters.<br />
Unterlagen hierüber bekommen Sie nach der Dokumentenabnahme.<br />
Art. 15: Kontrollen – Allgemeine Bestimmungen<br />
15.1 - Alle Kontrollen, d.h. Durchfahrts- und Zeitkontrollen, Start-,<br />
Ziel- und Stopp-Kontrollen von Gleichmäßigkeits-Prüfungen werden<br />
mit FIA Standard Kontrollschilder gekennzeichnet (s. Anhang 1).<br />
Die Ziellinie einer Gleichmäßigkeits-Prüfung kann gekennzeichnet<br />
sein, oder auch nicht. ( siehe dazu mehr unter Art. 17.1)<br />
Jede Zwischenzeitabnahme (GZK) im Prüfungsabschnitt ist geheim<br />
und wird nicht gekennzeichnet. Es obliegt dem Veranstalter eine oder<br />
mehrere GZK‘s innerhalb der Gleichmäßigkeits-Prüfungen einzurichten,<br />
oder auch nicht (nur Sport-Trophy).<br />
15.2 - Der Beginn der Kontrollzone ist durch ein FIA-Hinweisschild<br />
auf gelbem Grund mit Symbol angezeigt. In einer Entfernung von<br />
ca. 20-30 m ist der Kontrollposten, der mit einem Hinweisschild auf<br />
rotem Grund gekennzeichnet ist. Das Ende der Kontrollzone weitere<br />
ca. 25-50 m später, kann gekennzeichnet sein, oder auch nicht. Wenn<br />
die Kennzeichnung erfolgt, ist ein Schlusszeichen auf beigem Grund<br />
mit drei schwarzen Querstreifen aufgestellt. Alle Kontrollzonen (alle<br />
Zonen zwischen ersten gelben Hinweiszeichen und den Schlusszeichen<br />
auf rotem Grund, oder auf beigem Grund mit drei Querstreifen) werden<br />
als geschlossener Parkplatz (Parc Fermé) betrachtet.<br />
15.3 - Der Funktionär ist die einzige Person, der eine Eintragung in<br />
der Rubrik „Zeiteintrag“ oder „Stempel“ in der Zeitkarte vornehmen<br />
darf. Ausgenommen sind speziell gekennzeichnete Felder, die für Notizen<br />
des Teilnehmers verwendet werden dürfen.<br />
15.4 - Die Ankunft an einer Zeit- oder Passierkontrolle aus der falschen<br />
Richtung oder Nichtmelden an einer Zeit- oder Passierkontrolle<br />
ergibt eine Zeit-Bestrafung (s.Art. 22).<br />
15.5 - Die Kontrollposten werden 15 Minuten vor der Soll-Ankunftszeit<br />
des ersten Teams geöffnet und 30 Minuten nach der theoretischen<br />
Ankunftszeit des letzten Teams geschlossen, außer der Veranstaltungsleiter<br />
oder Fahrtleiter entscheidet anders.<br />
15.6 - Teams sind verpflichtet den Anweisungen des Funktionärs am<br />
Kontrollpunkt Folge zu leisten.<br />
Art. 16: Zeitkontrollen (ZK), Durchfahrtskontrollen (PK)<br />
16.1 - Zeitkontrollen<br />
Zur Überwachung der gleichmäßigen Fahrweise und zur Sicherstellung<br />
des organisatorischen Ablaufs, <strong>zum</strong> Abschließen und Neubeginn einer<br />
Etappe werden Zeitkontrollen (ZKs) an verschiedenen Punkten der<br />
Strecke eingerichtet.<br />
Die genauen Standorte der ZKs und die Etappen-Sollzeiten<br />
sind den Teilnehmern aus den Fahrtunterlagen bekannt.<br />
An den ZKs trägt der zuständige Sportwart die Zeit, d. h. die jeweils<br />
laufende Minute in die Zeitkarte ein, zu der ihm die Zeitkarte vom Teilnehmer<br />
ausgehändigt wird. Hierzu müssen sich Fahrzeug, Fahrer und<br />
Beifahrer des Teams in der Kontrollzone befinden (zwischen gelbem<br />
und rotem FIA-Schild).<br />

Jedes Team muss die jeweilige ZK zu einer vorgegebenen Sollzeit passieren.<br />
Diese Sollzeit ergibt sich aus der Addition der Soll-Fahrzeit für<br />
den jeweiligen Abschnitt und der Startzeit zu diesem Abschnitt.<br />
Beispiel:<br />

Jedes Teilnehmer-Fahrzeug muss bis zu der der Soll-Zeit vorangehenden<br />
Minute vor dem FIA-Schild „Uhr auf gelbem Grund“ warten. Die<br />
Besatzung darf dabei die Kontrollzone betreten, nicht jedoch das Fahrzeug.<br />
In der Soll-Minute bzw. der dieser vorangehenden Minute darf in<br />
die Kontrollzone eingefahren werden. Hält das Fahrzeug innerhalb der<br />
Kontrollzone an, um mehr als eine Minute Vorzeit abzuwarten, wird<br />
das Team mit 20 Strafsekunden belegt.<br />
Der Zeiteintrag erfolgt unmittelbar nach Übergabe der Zeitkarte an<br />
den Zeitnehmer durch diesen. Dabei wird die im Moment der Übergabe<br />
laufende Minute eingetragen.<br />

Keine Bestrafung für zu frühes Einfahren (Vorzeit) in<br />
die ZK am Ende der Tages-Etappen. (1. und 2. Tag)<br />
16.2 - Durchfahrtskontrollen (Passierkontrollen PK)<br />
Mit Hilfe von Passierkontrollen (PKs) wird überprüft, ob die vorgegebene<br />
Fahrtstrecke durch die Teilnehmer eingehalten wird.<br />
Die Lage der PKs ist den Teilnehmern aus dem Roadbook bekannt.<br />
Die PK ist durch das FIA-Schild „Stempel auf rotem Grund“ gekennzeichnet.<br />
Hier übergibt das Teilnehmer-Team die Bordkarte an den<br />
Zeitnehmer, welcher die Durchfahrt mit einem Stempel- oder Handeintrag<br />
in das dafür vorgesehene Feld in der Zeitkarte bestätigt.<br />
Hier erfolgt kein Zeiteintrag. (Achtung!! Kein gelbes Vorankündigungsschild,<br />
keine Wartezone). Für Sport-Trophy-Teilnehmer können auch<br />
geheime PKs per GPS eingerichtet sein. Für die Classic-Trophy-Teilnehmer<br />
können auch unbesetzte PKs auf der Strecke eingerichtet sein, bei<br />
denen vom Teilnehmer selbst ein geforderter Eintrag in der Zeitkarte<br />
vorzunehmen ist, um die richtige Fahrstrecke kontrollieren zu können.<br />
Das Auslassen einer PK wird mit 100 Strafsekunden, und das<br />
Anfahren aus der falschen Richtung wird mit 20 Strafsekunden<br />
belegt. (s.Art. 22)<br />
16.3 - Startzeit an Zeitkontrollen - Gleichmäßigkeitsprüfungen:<br />
Bei einigen ZKs findet direkt anschließend eine Timing-Prüfung statt.<br />
Da trägt der Zeitnehmerposten die Startzeit für die folgende TP und<br />
die gleichzeitige Startzeit für die direkt darauf folgende Etappe in die<br />
Zeitkarte ein. Das Team wird dann zur vorgegebenen Zeit durch den<br />
ZK-Posten zur vollen Minute gestartet.<br />
Andere Gleichmäßigkeitsprüfungen werden durch Selbststart des<br />
Teil-nehmers an einem genau beschriebenen Punkt der Strecke<br />
selbstständig gestartet, teilweise zur genau vorgegebenen Startzeit,<br />
teilweise ohne genaue Startzeit, sondern direkt nach Ankunft.<br />
Hier steht kein Posten. Das Einhalten der Startzeit kann durch Lichtschranke/Luftschlauch<br />
und/oder folgende GZKs überwacht werden<br />
(nur Sport-Trophy).<br />
Die Gleichmäßigkeits-Test-Seite, wenn vorhanden, ist ein fixer Bestandteil<br />
der Zeitkarten.<br />
Für jeden nicht gestarteten oder beendeten Test-Abschnitt<br />
erhält das Team Strafsekunden. (s. Art. 22)<br />
16.4 - Wiederaufnahme<br />
Jedem Fahrer der aus technischen Gründen einen Test-Abschnitt nicht<br />
absolviert oder unterbricht, hat die Möglichkeit in die Rallye zurückzukommen<br />
und wieder in die Wertung aufgenommen zu werden.<br />
Das Team kann wieder aufgenommen werden in die folgende Etappe,<br />
wenn es innerhalb von 30 Minuten nach Aushang der Wertung für diese<br />
Etappe den Rallyeleiter schriftlich von seiner Absicht informiert, die<br />
Rallye fortzusetzen.
In diesem Fall muss das Team sich 30 Minuten vor dem Start zur nächsten<br />
Etappe im Parc Fermé einfinden. Jeder Fall wird vom Sportkommissär<br />
entschieden, welcher auch eine technische Nachkontrolle des<br />
Fahrzeugs anordnen kann (Strafen siehe Art 22 unter Punkt 16.4).<br />
Die Wiederaufnahme ist nicht anwendbar für die<br />
letzte Etappe der Veranstaltung!<br />
Für jede nicht beendete Prüfung wird das betreffende Team mit einer<br />
Maximalzeit für jede ausgelassene Zeitmessung von 10 Sekunden belastet,<br />
für jede nicht gestartete Prüfung wird das betreffende Team mit<br />
einer Maximalzeit von 10 Sekunden pro ausgelassener Zeitmessung<br />
und zusätzlich einer Strafzeit von 100 Sekunden belegt. Es gibt in diesem<br />
Fall keine zusätzliche Strafe für das Auslassen der Zeitkontrolle vor<br />
dem Start eines Testabschnitts (Art. 22).<br />
Die Startorder für wieder zugelassene Fahrzeuge ist die Entscheidung<br />
des Rallyeleiters.<br />
Um gewertet zu werden, muss das Fahrzeug die letzte<br />
Zeitkontrolle der Veranstaltung passieren.<br />
Art. 17: Wertungs-Prüfungen<br />
17.1 - Sonder-Prüfungen<br />
Es sind prinzipiell 3 Typen von Sonderprüfungen zu absolvieren:<br />
a) Gleichmäßigkeits-Prüfungen (GPs) ......Messung 1/10-Sekunden<br />
b) Timing-Prüfungen (TPs) ...............Messung 1/10-Sekunden<br />
c) Sprint-Prüfungen (SPs) ...............Messung 1/100-Sekunden<br />
Bei den Gleichmäßigkeitsprüfungen (GPs) und Timing-Prüfungen (TPs)<br />
wird den Teilnehmern die Aufgabe gestellt, die vorgeschriebene Strecke<br />
mit einem vorgeschriebenen Schnitt (km/h) und unter genauer Beachtung<br />
der StVO zu fahren. Der Geschwindigkeitsschnitt liegt gemäß<br />
FIA/FIVA-Statuten in keinem Bereich der Strecke über 50 km/h.<br />
Das Einhalten der geforderten Durchschnittsgeschwindigkeit bei<br />
Gleichmäßigkeits- und Timing-Prüfungen GP/TP kann in 3 Formen<br />
überwacht werden:<br />
a) + b)<br />
1. GP Fenster auf – Fenster zu (nur Sport-Trophy)<br />
Gleichmäßgkeits-Prüfungen mit Selbststart nach Erreichen des<br />
gekennzeichneten Startpunktes (Startzeit nicht vorgeschrieben)<br />
mit Messungen an geheimen Stellen, die erste frühestens 200 m<br />
nach dem im Roadbook angegebenen Beginn der GP. Die Einhaltung<br />
des Schnittes wird durch GPS-Messungen an einer oder<br />
mehreren geheimen Messstrecken überwacht, deren letzte Messung<br />
spätestens an der im Roadbook angegebenen Endposition<br />
(Auflösung) der GP positioniert sein kann. Keine GP führt durch<br />
Ortsgebiet. Auf der Strecke können auch ein oder mehrere Schnittwechsel<br />
eingebaut sein, deren Punkt(e) exakt im Roadbook beschrieben<br />
sind.<br />
2. GP Selbststart-Prüfung (nur Sport-Trophy)<br />
Gleichmäßgkeits-Prüfungen mit Selbststart an einer im Roadbook<br />
exakt gekennzeichneten Stelle zu einer vom Veranstalter vorgegebenen<br />
festen Start-Zeit (die lt. Startzeit der vorange-gangenen<br />
ZK vom Teilnehmer selbst zu errechnen ist). Die Einhaltung der<br />
Startzeit an GP’s mit vorgeschriebener Startzeit wird wie eine<br />
ZK behandelt und Abweichungen entsprechend bestraft (s.<br />
Art.22/10.1). Der geforderte Schnitt wird durch einen oder mehrere<br />
geheime GPS-Messpunkte überwacht, deren letzte spätestens<br />
an dem, im Roadbook angegebenen Ende (Auflösung) der GP positioniert<br />
sein kann. Keine GP führt durch Ortsgebiet.<br />
3. TP Timing-Prüfung (alle Teilnehmer)<br />
Gleichmäßigkeits-Prüfung mit bekannter Länge und gefordertem<br />
Schnitt und Start an einer im Roadbook exakt gekennzeichneten<br />
Stelle zu einer vom Veranstalter vorgegebenen Startzeit meist<br />
nach einer ZK durch einen offiziellen Posten. Eine Timing-Prüfung<br />
kann jedoch auch durch Selbststart erfolgen. In diesem Fall ist<br />
jedoch eine Lichtschranke/Luftschlauch am Start positioniert,<br />
welche in der vorgeschriebenen und verbindlich einzuhaltenden<br />
Startminute selbstständig zu durchfahren ist, um damit die Prüfung<br />
zu starten. Startzeitabweichungen werden wie eine Zeitabweichung<br />
an ZK’s (Art.16.1./Art. 22/Art. 10.1) bestraft.<br />
Für Sport-Trophy-Teilnehmer können auch auf TP’s geheime Zeitnahmen<br />
zwischen Start und Ziel erfolgen. Keine TP führt durch<br />
Ortsgebiet. Auf TP’s finden für Sport-Trophy-Teilnehmer mind.<br />
300 m vor dem offenen, bekannten Ziel keine geheimen Zeit-Messungen<br />
mehr statt (ausgenommen Prüfungen kürzer als 2 km =<br />
mind.100 m). Die Zielzeit-Messung erfolgt mittels Lichtschranke<br />
oder Luftschlauch und die Position ist im Roadbook exakt angegeben.<br />
Vorzeit kann vor dem gelben FIA-Schild abgewartet werden.<br />
Die Räder des Fahrzeugs dürfen nach Passieren des gelben<br />
Schildes und dem roten Zielschild, d.h. innerhalb der Kontrollzone,<br />
nicht mehr stillstehen (Art. 17.1), das Ziel wird ohne Stopp durchfahren.<br />
Hält das Fahrzeug in der Kontrollzone an, wird das Team<br />
mit 20 Strafsekunden belegt.<br />
Die Durchschnittsgeschwindigkeiten und Fahrzeiten werden mittels<br />
postenfreien GPS-Zeitnahme-System ermittelt bzw. überwacht. Jedes<br />
Fahrzeug der <strong>Alpenrallye</strong>-Sport-Trophy-Wertung bekommt dazu einen<br />
GPS-Transponder mit Antenne über die gesamte Veranstaltung im<br />
Fahrzeug befestigt, der die <strong>komplette</strong> Fahrstrecke aufzeichnet.<br />
Außerdem finden einige Timing- und Sprint-Prüfungen statt, bei denen<br />
mittels Lichtschranke oder Luftschlauch die gefahren wird.<br />
Die von den Teilnehmern gefahrene Zeit wird wie folgt gewertet:<br />
Über- oder Unterschreitung der Ideal/Sollzeit am GP-Ziel und/oder an<br />
den GZK-Messstellen: pro 1/10 Sekunde = 0,1 Strafsekunden<br />
Beispiel:<br />

C) SP Sprint/Slalom-Prüfung (alle Teilnehmer)<br />
Die Prüfung und die Aufgabenstellung ist im Roadbook exakt<br />
beschrieben mit bekannter Länge und geforderter Sollzeit und<br />
Start an einer im Roadbook exakt gekennzeichneten Stelle. Die<br />
Sprintprüfungen können eine Strecke, ein Slalom oder ein Rundkurs<br />
sein.<br />
Die Sprint-Prüfung wird jeweils durch den Teilnehmer selbst gestartet<br />
im Moment des Überfahrens der Startlinie (Start-Zeitmessung).<br />
Die gesamte Prüfung ist dann bis <strong>zum</strong> Auflösungszeichen in<br />
einem Stück zu durchfahren. Die Zeitmessungen erfolgen mittels<br />
Lichtschranke oder Luftschlauch. An Zwischenzeitmessungen<br />
auf der Strecke, der Runde, oder nach Beendigung einer Runde<br />
können Sollzeitwechsel eingebaut sein, die im Roadbook exakt<br />
beschrieben sind.<br />
Das Ende bzw. Ziel von GPs/TP’s ist immer im Roadbook<br />
bekannt gegeben und wird immer rollend durchfahren,<br />
kein Stopp!<br />
Ist am GP-Ziel keine offene Zeitnahme, ist eine geheime Zeitnahme<br />
erfolgt und das Ende der GP wird durch das FIA-Schild „beige mit<br />
diagonalen Streifen“ angezeigt. Es folgt kein Stopp. Der Teilnehmer<br />
fährt gemäß dem Roadbook weiter (nur Sport-Trophy).<br />
Ist am Ziel der TP eine offene, bekannte Zeitmessung, wird ca. 25 m vor<br />
dem Ziel das FIA-Schild „Zielflagge auf gelbem Grund“ aufgestellt. Vor<br />
diesem Schild kann eine evtl. Vorzeit abgewartet werden. Das Teilnehmerfahrzeug<br />
hat dabei äußerst rechts zu stehen. Das Ziel befindet sich<br />
ca. 25 m hinter dem gelben Schild und ist mit dem FIA-Schild „Zielflagge<br />
auf rotem Grund“ gekennzeichnet und wird rollend durchfahren.<br />
Es folgt keine PK und kein Stopp.<br />
Hat das Fahrzeug das gelbe Schild passiert, ist das Fahrzeug innerhalb<br />
der Kontrollzone und die Fahrzeugräder dürfen bis <strong>zum</strong> Überqueren<br />
der Ziellinie (rotes Schild) nicht mehr stehen bleiben. Geschieht dies<br />
doch, so wird das Team mit 20 Strafsekunden belegt.<br />
Gegen die Sachrichterentscheidung ist kein Protest möglich.<br />
17.2 - Maximal-Zeit<br />
Bei allen GPs/TP’s/SPs kommt generell eine Maximalzeit vom 10“ pro<br />
Zeitmessung zur Anrechnung. Dies erfolgt generell bei Zeitabweichungen<br />
von mehr als 10 Sekunden pro Zeitmessung zur Idealzeit sowie<br />
beim Auslassen der jeweiligen Zeitmessung.<br />
Sind in einer GP/TP/SP mehrere Messstellen eingerichtet, so erhält der<br />
Teilnehmer für jedes Auslassen einer Messung, z.B. bei einem technischen<br />
Defekt, 10 Sekunden Zeitstrafe.<br />

17.3- Geheime Gleichmäßigkeits-Kontrollen (GZK)(nur Sport-Trophy)<br />
Bei allen GPs/TPs werden zur Überwachung der vorgegebenen und<br />
behördlich genehmigten Durchschnittsgeschwindigkeiten und zur<br />
Wertung unbekannte, d.h. geheime Zeitkontrollen (GZKs) per GPS-<br />
Zeitnahme-System eingerichtet.<br />
Zu frühes oder zu spätes Passieren wird mit 0,1 Strafsekunden pro 0,1<br />
Sekunden Über- oder Unterzeit zur Idealzeit bestraft (= 1 Sek. Abweichung<br />
= 1 Strafsekunde).<br />
Diese GZK’s stehen immer außerhalb von Ortschaften und betreffen nur<br />
die <strong>Alpenrallye</strong>-Sport-Trophy-Wertung.<br />
Auf allen GPs/TPs finden geheime Zeitkontrollen statt,<br />
deren Standorte nicht bekannt gegeben werden<br />
(nur Sport-Trophy). Classic-Trophy-Teilnehmer haben<br />
keine geheimen Zeitkontrollen!<br />
17.4 - Proteste gegen die Zeitnahme<br />
Gegen die Zeitnahme und Zeitmessung ist kein Protest zulässig.<br />
Art. 18: Zwangsrasten (Neugruppierung)<br />
18.1 – Im Verlauf der Veranstaltung können Zwangsrasten eingerichtet<br />
sein. An ihrer Ankunft an der Zwangsrastkontrolle gibt das Team<br />
dem Zeitnehmer seine Zeitkarte. Sie erhalten Anweisung über Ihre<br />
neue Startzeit.<br />
18.2 – Der Zweck dieser Zwangsrast ist es, die unterschiedlichen Abstände<br />
zwischen den Teams zu verringern, die durch Verspätung und/<br />
oder Ausfälle entstehen. Daher wird die Startzeit von der Zwangsrast<br />
und nicht die Dauer des Aufenthaltes vorgeschrieben<br />
Art. 19: Geschlossener Parkplatz (Parc Fermé)<br />
Der „Parc Fermé“ Hahnenkammparkplatz Kitzbühel ist ausschließlich<br />
den Teilnehmerfahrzeugen und vom Veranstalter berechtigten Fahrzeugen<br />
vorbehalten und unterliegt den Bestimmungen des Veranstalters.<br />
V. ADMINISTRATIVE UND TECHNISCHE ABNAHME<br />
Art. 20: Überprüfung vor dem Start<br />
20.1 - Jedes teilnehmende Team an dieser Rallye muss sich bei der<br />
administrativen und technischen Abnahme in Übereinstimmung mit<br />
dem Zeitplan in der Nennbestätigung einfinden (voraussichtlich nach<br />
Zeitplan – siehe <strong>Alpenrallye</strong> Bestätigung).<br />
20.2 - Die administrative Abnahme vor dem Start hat allgemeinen<br />
Charakter (Kontrolle der Fahrerlaubnis, Kfz-Versicherung, der Marke<br />
und Modell des Fahrzeuges, Baujahr, etc.).<br />
Folgende Unterlagen müssen bei der Dokumentenabnahme<br />
vorgelegt werden:<br />
a) gültiger Führerschein (1. und 2. Fahrer)<br />
b) gültige Fahrzeugdokumente entsprechend dem nationalen<br />
Landesgesetz der Zulassung<br />
c) gültige Versicherung für das Fahrzeug<br />
Identifizierung der Fahrzeuges: Startnummern, sowie Rallyeschilder<br />
(beide ausgehändigt vom Veranstalter)<br />
20.3 - Die technische Abnahme des Fahrzeuges<br />
Der Concours de Technique durch den technischen Kommisar hat allgemeinen<br />
Charakter und sieht u.a. vor: Kontrolle der Fahrsicherheit,<br />
sowie die Echtheit der Marke und des Modells, Baujahr, sowie die<br />
Übereinstimmung des Fahrzeugs mit der Straßenverkehrs-Zulassungsordnung,<br />
etc.<br />
Eine Jury bewertet außerdem den Originalzustand bzw. die Restoration,<br />
den allgemeinen Zustand und die Originalität des Fahrzeugs.<br />
Nach erfolgreicher Abnahme wird das Fahrzeug gekennzeichnet, sowie<br />
die ID und die Fahrergenehmigung abgestempelt.<br />
Art . 21: Technische Schlusskontrolle<br />
Am Ende der Rallye müssen die Teams ihre Wagen für eine kurze Überprüfung<br />
durch die Kommissare zur Verfügung halten. Im gegenteiligen<br />
Fall wird vom Sportkommissar eine Strafe festgelegt.

VI. WERTUNG - PREISE - PROTESTE<br />
Art. 23: Wertung, Ergebnisse<br />
Die Strafen werden in Sekunden ausgedrückt. Die GESAMT-WERTUNG<br />
wird durch Addition der verhängten Strafsekunden errechnet. Das<br />
Team, das die niedrigste Gesamt-Zeitsumme hat, wird <strong>zum</strong> Sieger<br />
erklärt. Die weiteren Platzierungen ergeben sich aus den steigenden<br />
Strafsekunden.<br />
Die PERIODEN-EINZELWERTUNGEN werden auf dieselbe Art und Weise<br />
errechnet. In der Berechnung der Ergebnisse <strong>zum</strong> CONCOURS de TECH-<br />
NIQUE werden Zustand, Historie, Orginalität bewertet und zusätzlich<br />
das Baujahr des Fahrzeuges berücksichtigt.<br />
Die MANNSCHAFT mit den geringsten Gesamt-Strafsekunden nach Addition<br />
der 3 besten Teilnehmerresultate (die 4. und am schlechtesten<br />
platzierte Team ist das Streichresultat) - in den festgelegten GPs/TPs,<br />
die alle Teams fahren - wird <strong>zum</strong> Mannschaftssieger erklärt.<br />
23.1 - Bei ex-aequo wird das Team <strong>zum</strong> Sieger erklärt, das in der<br />
1. Gleichmäßigkeitsprüfung (GP1) die geringsten Strafsekunden erreicht<br />
hat.<br />
Sollte auch hier Punktegleichheit bestehen, werden die entsprechenden<br />
Strafpunkte der 2. und 3. Gleichmäßigkeitsprüfungen (GP2 und<br />
GP3) zur Ermittlung des Siegers bzw. der Platzierung herangezogen.<br />
Diese Regelung kann jederzeit während des Wettbewerbes angewendet<br />
werden.<br />

Art. 26: Proteste, Einsprüche<br />
26.1 - Alle Proteste müssen in Übereinstimmung mit dem Internationalen<br />
Sportgesetz sein (d.h. in schriftlicher Form und persönlich dem<br />
Rallyeleiter oder dem Sportkommissar überreicht werden, zusammen<br />
mit der Protestgebühr von € 250,-). Jeder Protest muss von einem<br />
einzelnen Team Mitglied und gegen ein einzelnes Team Mitglied oder<br />
gegen den Veranstalter gerichtet sein. Die Protestfrist endet jeweils<br />
30 Minuten nach dem Aushang der Ergebnisse der vorangegangenen<br />
Etappe: Prolog, 2. Etappe bzw. Zieletappe.<br />
Ein Protest gegen die Zeitnehmung ist nicht zulässig.<br />
26.2 - Die Entscheidung der Sportkommissare ist endgültig, ausgenommen<br />
einer Berufung an die OSK. (Die Berufungsgebühr beträgt € 800,-)<br />

Zone, in der keine Reparaturen oder Eingriffe erlaubt sind, außer in<br />
den ausdrücklich durch die Bestimmungen der Internationalen Meisterschaft<br />
bzw. der Veranstaltungsausschreibung vorgesehenen Fällen.<br />
BEKANNTMACHUNGSBLATT:<br />
Eine offizielle Bestimmung, die ein integraler Bestandteil der Veranstaltungsausschreibung<br />
ist und diese ändern, präzisieren oder vervollständigen<br />
soll. Das Bekanntmachungsblatt muss nummeriert und<br />
datiert sein. Die Bewerber (oder Fahrer) müssen ihren Empfang durch<br />
Unterschrift bestätigen. Das Bekanntmachungsblatt wird verfasst,<br />
• vomVeranstalter bis <strong>zum</strong>Tag der administrativen und<br />
technischen Abnahme,<br />
• vom OSK-Sportkommissar und/oderVeranstaltungschef/<br />
Fahrtleiter während der Veranstaltung.<br />
ZEITKARTEN (= BORDKARTE):<br />
Verschiedene Karten in unterschiedlichen Farben, bestimmt für die<br />
Stempel und Zeiteintragungen an den verschiedenen Kontrollen wie<br />
im Streckenbuch geplant (am Ende des Roadbooks eingeheftet <strong>zum</strong><br />
Ausreißen).<br />
GLEICHMÄßIGKEITS-PRÜFUNG (GP):<br />
Eine Sonderprüfungs-Fahrstrecke mit einer vorgegebenen Durchschnittsgeschwindigkeit<br />
und Streckenlänge während der Rallye.
TIMING-PRÜFUNG (TP):<br />
Eine Gleichmäßigkeitsprüfung mit Postenstart (oder auch Selbststart)<br />
generell mit offenem, bekanntem Ziel und Ziel-Zeitnahme per Lichtschranke<br />
oder Luftschlauch.<br />
SELBSTSTART:<br />
Start zu einer Gleichmäßigkeitsprüfung mit einer exakt festgelegten<br />
Startzeit, die selbst vom Teilnehmer zu starten ist (kein Posten).<br />
GP FENSTER AUF - FENSTER ZU:<br />
Eine Gleichmäßigkeitsprüfung mit 2 oder mehr geheimen Zeitnahmen<br />
ohne festgelegte Startzeit. Die Zeitnahmestrecken sind innerhalb der<br />
festgelegten GP-Strecke in verschiedene Fenster mit GPS-Messung<br />

II – GENERAL CONDITIONS<br />
Art. 2: Description of the event<br />
The 26th KITZBÜHELER ALPENRALLYE <strong>2013</strong> will take place in two<br />
different evaluation processes:<br />
a) <strong>Alpenrallye</strong> Sport Trophy<br />
b) <strong>Alpenrallye</strong> Classic Trophy<br />
The total length of the rally is about 500 km. The <strong>Alpenrallye</strong> Sports<br />
Trophy evaluation with approx. 20 test sections and the <strong>Alpenrallye</strong><br />
Classic Trophy evaluation with approx. 10 test sections (subject to<br />
modification for organisational reasons).<br />
The event is divided into the prologue and 4 to 6 legs. The ideal start<br />
interval between the vehicles is 1 minute; however, for the smooth<br />
running of the rally, the organiser may reduce this start time interval<br />
to 30 seconds.<br />
The route as well as the time controls, passage controls, breaks, etc. are<br />
described on the Time Cards, in the Road Book and on the ID-Licence<br />
card, which are given to the teams as information on completing the<br />
regularity rally correctly.<br />
During the rally, the valid official time will be displayed by radio clock.<br />
A big digital radio clock showing the official event time will be displayed<br />
throughout the event at the Parc Fermé.<br />
Art. 3: Eligible vehicles / Equipment<br />
3.1 - A driver wishing to enter a vehicle for this event must ensure<br />
that, at the date of inspection and for the duration of the event, his vehicle<br />
is legally permissible for the countries the event will pass through.<br />
The organiser may refuse the participation of a vehicle which does not<br />
comply with the spirit and appearance of the period in question.<br />
ATTENTION:<br />
Limited number of participants, register in time!<br />
The organiser may combine and/or subdivide any period classifications.<br />
The results shall be announced for each class / period.<br />
3.2 - Electronic units, route displays<br />
Freedom is given by the organiser in agreement with the<br />
FIA / FIVA / OSK rules on historic rallies regarding the use of odometers<br />
(trip master) and other electronic equipment.<br />
3.3 - Classification (according to period acc. FIA App.K):<br />
<strong>Alpenrallye</strong> Sport Trophy: sporting rally with regularity, timed<br />
and sprint test sections measured with a<br />
GPS-transponder time measuring system<br />
as well as photoelectric sensors or air tubes.<br />
<strong>Alpenrallye</strong> Classic Trophy: classic tourist route with regularity timed<br />
or sprint test sections measured with re-<br />
flective phototoelectric sensors or air tubes.<br />
Period A - D: to Dec. 31 st , 1946<br />
Period: E - H2 (I) from Jan. 1 st ,1947 to Dec. 31 st , 1976<br />
(in exceptional cases to Dec. 31 st , 1981)<br />
The classification and allocation of the competition numbers is carried<br />
out by the organiser.<br />
Art. 4: Eligible crews<br />
A team must consist of a 1 st driver and 2 nd driver (co-driver) as stated in<br />
the application form. The 1 st driver must have a valid driving licence. A<br />
driver change is allowed, if the 2 nd driver is also in possession of a valid<br />
driving licence (they are obliged to present the driving licence at the<br />
administration check).<br />
No any crew member may be under the age of 16 years.<br />
Both drivers must be able to show an „Regularity Rally Driving Permit“<br />
(ID-card) from the organiser. Other passengers are not allowed. The<br />
“Regularity Rally Driving Permit” will be confirmed during the administrative<br />
checks for the event, when the payment of the start fee is<br />
made as specified under Art. 6 (Entry Fees).<br />
Art. 5: Entry Forms - Entries<br />
5.1 - Anybody wishing to take part in the 26th <strong>Kitzbüheler</strong> <strong>Alpenrallye</strong><br />
must send the duly completed<br />
entry form signed by the driver to the rally secretary office at:<br />

The organiser must receive the completed entry form by April, 05th <strong>2013</strong>, 24.00 h at the latest.<br />
Details concerning the crew members may be sent later or submitted<br />
at the time of the administrative check.<br />
The substitution of a driver or a vehicle must be made before the administrative<br />
checks and must be approved by the organisation committee.<br />
Both or all crew members may only be approved with the agreement<br />
of the chief steward.<br />
Identity photos of 1 st and 2 nd driver as well as a colour<br />
photo of the vehicle must be attached to the entry form.<br />
The number of vehicles is limited for organisational reasons.<br />
5.2 - Team entries<br />
Car brand and/or club teams, national teams etc. must be entered by<br />
10:00 p.m. on Thursday evening 6th June <strong>2013</strong>.<br />
A vehicle may be entered for one team only.<br />
A team consists of minimum 3 to 4 vehicles maximum under a team<br />
name of choice. The best 3 crews of 4 will be entered into the team<br />
evaluation. At least three cars of a team must arrive at the finish during<br />
the evaluation.<br />
The team evaluation will be carried out on fixed timed sections tackled<br />
by both the <strong>Alpenrallye</strong> Sport Trophy crews and <strong>Alpenrallye</strong> Classic<br />
Trophy crews. These timed sections will be published on Thursday in<br />
the bulletin.<br />
5.3 - Accordance<br />
Upon signing and submitting the application form to the<br />
organiser, all participants agree to abide by all points of the conventions<br />
and specified regulations.<br />
Art. 6: Entry fees / Insurance<br />
6.1 - The entry fee for each vehicle is fixed as below:<br />
a) Individual entry: from EUR 2,312.60 incl. hotel charges/2 ppl,<br />
EUR 1,850 excl. accommodation<br />
The entry fee includes: Please see enclosed rally description<br />
b) Team result: Free of charge<br />
6.2 - Entry fees are fully refunded when:<br />
a) the entry of a candidate has not been accepted,<br />
b) if the rally is cancelled<br />
75% of the entry fee is refunded if the participant withdraws up to 4<br />
weeks before the start of the event (8th May <strong>2013</strong>).<br />
If the participant withdraws within 4 weeks of the start of the event,<br />
i.e. after 8 th May <strong>2013</strong>, no refund will be given and instead a 50% discount<br />
on the entry fee for the 26 th <strong>Kitzbüheler</strong> <strong>Alpenrallye</strong> <strong>2013</strong> will<br />
be offered.<br />
6.3 -The organiser holds the following insurance with the OSK (the<br />
Supreme Austrian Sport Commission for Motor Sport):<br />

€ 10,000,000 for personal injuries and material damage<br />
Participants:<br />
€ 10,910 for accidental death<br />
€ 10,910 for permanent disablement<br />
€ 3,640 for treatment and medical costs<br />
Art. 7: Supplements to the regulations<br />
The terms and conditions of the present regulations may be amended<br />
if necessary. FIA 66 / 141<br />
Any amendment or any additional regulation is to be announced in the<br />
form of a dated and numbered bulletin which shall form an integral<br />
part of the present regulations.<br />

Any bulletin issued after the start of administrative checks must be<br />
signed by the chief steward.<br />
These bulletins are posted in the rally office on the official notice board<br />
and/or can also be given out directly to the participants, who must acknowledge<br />
receipt by signing, unless this proves be impossible during<br />
the running of the event.<br />
Art. 8: Application and interpretation of the regulations<br />
The clerk of the course is obliged to ensure the present regulations are<br />
adhered to during the course of the event. Any unexpected incident<br />
will be investigated and decided upon by the chief steward. In the case<br />
of any dispute over the interpretation of the present regulations, only<br />
the GERMAN TEXT is binding.<br />
III. OBLIGATIONS OF PARTICIPANTS<br />
Art. 9: Drivers<br />
9.1 - Only drivers specified on the entry form are permitted to start. If<br />
one driver is absent or an unauthorised person is present in the vehicle<br />
during the evaluation run, the vehicle/team may be disqualified.<br />
9.2 - A special sheet, called an “Identity Card“ (ID-card) along with<br />
recent identity photos (3 x 4 cm) and the signatures of the both drivers<br />
and all the particulars of the vehicle, must be on-board the vehicle<br />
during the entire event.<br />
Art. 10: Start order / Rally plates/ Start numbers<br />
10.1 - The start takes place in sequence and the lowest competition<br />
number will start first. Excepted Start order of the prologue: The<br />
participants get the start time in the course of the scrutineering. Each<br />
team which arrives up to 15 mins late at the start of the event or of a<br />
legs or section may be penalised with 1 sec/min.<br />
10.2 - The organisation committee issues two rally plates and two<br />
start numbers to each team during the documents check.<br />
10.3 - Both rally plates, which also bear the start number, must be<br />
mounted on the front and rear sides of the vehicle in a clear visible<br />
position throughout the event. These must not conceal the official car<br />
registration plate in full or in part. The start numbers given out by the<br />
organiser correspond with Art. 6.2 of Appendix K of the FIA ISC and<br />
must be mounted on both sides of the car throughout the rally. If at<br />
any moment of the event it is detected that a competition number or<br />
a rally plate is missing, a time penalty will be the allocated (Art. 22).<br />
Art. 11: Time Cards (= board cards)<br />
11.1 - When the road book is handed out and/or possibly when<br />
starting a special test section, each team will receive the time cards<br />
which incl. all driving times between the time controls (TCs). The time<br />
distances between the TCs are incl. in the road book and time cards.<br />
The time cards will be collected at the last TC of the section. A new<br />
time card will be valid for the start of the next leg. The time cards have<br />
different colours for better identification and are detachable from the<br />
back of the road book.<br />
Each team will be responsible for its own time cards. The crew itself has<br />
to write its competition number on each time card!<br />
The time cards must be presented at any time on the request of the<br />
official functionary. At the time control points in particular, the actual<br />
time card must be present in person by one driver of the crew for an<br />
official time entry.<br />
11.2 – Any correction or alteration to the time card is illegal and will<br />
result in the exclusion of the crew unless the correction or alternation<br />
has been confirmed by an official functionary. Loss of or failure to present<br />
the time card also results in the exclusion of the crew. (see Art. 22 )<br />
11.3 - A special test card, if available, forms a key part of the time card.<br />
11.4 -The teams are responsible for the presentation of the time cards<br />
at the control posts and for the accuracy of the entries.<br />
11.5 - It is the duty of the participants to present the time cards at<br />
the correct moment to the official functionary and to ensure that the<br />
entries are correctly listed. The official functionary alone is entitled to<br />
enter times onto the time cards by hand or using a stamp (except in the<br />
spaces intended for participant notices).
Art. 12: Traffic rules / repairs<br />
12.1 - During the event, the crews must strictly observe the road<br />
traffic regulations of the countries the rally passes through. Any crew<br />
which does not comply with these road traffic regulations shall be subject<br />
to penalties at the discretion of the stewards as follows:<br />
a) 1st infringement: 100 seconds penalty<br />
b) 2nd infringement: 300 seconds penalty<br />
c) 3rd infringement: disqualification<br />
Exceeding the permitted maximum speed stated in the road traffic<br />
regulations by more than 50% may also result in disqualification.<br />
In the case of any infringement of the road traffic regulations by a participating<br />
rally crew, the police force which notes this infringement will<br />
penalise the offender like any other normal road user.<br />
12.2 - Repairs and refuelling are permitted anywhere throughout<br />
event, except at points expressly forbidden in the road book. Service<br />
is only allowed at points where no other rally participants or normal<br />
drivers will be hindered.<br />
12.3 - The following is forbitten under pain of penalty which<br />
may go as far as exclusion:<br />
a) to deliberately block the route,<br />
b) to prevent other vehicles from overtaking,<br />
c) to behave in an unsportsmanlike manner.<br />
Art. 13: Advertising<br />
The advertising provisions specified in the FIA/FIVA/OSK regulations<br />
must be respected. A copy of these provisions is available from the<br />
organiser, if required.<br />
The event organiser‘s obligatory advertising shall be as follows:<br />
a) Start numbers 2x round on top, straight at bottom, Ø 16 inch (40 cm)<br />
colour white/blue, with sponsor advertisings.<br />
b) Rally plates 2x with original organiser‘s label and start number,<br />
colour blue with white letters.<br />
c) Name stickers 2x with the driver‘s names must be displayed on<br />
left and right in white with sponsor‘s advertising.<br />
d) Scrutineers 1x transparent sticker with white font on the front<br />
window (windscreen).<br />
All other stickers (e.g. competitor sponsor advertising) must be<br />
blanked out with tape or completely removed; also any competition<br />
numbers from former events must be clearly blanked out in an X-form<br />
with tape or else be completely removed.<br />
Vehicles not conforming to these regulations may not pass the technical<br />
inspection or might be penalised under Art. 22.<br />
IV. RUNNING OF THE EVENT<br />
Art. 14: Start<br />
14.1 - The starting interval between the vehicles will be 1 minute or<br />
30 seconds, at the discretion of the organiser.<br />
The start shall take place in accordance with the programme schedule.<br />
Crews must have their passage checked at all points mentioned on<br />
their time card, in the correct order and at the correct time, otherwise<br />
a time penalty will be incurred.<br />
The target time for covering the distance between two time controls is<br />
listed on the time cards and in the road book.<br />
14.2 - All the teams will receive full documentation with all the information<br />
they require to complete the route correctly.<br />
All listed distances are obtained using a tripmaster with an accuracy of<br />
10 meters and correspond to the actual distances. The road book features<br />
kilometre and mile distance details and is available in the German<br />
and English language.<br />
A reference route is arranged to align your tripmaster. You will receive<br />
route documentation about this after the documents check.<br />
Art. 15: Controls - General provisions<br />
15.1 - All controls, e.g. passage and time controls, the start and the<br />
end of regularity tests, are indicated by FIA approved standardised<br />
signs (see Appendix 1).<br />
The finish line for the regularity tests may or may not be labelled.<br />
(pls. see more about this under Art. 17.1)<br />
Any intermediate time checks on the regularity test sections are secret<br />
and will not be indicated. It will be down to the discretion of the organiser<br />
whether or not to install one or more intermediate time controls<br />
within an regularity test section (Sport Trophy only).<br />
15.2 - The beginning of the control area is to be marked by a yellow<br />
FIA indication sign showing the corresponding symbol. At a distance<br />
of about 20-30 m, the position of the control posts will be indicated<br />
by an identical sign on a red background. The end of the control area<br />
approximately 25 m further on may or may not be indicated. After the<br />
indication, there will be a final sign on a beige coloured background<br />
with three black horizontal stripes. All control areas (e.g. all the areas<br />
between the first yellow indication sign and the final sign on a red<br />
background or on a beige background with three horizontal stripes)<br />
are to be regarded as a closed parking area (Parc Fermé).<br />
15.3 - The official functionary is the only person allowed to fill out any<br />
details on the time card either in the “Time entry” or “Stamp” section.<br />
This excludes special labelled fields to be used for participant notices.<br />
15.4 - Arrival at a time or passage control area from the wrong direction,<br />
or failure to report at a time or a passage control shall result in a<br />
time penalty (see Art. 22).<br />
15.5 - Control posts will be ready to function at least 15 minutes before<br />
the target time for the passage of the first crew and will be closed<br />
30 minutes after the theoretical arrival time of the last crew. The event<br />
manager or race manager will decide in any other cases.<br />
15.6 - The crews must follow the instructions of the marshal in charge<br />
at the control posts.<br />
Art. 16: Time Controls (TC) and Passage Controls (PC)<br />
16.1 - Time controls (TC)<br />
In order to check the equalised driving and maintain the organisational<br />
procedure as well as at the start and end of a leg, time controls (TC) will<br />
be established at different points on the route.<br />
Drivers are informed of the exact positions of all TCs and the<br />
required leg times in the race documents.<br />
At the TC, the official marshal indicates the actual time on the time card,<br />
i.e. the actual hour and minute at the moment the driver hands over the<br />
time card to the official. For this purpose, the car and both drivers must<br />
be within the control area (between yellow and red FIA sign).<br />
Each team must pass the respective TC at a precisely defined time. This<br />
time is based on adding the required driving time for the leg and the<br />
start time for this leg.<br />
Example:<br />

Each rally car must wait in front of the FIA sign with a „clock on yellow<br />
background“ in the event of an earlier arrival until one minute before<br />
the required time. The drivers can enter the control area during the<br />
waiting time but the car cannot. During this required minute or the<br />
minute beforehand, the team drive may into the control area. If the car<br />
enters the control area too early and stops in the control area to wait<br />
for the correct time for more than one minute, the team will receive a<br />
penalty of 20 seconds.<br />
Any time entry on the time card by the official marshal will be made<br />
immediately when the driver hands over the time card to the marshal.<br />
He immediately indicates the actual minute on the time card.<br />

Any deviation of the actual time stamp from the required time<br />
will be penalised as follows:<br />

c) missed time entry or reporting outside<br />

No penalty for the earlier arrival (abortive entry) at<br />
the TC at the end of the day legs! (1 st and 2 nd day)<br />

16.2 - Passage controls (PC)<br />
By means of the passage controls (PC), the organiser checks that the<br />
teams adhere precisely to the specified rally route.<br />
The positions of the PCs are indicated in the road book and are therefore<br />
familiar to all drivers.<br />
The PCs are indicated by the FIA sign with a „stamp on a red background“.<br />
After arriving the PC point, the driver hands over the time<br />
card to the marshal who confirms the passage with a stamp or handwritten<br />
entry in the special stamp field on the time card.<br />
No time entry is made here. (Attention: no yellow FIA sign before, no<br />
waiting zone). For those taking part in the Sport Trophy, private PTs<br />
can also be set up via GPS. For those taking part in the Classic Trophy,<br />
unallocated PTs can also be set up on the routes; the participants themselves<br />
are to make the requisite entry in the time card so the correct<br />
route can be monitored.<br />
Missing out a PC will be penalised with 100 seconds and arriving<br />
from the wrong direction with 20 penalty seconds.<br />
(see Art.22)<br />
16.3 - Start Time at TCs - Regularity test sections:<br />
At some TC points, timing test sections will take place directly after the<br />
start. The post marshal here enters the start time for the following timing<br />
test section and the start time for the following leg on the time<br />
card. The crew will start at the specified time from the TC posts at the<br />
top of every minute.<br />
Other regularity tests will be started independently by the driver himself<br />
at a point specifically identified along the route, sometimes at a<br />
precisely defined start time, sometimes without a prescribed start<br />
time, but directly after arrival. There are no posts here. The strict adherence<br />
to the self start time and the required average speed can be<br />
checked using the reflective photoelectric sensors / air tubes and/or<br />
GPS time controls (Sport-Trophy only).<br />
The regularity test sheets, if available, form an integral part of the time<br />
card.<br />
Penalty seconds will be given for any test section which the<br />
crew does not start or has not completed. (see Art. 22)<br />
16.4 - Catching up<br />
Any driver missing an regularity test section or unable to complete an<br />
regularity test due to technical problems with the car may rejoin the<br />
rally and be readmitted to the evaluation process.<br />
The crew may be readmitted to the following leg if they inform the<br />
event manager in writing of their intention to continue the event<br />
within 30 minutes after posting the results for that leg.<br />
In this case the crew must arrive 30 minutes before start for the next<br />
leg at the closed car park. Each case will be decided by the chief steward<br />
who may also order that the car must undergo another technical<br />
check (penalities: Art.22 / 16.4).<br />
This catching up is not applicable for the last leg<br />
of the event!<br />
Any test not completed will result in a time penalty of max. 10 seconds<br />
for each time measurement omitted and for every test not started,<br />
the team in question will be penalised with a time penalty of max.<br />
10 seconds for each omitted time measurement and a penalty of 100<br />
seconds. In this case, there are no additional penalties for omitting the<br />
TC before the start of a test section (Art. 22).<br />
The starting order for the readmitted vehicles will be decided by the<br />
event manager.<br />
In order to be classified, the vehicle must have passed<br />
the event‘s last time TC.<br />
Art. 17: Test Sections<br />
17.1 - Special test sections<br />
Three kinds of special tests always have to be passed:<br />
a) Regularity tests (RTs) ................measurement 1/10 seconds<br />
b) Timing tests (TTs) ...................measurement 1/10 seconds<br />
c) Sprint tests (STs) ...................measurement 1/100 seconds<br />
In the regularity tests (RT) and timing tests (TT), the participants have<br />
to drive through the prescribed test section with at a specified speed<br />
average (km/h, mls/h) adhering to the valid road traffic regulations.<br />
The maximum speed average in accordance with the FIA/FIVA rules<br />
will never be higher than 31 mls/h (50 km/h).
Adherence to the required time average over regularity test sections<br />
RT/TT can be controlled with 3 modes:<br />
a) + b)<br />
1. RT Window open – window closed (Sport-Trophy only)<br />
Regularity tests with self start after reaching the marked start<br />
point (start time not prescribed) with GPS time measurements<br />
at undisclosed positions on the RTs, at the earliest 200 m after<br />
the start point of the RT mentioned in the roadbook. The precise<br />
adherence to the speed average will be controlled by a GPS time<br />
measuring system at one or more undisclosed time measurement<br />
stretches along the route, which at the latest can be positioned at<br />
the finish point of the RT, as stated in the roadbook. No RT leads<br />
through a town. One or several changes in average can be built<br />
into the route and their point(s) are described in detail in the road<br />
book.<br />
2. RT Self start test (Sport-Trophy only)<br />
Regularity tests with self start at an exact point described in the<br />
roadbook and at a precise start time specified by the organiser<br />
(this is calculated by participants from the previous TC time on).<br />
Adherence to the start time of RTs with their specified start time<br />
is treated like a TC and deviations are penalised (see Art.22/10.1).<br />
The required speed average will be controlled through one or<br />
more undisclosed GPS-time measurement points, which at the<br />
latest can be positioned at the finish point of the RT, as stated in<br />
the roadbook. No RT leads through a town.<br />
3. TT Timing test (all participants)<br />
Regularity tests with a known length and required average and<br />
which start at a position clearly defined in the road book and at a<br />
start time specified by the organiser, usually after a TC at an official<br />
post. A timing test can also be carried out through a self start. In<br />
this case, photoelectric sensors or air tubes are positioned at the<br />
start, which are to be independently passed based on the specified<br />
and binding start minute, in order to start the test. Deviations<br />
from this start time are penalised and treated like a time deviation<br />
from a TC (see Art. 16.1/Art. 22/Art. 10.1).<br />
For Sport Trophy participants, TTs can take place at undisclosed<br />
points between the start and end. No TT passes through a town.<br />
During TTs, no undisclosed time measurements take place a minimum<br />
of 300 m before the open and specified finish point (except<br />
test are shorter than 2 km = minimum 100 m). End time measurements<br />
take place using a photoelectric sensor or air tube and the<br />
position is precisely specified in the road book. Early arrivals can<br />
wait before the yellow FIA sign. The wheels of the vehicle must<br />
not stop after passing the yellow sign and red end sign i.e. within<br />
the control zone (Art. 17.1). The end is passed without stopping.<br />
If a vehicle stops in the control zone, a time penalty of 20 seconds<br />
will be incurred.<br />
The average speeds and driving times during the Sport-Trophy will be<br />
checked by a post free GPS time measurement system. Each vehicle in<br />
the <strong>Alpenrallye</strong> Sport-Trophy valuation will receive a GPS-transponder<br />
with antenna during the event mounted within the car, which will<br />
record the complete driven route. During some timing regularity and<br />
sprint test sections, the finishing timing will be based on reflective<br />
photoelectric sensors or air tubes.<br />
The valuations for the drive times will be as follows:<br />
Deviation over or under the ideal/required default time at the RT finish<br />
and/or at undisclosed measurement points: per 1/10 seconds = 0.1<br />
penalty seconds<br />

c) SP Sprint/Slalom Test (all teams)<br />
The test and concept are described precisely in the road book along<br />
with the length and required time and start at a specific point. Sprint<br />
tests can follow a track, a slalom or circular course. Sprint tests are<br />
started independently by participants at the moment of crossing<br />
the start line (start time measurement). The entire test is then completed<br />
in one section up to the sign. The time measurement is based<br />
on photoelectric sensors or air tubes. Changes in required times may<br />
be incorporated at intermediate time measurement points along<br />
the route or after a circuit and these are described in detail in the<br />
road book.<br />
The end or finish line of the RTs/TTs is disclosed in the<br />
roadbook. The finish line must be passed while<br />
driving - no stopping allowed!<br />
If there is no open time measurement at the end of the RT, a secret<br />
time measurement has occurred and the end of the RT will be displayed<br />
by the FIA sign „beige with three diagonal stripes”. No any stopping is<br />
permitted. The crews continue the route according to the road book<br />
(Sport Trophy only).<br />
If there is an open, known time measurement at end of the RT/TT, the<br />
FIA sign „chequered flag on yellow background“ will be displayed approx.<br />
25 m in front of the finish line. Vehicles can wait in front of this<br />
yellow sign until the correct time to pass the finish line. The vehicle<br />
must stand on the right of the street. The finish line will be approx. 25<br />
meters behind the yellow sign and will be displayed with a FIA sign<br />
„chequered flag on a red background“ and must be crossed while driving.<br />
No PC or stopping is permitted.<br />
If the vehicle has passed the yellow waiting sign, the wheels of the car<br />
may not stop until the finish line and red sign have been passed. If the<br />
vehicle stops between the yellow and the red sign, the crew will receive<br />
a penalty of 20 sec.<br />
No appeal is possible against the official marshal’s decision.<br />
17.2 - Maximum Time<br />
With all RTs/TTs/sprint tests, a maximum time of 10 seconds per time<br />
measurement is usually allocated. This is incurred in the case of a<br />
deviation above or below the ideal time for a time measurement or<br />
by omitting a time measurement. If several measurement points are<br />
included in an RT/TT/sprint test, participants are allocated a 10 second<br />
time penalty for every measurement they miss e.g. in the event of a<br />
technical defect.<br />
17.3 - Secret Regularity Time Controls (STC) (Sport Trophy only)<br />
During all RTs /TTs, one or more secret time controls (STC) will be installed<br />
with a GPS time measurement system to check the specified<br />
and officially approved average speeds and for evaluation.<br />
Deviations above or below the specified time will be punished with a<br />
time penalty of 0.1 sec / per 0.1 second above or below the ideal time<br />
( = 1 sec. deviance = 1 penalty second).<br />
All the STCs will be situated outside of towns and pertain to the <strong>Alpenrallye</strong><br />
Sport-Trophy crews only.<br />
Secret time controls (STCs) are arranged on all RTs/TTs.<br />
The location will not be announced in advance<br />
(Sport Trophy only). Classic Trophy teams don’t have<br />
secret time controls!<br />
17.4 - Appeals against time measurement<br />
No appeals are permitted against the time measurement.<br />
Art. 18: Forced Regrouping Controls<br />
18.1 - Regrouping controls may be set up along the route. On arrival<br />
at these regrouping controls, the crew shall hand over their time card<br />
to the post marshal. The crews will then receive instructions for their<br />
new start time.<br />
18.2 -The purpose of these regroupings is to reduce the intervals<br />
which may occur between the teams as a result of late arrivals and/or<br />
breakdowns. Therefore the start time is based on the regrouping control,<br />
not the duration of stay.<br />
Art. 19: Closed car park<br />
The Hahnenkamm closed car park in Kitzbühel is reserved for the exclusive<br />
use of participating rally vehicles and also for vehicles authorised<br />
by the organiser. It is subject to the terms and conditions of the rally<br />
organisers.<br />
V. ADMINISTRATIVE CHECK AND SCRUTINEERING<br />
Art. 20: Inspection before the Start<br />
20.1 - Any crew which participates in this rally has to arrive at the<br />
administrative check points and at the inspection point in accordance<br />
with the detailed timetable given in the entry confirmation (for provisional<br />
timetable see <strong>Alpenrallye</strong> confirmation).<br />

20.2 - The administrative check carried out before the start is completely<br />
general in nature (checking of the driving licence, car insurance,<br />
brand and model of the vehicle, year of construction, etc.).<br />
The following papers must be presented at the<br />
administrative checks:<br />
a) valid driving licence (1st and 2nd drivers)<br />
b) valid vehicle documents as required by the national laws of<br />
the country in which the vehicle is registered<br />
c) valid insurance for the vehicle<br />
Identification of vehicles: start numbers and rally plates (both provided<br />
by the organiser).<br />
20.3 - The technical assessment of the vehicle<br />
The Technical Competition carried out by the technical commission is of<br />
a general nature, and covers among other things the following: vehicle<br />
safety, the authenticity of the model/type of the vehicle, production<br />
year and the conformity of the vehicle with the national and international<br />
traffic regulations, etc.<br />
Furthermore, a jury assesses the original condition with regard to the<br />
restoration, the general condition and originality of the vehicle.<br />
When the assessment has been completed successfully, the vehicle and<br />
the ID and driver permit will be stamped.<br />
Art. 21: Final Technical Control<br />
At the end of the rally, the crews must make their vehicles available<br />
for a technical check by the inspection team. If a vehicle is not presented,<br />
a penalty will be set by the chief steward.<br />

VI. CLASSIFICATION - PRIZES - PROTEST<br />
Art. 23: Evaluation, Results<br />
The penalties are expressed in seconds. The FINAL RESULT shall be calculated<br />
by adding up the penalty seconds. The team with the lowest<br />
number of seconds shall be declared as the winner. The subsequent<br />
placements are determined by the next number of seconds and so on.<br />
The PERIOD SINGLE SCORE shall be calculated in a similar manner.<br />
Condition, history, originality as well as the vehicle’s year of construction<br />
will also be taken into account when calculating the result of the<br />
TECHNICAL COMPETITION.<br />
The TEAM with the lowest total points after the addition of the best<br />
three crew results (the 4th and worst placed crew will be the void result)<br />
in the fixed RTs/TTs in which all crews participate shall be declared as<br />
the team winner.<br />
23.1 - In cases of ex aequo, the team which accumulated the lowest<br />
seconds on the 1 st regularity test (RT1) shall be declared as the winner.<br />
If points scores still remain ex aequo, the seconds of the 2 nd and 3 rd<br />
regularity test section (RT2 and RT 3) shall also be taken into consideration.<br />
This ruling can be applied at any time during the competition.<br />

Art. 26: Protests, Appeals<br />
26.1 - All appeals must be lodged in accordance with the International<br />
Sporting Code (i.e. submitted in writing and in person to the event<br />
manager or the steward with an appeals fee of € 250). Any appeal must<br />
be lodged by a single crew and may be against a single crew or against<br />
the organiser. The appeals time ends 30 minutes after the publication<br />
of the results of the preceding leg: Prologue, 2 nd leg and/or final leg.<br />
Any protest against the timekeeper team is inadmissible.<br />
26.2 - The steward‘s decision is final. This excludes appeal to the OSK.<br />

complete the latter. The bulletins must be numbered and dated. The<br />
entrants (or crew members) must confirm receipt thereof by adding a<br />
signature. The bulletins are to be written<br />
• by the organisers by the day of the administrative and<br />
technical checks,<br />

SELF START:<br />
Start for an regularity test section with a precisely specified start time,<br />
whereby the crews start themselves (no marshal start).<br />
RT WINDOW OPEN - WINDOW CLOSED:<br />
An regularity test sector with two or more secret time measurement<br />
points. No fixed start time is given. The time areas within the fixed<br />
ET route are subdivided into different windows using GPS measuring<br />
(Sport Trophy only).<br />
APPENDIX 3 - PROLOG<br />
INFORMATION CONCERNING PROLOGUE:<br />
• The prologue start for the 1st vehicle takes place in Klausen<br />
on 06.06.<strong>2013</strong> at 3.00 pm.<br />
• The prologue start of the last vehicle takes place on 06.06.<strong>2013</strong><br />
at 5.30 pm.<br />
• All participants who have passed the technical control (stamp)<br />
are permitted to start.<br />
• Participants who do not start the prologue section are issued with<br />
400 penalty points. These participants are entitled to start the 2 nd leg<br />
on 07.06.<strong>2013</strong> from 07.01 am in accordance with the start list.
