II – GENERAL CONDITIONS<br />
Art. 2: Description of the event<br />
The 26th KITZBÜHELER ALPENRALLYE <strong>2013</strong> will take place in two<br />
different evaluation processes:<br />
a) <strong>Alpenrallye</strong> Sport Trophy<br />
b) <strong>Alpenrallye</strong> Classic Trophy<br />
The total length of the rally is about 500 km. The <strong>Alpenrallye</strong> Sports<br />
Trophy evaluation with approx. 20 test sections and the <strong>Alpenrallye</strong><br />
Classic Trophy evaluation with approx. 10 test sections (subject to<br />
modification for organisational reasons).<br />
The event is divided into the prologue and 4 to 6 legs. The ideal start<br />
interval between the vehicles is 1 minute; however, for the smooth<br />
running of the rally, the organiser may reduce this start time interval<br />
to 30 seconds.<br />
The route as well as the time controls, passage controls, breaks, etc. are<br />
described on the Time Cards, in the Road Book and on the ID-Licence<br />
card, which are given to the teams as information on completing the<br />
regularity rally correctly.<br />
During the rally, the valid official time will be displayed by radio clock.<br />
A big digital radio clock showing the official event time will be displayed<br />
throughout the event at the Parc Fermé.<br />
Art. 3: Eligible vehicles / Equipment<br />
3.1 - A driver wishing to enter a vehicle for this event must ensure<br />
that, at the date of inspection and for the duration of the event, his vehicle<br />
is legally permissible for the countries the event will pass through.<br />
The organiser may refuse the participation of a vehicle which does not<br />
comply with the spirit and appearance of the period in question.<br />
ATTENTION:<br />
Limited number of participants, register in time!<br />
The organiser may combine and/or subdivide any period classifications.<br />
The results shall be announced for each class / period.<br />
3.2 - Electronic units, route displays<br />
Freedom is given by the organiser in agreement with the<br />
FIA / FIVA / OSK rules on historic rallies regarding the use of odometers<br />
(trip master) and other electronic equipment.<br />
3.3 - Classification (according to period acc. FIA App.K):<br />
<strong>Alpenrallye</strong> Sport Trophy: sporting rally with regularity, timed<br />
and sprint test sections measured with a<br />
GPS-transponder time measuring system<br />
as well as photoelectric sensors or air tubes.<br />
<strong>Alpenrallye</strong> Classic Trophy: classic tourist route with regularity timed<br />
or sprint test sections measured with re-<br />
flective phototoelectric sensors or air tubes.<br />
Period A - D: to Dec. 31 st , 1946<br />
Period: E - H2 (I) from Jan. 1 st ,1947 to Dec. 31 st , 1976<br />
(in exceptional cases to Dec. 31 st , 1981)<br />
The classification and allocation of the competition numbers is carried<br />
out by the organiser.<br />
Art. 4: Eligible crews<br />
A team must consist of a 1 st driver and 2 nd driver (co-driver) as stated in<br />
the application form. The 1 st driver must have a valid driving licence. A<br />
driver change is allowed, if the 2 nd driver is also in possession of a valid<br />
driving licence (they are obliged to present the driving licence at the<br />
administration check).<br />
No any crew member may be under the age of 16 years.<br />
Both drivers must be able to show an „Regularity Rally Driving Permit“<br />
(ID-card) from the organiser. Other passengers are not allowed. The<br />
“Regularity Rally Driving Permit” will be confirmed during the administrative<br />
checks for the event, when the payment of the start fee is<br />
made as specified under Art. 6 (Entry Fees).<br />
Art. 5: Entry Forms - Entries<br />
5.1 - Anybody wishing to take part in the 26th <strong>Kitzbüheler</strong> <strong>Alpenrallye</strong><br />
must send the duly completed<br />
entry form signed by the driver to the rally secretary office at:<br />

The organiser must receive the completed entry form by April, 05th <strong>2013</strong>, 24.00 h at the latest.<br />
Details concerning the crew members may be sent later or submitted<br />
at the time of the administrative check.<br />
The substitution of a driver or a vehicle must be made before the administrative<br />
checks and must be approved by the organisation committee.<br />
Both or all crew members may only be approved with the agreement<br />
of the chief steward.<br />
Identity photos of 1 st and 2 nd driver as well as a colour<br />
photo of the vehicle must be attached to the entry form.<br />
The number of vehicles is limited for organisational reasons.<br />
5.2 - Team entries<br />
Car brand and/or club teams, national teams etc. must be entered by<br />
10:00 p.m. on Thursday evening 6th June <strong>2013</strong>.<br />
A vehicle may be entered for one team only.<br />
A team consists of minimum 3 to 4 vehicles maximum under a team<br />
name of choice. The best 3 crews of 4 will be entered into the team<br />
evaluation. At least three cars of a team must arrive at the finish during<br />
the evaluation.<br />
The team evaluation will be carried out on fixed timed sections tackled<br />
by both the <strong>Alpenrallye</strong> Sport Trophy crews and <strong>Alpenrallye</strong> Classic<br />
Trophy crews. These timed sections will be published on Thursday in<br />
the bulletin.<br />
5.3 - Accordance<br />
Upon signing and submitting the application form to the<br />
organiser, all participants agree to abide by all points of the conventions<br />
and specified regulations.<br />
Art. 6: Entry fees / Insurance<br />
6.1 - The entry fee for each vehicle is fixed as below:<br />
a) Individual entry: from EUR 2,312.60 incl. hotel charges/2 ppl,<br />
EUR 1,850 excl. accommodation<br />
The entry fee includes: Please see enclosed rally description<br />
b) Team result: Free of charge<br />
6.2 - Entry fees are fully refunded when:<br />
a) the entry of a candidate has not been accepted,<br />
b) if the rally is cancelled<br />
75% of the entry fee is refunded if the participant withdraws up to 4<br />
weeks before the start of the event (8th May <strong>2013</strong>).<br />
If the participant withdraws within 4 weeks of the start of the event,<br />
i.e. after 8 th May <strong>2013</strong>, no refund will be given and instead a 50% discount<br />
on the entry fee for the 26 th <strong>Kitzbüheler</strong> <strong>Alpenrallye</strong> <strong>2013</strong> will<br />
be offered.<br />
6.3 -The organiser holds the following insurance with the OSK (the<br />
Supreme Austrian Sport Commission for Motor Sport):<br />
Organiser third party insurance:<br />
€ 10,000,000 for personal injuries and material damage<br />
Participants:<br />
€ 10,910 for accidental death<br />
€ 10,910 for permanent disablement<br />
€ 3,640 for treatment and medical costs<br />
Art. 7: Supplements to the regulations<br />
The terms and conditions of the present regulations may be amended<br />
if necessary. FIA 66 / 141<br />
Any amendment or any additional regulation is to be announced in the<br />
form of a dated and numbered bulletin which shall form an integral<br />
part of the present regulations.<br />

Any bulletin issued after the start of administrative checks must be<br />
signed by the chief steward.<br />
These bulletins are posted in the rally office on the official notice board<br />
and/or can also be given out directly to the participants, who must acknowledge<br />
receipt by signing, unless this proves be impossible during<br />
the running of the event.<br />
Art. 8: Application and interpretation of the regulations<br />
The clerk of the course is obliged to ensure the present regulations are<br />
adhered to during the course of the event. Any unexpected incident<br />
will be investigated and decided upon by the chief steward. In the case<br />
of any dispute over the interpretation of the present regulations, only<br />
the GERMAN TEXT is binding.<br />
III. OBLIGATIONS OF PARTICIPANTS<br />
Art. 9: Drivers<br />
9.1 - Only drivers specified on the entry form are permitted to start. If<br />
one driver is absent or an unauthorised person is present in the vehicle<br />
during the evaluation run, the vehicle/team may be disqualified.<br />
9.2 - A special sheet, called an “Identity Card“ (ID-card) along with<br />
recent identity photos (3 x 4 cm) and the signatures of the both drivers<br />
and all the particulars of the vehicle, must be on-board the vehicle<br />
during the entire event.<br />
Art. 10: Start order / Rally plates/ Start numbers<br />
10.1 - The start takes place in sequence and the lowest competition<br />
number will start first. Excepted Start order of the prologue: The<br />
participants get the start time in the course of the scrutineering. Each<br />
team which arrives up to 15 mins late at the start of the event or of a<br />
legs or section may be penalised with 1 sec/min.<br />
10.2 - The organisation committee issues two rally plates and two<br />
start numbers to each team during the documents check.<br />
10.3 - Both rally plates, which also bear the start number, must be<br />
mounted on the front and rear sides of the vehicle in a clear visible<br />
position throughout the event. These must not conceal the official car<br />
registration plate in full or in part. The start numbers given out by the<br />
organiser correspond with Art. 6.2 of Appendix K of the FIA ISC and<br />
must be mounted on both sides of the car throughout the rally. If at<br />
any moment of the event it is detected that a competition number or<br />
a rally plate is missing, a time penalty will be the allocated (Art. 22).<br />
Art. 11: Time Cards (= board cards)<br />
11.1 - When the road book is handed out and/or possibly when<br />
starting a special test section, each team will receive the time cards<br />
which incl. all driving times between the time controls (TCs). The time<br />
distances between the TCs are incl. in the road book and time cards.<br />
The time cards will be collected at the last TC of the section. A new<br />
time card will be valid for the start of the next leg. The time cards have<br />
different colours for better identification and are detachable from the<br />
back of the road book.<br />
Each team will be responsible for its own time cards. The crew itself has<br />
to write its competition number on each time card!<br />
The time cards must be presented at any time on the request of the<br />
official functionary. At the time control points in particular, the actual<br />
time card must be present in person by one driver of the crew for an<br />
official time entry.<br />
11.2 – Any correction or alteration to the time card is illegal and will<br />
result in the exclusion of the crew unless the correction or alternation<br />
has been confirmed by an official functionary. Loss of or failure to present<br />
the time card also results in the exclusion of the crew. (see Art. 22 )<br />
11.3 - A special test card, if available, forms a key part of the time card.<br />
11.4 -The teams are responsible for the presentation of the time cards<br />
at the control posts and for the accuracy of the entries.<br />
11.5 - It is the duty of the participants to present the time cards at<br />
the correct moment to the official functionary and to ensure that the<br />
entries are correctly listed. The official functionary alone is entitled to<br />
enter times onto the time cards by hand or using a stamp (except in the<br />
spaces intended for participant notices).
