Adherence to the required time average over regularity test sections<br />
RT/TT can be controlled with 3 modes:<br />
a) + b)<br />
1. RT Window open – window closed (Sport-Trophy only)<br />
Regularity tests with self start after reaching the marked start<br />
point (start time not prescribed) with GPS time measurements<br />
at undisclosed positions on the RTs, at the earliest 200 m after<br />
the start point of the RT mentioned in the roadbook. The precise<br />
adherence to the speed average will be controlled by a GPS time<br />
measuring system at one or more undisclosed time measurement<br />
stretches along the route, which at the latest can be positioned at<br />
the finish point of the RT, as stated in the roadbook. No RT leads<br />
through a town. One or several changes in average can be built<br />
into the route and their point(s) are described in detail in the road<br />
book.<br />
2. RT Self start test (Sport-Trophy only)<br />
Regularity tests with self start at an exact point described in the<br />
roadbook and at a precise start time specified by the organiser<br />
(this is calculated by participants from the previous TC time on).<br />
Adherence to the start time of RTs with their specified start time<br />
is treated like a TC and deviations are penalised (see Art.22/10.1).<br />
The required speed average will be controlled through one or<br />
more undisclosed GPS-time measurement points, which at the<br />
latest can be positioned at the finish point of the RT, as stated in<br />
the roadbook. No RT leads through a town.<br />
3. TT Timing test (all participants)<br />
Regularity tests with a known length and required average and<br />
which start at a position clearly defined in the road book and at a<br />
start time specified by the organiser, usually after a TC at an official<br />
post. A timing test can also be carried out through a self start. In<br />
this case, photoelectric sensors or air tubes are positioned at the<br />
start, which are to be independently passed based on the specified<br />
and binding start minute, in order to start the test. Deviations<br />
from this start time are penalised and treated like a time deviation<br />
from a TC (see Art. 16.1/Art. 22/Art. 10.1).<br />
For Sport Trophy participants, TTs can take place at undisclosed<br />
points between the start and end. No TT passes through a town.<br />
During TTs, no undisclosed time measurements take place a minimum<br />
of 300 m before the open and specified finish point (except<br />
test are shorter than 2 km = minimum 100 m). End time measurements<br />
take place using a photoelectric sensor or air tube and the<br />
position is precisely specified in the road book. Early arrivals can<br />
wait before the yellow FIA sign. The wheels of the vehicle must<br />
not stop after passing the yellow sign and red end sign i.e. within<br />
the control zone (Art. 17.1). The end is passed without stopping.<br />
If a vehicle stops in the control zone, a time penalty of 20 seconds<br />
will be incurred.<br />
The average speeds and driving times during the Sport-Trophy will be<br />
checked by a post free GPS time measurement system. Each vehicle in<br />
the <strong>Alpenrallye</strong> Sport-Trophy valuation will receive a GPS-transponder<br />
with antenna during the event mounted within the car, which will<br />
record the complete driven route. During some timing regularity and<br />
sprint test sections, the finishing timing will be based on reflective<br />
photoelectric sensors or air tubes.<br />
The valuations for the drive times will be as follows:<br />
Deviation over or under the ideal/required default time at the RT finish<br />
and/or at undisclosed measurement points: per 1/10 seconds = 0.1<br />
penalty seconds<br />
Example:<br />
Specified speed average .................... 38 km/h – 23.6 mls/h<br />
Length of the RT ...............................5.7 km – 3.5 mls<br />
Optimal driving time .............................9 min 00.0 sec.<br />
a) drive time: 8 min 59.2 sec. = - 0.8 sec. ...... 0.8 penalty seconds<br />
b) drive time: 9 min 02.9 sec. = + 2.9 sec. ..... 2.9 penalty seconds<br />
c) SP Sprint/Slalom Test (all teams)<br />
The test and concept are described precisely in the road book along<br />
with the length and required time and start at a specific point. Sprint<br />
tests can follow a track, a slalom or circular course. Sprint tests are<br />
started independently by participants at the moment of crossing<br />
the start line (start time measurement). The entire test is then completed<br />
in one section up to the sign. The time measurement is based<br />
on photoelectric sensors or air tubes. Changes in required times may<br />
be incorporated at intermediate time measurement points along<br />
the route or after a circuit and these are described in detail in the<br />
road book.<br />
The end or finish line of the RTs/TTs is disclosed in the<br />
roadbook. The finish line must be passed while<br />
driving - no stopping allowed!<br />
If there is no open time measurement at the end of the RT, a secret<br />
time measurement has occurred and the end of the RT will be displayed<br />
by the FIA sign „beige with three diagonal stripes”. No any stopping is<br />
permitted. The crews continue the route according to the road book<br />
(Sport Trophy only).<br />
If there is an open, known time measurement at end of the RT/TT, the<br />
FIA sign „chequered flag on yellow background“ will be displayed approx.<br />
25 m in front of the finish line. Vehicles can wait in front of this<br />
yellow sign until the correct time to pass the finish line. The vehicle<br />
must stand on the right of the street. The finish line will be approx. 25<br />
meters behind the yellow sign and will be displayed with a FIA sign<br />
„chequered flag on a red background“ and must be crossed while driving.<br />
No PC or stopping is permitted.<br />
If the vehicle has passed the yellow waiting sign, the wheels of the car<br />
may not stop until the finish line and red sign have been passed. If the<br />
vehicle stops between the yellow and the red sign, the crew will receive<br />
a penalty of 20 sec.<br />
No appeal is possible against the official marshal’s decision.<br />
17.2 - Maximum Time<br />
With all RTs/TTs/sprint tests, a maximum time of 10 seconds per time<br />
measurement is usually allocated. This is incurred in the case of a<br />
deviation above or below the ideal time for a time measurement or<br />
by omitting a time measurement. If several measurement points are<br />
included in an RT/TT/sprint test, participants are allocated a 10 second<br />
time penalty for every measurement they miss e.g. in the event of a<br />
technical defect.<br />
17.3 - Secret Regularity Time Controls (STC) (Sport Trophy only)<br />
During all RTs /TTs, one or more secret time controls (STC) will be installed<br />
with a GPS time measurement system to check the specified<br />
and officially approved average speeds and for evaluation.<br />
Deviations above or below the specified time will be punished with a<br />
time penalty of 0.1 sec / per 0.1 second above or below the ideal time<br />
( = 1 sec. deviance = 1 penalty second).<br />
All the STCs will be situated outside of towns and pertain to the <strong>Alpenrallye</strong><br />
Sport-Trophy crews only.<br />
Secret time controls (STCs) are arranged on all RTs/TTs.<br />
The location will not be announced in advance<br />
(Sport Trophy only). Classic Trophy teams don’t have<br />
secret time controls!<br />
17.4 - Appeals against time measurement<br />
No appeals are permitted against the time measurement.<br />
Art. 18: Forced Regrouping Controls<br />
18.1 - Regrouping controls may be set up along the route. On arrival<br />
at these regrouping controls, the crew shall hand over their time card<br />
to the post marshal. The crews will then receive instructions for their<br />
new start time.<br />
18.2 -The purpose of these regroupings is to reduce the intervals<br />
which may occur between the teams as a result of late arrivals and/or<br />
breakdowns. Therefore the start time is based on the regrouping control,<br />
not the duration of stay.<br />
Art. 19: Closed car park<br />
The Hahnenkamm closed car park in Kitzbühel is reserved for the exclusive<br />
use of participating rally vehicles and also for vehicles authorised<br />
by the organiser. It is subject to the terms and conditions of the rally<br />
organisers.<br />
V. ADMINISTRATIVE CHECK AND SCRUTINEERING<br />
Art. 20: Inspection before the Start<br />
20.1 - Any crew which participates in this rally has to arrive at the<br />
administrative check points and at the inspection point in accordance<br />
with the detailed timetable given in the entry confirmation (for provisional<br />
timetable see <strong>Alpenrallye</strong> confirmation).<br />

20.2 - The administrative check carried out before the start is completely<br />
general in nature (checking of the driving licence, car insurance,<br />
brand and model of the vehicle, year of construction, etc.).<br />
The following papers must be presented at the<br />
administrative checks:<br />
a) valid driving licence (1st and 2nd drivers)<br />
b) valid vehicle documents as required by the national laws of<br />
the country in which the vehicle is registered<br />
c) valid insurance for the vehicle<br />
Identification of vehicles: start numbers and rally plates (both provided<br />
by the organiser).<br />
20.3 - The technical assessment of the vehicle<br />
The Technical Competition carried out by the technical commission is of<br />
a general nature, and covers among other things the following: vehicle<br />
safety, the authenticity of the model/type of the vehicle, production<br />
year and the conformity of the vehicle with the national and international<br />
traffic regulations, etc.<br />
Furthermore, a jury assesses the original condition with regard to the<br />
restoration, the general condition and originality of the vehicle.<br />
When the assessment has been completed successfully, the vehicle and<br />
the ID and driver permit will be stamped.<br />
Art. 21: Final Technical Control<br />
At the end of the rally, the crews must make their vehicles available<br />
for a technical check by the inspection team. If a vehicle is not presented,<br />
a penalty will be set by the chief steward.<br />
Art. 22: Summary of Penalties/ Evaluation<br />

Art. 9.1: Absence of one driver or unauthorised person on board<br />
Art. 11.2: Correction or amendment on the time card without<br />
approval from a marshal.<br />
Art. 11.2: Loss of one or more time cards.<br />
Art. 12.1: 3 rd infringement of traffic laws.<br />
Art. 12.3: Deliberate obstruction of other teams or behaving in an<br />
unsportsmanlike manner.<br />
Art. 13.1: Exceeding the speed limit by over 50% (national law).<br />
