Bestehende Gesetze (wie das Gesetz über den Sozialschutz) führen schon Qualitätsgrundsätze an, wenn
auch manchmal implizit. Wichtig ist jedoch, auf lokale Gegebenheiten einzugehen: gemeinsame europäische
Prinzipien mit konkreten, lokal konzipierten Normen. Wirtschaftlich ausgedrückt würde dies dem Motto Think
Global (d.h. europäisch) – Act Local entsprechen. Andere wiederum plädieren für eine integriertere Vision
diverser Dienste mit sektorübergreifenden Qualitätsprinzipien.
