Ein zweites be<strong>de</strong>uten<strong>de</strong>s Handlungsfeld ist die För<strong>de</strong>rung von Beschäftigung sowie die Verbesserung<br />
von Bildungs-, Ausbildungs- und Qualifizierungsangeboten. Zwei Bereiche, die in <strong>de</strong>r heutigen<br />
wissensbasierten Ökonomie untrennbar miteinan<strong>de</strong>r verbun<strong>de</strong>n sind. Nur durch eine qualifizierte<br />
allgemeine und berufliche Bildung haben Arbeitnehmer aussichtsreiche Chancen, an <strong>de</strong>r<br />
mo<strong>de</strong>rnen Arbeitswelt teilzuhaben. Gera<strong>de</strong> die <strong>URBAN</strong>-Quartiere weisen jedoch beim Bildungsniveau<br />
meist erhebliche Defizite auf, wodurch die lokale Bevölkerung wirtschaftlich und sozial<br />
ausgegrenzt wird. Folgen sind Langzeitarbeitslosigkeit, Armut und soziale Spannungen. Mit Hilfe<br />
<strong>de</strong>r <strong>URBAN</strong>-Projekte wird versucht, diesen Ten<strong>de</strong>nzen entgegen zu wirken, in<strong>de</strong>m gezielte Angebote<br />
zur Aus- und Weiterbildung geschaffen und Maßnahmen zur Integration von Jugendlichen<br />
o<strong>de</strong>r Langzeitarbeitslosen in <strong>de</strong>n Arbeitsmarkt durchgeführt wer<strong>de</strong>n.<br />
EMPLOYMENT PROMOTION,<br />
QUALIFICATION AND LIFELONG LEARNING<br />
A second important field of action is the promotion of employment and improvement of education,<br />
training and qualification opportunities – two areas that are inseparably linked in today’s<br />
knowledge-based economy. Only a qualified general and vocational education will provi<strong>de</strong><br />
employees with promising opportunities to participate in mo<strong>de</strong>rn professional life. Yet it is the<br />
<strong>URBAN</strong> districts that show the lowest level of education, marginalizing the local population both<br />
economically and socially. The consequences are unemployment, poverty and social tensions.<br />
The <strong>URBAN</strong> projects are inten<strong>de</strong>d to counter these trends by creating specific offers for education<br />
and training as well as by realising measures to integrate young people and the long term<br />
unemployed in the labour market.
