Diving project plan and risk assessment
Regulation (2) The diving contractor shall -
(a) ensure that, before the commencementofthedivingproject, adiving
projectplan ispreparedin respectofthatprojectinaccordance with
regulation 8 andthat theplan isthereafterupdatedas necessaiy during
thecontinuance oftheproject;
(b) before the commencementofanydiving operation -
(i) appointaperson tosupervise thatoperation in accordance with
regulation 9;
(ii) make a written record ofthatappointment;and
(iii) ensure that thatperson issupplied with a copy ofanypart of the
divingproject plan which relates to thatoperation;
(c) as soon aspossible afterthe appointment of a supervisor,providethat
6(2) supervisor with a written record of his appointment.
Regulation 8
Regulation (1) The divingprojectplan shall be based on an assessmentoftherisks to the
health and safety ofanypersontakingpart in the divingproject andshallconsist of
a record ofthe outcome oftheplanning carriedoutin accordance with regulation
6(1) including all such information andinstructions as are necessary togive advice
to and to regulate the behaviour ofthose so takingpart to ensure, so far as is
reasonably practicable, theirhealth andsafety.

(3) The divingprojectplan shall identify each divingoperation which makes
up the divingprojectand the nature andsize ofanydivingoperation so identified
shall be such that itcan besafely supervised by one person.
ACOP 34 The divingcontractor is responsible for ensuringthat a risk
assessmentiscarried out anda diving projectplan prepared.
Risk assessment
35 Arisk assessmentmust be carried out toidentifysite-specific
hazards and their risks.
36 As amatterofsafe working practice, the projectrisk assessment
shouldbe reviewed at regular intervals,even ifthe risk is minimal, to
ensure that the risk assessmentisstill adequateanddoes not need to
be revised.
37 Arisk assessment made under the Diving Regulations willcover,
in part, the obligation to makean assessment under the Management
ofHealthand Safety at Work Regulations 1999. There will benoneed
to repeat those aspectsofthe assessment, solongasthey remain valid,
in any otherassessment thatis carried out. However, allsignificant
risks not covered by the divingprojectassessment(including risks to
6(2), 8(l),(3) members ofthe public arising fromthe diving project/diving activities)
