In February 2012, launching OSCE’s report on the independence of the judiciary, Werner<br />
Almhofer, head of the OSCE Mission in Kosovo stated, "Improvements are needed especially<br />
in ensuring safe working environment <strong>for</strong> judges and prosecutors, free from improper and<br />
undue [executive] interference, notably in politically sensitive and high-profile cases".<br />
Following publication of OSCE’s report, the acting head of the Prizren district prosecutor's<br />
office, Style Hoxha reportedly stated, "It is obvious judges and prosecutors in Kosovo are not<br />
properly protected. They can be threatened at any moment. We are still not free to<br />
independently exercise our duties”, According to the media, he had employed personal<br />
bodyguards at work and at home <strong>for</strong> several months. 152<br />
Until the current climate of impunity is eradicated, all prosecutors and judiciary will require<br />
protection – whether international or Kosovo Albanian or Kosovo Serb. But the risk is greater<br />
<strong>for</strong> locals: as Enver Peci and others have pointed out, their families are also at risk. And if<br />
Kosovo is ever able to build a truly multi-ethnic justice system, the need <strong>for</strong> protection may<br />
be even the greater.<br />
