Kosovo: <strong>Time</strong> <strong>for</strong> <strong>eULeX</strong> <strong>To</strong><br />
<strong>prioriTize</strong> <strong>war</strong> <strong>crimes</strong><br />
in June 2012, the european Union will extend the mandate of the eU-led<br />
rule of Law mission in Kosovo (<strong>eULeX</strong>). in this report, amnesty<br />
international urges eU member states and institutions to ensure that in<br />
2012-2014, <strong>eULeX</strong> is mandated to prioritize the investigation and<br />
prosecution of <strong>war</strong> <strong>crimes</strong>.<br />
Hundreds of <strong>war</strong> <strong>crimes</strong> from the 1998-9 <strong>war</strong> in Kosovo have yet to be<br />
investigated. Despite some progress, few members of the Kosovo<br />
Liberation army (KLa) have been prosecuted <strong>for</strong> <strong>war</strong> <strong>crimes</strong> against<br />
Kosovo serbs, roma and other minorities – as well as other ethnic<br />
albanians. similarly, few serbian military, police and paramilitary <strong>for</strong>ces<br />
responsible <strong>for</strong> <strong>war</strong> <strong>crimes</strong> against Kosovo albanians have been brought<br />
to justice.<br />
amnesty international recommends that <strong>eULeX</strong> should be provided with<br />
the resources and personnel to effectively investigate outstanding <strong>war</strong><br />
<strong>crimes</strong>, including <strong>war</strong> <strong>crimes</strong> of sexual violence and the post-<strong>war</strong><br />
abduction of minorities by the KLa. The organization calls on eU member<br />
states to provide long-term witness protection. finally, it should develop<br />
an independent and impartial body of local prosecutors and judiciary,<br />
and ensure that the justice system is able to prosecute <strong>war</strong> <strong>crimes</strong> after<br />
<strong>eULeX</strong> leaves Kosovo.
