Quality, Health, Safety and Environment<br />

Quality, Health, Safety and<br />

Environment (QHSE) is the Group’s<br />

top priority in safeguarding the welfare<br />

of our employees, assets, environment<br />

and society at large. Management and<br />

all employees are responsible for<br />

implementing QHSE policies and<br />

procedures which are integrated into<br />

daily operations.<br />

In 2009, the Deleum Corporate HSE<br />

committee was restructured to include<br />

the collective participation from<br />

various functions and levels of<br />

employees and is headed by the Group<br />

Managing Director. As a result, this<br />

has provided strong leadership,<br />

resources, visible commitment,<br />

personal involvement and active<br />

participation in HSE activities.<br />

The main functions of the committee<br />

are to:-<br />

• Review and develop HSE practices,<br />

policies and procedures at the<br />

workplace;<br />

• Develop annual HSE plan to meet<br />

the HSE objectives;<br />

• Organise HSE programmes, review<br />

its effectiveness and make<br />

recommendations to the<br />

Management; and<br />

• Conduct investigations of incidents<br />

and accidents which occur at the<br />

workplace and recommend<br />

remedial measures.<br />

The Group’s HSE slogan “Collective<br />

Responsibility Towards HSE<br />

Excellence” was introduced in 2009.<br />

The aim of this slogan is to instill<br />

ownership and collective involvement<br />

of each and every employee towards<br />

achieving the Group’s HSE objectives.<br />

HSE programmes and activities during<br />

the year included the following: -<br />

1. HSE Week held from 26 to 30<br />

October 2009 which included<br />

presentations and briefings on<br />

safety awareness at the workplace<br />

and home, hazard hunts, health<br />

talks and employees’ health check.<br />

This event was very successful and<br />

garnered the highest participation<br />

from employees;<br />

2. Introduction of a Monthly Safety<br />

Bulletin highlighting safety issues<br />

and good practices;<br />

3. Safety stand down at the Group’s<br />

facilities and workplace;<br />

4. Safety drills which included fire<br />

evacuation and use of safety<br />

equipment;<br />

5. Periodic safety training and<br />

awareness for employees;<br />

6. Regular reviews of safety<br />

performance and statistics during<br />

safety meetings; and<br />

7. Periodic reviews of HSE<br />

management system at operational<br />

facilities.<br />

The Group also participated in HSE<br />

activities conducted by customers,<br />

business partners and safety authorities.<br />

A notable achievement during the year<br />

was the award of the “Best Stop Card”<br />

recognition by a customer to an<br />

employee.<br />

Safety demonstration<br />

In upholding the Group’s commitment<br />

to continuously improve its quality<br />

management system, a new initiative<br />

was embarked with respect to the<br />

existing ISO Quality Management<br />

System certification.<br />

The ISO 9001:2000 certification of<br />

Delcom Oilfield Services Sdn. Bhd.<br />

and Turboservices Sdn. Bhd. awarded<br />

in 2004, were streamlined under their<br />

holding company, Delcom Services<br />

Sdn. Bhd. (“DSSB”). The audit has<br />

been successfully completed and<br />

certification for DSSB’s ISO 9001:2008<br />

is expected to be received in the<br />

second quarter of 2010.<br />
