22.19(2) Out-<strong>of</strong>-state. Lodging expense is not limited outside the state, but the incurred<br />

expenditures are to be reasonable. Lodging for approved out-<strong>of</strong>-state travel shall be reimbursed for<br />

the night preceding and the night <strong>of</strong> the ending date <strong>of</strong> the authorized meeting.<br />

Rule 22.20 Meals.<br />

22.20(1) In-state. Incurred meal expense shall be reimbursed at “reasonable and necessary” cost<br />

when a judicial <strong>of</strong>ficer, court reporter, or court employee is required, in the discharge <strong>of</strong> <strong>of</strong>ficial duties,<br />

to leave the county <strong>of</strong> that person’s <strong>of</strong>ficial domicile. A maximum <strong>of</strong> $28 per day may be reimbursed<br />

for meals, as outlined below; however, if departure from the <strong>of</strong>ficial domicile is before 6 a.m., a<br />

notation must be included on the Travel Voucher. At the return <strong>of</strong> the trip, if arrival back at the<br />

<strong>of</strong>ficial domicile is after 7 p.m., a notation to this effect must be included on the Travel Voucher.<br />

Meal allowance for travel will be as follows:<br />

a. Departure before 6 a.m. and return to <strong>of</strong>ficial domicile after 7 p.m. may be reimbursed the<br />

actual cost for breakfast, lunch, and dinner up to a maximum <strong>of</strong> $28.<br />

b. Departure before 6 a.m. and return to <strong>of</strong>ficial domicile before 7 p.m. may be reimbursed the<br />

actual cost for breakfast and lunch up to a maximum <strong>of</strong> $13.<br />

c. Departure after 6 a.m. and return to <strong>of</strong>ficial domicile after 7 p.m. may be reimbursed the actual<br />

cost for lunch and dinner up to a maximum <strong>of</strong> $23.<br />

d. Departure after 6 a.m. and return to <strong>of</strong>ficial domicile before 7 p.m. may be reimbursed the<br />

actual cost for lunch up to a maximum <strong>of</strong> $8.<br />

22.20(2) Out-<strong>of</strong>-state. Meal expenses are not limited out-<strong>of</strong>-state, but the incurred expenses are to<br />

be reasonable. When in travel status, lunch and dinner the day preceding the meeting, and breakfast<br />

and lunch the day after a meeting, are reimbursable expenditures.<br />

22.20(3) Overnight lodging required. The provisions for meal reimbursement in rules 22.20(1)<br />

and 22.20(2) apply only when the travel includes overnight lodging.<br />

Rule 22.21 Miscellaneous travel provisions.<br />

22.21(1) Continuing education expenses. Provisions relating to “Official duties,” “Travel,”<br />

“Transportation,” “Lodging” and “Meals” as used in rules 22.16 through 22.21 shall not be applicable<br />

to expenses for continuing education requirements for court reporters or court employees, unless<br />

otherwise ordered by the chief justice or the chief justice’s designee.<br />

22.21(2) Examining Board expenses. Board <strong>of</strong> Law Examiners and Shorthand Reporters<br />

Examiners will be reimbursed actual and necessary expenses not to exceed one and one-half times<br />

the reimbursement allowances provided in rules 22.19 and 22.20.<br />

22.21(3) Living outside <strong>of</strong>ficial domicile. When additional expense is incurred by reason <strong>of</strong> a court<br />

employee maintaining a permanent home in a city, town, or metropolitan area other than that person’s<br />

<strong>of</strong>ficial domicile, unless otherwise determined by the state court administrator, the additional expense<br />

is not reimbursable.<br />

22.21(4) Registration fees. Registration fees for authorized meetings and conferences are an<br />

allowable expense when accompanied by receipt.<br />

22.21(5) Claim preparation. All claims shall be typewritten, or printed in ink, and signed by the<br />

claimant. Receipts for lodging, public transportation, and any authorized miscellaneous expenses<br />

shall be attached to the upper left-hand corner <strong>of</strong> the form. Claim for reimbursement for out-<strong>of</strong>-state<br />

travel shall be submitted for payment upon completion <strong>of</strong> the trip.<br />

If reimbursement is sought pursuant to <strong>Iowa</strong> Code section 232.141, the district court administrator<br />

shall process the claim per rules and procedures <strong>of</strong> the applicable county and the department <strong>of</strong> human<br />

services.<br />

22.21(6) Exceptions. The chief justice or the chief justice’s designee may grant exceptions to rules<br />

22.16 through 22.21 as necessitated by unusual circumstances.<br />

22.21(7) Refreshments. The cost <strong>of</strong> refreshments served at meetings will not be reimbursed,<br />

except for educational programs sponsored and authorized by the chief justice or the chief justice’s<br />

designee.
