This document deals with the management <strong>of</strong> the Tobago Keys Marine Park and as such spans a number <strong>of</strong> issues. It<br />
identifies many similar problems to those that were identified by a recent survey <strong>of</strong> yachters by the Ministry <strong>of</strong> Foreign<br />
Affairs and the French Mission for Cooperation (1995) on yachters. <strong>The</strong> management plan describes how SCUBA diving<br />
and snorkelling will be managed in the park (Anon. 1996).<br />
In relation to who is responsible for the Park, the Ministry <strong>of</strong> Agriculture, Industry and Labor is responsible for the TCMP,<br />
which will be directed by a Management Committee that includes representatives from all relevant ministries, local<br />
government <strong>of</strong>ficials and industry representatives. <strong>The</strong> latter two groups will comprise the Local Management Committee<br />
that will oversee the implementation <strong>of</strong> the management plan. An executive group will implement the plan. This group<br />
includes a Park Manager, a Secretary and four or five Rangers, whose roles are described. <strong>The</strong> fee structure for users<br />
remains the primary unresolved issue.<br />
This plan is currently in draft form, and is under discussion by the Board which will oversee its implementation. It is the<br />
result <strong>of</strong> several years <strong>of</strong> study by the Government <strong>of</strong> SVG and the French Mission for Cooperation (1994, Anon. 1993,<br />
1996), and has involved public consultation (JEMS 1996). <strong>The</strong> plan is based on zonation <strong>of</strong> the TCMP area, which was<br />
defined by the Fisheries Regulations. Two demarcated recreational zones are proposed, one central, including Horseshoe<br />
Reef and the four cays inside the reef, the other to the west <strong>of</strong> Mayreau, around the wreck Purina. <strong>The</strong> rest <strong>of</strong> the TCMP is<br />
a general use zone. As such its intended use does not appear to differ from any other marine area in the waters <strong>of</strong> St.<br />
Vincent and the Grenadines.<br />

<strong>The</strong> objective <strong>of</strong> this report is to present a proposal for the improvement <strong>of</strong> the system <strong>of</strong> collecting and treating <strong>of</strong> waste in<br />
the islands <strong>of</strong> Union, Mayreau, Palm Island, Petit Saint Vincent and the Tobago Cays.<br />

<strong>The</strong> aim <strong>of</strong> the plan is to achieve ‘an integrated planning framework’ for rational spatial and sound environmental<br />
management that will lead to sustainable between the two. A planning and development context is given by providing an<br />
overview <strong>of</strong> Carriacou and Petit Martinique, the legislative and administrative framework and relevant development plans.<br />
Next attention is paid to the Development Strategy, its objectives are listed, as well as viable development options. <strong>The</strong><br />
final part <strong>of</strong> this section looks at strategy, evaluation and proposals. <strong>The</strong> final part <strong>of</strong> the development plan deals with a<br />
range <strong>of</strong> relevant areas- land use, population and settlement, environmental management, economic development, housing<br />
and community facilities.<br />

<strong>The</strong> mission <strong>of</strong> the Tobago Cays Marine Park is to protect, conserve and improve the natural resources <strong>of</strong> the Tobago Cays<br />
and this management plan is designed to fulfil the park’s mission statement and to begin establishing that example for the<br />
future. <strong>The</strong> management plan discusses the management and financial structure and associated legislative arrangements <strong>of</strong><br />
the park, along with regulations, environmental monitoring and management policy and community and international<br />
relations. A budget is listed at the end <strong>of</strong> the document regarding investments, salaries, expenses expected from the park for<br />
the park’s yearly requirements.<br />
