This case study seeks to identify conditions that would optimize the chances for successful co-management <strong>of</strong> the Tobago<br />
cays Marine Park. In order to determine this, interview and focus groups were conducted with user groups and members if<br />
the management board. Secondary analysis was also undertaken the TCMP is seen by some as a “paper park”, with no real<br />
implementation. Local communities are aware <strong>of</strong> this situation and are attempting to have their voices heard by insisting<br />
that they play a role in the management decision-making process in order to make the Park more successful. Despite this<br />
initiative, co-management may have little chance <strong>of</strong> success unless State authorities facilitate more meaningful stakeholder<br />
involvement.<br />

St. Vincent and the Grenadines ratified the Convention on Biological Diversity (CBD) and therefore became responsible<br />
for implementing the provisions <strong>of</strong> that Convention. This project is an enabling activity to formulate a strategy for the<br />
protection and sustainable use <strong>of</strong> St. Vincent and the Grenadines’ biodiversity in accordance with Article 6, “General<br />
Measures for Conservation and Sustainable Use” <strong>of</strong> the CBD. <strong>The</strong> project also aims to prepare a plan <strong>of</strong> action for the<br />
implementation <strong>of</strong> the Strategy. <strong>The</strong>refore the primary output <strong>of</strong> this project will be the National Biodiversity Strategy and<br />
Action Plan (NBSAP). This report was compiled by the international consultant, Simmons and Associates Inc. and reflects<br />
the findings as presented in the various country study reports prepared by the national consultants. <strong>The</strong>se reports included<br />
the following assessments: an assessment <strong>of</strong> marine and freshwater species; forestry, terrestrial flora and fauna; agriculture<br />
resources; land use development and the establishment <strong>of</strong> a GIS and a legal assessment.<br />
