With <strong>the</strong> <strong>in</strong>troduction <strong>of</strong> a new <strong>Canton</strong>al Build<strong>in</strong>g<br />
Law <strong>in</strong> 1959 <strong>the</strong> status <strong>of</strong> Regional Plann<strong>in</strong>g was radically<br />
improved. The exist<strong>in</strong>g <strong>of</strong>fice responsible was<br />
now assigned directly to <strong>the</strong> Build<strong>in</strong>g Director, and<br />
personnel were <strong>in</strong>creased. In jo<strong>in</strong>t work<strong>in</strong>g with <strong>the</strong><br />
regional plann<strong>in</strong>g groups <strong>the</strong>re was prepared<br />
between 1964 and 1973 ten provisional comprehensive<br />
regional plans «1st Stage» <strong>of</strong> which five were<br />
completed and adopted. At that time, <strong>the</strong> population<br />
and employment projections for <strong>the</strong> canton for <strong>the</strong><br />
period to 2020, derived from national Swiss projections<br />
<strong>of</strong> some 10 million population, were estimated<br />
to be 2.1 million residents and 1.1 million workplaces!<br />
Thus one had to plan for such large build<strong>in</strong>g<br />
areas that <strong>the</strong>re was no support for <strong>the</strong> model <strong>of</strong><br />
«regional centres».<br />
