The Greater <strong>Zurich</strong> Area <strong>in</strong> <strong>the</strong> Swiss Urban System<br />

Spatial plann<strong>in</strong>g has – not only <strong>in</strong> <strong>the</strong><br />

<strong>Canton</strong> <strong>of</strong> <strong>Zurich</strong> – <strong>in</strong> <strong>the</strong> last 50 years<br />

<strong>in</strong>volved, aga<strong>in</strong> and aga<strong>in</strong>, <strong>in</strong>-fight<strong>in</strong>g<br />

aga<strong>in</strong>st opposition; political compromise<br />

has had to be handled and plann<strong>in</strong>g concepts<br />

have been overturned by <strong>the</strong> reality<br />

<strong>of</strong> circumstances. Never<strong>the</strong>less spatial<br />

plann<strong>in</strong>g has, piece by piece, curtailed<br />

unrestra<strong>in</strong>ed settlement development<br />

with a more susta<strong>in</strong>able approach.<br />

The configuration <strong>of</strong> a settlement boundary with<br />

regards to <strong>the</strong> economical use <strong>of</strong> land, <strong>the</strong> co-ord<strong>in</strong>ation<br />

and orderl<strong>in</strong>ess <strong>of</strong> spatially <strong>in</strong>fluential activities, as<br />

well as respect<strong>in</strong>g <strong>the</strong> demands <strong>of</strong> <strong>the</strong> next generation,<br />

have been <strong>the</strong> cornerstones <strong>of</strong> plann<strong>in</strong>g understand<strong>in</strong>g<br />

s<strong>in</strong>ce <strong>the</strong> Second World War. Fur<strong>the</strong>rmore, <strong>the</strong> spatial<br />

plann<strong>in</strong>g <strong>of</strong> <strong>the</strong> future must ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong>se pr<strong>in</strong>ciples,<br />

by secur<strong>in</strong>g <strong>the</strong> benefits <strong>of</strong> susta<strong>in</strong>able spatial development.<br />

In forward plann<strong>in</strong>g however, it is appropriate to<br />

secure relevant spatial <strong>in</strong>formation. The government<br />

had such circumstances <strong>in</strong> m<strong>in</strong>d when <strong>the</strong>y supported<br />

<strong>the</strong> <strong>in</strong>tegration <strong>of</strong> <strong>the</strong> <strong>of</strong>ficial survey<strong>in</strong>g with <strong>the</strong> geographic<br />

<strong>in</strong>formation system (GIS) <strong>in</strong> <strong>the</strong> Office <strong>of</strong> Spatial<br />

Plann<strong>in</strong>g and Survey<strong>in</strong>g (ARV) <strong>in</strong> April 1998.<br />

The Greater <strong>Zurich</strong> Area takes a central position <strong>in</strong> <strong>the</strong> Swiss<br />

urban system (Illustration: ORL-Institute <strong>of</strong> <strong>the</strong> Swiss Federal<br />

Institute <strong>of</strong> Technology <strong>Zurich</strong>).<br />

The l<strong>in</strong>ear network <strong>of</strong> <strong>the</strong> Greater <strong>Zurich</strong> Metropolitan<br />

Area is imbedded <strong>in</strong> <strong>the</strong> Swiss urban system. On <strong>the</strong><br />

one hand <strong>the</strong>se l<strong>in</strong>ks allow a functional partnership <strong>in</strong><br />

<strong>the</strong> sense <strong>of</strong> an appropriate division <strong>of</strong> labour between<br />

<strong>the</strong> different regions <strong>of</strong> Switzerland across canton and<br />

community boundaries. On <strong>the</strong> o<strong>the</strong>r hand it is also a<br />

network <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al sense that can respond to<br />

transport through-routes and telecommunication wayleaves.<br />

The Greater <strong>Zurich</strong> Area today already possesses a public<br />

transport system <strong>of</strong> prime quality; <strong>in</strong> particular it<br />

provides accessibility to its central areas. With this<br />

framework based on extensive green areas between<br />

<strong>the</strong> <strong>in</strong>dividual settlement areas, where <strong>the</strong> character <strong>of</strong><br />

spacious parkland landscapes exists, <strong>the</strong> l<strong>in</strong>ear pattern<br />

<strong>of</strong> <strong>the</strong> Greater <strong>Zurich</strong> Metropolitan Area can improve<br />

<strong>the</strong> competitiveness <strong>of</strong> Switzerland as a whole.<br />

The <strong>Canton</strong> <strong>of</strong> <strong>Zurich</strong> and <strong>the</strong> London Metropolitan Area are nearly <strong>the</strong> same <strong>in</strong> extent; however <strong>the</strong>y have very different settlement<br />

patterns: concentrated <strong>in</strong> London and decentralised concentration <strong>in</strong> <strong>the</strong> <strong>Canton</strong> <strong>of</strong> <strong>Zurich</strong>.<br />

By such factors is <strong>the</strong> spatial strategy for <strong>Zurich</strong> – and<br />

Switzerland <strong>in</strong> general – dist<strong>in</strong>guished from examples<br />

<strong>of</strong> many foreign «millionaire cities». However, it is not<br />

with <strong>the</strong> objective <strong>of</strong> «small is beautiful» but «network<br />

is powerful», which serves as a basis for a susta<strong>in</strong>able<br />

development as a whole!<br />

Generous green spaces and recreation areas are an essential<br />

advantage to <strong>the</strong> liv<strong>in</strong>g and work<strong>in</strong>g areas <strong>of</strong> <strong>Zurich</strong>.<br />
