Comprehensive Plans 1948<br />
In 1943 <strong>the</strong> Office <strong>of</strong> Regional Plann<strong>in</strong>g became def<strong>in</strong>itely<br />
part <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Construction. Under<br />
<strong>the</strong> leadership <strong>of</strong> <strong>the</strong> Architect Max Werner work began<br />
on regional area plans for many communities. The aim<br />
was to provide a framework for <strong>the</strong> co-ord<strong>in</strong>ation <strong>of</strong><br />
road build<strong>in</strong>g, water and dra<strong>in</strong>age as well as <strong>the</strong> plann<strong>in</strong>g<br />
framework for Zon<strong>in</strong>g Plans. Of special significance<br />
was <strong>the</strong> area <strong>of</strong> Upper Glatt – Kloten where, after a<br />
decision <strong>of</strong> <strong>the</strong> federal council <strong>in</strong> 1945, it was decided to<br />
build a new airport. In expectation <strong>of</strong> such a large build<strong>in</strong>g<br />
and transport project Comprehensive Plan No. 1<br />
«<strong>Zurich</strong> Lowland and Intercont<strong>in</strong>ental Airport» was<br />
approved by <strong>the</strong> government <strong>in</strong> 1948. In addition extensive<br />
plann<strong>in</strong>g work commenced on o<strong>the</strong>r regions <strong>in</strong> <strong>the</strong><br />
<strong>Canton</strong>, albeit with very heterogeneous results.<br />
