By <strong>the</strong> end <strong>of</strong> <strong>the</strong> 1960s it was realised that <strong>in</strong> <strong>the</strong> <strong>Canton</strong><br />
<strong>of</strong> <strong>Zurich</strong> <strong>the</strong>re would soon be a doubl<strong>in</strong>g <strong>of</strong> <strong>the</strong><br />
resident population. This prognosis was now adapted to<br />
<strong>the</strong> scale <strong>of</strong> development as actually implemented. An<br />
important factor for <strong>the</strong> Comprehensive Plan was <strong>the</strong>refore<br />
<strong>the</strong> redef<strong>in</strong>ition <strong>of</strong> <strong>the</strong> build<strong>in</strong>g areas. Reduction<br />
<strong>the</strong>refore came <strong>in</strong>to <strong>the</strong> question, where <strong>in</strong>frastructure<br />
provision didn’t already exist. At an <strong>in</strong>termediate stage<br />
<strong>the</strong>re was <strong>in</strong>troduced future build<strong>in</strong>g development<br />
areas where<strong>in</strong>, at <strong>the</strong> earliest, development would not<br />
be allowed before 25 years had elapsed.<br />
