Checklist of <strong>Best</strong> <strong>Practices</strong><br />

Here we present a checklist for regulators and other stakeholders to use to determ<strong>in</strong>e<br />

how comprehensively they are account<strong>in</strong>g for the value of energy efficiency resources.<br />

Do the energy efficiency screen<strong>in</strong>g policies and practices <strong>in</strong> your state:<br />

Use a screen<strong>in</strong>g test that <strong>in</strong>cludes the desired scope?<br />

Apply the screen<strong>in</strong>g test <strong>in</strong> a way that is <strong>in</strong>ternally consistent?<br />

Include the utility-perspective other program impacts <strong>in</strong> the PAC test?<br />

Include the participant-perspective other program impacts <strong>in</strong> the TRC test?<br />

Include the societal-perspective other program impacts <strong>in</strong> the societal cost test?<br />

Properly account for avoided energy costs?<br />

Properly account for avoided capacity costs?<br />

Properly account for avoided T&D costs?<br />

Properly account for price suppression effects?<br />

Properly account for avoided environmental compliance costs from current and<br />

anticipated future regulations?<br />

Properly account for marg<strong>in</strong>al l<strong>in</strong>e losses?<br />

Include a societal discount rate for the societal cost test?<br />

Include a low-risk discount rate for the PAC and TRC tests?<br />

Properly account for spillover effects, as well as free-riders?<br />

Screen market transformation programs <strong>in</strong> a way that accounts for their spillover<br />

effects?<br />

Include considerations for the risk benefits of energy efficiency?<br />

Include a study period that is as long as the longest lived energy efficiency<br />

measure?<br />

Screen programs at the program level?<br />

Use the Participant’s Cost test for field-level screen<strong>in</strong>g?<br />

If you answered no to any of these questions, then your state may be understat<strong>in</strong>g the<br />

value of energy efficiency, and customers <strong>in</strong> your state may be pay<strong>in</strong>g more than<br />

necessary for electricity and gas.<br />
