FOREWORD<br />
The series <strong>of</strong> WHO "Operational Hydrology Reports" was introduced in<br />
1973 to support the <strong>WMO</strong> prograrrune in operational hydrology and to meet the<br />
needs <strong>of</strong> Hydrological Services <strong>of</strong> Members. The first report in this series,<br />
the "Manual <strong>for</strong> Estimation <strong>of</strong> Probable Maximum Precipitation", soon became one<br />
<strong>of</strong> the most valued and requested publications <strong>of</strong> the Organization. It was<br />
written by F. L. Paulhus, consulting hydrometeorologist, in co-operat ion with<br />
the Office <strong>of</strong> Hydrology, National Weather Service <strong>of</strong> the USA. The principal<br />
authors from that <strong>of</strong>fice were J. F. Miller, J. T. RIedel, F. 1
