Why Do We Need Mar<strong>in</strong>e Plann<strong>in</strong>g?<br />

Our coastal seas and <strong>in</strong>shore waters are our lifeblood.<br />

We live on an Island; we have to trade with o<strong>the</strong>r nations<br />

across <strong>the</strong> seas; we ga<strong>the</strong>r fish, we extract oil, sand and<br />

gravel. We play <strong>in</strong> and under <strong>the</strong> water. In o<strong>the</strong>r words,<br />

<strong>the</strong>re are a bewilder<strong>in</strong>g number of compet<strong>in</strong>g uses and<br />

resources at our disposal. They are not <strong>in</strong>f<strong>in</strong>ite, <strong>the</strong>y are<br />

easily damaged or destroyed and <strong>the</strong> pressures on <strong>the</strong>se<br />

resources (and <strong>the</strong> space <strong>the</strong>y occupy) are <strong>in</strong>tensify<strong>in</strong>g.<br />

We need an <strong>in</strong>telligent, robust (but flexible) plann<strong>in</strong>g system<br />

that helps to avoid conflict and at <strong>the</strong> same time<br />

encourages appropriate and compatible uses of our seas<br />

and <strong>the</strong> seabed.<br />

In <strong>the</strong> Autumn of 2009, <strong>the</strong> tortuous path of <strong>the</strong> Mar<strong>in</strong>e Bill<br />

came to a successful conclusion with <strong>the</strong> <strong>in</strong>troduction of <strong>the</strong><br />

very welcome Mar<strong>in</strong>e Act. The Act requires that we protect<br />

our seas and <strong>the</strong> vision states that we develop “healthy,<br />

well-managed seas, where wildlife can flourish and<br />

ecosystems are protected, connected and thrive”.<br />

Of course, this ecosystem-based management approach has<br />

to be harmonised with <strong>the</strong> legitimate human uses of <strong>the</strong> sea,<br />

particularly with regards to fish<strong>in</strong>g, offshore construction<br />

and aggregate extraction. Because <strong>the</strong>se activities are<br />

<strong>in</strong>variably location specific; <strong>the</strong> spatial element with<strong>in</strong><br />

mar<strong>in</strong>e plann<strong>in</strong>g has to be a core consideration. The term<br />

mar<strong>in</strong>e spatial plann<strong>in</strong>g (MSP) is <strong>the</strong>re<strong>for</strong>e often used <strong>in</strong> <strong>the</strong><br />

literature.<br />

The Government has now launched a new Mar<strong>in</strong>e<br />

management organisation (MMO) to oversee <strong>the</strong><br />

development of a series of regional mar<strong>in</strong>e spatial plans<br />

that will eventually encompass all UK waters. Some<br />

preparatory work <strong>for</strong> <strong>the</strong>se mar<strong>in</strong>e plans is already under<br />

way and Dorset is <strong>in</strong> <strong>the</strong> <strong>for</strong>efront of this preparatory work.<br />

Note also that <strong>the</strong> MMO have a number of o<strong>the</strong>r<br />

responsibilities <strong>in</strong>clud<strong>in</strong>g licenc<strong>in</strong>g, en<strong>for</strong>cement and fish<strong>in</strong>g<br />

controls.<br />

Here <strong>in</strong> Dorset, an excit<strong>in</strong>g three-year project called C-<br />

SCOPE is be<strong>in</strong>g conducted by a dedicated team based at<br />

relatively <strong>in</strong>active over <strong>the</strong> summer, but we hope all<br />

of <strong>the</strong> traders <strong>in</strong> and around <strong>the</strong> village have enjoyed<br />

a busy time <strong>in</strong> spite of <strong>the</strong> generally disappo<strong>in</strong>t<strong>in</strong>g<br />

wea<strong>the</strong>r.<br />

website <strong>in</strong> conjunction with <strong>the</strong> Heritage Centre who have<br />

now had <strong>the</strong>ir half of <strong>the</strong> site revamped and redesigned. It<br />

really is worth a look.<br />

County Hall <strong>in</strong> Dorchester under <strong>the</strong> umbrella of <strong>the</strong> Dorset<br />

Coast Forum. A number of important groups (<strong>in</strong>clud<strong>in</strong>g <strong>the</strong><br />

National Trust) are support<strong>in</strong>g <strong>the</strong> project work both<br />

f<strong>in</strong>ancially as well as <strong>in</strong> practical ways. The task is to create<br />

a model MSP <strong>for</strong> <strong>the</strong> waters between Portland bill and<br />

Durlston Head (Swanage) out to <strong>the</strong> 12-mile limit. They will<br />

map and assess all <strong>the</strong> possible uses, routes, attributes of<br />

every location and sub-location with<strong>in</strong> this area of sea. Even<br />

<strong>the</strong> seabed is be<strong>in</strong>g mapped (under <strong>the</strong> watchful eye of <strong>the</strong><br />

Dorset Wildlife Trust). All <strong>the</strong> social, environmental and<br />

economic factors will be accounted <strong>for</strong>. Whilst this is only a<br />

relatively small area of sea, it is hoped that <strong>the</strong> MMO will<br />

use <strong>the</strong> f<strong>in</strong>al plan as a prototype <strong>for</strong> <strong>the</strong> wider plans that<br />

<strong>the</strong>y have to produce. The Government expect all UK<br />

waters to have an effective, workable MSP by 2020.<br />

In 2009, UNESCO issued a Mar<strong>in</strong>e Spatial Plann<strong>in</strong>g Guide<br />

and <strong>the</strong>re are a number of basic pr<strong>in</strong>ciples that have to be<br />

adhered to when construct<strong>in</strong>g a MSP:<br />

· We must balance ecological, economic and social goals<br />

· Any (and all) development proposals <strong>for</strong> our seas must<br />

be shown to be susta<strong>in</strong>able <strong>in</strong> <strong>the</strong> long term<br />

· The plans should embrace all sectors and all levels of<br />

Government<br />

· Plans should be place­based or area­based and take<br />

account of <strong>the</strong> natural coast and mar<strong>in</strong>e processes already<br />

at work<br />

· Plans should be anticipatory (especially regard<strong>in</strong>g<br />

climate change possible impacts)<br />

· Plans must <strong>in</strong>volve all stakeholders <strong>in</strong> a positive and<br />

<strong>in</strong>clusive fashion<br />

Clearly it is important that <strong>the</strong>se <strong>in</strong>novative mar<strong>in</strong>e plans<br />

are based on good science and good data. For example, if<br />

certa<strong>in</strong> areas of seabed are to be protected and <strong>the</strong> mar<strong>in</strong>e<br />

life <strong>the</strong>re conserved, it is necessary that we know exactly<br />

what is liv<strong>in</strong>g <strong>the</strong>re, what species are <strong>in</strong>volved and <strong>the</strong>ir<br />

particular vulnerabilities. So mar<strong>in</strong>e plann<strong>in</strong>g has to<br />

accommodate and <strong>in</strong>tegrate any designated mar<strong>in</strong>e<br />

protected areas and vulnerable species.<br />

In conclusion, mar<strong>in</strong>e plann<strong>in</strong>g is a relatively new concept <strong>in</strong><br />

<strong>the</strong> <strong>for</strong>mal sense and it is still evolv<strong>in</strong>g as a discipl<strong>in</strong>e.. It<br />

should be seen as a ‘process’, a tool to assist <strong>in</strong> effective<br />

decision-mak<strong>in</strong>g and <strong>the</strong> best possible way to protect our<br />

precious mar<strong>in</strong>e assets <strong>for</strong> generations to come.<br />

What better aspiration could we have?....especially <strong>in</strong> such a<br />

maritime County as Dorset.<br />
