Guidance for Safety-and Security Management Systems and the<br />

treatment of SMC and ISSC on vessels laid-up or otherwise out of<br />

service<br />

Introduction<br />

The present global economic situation may require shipping companies to take vessels out of service through<br />

“lay-up”, which could be temporary or long term. Ships newly delivered from ship-yard could be equally<br />

affected.<br />

Therefore the following guidance towards the impact on validity of the SMC and ISSC is being given for<br />

companies to assist prepare for lay-up or re-entry into service.<br />

General<br />

Initial, Intermediate and renewal shipboard audits shall be performed only under normal operating conditions,<br />

e.g. when the ship is not in dry dock, laid-up or otherwise out of service not fully manned in accordance with its<br />

Safe Manning Certificate.<br />

Audits for the issuance of Interim SMC/ISSC (Pre-Audit) may be conducted in circumstances other than<br />

normal operating conditions, provided that the ship is fully manned in accordance with its Safe Manning<br />

Certificate.<br />

ISM (SMC)<br />

1. If the vessel has been laid up for more than 3 months, the Safety Management Certificate (SMC) will<br />

become inactive and a re-activation audit should be performed upon recommissioning. The certificate will<br />

be reinstated as follows:<br />

a. If a renewal or intermediate verification audit falls due (but not overdue) during this period (3<br />

months) and the date of re-activation falls within the window of one of these periodical<br />

audits, the re-activation audit will have the scope of the periodical audit and the SMC will be<br />

endorsed accordingly.<br />

2. If the periodical audit window expires during lay-up, the certificate will becomes invalid. An Interim<br />

verification audit (pre-audit) will be required upon recommissioning. The ship will then be issued an Interim<br />

SMC.<br />

3. If the vessel has been laid up more than 12 months the SMC becomes invalid. An interim verification audit<br />

(pre-audit) will be required upon recommissioning. The ship will then be treated as a new ship to the<br />

company and issued an Interim SMC.<br />

4. If an Interim SMC expires during the period the ship is laid-up, the ship will be required to obtain a new<br />

Interim SMC upon recommissioning. An Interim verification audit (pre-audit) will be required accordingly.<br />

ISPS (ISSC)<br />

1. If the vessel has been laid up for more than 3 months, the International Ship Security Certificate (ISSC)<br />

will become inactive and a re-activation audit should be performed upon recommissioning to confirm that<br />

the Ship Security Plan (SSP) has been reactivated in compliance with ISPS Code. The certificate will be<br />

reinstated as follows:<br />

a. If a renewal or intermediate verification audit falls due (but not overdue) during this period (3<br />

months) and the date of re-activation falls within the window of one of these periodical<br />

audits, the re-activation audit will have the scope of the periodical audit and the ISSC will be<br />

endorsed accordingly.<br />

2. If the periodical audit window expires during lay-up, the certificate will becomes invalid. An Interim<br />

verification audit (pre-audit) and re-approval of the SSP will be required upon recommissioning. The ship<br />

will then be issued an Interim ISSC.<br />

3. If the vessel has been laid up more than 12 months the ISSC becomes invalid. An interim verification audit<br />

(pre-audit) and re-approval of the SSP will be required upon recommissioning. The ship will then be<br />

treated as a new ship to the company and issued an Interim ISSC.<br />

4. If an Interim ISSC expires during the period the ship is laid-up, the ship will be required to obtain a new<br />

Interim ISSC upon recommissioning. An Interim verification audit (pre-audit) will be required accordingly.<br />
