RPAY’s Annual Recreation and Healthy Living Retreat: <strong>The</strong><br />

Recreation and Parks Association <strong>of</strong> the Yukon (RPAY) will<br />

be hosting their Annual Recreation and Healthy Living<br />

Retreat in Haines Junction on <strong>October</strong> 4 th and 5 th . This<br />

year’s conference theme is Energizing and Engaging Youth.<br />

RPAY’s conferences are always very well attended and<br />

provide a great opportunity for recreation staff to connect<br />

with others in the industry. If you are working with youth or<br />

are interested in youth programs and services in <strong>Faro</strong> and<br />

are interested in attending this event, please let me know.<br />

<strong>Vol</strong>unteers: Interested in volunteering and helping out with<br />

events/programs at the Rec Centre? We could really use<br />

your help; we are looking for assistance with events as well<br />

as chaperones for youth and kids events. Let us know if you<br />

are interested in help out!<br />

GIRLS NIGHT OUT NEWS<br />

GNO (girls night out) is all geared up for another year <strong>of</strong> fun and girl growth and celebration! We continue to grow and expand our<br />

ideas and are looking forward to many exciting projects in 2011/2012.<br />

A big congratulation to Angela Unrau, who was one <strong>of</strong> 20 girls from across Canada to be chosen for the ELLE PROJECT, a leadership<br />

training program exclusively for girls hosted by the Girls Action Foundation. She will be travelling, all expenses paid, to Montreal in<br />

<strong>October</strong> to participate in this exciting program. She will be representing the Yukon, our community <strong>of</strong> <strong>Faro</strong>, and our group Girls Night<br />

Out! (which is a member <strong>of</strong> the girls action foundation) We are so proud and excited for her!!<br />

One <strong>of</strong> the things we will be doing this fall is creating our own society. We are expanding the acronym GNO to GNORTH, and will be<br />

working to create GNORTH groups in all Yukon communities. As part <strong>of</strong> this project, we will be trying to secure funding to open our<br />

own headquarters right here in <strong>Faro</strong>! We are already working with partners in Carmacks, Haines Junction, Watson Lake and<br />

Whitehorse.<br />

Each <strong>of</strong> the girls are planning their own meeting, we are ordering new jackets and pants, and we are planning a few fundraisers such<br />

as a lasagna dinner and something special for Christmas.<br />

Last year, GNO had a retreat in Whitehorse where we participated in tons <strong>of</strong> workshops such as Yoga, Henna Tattoos, Pilates,<br />

Journalling and Nutrition. We are planning on having another retreat this winter. This time the theme will be "Preventing Violence"<br />

and we will be hosting several speakers and having some workshops around this topic.<br />

If you would like to get involved in GNORTH by hosting one <strong>of</strong> our meetings or by helping out at fundraisers or other activities,<br />

Girls Night Out has submitted a project to the Aviva Community Fund called<br />

GIRLS NORTH: CREATING SPACES FOR GIRLS EMPOWERMENT.<br />

How it works:<br />

Aviva is a Canadian insurance company that has an annual competition for 1<br />

million dollars in funding for community projects. To compete for the<br />

money, you submit an idea and then get everybody you know to vote for<br />

you. <strong>The</strong>re are 3 phases <strong>of</strong> voting to get into the semi finals, then a judging<br />

phase. We need enough votes to get through each phase.<br />

How you vote:<br />

You register through Aviva's website at www.avivacommunityfund.org or<br />

through Aviva's facebook page. You get 15 votes for every phase, and we<br />

need all 15 <strong>of</strong> your votes for each phase!!!<br />

More Girls News<br />

I am excited for GNO to be part<br />

<strong>of</strong> a new project through the<br />

Girls Action Foundation called,<br />

"Young Women's Leadership in<br />

Rural Development". I will be<br />

travelling to Montreal from<br />

<strong>October</strong> 27-30 to be part <strong>of</strong> this<br />

working group <strong>of</strong> girls leaders<br />

from across Canada.<br />

Young women in rural<br />

communities <strong>of</strong>ten face issues<br />

such as violence, drug and<br />

alcohol abuse, racism, limited<br />

services and resources, and a<br />

lack <strong>of</strong> opportunities. Yet young<br />

people are the future <strong>of</strong> rural<br />

areas. <strong>The</strong> goal <strong>of</strong> this project is<br />

to support the leadership<br />

development <strong>of</strong> young women.<br />

<strong>The</strong> project will improve the<br />

skills <strong>of</strong> young women to make<br />

their communities more livable<br />

and sustainable, and equip<br />

communities to increase<br />

opportunities for rural young<br />

women’s advancement.<br />

GNO will be able to access some<br />

special funding as a part <strong>of</strong> this<br />

group, and we will be able to<br />

collaborate and partner with<br />

other rural organizations working<br />

with young women regionally<br />

and nationally.<br />

A few reminders from the Mounties as we head into the fall:<br />

It’s time for snow tires! Traditionally the first snow storm <strong>of</strong> the year is the busiest time for fender<br />

benders and car accidents. Let’s try to get by this year without any regrets about not getting the<br />

snow tires on in time for that first surprise snow storm.<br />

With the cold weather sometimes we make poor decisions about driving when maybe we<br />

shouldn’t. If you’re planning to be out and have a few drinks be sure to make arrangements for a<br />

drive or enjoy a brisk walk in the Yukon weather. <strong>The</strong> Yukon government has identified<br />

enforcement <strong>of</strong> impaired operation laws as a priority in our Territory. It would be a great winter<br />

for all <strong>of</strong> us if the <strong>Faro</strong> RCMP could report impaired driving is not a problem in <strong>Faro</strong>. Most<br />

importantly, our roads and trails will be safer for all <strong>of</strong> us to enjoy.<br />

Prepare for the cold weather by equipping your vehicle prior to making the trip to Whitehorse.<br />

Dress for the cold and be prepared for anything. After packing warm clothes, a sleeping bag and<br />

survival items the most important thing you can do is to plan to call someone when you arrive at<br />

your destination. Remember there is no cell phone service out there. If you don’t have a satellite<br />

phone a check in plan could save you a long wait for help on the highway.<br />

It is that time <strong>of</strong> the year, where police forces all across Canada participate in Operation Impact.<br />

For those who do not know, it is a national campaign to make Canada's roads the safest in the<br />

world. This special weekend is a police initiative designed to remind people that an essential part<br />

<strong>of</strong> the enforcement job is to save lives and reduce injuries on our roadways. Starts <strong>October</strong> 7th<br />

00:01 hrs till <strong>October</strong> <strong>10</strong>th 23:59 hrs<br />

This year, <strong>Faro</strong> RCMP will targeting the following infractions;<br />

- Alcohol Impaired Driving !!- Driving with Handheld Devices- Aggressive Driving (speeding)- Other<br />

Moving Violations (ie: too fast for road conditions, fail to obey traffic control device)- Seatbelt<br />

infractions<br />

LETTERS to the editor<br />

I would like to thank the constituents <strong>of</strong> Pelly-Nisutlin for providing me with the privilege <strong>of</strong> serving as their representative in the<br />

Legislative Assembly for the past five years.<br />

This has been a position that I have found extremely rewarding and fulfilling. Improving the lives <strong>of</strong> my constituents has been<br />

personally rewarding and meaningful to me.<br />

My goal was to help seniors stay in their home communities and to help our young people have meaningful careers. By rebuilding<br />

our economy, I am pleased that we now have more jobs than we have residents. One <strong>of</strong> the highlights <strong>of</strong> my time in <strong>of</strong>fice was<br />

participating in the opening <strong>of</strong> the new seniors housing complex in <strong>Faro</strong>. I am also very pleased to see that the economic benefits<br />

are also reaching <strong>Faro</strong>. I don’t wish to push the issue here…..but… “I told you so!”<br />

While it may not be glamorous, I am proud <strong>of</strong> our work on the roads in Yukon. We closed the 36 km gap in the chip-seal on the<br />

Campbell Highway that you asked for and have made rebuilding this entire highway a priority.<br />

I am pleased that Ross River has moved to establish a local advisory council. As well, I believe that the community is safer because<br />

<strong>of</strong> the new state-<strong>of</strong>-the-art fire truck that we were able to deliver last year. To this, I am proud to have played a part in securing<br />

for Ross River a new fire hall, water treatment system and a replacement for the arena that burnt down. We have provided<br />

funding for the completion <strong>of</strong> the much needed “Hope Hall”.<br />

Yukoners should be proud <strong>of</strong> and applaud the incredible staff the Justice and Women’s Directorate Department employs. Thanks to<br />

their good work we are well advanced in all areas <strong>of</strong> justice and women’s issues on the national front. It has been a pleasure to<br />

work with the staff <strong>of</strong> both departments.<br />

Violence against women has been another passion <strong>of</strong> mine. We fret about the ever rising rate <strong>of</strong> crime, increasing costs <strong>of</strong> health<br />

care, crowded jails, increasing drop-out rates in our schools, the prevalence <strong>of</strong> FASD and dissolution <strong>of</strong> families. <strong>The</strong> simple solution<br />

is “Healthy Mothers”. It does take a community to raise a child and it is indeed our business to get involved in ending violence<br />

against women. I applaud <strong>Faro</strong>’s community spirit, you go the extra mile to help the youth in the community to achieve their<br />

highest potential and you support those you put in place as community leaders.<br />

As the Minister <strong>of</strong> Justice, I am proud <strong>of</strong> Yukon’s correctional redevelopment project, including the development <strong>of</strong> a new philosophy<br />

<strong>of</strong> Corrections, a new Corrections Act and a new Correctional Centre as well as the development and implementation <strong>of</strong> the Victims<br />

<strong>of</strong> Crime Strategy. I called for the policing review and I hope that I will remain to see the policing review carried through to<br />

completion. I personally thank Commander Clark for his perseverance in this area which has, at times, not been an easy task.<br />

On the national front, I am proud to support Minister Rob Nicholson's desire to protect children from predators by raising the age <strong>of</strong><br />

consent from 14 to 16. I am deeply grateful for his support in assisting us in bringing FASD to the national table.<br />

I look forward to new opportunities and to new challenges as I enter the next phase. Whatever the future holds, I intend to<br />

continue working to improve the lives <strong>of</strong> Yukoners.<br />

I am deeply grateful for the friendships I have made with my colleagues, for the knowledge they have transferred to me, especially<br />

<strong>of</strong> note Dennis Fentie, Archie Lang, Elaine Taylor and Brad Cathers. I sincerely wish each <strong>of</strong> them continued success. I am also<br />

grateful for the enduring friendships I have made in my riding, especially <strong>Faro</strong>, over the past five years. I still hope to make <strong>Faro</strong> my<br />

Social Services, the <strong>Faro</strong> Health Centre, or any government<br />

program. If you are able to make a meal for a family once in a while,<br />

please get yourself on the Friendship Feast list. You may get called<br />

once in 6 months. To receive meals, you just need to nominate<br />

yourself or someone who you know needs meals. Generally,<br />

Friendship Feasts provides meals when there has been a death or<br />

other hardship in the family, when someone is recovering from an<br />

operation or sickness, or when a family brings home a new baby.<br />

Getting involved in Friendship Feasts is a great way to get involved in<br />

our community and to meet people in town in a meaningful way. If<br />

<strong>Faro</strong> Mine Complex winds down for the winter season<br />

As the end <strong>of</strong> the operating season approaches, Denison Environmental Services (DES) is<br />

winding down its Care and Maintenance operations at the <strong>Faro</strong> Mine Complex.<br />

Seasonal erosion repairs and revegetation <strong>of</strong> the soil cover at the Grum Sulphide Cell<br />

Cover project along with improvements to water storage and management in that area<br />

<strong>of</strong> the site were being completed in September.<br />

Yukon government is continued its efforts to ensure health and safety at the <strong>Faro</strong> Mine<br />

Complex. As a result, new signage was posted in September at the site. Should you<br />

have any questions, please feel free to contact the Yukon government at 456-6772 or<br />

DES was required to postpone its quarterly meeting scheduled in September. <strong>The</strong> next<br />

meeting is scheduled for <strong>October</strong> 18 th at 1 pm in Pelly Crossing. DES will discuss care and<br />

maintenance activities which occurred at the <strong>Faro</strong> Mine Complex during the 2011<br />

operating season. Affected Yukon First Nation residents, Community Coordinators and<br />

representatives and residents from the <strong>Town</strong> <strong>of</strong> <strong>Faro</strong> are welcome to attend.<br />

<strong>The</strong> tender notice for the new contract for Care & Maintenance <strong>of</strong> the <strong>Faro</strong> Mine<br />

Complex will close in early <strong>October</strong> 2011. Yukon government will evaluate the proposals<br />

received and anticipates awarding the contract by the end <strong>of</strong> the year.<br />

<strong>The</strong> 2011 Hunting season seems to going quite well in the <strong>Faro</strong> District and the weather<br />

cooperated much better this year than last.<br />

We would like to remind all hunters that the voluntary closure in Zone 4:45 is still into<br />

effect and we are encouraging all hunters to hunt elsewhere.<br />

We would like to remind all hunters that the deadline for Kill Reports and biological<br />

submissions for all species is due 15 days after the end <strong>of</strong> the month in which the<br />

animal was killed. <strong>The</strong>refore, if you harvested an animal in September, it has to be<br />

reported no later than <strong>October</strong> 15 th . Also, a Kill Report is required to be filled out by all<br />

hunters. Although you may have reported your kill to a Conservation Officer in the field,<br />

called in to the TIPS line or called the Conservation <strong>of</strong>fice, please drop into the<br />

Conservation <strong>of</strong>fice to fill out and sign the proper Kill Report. In order to keep track <strong>of</strong><br />

the number <strong>of</strong> moose harvested in 4:42-4:46, we are asking hunters to report within<br />

48hrs so that we can keep track <strong>of</strong> the harvest as the season progresses however a Kill<br />

Report is required to be filled out afterwards.<br />

We would like to remind all people <strong>of</strong> the importance <strong>of</strong> reporting violations they may<br />

witness during the hunting season, or at any time <strong>of</strong> year for that matter. To report<br />

violations, visit a Conservation Officer or call our <strong>of</strong>fice at 994-2862. If someone wishes<br />

to remain anonymous, they may do so by phoning the Turn-In-Poachers toll free hotline<br />

at 1-800-661-0525, available 24 hours a day.<br />

As the weather is getting colder out there and fall is definitely upon us, we wish<br />

Just want to add that I have resigned from my position at the Dept. <strong>of</strong> Environment, CO<br />

Services and my last day will be Sept. 30 th . I have enjoyed my job immensely and will<br />

Library<br />

<strong>The</strong> preschool committee is excited to announce<br />

the opening <strong>of</strong> <strong>Faro</strong> Toy Lending Library.<br />

<strong>The</strong> library is focusing on educational toys for<br />

ages 0-6. Families can become members by<br />

signing the membership form and choosing one <strong>of</strong><br />

three options - paying annual fee, volunteer work<br />

for the committee or donating suitable toys.<br />

Carpet bowling is starting up for the<br />

season on September 13 th . Carpet<br />

bowling is regularly played in the Rec<br />

FARO TO GET NEW<br />

WATER LINE<br />

During the month <strong>of</strong> September, 2011<br />

construction will begin on the installation<br />

<strong>of</strong> a new raw water supply line for our<br />

community.<br />

This new 8” insulated water supply line is<br />

intended to replace an aging uninsulated<br />

steel line that was installed 36 years ago.<br />

<strong>The</strong> new line will run a distance <strong>of</strong> 1200<br />

metres from the pumphouses at the river<br />

all the way to our main distribution<br />

pumphouse (PH#3 next to our<br />

administration building) where chlorine is<br />

added to ensure the safety <strong>of</strong> our drinking<br />

water supply.<br />

IT IS VERY IMPORTANT FOR SAFETY<br />

CONSIDERATIONS that ATV’s and motor<br />

bikes stay clear <strong>of</strong> the road that leads to<br />

the pumphouses near the river. This will<br />

be the exact route <strong>of</strong> the new water line<br />

and heavy equipment will be working in<br />

the area for two months. It is simply too<br />

easy to get too close to a heavy backhoe<br />

that is swinging in full motion and digging<br />

a trench for the water line. And it is<br />

similarly too easy to fall into the excavated<br />

trench if dirt bikes get too close to the<br />

excavation. <strong>The</strong> simplest safety protection<br />

is just to STAY CLEAR BY STAYING AWAY.<br />

<strong>The</strong> project is expected to be completed by<br />

the end <strong>of</strong> <strong>October</strong>.<br />

ASSESSING OUR WATER SYSTEM CONDITION:<br />

WE NEED YOUR HELP!<br />

<strong>The</strong> <strong>Town</strong> <strong>of</strong> <strong>Faro</strong> is committed to ensuring our water infrastructure is reliable, efficient and affordable, and that it<br />

continues to provide safe drinking water for all our citizens.<br />

<strong>The</strong> Problem<br />

• Our 2011 Conceptual Design Report reveals that the unidentified water losses from our system are 40 times that <strong>of</strong><br />

a system in good repair. Significant losses may indicate poor water main condition;<br />

• Water mains are expensive to maintain and replace.<br />

• <strong>The</strong> town intends to request Yukon government funding for system rehabilitation but we need to motivate our<br />

application by identifying areas where pipe replacement is required. <strong>The</strong> unidentified losses may be caused by<br />

losses in individual properties through bleeders, which have not been turned <strong>of</strong>f or leaking toilets and faucets.<br />

• In order to confirm the leakage from the mains and hence assess the condition <strong>of</strong> the system, we need to eliminate<br />

the losses, which may be occurring inside properties.<br />

What We Propose To Do<br />

• Measure losses in sections <strong>of</strong> mains isolated by closing valves. To make these measurements meaningful, it will be<br />

necessary to shut the main supply valve inside each property, which is supplied from the isolated section <strong>of</strong> main,<br />

for a period <strong>of</strong> a few hours during the day. Residents are requested to store sufficient water for use in this period.<br />

• Sections <strong>of</strong> mains serving businesses and institutions will be tested after hours.<br />

• Residents will be advised in advance <strong>of</strong> the intended shut-down and requested to shut the main supply valve if<br />

they will be away. Team members will knock on doors to confirm that valves have been shut before testing begins.<br />

In rare cases where the main supply valve does not shut tight, it may be necessary to shut the bleeder, the supply to<br />

toilets and to inspect other fittings to ensure that no water is flowing.<br />

• Water to be used to test the isolated system will be obtained from outdoor hose bibs on adjacent properties with<br />

the owner’s informed consent.<br />

This work is essential to maintaining an efficient and cost-effective water distribution system. In order to achieve<br />

accurate results from this assessment we require that the main shut <strong>of</strong>f valve inside the dwelling be closed and that<br />

the residents refrain from using any appliance that uses hot or cold water i.e. please do NOT use your taps,<br />

showers, toilets, washing machines, dish washers etc. for the duration <strong>of</strong> the assessment. You may want to set<br />

aside some containers <strong>of</strong> water for personal use during this time but we do not anticipate loss <strong>of</strong> service for a period<br />

longer than that shown above.<br />

<strong>The</strong> third full moon in a season with four full<br />

moons is called a blue moon, as described in<br />

the Maine Farmers' Almanac. Until recently it<br />

was commonly misunderstood that the<br />

second full moon in a month was the blue<br />

moon. However, it was recently discovered by<br />

Sky & Telescope magazine and reported on<br />

NPR that the interpretation <strong>of</strong> a blue moon as<br />

the second full moon <strong>of</strong> the month was<br />

erroneously reported in an issue <strong>of</strong> Sky &<br />

Telescope dating back to 1946 and then<br />

perpetuated by other media.<br />

<strong>October</strong> 12 - Full Moon. <strong>The</strong> Moon will be directly opposite the Earth from the Sun and will be<br />

fully illuminated as seen from Earth. This phase occurs at 02:06 UTC. This full moon was<br />

known by early Native American tribes as the Full Hunters Moon because at this time <strong>of</strong> year<br />

the leaves are falling and the game is fat and ready to hunt. This will also be the smallest full<br />

moon <strong>of</strong> the year because it will be near apogee, its farthest point from the Earth.<br />

<strong>October</strong> 16 - Comet Elinin. Newly discovered comet Elinin will make its closest approach to<br />

the Earth on <strong>October</strong> 16. <strong>The</strong> comet was discovered on December <strong>10</strong>, 20<strong>10</strong> by Russian<br />

amateur astronomer Leonid Elenin. It is estimated that the comet will reach 6th magnitude as<br />

it makes its closest approach. This will make it just barely visible to the naked eye. With a<br />

good pair <strong>of</strong> binoculars and a little determination, you may be able to get a good look at this<br />

new comet during mid <strong>October</strong>.<br />

<strong>October</strong> 21, 22 - Orionids Meteor Shower. <strong>The</strong> Orionids is an average shower producing about<br />

20 meteors per hour at their peak. This shower usually peaks on the 21st, but it is highly<br />

irregular. A good show could be experienced on any morning from <strong>October</strong> 20 - 24, and some<br />

meteors may be seen any time from <strong>October</strong> 17 - 25. <strong>The</strong> nearly last quarter moon may hide<br />

some <strong>of</strong> the faintest meteors this year. Best viewing will be to the east after midnight. Be<br />

sure to find a dark location far from city lights.<br />

<strong>October</strong> 26 - New Moon. <strong>The</strong> Moon will be directly between the Earth and the Sun and will<br />

not be visible from Earth. This phase occurs at 19:56 UTC.<br />

<strong>October</strong> 29 - Jupiter at Opposition. <strong>The</strong> giant planet will be at its closest approach to Earth<br />

and its face will be fully illuminated by the Sun. This is the best time to view and photograph<br />

Jupiter and its moons. <strong>The</strong> giant planet will be a big and bright as it gets in the night sky. A<br />

medium-sized telescope should be able to show you some <strong>of</strong> the details in Jupiter's cloud<br />

bands. A good pair <strong>of</strong> binoculars should allow you to see Jupiter's four largest moons,<br />

appearing as bright dots on either side <strong>of</strong> the planet.<br />

He was born on August 17th, 2011 at 9:56pm into his<br />

Gramma's arms.<br />

Thanks to everybody who welcomed us home with such<br />
