7 Feed-in Tariff<br />

7.1 Feed-in Tariff system and incentive tariffs<br />

Further to the Ministerial Decree DM dated 19/02/2007,<br />

who erects a PV installation connected to the network<br />

and without energy storage systems can obtain “incentive<br />

tariffs”, defined according to the peak power of the<br />

installation and to the type of architectural integration<br />

(Table 7.1).<br />

The Feed-in Tariff consists in the remuneration for the<br />

produced energy and not in the incentive of the capital<br />

necessary to the erection of the PV plant (Initial Capital<br />

Cost).<br />

The tariffs, which are paid out unchanged for a period<br />

of over 20 years 1 , are applied to the whole energy produced<br />

by the plant, independently of the use that the<br />

user is going to make of such production: sale or selfconsumption.<br />

With subsequent decrees (starting from<br />

2009) the Ministries of Economic Development and of<br />

the Environment and the Safeguard of the Territory and<br />

of the Sea shall update the incentive tariffs for installations<br />

erected after 2010.<br />

The maximum power for which incentives can be provided<br />

is 1200 MW with a “moratorium period” of 14 months (24<br />

months for public bodies) as from the date of achievement<br />

of the power limit for which incentives can be obtained.<br />

For the PV installations which will be put into service after<br />

such “moratorium period” however, incentive tariffs can<br />

be provided, but these tariffs are not accumulative with<br />

green certificates and with white certificates (Energy Efficiency<br />

Credits) and shall not be granted for installations<br />

erected for law obligations (311/2006) and put into service<br />

after 31st December 2010.<br />

1 The financial cover for incentive tariffs is guaranteed by the compulsory drawing in<br />

support of the renewable sources present since 1991 in all the electricity bills of all the<br />

energy distribution authorities.<br />

The “basic” incentive tariff can be increased by 5% in<br />

particular non-cumulative cases:<br />

• for installations with peak power higher than 3kW non<br />

integrated, whose owner self-consumes at least 70%<br />

of the produced energy;<br />

• for installations whose owner is either a public/accredited<br />

school or a public structure;<br />

• for installations integrated in buildings, houses, building<br />

structures for agricultural uses in replacement of<br />

Ethernet covering or including asbestos;<br />

• for installations whose public subjects are local bodies with<br />

resident population not exceeding 5000 inhabitants.<br />

The PV installations, for which local bodies are responsible,<br />

can be included in the typology of integrated<br />

installations, not depending on the real architectural<br />

configurations of the plant.<br />

In addition to the incentive, the subject responsible for<br />

the plant can count on a further economical advantage<br />

deriving from:<br />

• power delivery to the grid;<br />

• own self-consumption (partial or total cover);<br />

• Net Metering with the grid (for installations with power<br />

up to 200kW).<br />

With the financial act of 2008, as from January 1st, 2009<br />

for the granting of the building permission for new buildings,<br />

the erection of <strong>plants</strong> for the production of electrical<br />

energy from renewable sources must be provided, so that<br />

a power production not lower than 1kW for each house<br />

unit shall be guaranteed, technical feasibility permitting.<br />

As regards industrial buildings, with size not lower than<br />

100 m 2 , the minimum power production is 5 kW.<br />

Besides, the net metering system is extended to all the<br />

<strong>plants</strong> supplied by renewable sources with annual average<br />

power not exceeding 200 kW.<br />
