In June 1907, operators <strong>in</strong> San Francisco requested a temporary 25 percent<br />
pay <strong>in</strong>crease to cover additional liv<strong>in</strong>g expenses caused by <strong>the</strong> San<br />
Francisco earthquake. The General Executive Board of <strong>the</strong> CTUA met <strong>in</strong><br />
New York and, f<strong>in</strong>d<strong>in</strong>g that <strong>the</strong> San Francisco operators had just cause for<br />
<strong>the</strong>ir request, authorized call<strong>in</strong>g of a strike if Western Union turned down<br />
<strong>the</strong> request; <strong>the</strong>y sent President Small to San Francisco to <strong>in</strong>vestigate <strong>the</strong><br />
situation. Small left New York on June 14 with <strong>the</strong> authority of <strong>the</strong> Executive<br />
Board to declare a strike, but he <strong>in</strong>tended to avoid one if at all possible.<br />
Meanwhile, <strong>in</strong> New York, Sylvester J. Konenkamp, a member of <strong>the</strong> General<br />
Executive Board, began to negotiate with Commissioner Charles P.<br />
Neill of <strong>the</strong> U.S. Labor Bureau, who was also talk<strong>in</strong>g to Clowry of Western<br />
Union. Neill was work<strong>in</strong>g to have identical agreements signed between <strong>the</strong><br />
CTUA and Neill and between Western Union and Neill to <strong>the</strong> effect that<br />
<strong>the</strong> 10 percent raise promised earlier by Western Union would be put <strong>in</strong>to<br />
effect; <strong>the</strong> separate agreements approach was used to avoid hav<strong>in</strong>g Western<br />
Union negotiate directly with <strong>the</strong> union, which <strong>the</strong> company did not recognize.<br />

In San Francisco, Small addressed <strong>the</strong> issue of pay for women operators.<br />
He noted that while male operators <strong>in</strong> San Francisco made an average<br />
of $70 a month, “There are many female operators work<strong>in</strong>g for <strong>the</strong> company<br />
today who only receive $40 a month, and are compelled to pay $2 to<br />
$5 a month for a typewriter, as without a mach<strong>in</strong>e <strong>the</strong>y cannot hold a job.” 39<br />
Western Union officials <strong>in</strong> San Francisco rejected <strong>the</strong> 25 percent wage <strong>in</strong>crease<br />
demand. Small <strong>in</strong> San Francisco ei<strong>the</strong>r did not know of <strong>the</strong> New York<br />
agreement or did not consider it valid. The CTUA did not use <strong>the</strong> telegraph<br />
to communicate with Small <strong>in</strong> San Francisco for fear <strong>the</strong> message<br />
would be <strong>in</strong>tercepted, and cross-country long-distance telephony did not<br />
yet exist. He called for a strike on June 21, after be<strong>in</strong>g given authority to do<br />
so by a vote of <strong>the</strong> San Francisco union local. About 200 telegraphers, 150<br />
Western Union employees, and 50 employees of <strong>the</strong> Postal <strong>Telegraph</strong>,<br />
jo<strong>in</strong>ed <strong>the</strong> strike at Oakland. The San Francisco Chronicle reported that as <strong>in</strong><br />
earlier strikes, women operators who jo<strong>in</strong>ed <strong>the</strong> cause were “received with<br />
hand-clapp<strong>in</strong>g by <strong>the</strong> male operators who were stand<strong>in</strong>g <strong>in</strong> <strong>the</strong> nave of <strong>the</strong>
