Gould was <strong>the</strong> daughter of Jay Gould, <strong>the</strong> Gilded Age baron who had once<br />

counted Western Union as one of his fiefdoms. Helen Miller Gould Shepard<br />

(1868–1938) had a reputation as a philanthropist who was sensitive to<br />

women’s issues; she was also a major shareholder <strong>in</strong> Western Union.<br />

The letter began by stat<strong>in</strong>g that <strong>the</strong> upper management and board of<br />

directors of Western Union had been deceived about <strong>the</strong> true state of affairs<br />

<strong>in</strong> <strong>the</strong> company. The women strikers termed <strong>the</strong>ir action a “revolt” ra<strong>the</strong>r<br />

than a strike and <strong>the</strong>n proceeded to list <strong>the</strong> discrim<strong>in</strong>atory actions that had<br />

precipitated <strong>the</strong> revolt.<br />

The first item mentioned by <strong>the</strong> women was <strong>the</strong> condition of <strong>the</strong>ir<br />

bathrooms and private facilities: “Our withdraw<strong>in</strong>g rooms and conveniences<br />

are a disgrace to humanity.” The strikers alleged that <strong>the</strong> health<br />

department had ordered <strong>the</strong> company to make improvements, but <strong>the</strong> recommendations<br />

had been ignored. They also noted that <strong>the</strong>y were required<br />
