Mental facility<br />
may go to state<br />
While the future administration of<br />
Wayne County General Hospital in<br />
Westland is being reviewed, operation<br />
of the psychiatric hospital may soon<br />
transfer from county responsibility to<br />
the state.<br />
Currently the psychiatric hospital,<br />
located on the same grounds as the<br />
general hospital but has a separate administration,<br />
is operated by Wayne<br />
County. Under a new funding formula,<br />
however, the state is supposed<br />
to sqpply 90 per cent of the funding<br />
witltthe county supplying the other 10<br />
per cent.<br />
This. year, the psychiatric hospital<br />
has been operating under the county's<br />
10 wh* cent because the state funding,<br />
whtaLftras due in March, has been delayt£,<br />
TTiat delay had threatened the<br />
closmg of the psychiatric facility.<br />
That threat, however, soon may be<br />
over Chairman of the Wayne County<br />
Board of Commissioners John Barr<br />
(D-Dearborn Heights), whose district<br />
includes part of Westland. said he expects<br />
that the county will soon receive<br />
last year's state funding and that the<br />
state will assume operation of the hospital<br />
in the future.<br />
"My prediction is that there will be<br />
no interruption in the psychiatric care<br />
for troubled people in Wayne County,"<br />
said Barr. "I have been advised<br />
verbally that we can expect the<br />
money (last year's 90 per cent state<br />
funding) soon I expect to receive a<br />
letter in a few days confirming this.<br />
The governor and state legislature<br />
are disposed to paying this<br />
"There has never been an intent to<br />
close the hospital My view is that the<br />
state will assume operation of the psychiatric<br />
hospital, paying their 90 per<br />
cent and billing us for the other 10 per<br />
cent," continued Barr.<br />
He added that a definite plan has<br />
yet to be made on the operations<br />
changeover "The state operates hospitals<br />
elsewhere, and I think it is their<br />
intent to do so here," Barr added<br />
In the meantime, the hospital will<br />
remain open because "it would be a<br />
great disservice to the citizens of the<br />
county if the facility was closed at<br />
this time." according to a report approved<br />
by the board of commissioners<br />
July 7.<br />
Accepting that recommendation<br />
from its human resources committee,<br />
the board agreed that "failure by the<br />
state to live up to its responsibility to<br />
allocate funds is the biggest single factor<br />
affecting continued operation (of<br />
the psychiatric facility)<br />
The report from the human resources<br />
committee recommended that<br />
the psychiatric hospital remain open<br />

despite county financial problems that<br />
include a potential $10-12 million budget<br />
deficit.<br />
A hospital task force, appointed by<br />
Barr in February to assess overall operation<br />
of general and psychiatric facilities,<br />
has yet to study the psychiatric<br />
hospital.<br />
The task force report on operation<br />
of the general hospital has been referred<br />
to the human resources committee<br />
of the county board of commissioners<br />
and to the county board of institutions<br />
for their review.<br />
"My personal hope," said Barr, "is<br />
that they would adopt the recommendations<br />
of the task force.'<br />
The task force report recommended<br />
that the general hospital's administration<br />
be changed to one of two alternatives:<br />
•A new public hospital authority,<br />
which would function as an independent<br />
benefit corporation with full authority<br />
and responsibility for hospital<br />
operation, or:<br />
•A quasi-independent hospital authority<br />
within Wayne County government.<br />
such as a bridge, road or airport<br />
authority, with full authority and<br />
responsibility for hospital operation<br />
The general hospital currently reports<br />
to the following county committees:<br />
human resources for programs<br />
and general policy; general<br />
government for civil service and<br />
labor relations questions; the public<br />
works for land and facilities; and the<br />
ways and means for fiscal matters.<br />
Barr said he believes a hospital structure<br />
established like a road commission<br />
could be "frustratingly independ<br />
ent but very good. It removes hospital<br />
operation from politics and keeps it independent<br />
"<br />
Under such a proposal. Barr said<br />
the county probably would continue to<br />
fund the hospital, but the amount was<br />
impossible to predict. Although there<br />
would be "transitional problems"<br />
with a change in hospital administration.<br />
Barr believes the board of<br />
commissioners "will go along with<br />
it."<br />
The task force, which is chaired by<br />
Dr. Ramon Joseph, a Livonia doctor<br />
from Wayne County General, also recommended<br />
that the hospital continue<br />
to provide health care for those who<br />
otherwise couldn't obtain or finance<br />
such care.<br />
It also recommended that the hospital<br />
continue to provide a full range of<br />
services, including emergency and<br />
specialized services unavailable elsewhere<br />
in the county, and that the hospital<br />
continue its role as a teaching facility.<br />
