1*AJ££L Thursday, July 28, 1977 Mental facility may go to state While the future administration of Wayne County General Hospital in Westland is being reviewed, operation of the psychiatric hospital may soon transfer from county responsibility to the state. Currently the psychiatric hospital, located on the same grounds as the general hospital but has a separate administration, is operated by Wayne County. Under a new funding formula, however, the state is supposed to sqpply 90 per cent of the funding witltthe county supplying the other 10 per cent. This. year, the psychiatric hospital has been operating under the county's 10 wh* cent because the state funding, whtaLftras due in March, has been delayt£, TTiat delay had threatened the closmg of the psychiatric facility. That threat, however, soon may be over Chairman of the Wayne County Board of Commissioners John Barr (D-Dearborn Heights), whose district includes part of Westland. said he expects that the county will soon receive last year's state funding and that the state will assume operation of the hospital in the future. "My prediction is that there will be no interruption in the psychiatric care for troubled people in Wayne County," said Barr. "I have been advised verbally that we can expect the money (last year's 90 per cent state funding) soon I expect to receive a letter in a few days confirming this. The governor and state legislature are disposed to paying this "There has never been an intent to close the hospital My view is that the state will assume operation of the psychiatric hospital, paying their 90 per cent and billing us for the other 10 per cent," continued Barr. He added that a definite plan has yet to be made on the operations changeover "The state operates hospitals elsewhere, and I think it is their intent to do so here," Barr added In the meantime, the hospital will remain open because "it would be a great disservice to the citizens of the county if the facility was closed at this time." according to a report approved by the board of commissioners July 7. Accepting that recommendation from its human resources committee, the board agreed that "failure by the state to live up to its responsibility to allocate funds is the biggest single factor affecting continued operation (of the psychiatric facility) The report from the human resources committee recommended that the psychiatric hospital remain open gmrnEt ^ Classified ^5 Ads * 522-0900 L •rfrffr. c tf despite county financial problems that include a potential $10-12 million budget deficit. A hospital task force, appointed by Barr in February to assess overall operation of general and psychiatric facilities, has yet to study the psychiatric hospital. The task force report on operation of the general hospital has been referred to the human resources committee of the county board of commissioners and to the county board of institutions for their review. "My personal hope," said Barr, "is that they would adopt the recommendations of the task force.' The task force report recommended that the general hospital's administration be changed to one of two alternatives: •A new public hospital authority, which would function as an independent benefit corporation with full authority and responsibility for hospital operation, or: •A quasi-independent hospital authority within Wayne County government. such as a bridge, road or airport authority, with full authority and responsibility for hospital operation The general hospital currently reports to the following county committees: human resources for programs and general policy; general government for civil service and labor relations questions; the public works for land and facilities; and the ways and means for fiscal matters. Barr said he believes a hospital structure established like a road commission could be "frustratingly independ ent but very good. It removes hospital operation from politics and keeps it independent " Under such a proposal. Barr said the county probably would continue to fund the hospital, but the amount was impossible to predict. Although there would be "transitional problems" with a change in hospital administration. Barr believes the board of commissioners "will go along with it." The task force, which is chaired by Dr. Ramon Joseph, a Livonia doctor from Wayne County General, also recommended that the hospital continue to provide health care for those who otherwise couldn't obtain or finance such care. It also recommended that the hospital continue to provide a full range of services, including emergency and specialized services unavailable elsewhere in the county, and that the hospital continue its role as a teaching facility. EDGAR It isn't very often that a fellow gets a chance to visit the scene of one of his first challenges as a sports writer after an absence of 50 years and relive one of the weirdest chapters of his entire career Yet tl)is is what happened to The Stroller last week when he spent a few days on the St Clair River as a respite from the daily toil and the torrid weather Sitting on tne banks of the river with the little woman's cousin Henry Beattie watching the big freighters go bv. Beattie turned to us and asked. "How would you like to go up to Port Huron and see the start of the sailing race to Mackinac Island'" It didn't take very long to make up our minds and before we knew it we were walking along the docks looking at the sleek boats and milling with the crowds that make the night before the Mackinac race somethig to behold The carnival atmosphere . the crowded docks. helicopters hovering over head, .the members of the various crews making merrv before the long vigil out of the water all blended into a scene 'hat stands it apart from am other activity along the S' Lawrence waterwav .\s he lostled his wav through the crowds looking at the boats The Strol lor had to smile for the picture was far different than it was on his first visit as a neophvte about to "cover" his first sailing race IT WAS BACK m 1927 when the Bay view Yacht Club was preparing for its second race from Port Huron to Mackinac At the time no one in anv of the sports departments of the daily prints was designated as a "yachting edi tor." So. The Stroller was quite shocked when the sports editor tapped him on the shoulder orte afternoon and said. You arc going to cover the Mackinac race." The Stroller visited the Bavview Club and had one of the veteran sailors draw pictures of the various types of boats and the sails, with the name printed on each one of them With the drawing in hand, he suggested to the sports editor that it be printed in the Sunday editions along with a story of the race More than that, it carried a note stating that W W Edgar the yachting editor, was going to cover the race What a challenge! Come the day of the race The Stroller took his place on the press boat, watched the start and with the aid of a few sailors, got the information to return to shore and write his story Then it was off to Mackinac on one of the big cruise ships of the time It was here that he met the challengeface to face When he arrived on the island on Sunday morning, he was more than 100 miles ahead of the boats and he kept wondering what he would write about that afternoon In desperation he hired a boat to take him out to the lighthouse where he could talk to the lighthouse keeper and possibly get the latest information Revealing his plight, the old lighthouse keeper kindly took him in confidence and told him that the wind had "gone around the clock and that whatever was the position of the boats when he last saw them was the position thev would be in now" So The Stroller wrote a "wind" storv as his first effort from the island. Came the next dav. and again there were no boats in sight.
