2. Each Party shall take <strong>the</strong> appropriate measures to:<br />
(a) Ensure that <strong>the</strong> generati<strong>on</strong> <strong>of</strong> hazardous wastes and o<strong>the</strong>r wastes<br />
within it is reduced to a minimum, taking into account social, technological<br />
and ec<strong>on</strong>omic aspects;<br />
b) Ensure <strong>the</strong> availability <strong>of</strong> adequate disposal facilities, for <strong>the</strong><br />
envir<strong>on</strong>mentally sound management <strong>of</strong> hazardous wastes and o<strong>the</strong>r<br />
wastes, that shall be located, to <strong>the</strong> extent possible, within it, whatever<br />
<strong>the</strong> place <strong>of</strong> <strong>the</strong>ir disposal;<br />
(c) Ensure that pers<strong>on</strong>s involved in <strong>the</strong> management <strong>of</strong> hazardous<br />
wastes or o<strong>the</strong>r wastes within it take such steps as are necessary to prevent<br />
polluti<strong>on</strong> due to hazardous wastes and o<strong>the</strong>r wastes arising from such<br />
management and, if such polluti<strong>on</strong> occurs, to minimize <strong>the</strong> c<strong>on</strong>sequences<br />
<strong>the</strong>re<strong>of</strong> for human health and <strong>the</strong> envir<strong>on</strong>ment;<br />
(d) Ensure that <strong>the</strong> transboundary movement <strong>of</strong> hazardous wastes<br />
and o<strong>the</strong>r wastes is reduced to <strong>the</strong> minimum c<strong>on</strong>sistent with <strong>the</strong><br />
envir<strong>on</strong>mentally sound and efficient management <strong>of</strong> such wastes, and is<br />
c<strong>on</strong>ducted in a manner which will protect human health and <strong>the</strong><br />
envir<strong>on</strong>ment against <strong>the</strong> adverse effects which may result from such<br />
movement;<br />
(e) Not allow <strong>the</strong> export <strong>of</strong> hazardous wastes or o<strong>the</strong>r wastes to a State<br />
or group <strong>of</strong> States bel<strong>on</strong>ging to an ec<strong>on</strong>omic and/or political integrati<strong>on</strong><br />
organizati<strong>on</strong> that are Parties, particularly developing countries, which<br />
have prohibited by <strong>the</strong>ir legislati<strong>on</strong> all imports, or if it has reas<strong>on</strong> to believe<br />
that <strong>the</strong> wastes in questi<strong>on</strong> will not be managed in an envir<strong>on</strong>mentally<br />
sound manner, according to criteria to be decided <strong>on</strong> by <strong>the</strong> Parties at<br />
<strong>the</strong>ir first meeting;<br />
