national competition <strong>in</strong> their respective fields of strength. This requires appropriate decisionmak<strong>in</strong>g,<br />

management <strong>and</strong> adm<strong>in</strong>istrative structures <strong>for</strong> sett<strong>in</strong>g priorities <strong>in</strong> their competitive<br />

environment. The university of the future bases its action on st<strong>and</strong>ards deriv<strong>in</strong>g from science<br />

<strong>and</strong> research but it also has an obligation towards society with regard to its activities <strong>and</strong> with<br />

regard to the return on funds <strong>in</strong>vested <strong>in</strong> it” (p. 12).<br />

Equally important was another recommendation of the “Cornerstones”, concern<strong>in</strong>g the relationship<br />

between university <strong>and</strong> non-university research <strong>in</strong>stitutions with its central ‒ <strong>and</strong> at<br />

the same time highly controversial ‒ postulate: “In the <strong>in</strong>terest of their ability to compete at<br />

the <strong>in</strong>ternational level, the universities must be strengthened through close cooperation with<br />

or even structural <strong>in</strong>tegration of non-university research <strong>in</strong>stitutions” (p. 14). This recommendation<br />

<strong>for</strong> the fall of <strong>in</strong>stitutional walls was applied by many concepts, most prom<strong>in</strong>ently by<br />

the planned merger of the Technical University <strong>and</strong> the <strong>Research</strong> Centre Karlsruhe to <strong>for</strong>m<br />

the Karlsruhe Institute of Technology but also at Gött<strong>in</strong>gen (<strong>and</strong> later on, follow<strong>in</strong>g <strong>in</strong> its footsteps,<br />

also at Dresden) through a Gött<strong>in</strong>gen <strong>Research</strong> Council coord<strong>in</strong>at<strong>in</strong>g all the activities<br />

across five Max Planck Institutes, a Leibniz Institute <strong>and</strong> a number of other <strong>in</strong>stitutions jo<strong>in</strong>tly<br />

with the University (thus establish<strong>in</strong>g the Gött<strong>in</strong>gen <strong>Research</strong> Campus) as well as at Aachen<br />

<strong>for</strong>m<strong>in</strong>g the Jülich-Aachen <strong>Research</strong> Alliance. Furthermore, new structural elements such as<br />

Institutes of Advanced Study with<strong>in</strong> universities have <strong>in</strong>itiated an excit<strong>in</strong>g process of prioritysett<strong>in</strong>g<br />

<strong>and</strong> career development. With the help of numerous <strong>in</strong>ter-, <strong>and</strong> transdiscipl<strong>in</strong>ary centres,<br />

clusters, <strong>and</strong> other organisational structures, it has been possible to coord<strong>in</strong>ate research<br />

ef<strong>for</strong>ts beyond <strong>in</strong>dividual <strong>in</strong>stitutions <strong>and</strong> to offer new opportunities <strong>for</strong> career development<br />

based on tenure track options <strong>for</strong> junior researchers.<br />

In several other European countries we f<strong>in</strong>d similar attempts to foster<strong>in</strong>g excellence with<strong>in</strong><br />

the respective universities. In Spa<strong>in</strong> the <strong>in</strong>itiative “International Campus of <strong>Excellence</strong>”<br />

launched by the Spanish M<strong>in</strong>istry of Education <strong>in</strong> 2009 aimed at foster<strong>in</strong>g the modernisation<br />

<strong>and</strong> <strong>in</strong>ternationalisation of Spanish university campuses. It also focused on teach<strong>in</strong>g, research,<br />

<strong>and</strong> aspects of technology transfer. The ultimate goal <strong>in</strong> Spa<strong>in</strong> has been almost the<br />

same as <strong>in</strong> other European countries: To achieve greater <strong>in</strong>ternational visibility of campuses<br />

<strong>and</strong> to enhance <strong>in</strong>ternational exchanges of students, academics, <strong>and</strong> researchers. Also <strong>in</strong><br />

Denmark <strong>and</strong> Sweden there were several attempts made to create excellent research environments<br />

on top of already quite well-per<strong>for</strong>m<strong>in</strong>g universities. The “L<strong>in</strong>naeus environments”<br />

<strong>in</strong> Sweden aimed at enhanc<strong>in</strong>g support <strong>for</strong> research of the highest quality that can compete<br />

<strong>in</strong>ternationally <strong>and</strong> supported the respected units <strong>for</strong> up to ten years. That is also the time<br />

frame <strong>for</strong> the Danish National <strong>Research</strong> Foundation’s programme on “Centres of <strong>Excellence</strong>”<br />
