Potentials and planning strategies for a positive development

Government and administration
As mentioned before, Marciena is robustly linked to Madona in several
ways. Concerning government and administration, Madona district consists
of four towns and twenty parishes, of which Marciena is one.
Marciena has no planners because the parish is too small. 12 For that reason
is the Department of development – with specialists in area planning – situated
in Madona. However, Marciena parish council – as a sub division to
Madona city council – have responsibilities for the land. The term “land”
implicates an organisation that is planning how to develop the territory or
how to keep all in order and inhabitants don’t vandalize. The term “chairman”
means the person who is responsible about all what go on in the parish.
S/he takes decisions about business activities, human resources, education
institutions and social guarantee. 13
Workshop participants
Who took part of the workshop and group interview in Marciena city hall?
Chairman Inara Malniece from Marciena parish council conducted the meeting,
supported by chief specialist planner Augusts Apinis from Madona city
council and Department of development (figures 3-4). Further key persons
from Marciena parish council was Liga Ozola, Visvaldis Ozolina, Ziedite
Grisule and Nikolajs Pilipenko. Zinta Gulbe interpreted the meeting to English;
the authors asked questions and makes notes, and Zane Jurane from
Housing Agency took also notes and made comments.
