Liepa in Latvia Liepa parish is classified – on basis of the typology in the first chapter – as a non-historical case with low potential for development. The case of Liepa includes Sarkani village, the primary research- and problem-area in our focus. Following text brings together data from the desktop study and the field visit in Liepa and Sarkani. The text consists of three parts: case description, problems and concluding remarks concerning planning strategies. Case description This part is gathering data and describing the case in terms of location, government and administration, the housing area, population, ethnicity, demography, households, employment, workplaces, income and rent. Location Liepa (figure 1) is located in northeast Latvia in the district of Cesis (including Marseni, Rauna, Priekuli, Raiskums and Liepa). 50 Liepa lies in a geographically strategic good position together with three comparatively large towns: Cesis (14 kilometres), Valmiera (24 km) and Smiltene (29 km). The location is also favourable as the highway Cesis-Valmiera and the railway line Riga-Valka passes through Liepa. Sarkani – on the other hand – is located 4 kilometres outside Liepa parish with (as been told) no public transport system between the two places (figure 2-3). A regional territorial reform is coming up, which will reduce the number of municipalities and – subsequently – enlarges some of them. 51 Today is the size of Liepa about 24 square kilometres and consists up to 60 percent forest. 52 However, about 70 percent is national park, which limits the land use. Liepa is described as an air base (2006) in the dictionary. 53 Earlier, it was an attack deployment base during the Cold War.
