Government and administration
At first, the study has to do some clarifications about the terms “municipally”,
“parish” and “village”. The study understands “municipally” as related
to township or the administrative and governing body; the term “parish”
as a small administrative district typically having its own church; and
finally “village” as a group of houses in a rural area.
Second, this terminology implies also an organization of government with
calls of self-government and a chain of command (to some extent): Cesis
district consists of towns as Cesis city, parishes as Liepa and villages as Sarkani.

Group-interview and excursion
The group-interview took place in Liepa civil parish 26 April 2007. Present
at the meeting was Andris Rancans, chairman and municipal commissioner /
finances; Elita Rancane, social administration and an unnamed interpreter
from Liepa parish; and Tatjana Kofiloca from Sarkani: all these in concert
with the three authors and Zane Jurane (figure 4-5).

The author’s spelled the questions and the meeting turned out to be a
structured, informative-loaded – simultaneous interpreted – lecture about the
situation in Sarkani and the means that Liepa have for disposals. After the
meeting there was an excursion to eyewitness the milieu in Sarkani (figure
6-11).
