There is – from the authorities perspectives – awareness and convictions that problems are to be handled or solved/unravelled. Regarding the theoretical typology (figure 1 in “the outlines”) has Marciena low potential to positive development. This territory is needed for Madona district. Today a lot of peoples from Madona want to buy apartments, but Madona have not enough apartments for all consumers. The potential is as follows: if Madona district council would maintain, preserve and keep up this military territory – or sell it to private consumers – than they have possibilities to develop Marciena. For that reason, Marciena and Madona are taken the case seriously: they are – since 1991 – responsible for economy and planning, there are planning strategies for the future and testimonies on positive development. For example: projects as better roads between Marciena and Madona, new water cleaning machinery and ground work at the canal that solves infrastructure problem in the study case; network of key persons and organisations; teamwork at place as a process handling social problems; folklore tradition; culture centre; hotel; church; school; shop and – families. If families leave the area, the area is in trouble. There is culture capital to manage in the area. With reference to the school – as a place to return to and their folklore-traditions – there is a capacity in the culture centre for artists to establish their day-to-day-work. Not a few artists are enthusiastic to set up their studios in odd places were rents are cheap. Latvia Agency has projects, and Marciena have help writing project fund applications to take part of Latvian funds. Therefore, Madona and Marciena needs well formulated fund applications and the city council is probably also in quest of research fellows. The typology in figure 1 (in “the outlines”) was based on variables trend and potential. The trend-variable presumed historical and non-historical cases: historical cases as old-fashioned buildings and environment with attractive watercourses; and non-historical cases with non-attractive environment and out-of-date-houses. But history is at hand. Although memoirs of occupation an imperialist planning takes physical expressions in post-Soviet military residential areas and bases, there are reasons to preserve and give form to the history: don’t wipe out the history, save a small number of houses from the soviet-era as memorial and expression of “before” and “after” 1991. Regarding the old military base and the empty industry in the forest behind the hotel – as cases of undesirable estates – there are potential for development: make them available as training-camps for police and fire brigade. And the hotel is a place to reside in. Anyway, there are things to be done: for instance – with a cautious hand – demolish, renovation and preserving of the housing area; using (non- 28
imperialist) planning as a tool for constraining marginalisation and empowerment; writing contracts with the students; and develop skills for fund applications. And finally – as an improvement – not accept as true that help always comes from the outside. 29
