the pipes will be built with financial support from E U. 104 These state of affairs
collides with rental incomes and Liepas responsibilities: the rents people
pay doesn’t cover the cost, but the municipality have the duty to keep the
buildings in good conditions. 105 On the other hand – paradoxical to the described
situation above – an expert (E U-founded) evaluation of the buildings
has shown that the technical standard is quite good. 106 Consequently,
Liepa and Sarkani are in a dilemma between acceptable housing standards
(due to E U-norms) and needs for assistance for development (from
ReMiDo).
Concerning the hygiene for the women and her family in figure 9, they
have to go to the sauna or take a shower in a friend’s home in another house.
About the laundry she washes the clothes in a machine in her apartment, but
she must carry water from the tap and also dry the laundry outside on a
clothesline.
Place attraction
There are no needs for more houses and people are not queuing up for living
in Sarkani (and Liepa). 107 Due to problems with local communications there
are difficult to attract new inhabitants to move to Sarkani – especially families.
As an example of low place attraction for families: there are no playgrounds
for children in Sarkani. 108 On the other hand, children are creative:
during the study tour children were – perhaps excited due to our visit – playing
on the yards and running back and forth between the houses.
Problem management
Problems in Sarkani are managing through investigations and calculations:
- Liepa parish have prepared to do inventories – here technical surveys
– of seven large-scale houses in Sarkani (figure 3)
- Concerning these houses, Liepa municipality have also done an economical
calculation for the development
About the pluming system there are plans for when we will carry it out.
But for the moment: “I don’t know”, said the chairman. 109 We are doing investigations
for how much it will cost. But we have no resources, and we
need resources.
